The exercise of national power by each state is an accepted reality of international relations. Its individual power and distribution is one of the major determinants of a state'sbehaviour in international relations. However, the unlimited use of power by states can be a source of war, anarchy and chaos in international relations. State power, its estimates and measurement tools have always been a matter of interest to political and military leaders, who needed fairly objective parameters to make decisions with fundamental implications for the evolution and behaviour of states in the system of international relations. Globalization does not have the same impact on countries, it acts differently in countries with different levels of political, economic, social and technological development. Its unequal distribution by region, country or community confirms that it is a complex and deeply asymmetric process. It is confirmed by numerous theories and debates that only explained and defined the phenomenon, but paid little attention to the complexity of globalization and measuring its extent. Empirical indicators can be used to measure the differences between the national and the international in different domains. In this way, it is possible to see to what extent the countries are globalized, i.e., to see the strong influence of globalization processes on the overall state of society. That is why a large number of countries try to use the processes of globalization to promote national interests and improve their position in international relations. Therefore, the analysis of the indexes of globalization will help us to understand with which components of national power the countries dominate on the regional and global scene. The focus of the research is on the analysis of several globalization indexes that include the countries of the Western Balkan. Namely, the degree of globalization of countries is empirically analyzed through the prism of several different indicators that are constructed to measure the overall index of globalization, as well as to measure the political, economic and social dimension of globalization. The inclusion of a larger number of variables enables a more objective and accurate ranking of countries. As the results of the globalization rating of the Western Balkan countries show, it is concluded that the processes of globalization greatly contribute to strengthening and improving cooperation between countries, intensify interdependence, affect Euro-Atlantic integration processes, stimulate economic growth and improve the situation in societies. However, according to the elaborated data, these countries are still in the phase of adjustment or “maturation”, therefore, they are in the category of partially globalized countries.

A country needs to make contact with each other based on the national interests of each country related to each other, including among others economic, social, cultural, legal, political, and so on. With constant and continuous association between the nations of the world, it is one of the conditions for the existence of the international community. One form of cooperation between countries in the world is in the form of international relations by placing diplomatic representation in various countries. These representatives have diplomatic immunity and diplomatic immunity privileges that are in accordance with the jurisdiction of the recipient country and civil and criminal immunity for witnesses. The writing of the article entitled "The Application of the Principle of Non-Grata Persona to the Ambassador Judging from the Perspective of International Law" describes how the law on the abuse of diplomatic immunity, how a country's actions against abuse of diplomatic immunity and how to analyze a case of abuse of diplomatic immunity. To answer the problem used normative juridical methods through the use of secondary data, such as books, laws, and research results related to this research topic. Based on the results of the study explained that cases of violations of diplomatic relations related to the personal immunity of diplomatic officials such as cases such as cases of persecution by the Ambassador of Saudi Arabia to Indonesian Workers in Germany are of serious concern. The existence of diplomatic immunity is considered as protection so that perpetrators are not punished. Actions against the abuse of recipient countries of diplomatic immunity may expel or non-grata persona to diplomatic officials, which is stipulated in the Vienna Convention in 1961, because of the right of immunity attached to each diplomatic representative.

The article considers and analyses the basic principles and directions of Russian foreign policy activities during the presidency of V.V. Putin from the moment of his assumption of the post of head of state to the current presidential term. The authors determine the basic principles of Russia's foreign policy in the specified period and make the assessment to them. The study uses materials from publications of both Russian and foreign authors, experts in the field of political science, history and international relations, as well as documents regulating the foreign policy activities of the highest state authorities. The paper considers the process of forming the priorities of Russia's foreign policy both from the point of view of accumulated historical experience and continuity of the internal order, and in parallel with the processes of transformation of the entire system of international relations and the world order. The article notes the multi-vector nature of Russia's foreign policy strategy aimed at developing multilateral interstate relations, achieving peace and security in the interstate arena, actively countering modern challenges and threats to interstate security, as well as the formation of a multipolar world. The authors conclude that at present, Russia's foreign policy activity is aimed at strengthening Russia's prestige, supporting economic growth and competitiveness, ensuring security and implementing national interests. Internal political reforms contribute to strengthening the political power of the President of the Russian Federation and increasing the efficiency of foreign policy decision-making.

Realism is an approach and paradigm that is in international relations, Realism began to be debated during World War II (World War II) because of the failure of the League of Nations (LBB). LBB is the brainchild of idealists who are considered to have failed to prevent war and create peace. Realism existed even before the paradigm debate which was later called classical realism with one of its characters being Niccolo Machiavelly. Niccolo Maciavelly's style of realism emphasizes that human nature is egositically and creates an anarchic world. In this study the research team wanted to prove that what Niccolo Machiavelly delivered was not merely increasing military power merely to create peace, but negotiation and diplomacy methods were also instruments of the State in achieving its national interests in realism like Indonesia. The national interests of Indonesia are everything for Indonesian politicians and the existence and power of Indonesia is the goal of Indonesia's interests to avoid war. Therefore Indonesia must have played its role in the Asian-African Conference and the Non-Aligned Movement at that time as an instrument of achieving national interests in Realism. This research will use qualitative research methods with a historical approach. The results of this study provide answers that Realism is not merely militaristic but also a role as a rational actor.

<p>For a nation to be great, such a nation shall have great and professional military leaders which are contextual to the time and social context of their nation. That is why Indonesian military leaders need to take some lesson-learned from historical records of great military leaders, one of them is the strategic and transformative leadership of General Pericles, an Athenian General.  Therefore, this article analyzes about Pericles’ great leadership, especially in what ways and how to measure it. The data corpus of this study is “The Landmark Thucydides: A Comprehensive Guide to the Peloponnesian War” by Thucydides<em>.</em> The research uses qualitative study and critical review on related archival documentation. All data collected is validated by cross-checking with other credible open sources about the life and leadership records of General Pericles. The qualitative analysis uses to examine three main variables that are critical to his strategic-transformative leadership: his grand strategy (strategic mindset); his dedication to the highest level of life for Athenian citizens (altruistic mindset and heart); and his statesmanship, generalship, leadership (his leadership traits). The main International Relations theories used for examining General Pericles’s leadership are the theory of realism and institutionalism coupled with personality analysis of General Pericles himself. This article lays out the answer to the two thesis questions. This article proves that as a realist and visionary leader, Pericles’s leadership was central to the Athenian greatness in terms of its political, social, demographic, and military affairs, that successfully brought his nation to the global height. Putting in the current Indonesian context, this strategic-transformative leadership is important for any Indonesian military leaders to possess since any great nations shall have great and professional military leaders which are contextual to the time and social context of their nation.</p>

El hegemón es un actor fundamental en la gobernanza internacional. No obstante, mientras que el comercio, poder y guerra han sido temas ampliamente abordados desde los estudios sobre hegemonía en las Relaciones Internacionales, se ha avanzado poco en análisis de las ideas que orientan el comportamiento del hegemón. La hipótesis aquí planteada es que las hegemonías recorren a lo largo de su existencia cinco fases (emergencia, despliegue, apogeo, declive y extinción) y, durante cada una de ellas, el Estado hegemónico asume ideologías específicas que orientan su comportamiento internacional, lo cual se traduce en la promoción de ciertas políticas internacionales, así como de alianzas y organizaciones internacionales con vocaciones específicas. Sin embargo, en la medida que evoluciona su poder nacional y el hegemón transita de una fase a otra, éste tiende a cambiar ideológicamente, abandonando ideas previas y asumiendo otras nuevas. Si bien dicha transición ideológica es pragmática -en función de las necesidades de su poder nacional- este cambio resulta discordante y criticable por otros actores del sistema. Este documento se compone de dos grandes partes: en la primera se establecen las cinco fases de un ciclo hegemónico y, luego, se exponen las ideologías que orientan el comportamiento del Estado hegemónico en ellas; la segunda parte se orienta a comprobar empíricamente las transiciones ideológicas durante las hegemonías neerlandesa, británica y estadounidense.   Abstract: The hegemon is a fundamental actor in international governance. However, while trade, power and war have been topics widely discussed from studies on hegemony in International Relations, little progress has been made in analyzing the ideas that guide the behavior of the hegemon. The hypothesis proposed here is that the hegemonies pass through five phases during their existence (emergence, deployment, apogee, decline and extinction) and, during each of them, the hegemonic State assumes specific ideologies that guide its international behavior. However, as the national power evolves, and the hegemon moves from one phase to another, it tends to change ideologically, abandoning previous ideas and assuming new ones. Although this ideological transition is pragmatic - depending on the power needs of the hegemon- this change results discordant and is criticized by other actors in the system. To demonstrate this, the following document is composed of two major parts: the first presents the five phases of a hegemonic cycle and, along with it, the ideologies that guide the behavior of the hegemonic State; the second part aims to empirically verify the ideological transitions during the hegemonies that have existed: the Dutch, the British and the American. The present study is an effort to analyze the mode and intensity of Chinese interests in Pakistan. By examining the policy of pursuit in finding another market in the region, the study aims to understand the current warmth of the relationship between China and Pakistan. Although maintaining a perpetually friendly relationship with China has always been a cornerstone of Pakistan’s foreign policy, yet strengthening this relationship into a structured partnership remained a gradual process in the light of their mutual interests. In the politics of international relations, the relationship between countries is a complex interaction of pragmatic national interests, which are multifaceted and could take an alternate course with changing regional and international scenarios. As both Pakistan and China share many common political, economic and strategic interests due to which both are giving their utmost priority to protect their interests related to the other. This paper will investigate the situation where it is commonly believed that China is inevitable by avoiding the vice-versa. No doubt common threats and challenges faced by both the nation is the major cause to unite them in terms of security, political, economic and strategic fronts.

One of the insuffi ciently studied aspects of the modern theory of international relations is the problem of fi nding an adequate answer to the external information and psychological impact on the national interests of the Russian Federation in its “near abroad”.
