The goal of the study is to restructure society’s attitude toward the needs of the elderly. The article addresses the methodology of state social policy and possible innovations in funding and economic methods for public administration in the healthcare system for seniors. The novelty of the work is ensured by the concept of managed older age and a start-up proposal to create the State Direct Investment Fund “Senior Generation” functioning as an entity responsible for the development of the organizational foundations for gerontology and geriatrics services. The practical significance of the study lies in the optimization of the modern management model of care for the older generation and a philosophical study of age as a potential in management in both individual and societal regards. This strategy can serve as a basis for public administration of the healthcare system for the elderly accounting for the diversity of seniors as a social stratum.

Urban parks are critical for sustainable urban development. They are of theoretical and practical significance for analyzing the visual landscape of recreational spaces from the perspective of the elderly. This analysis can be used for exploring new methods for optimizing recreational space layouts to improve the physical and mental health of the elderly in parks, thus realizing the sustainable development of urban society. Taking Ziyang Park in Shangrao Central District of Jiangxi Province, China, as an example, starting from the visual characteristics of the elderly, this study quantitatively calculated the landscape viewability, total view ratio, and water view ratio for the elderly in each recreational space using Python Scripting for ArcGIS. We briefly express the elderly suitability of the visual landscape for each recreational space through a weighted synthesis of the calculation results. Our findings show that, in Ziyang Park, the elderly suitability of the visual landscape for recreational spaces is not only low overall, but also gradually decreases from the interior to the exterior of this park. Moreover, this spatial distribution may be caused by the location of zoning, surface elevation, and road slopes, as well as the individual characteristics of each recreational space. Finally, we discuss the requirements of the elderly for some geographical factors, along with the feasibility of using ArcGIS 3-D analysis to optimize the layout of the park recreational space, with the aim of providing a new research perspective and an effective reference method for designing layouts of such spaces that are favorable for the elderly to better guarantee the sustainable development of urban society.

The purpose of the article is to carry out an analytical assessing the impact of the COVID-19 pandemic on the level of food security in Ukraine. Research methods. The research was based on general scientific and economic methods, the creative heritage of the founders of economic science, publications of Ukrainian and foreign scientists on the impact of quarantine restrictions related to the spread of the COVID-19 pandemic on the level of food security of the country, regulatory legal acts, data from the State Statistics Service of Ukraine, electronic resources and other sources. The monographic approach is used to analyze the dynamics of the actual consumption of agri-food products and the level of food independence for individual agri-food products. Normative and positive approaches are used to highlight real risks and threats to food security. A number of techniques of abstract-logical tools made it possible to make a scientific and applied generalization of the material presented, to formulate intermediate and final conclusions and proposals. Research results. An analytical assessing the impact of the COVID-19 pandemic on the consumption of agri-food products and the level of food independence for individual agri-food products has been carried out. It has been proven that Ukraine produces enough food to ensure healthy nutrition for citizens. It has been determined that due to the low purchasing power of the population, groups of citizens with low incomes have limited access to essential agricultural and food products. In the medium and long term, there will be a shortage of food resources and global food inflation, the situation in agricultural markets will remain unstable, and trade will continue to develop under the influence of not only competition, but also political factors. Scientific novelty. The theoretical and methodological provisions, scientific, methodological and practical approaches to determining the factors of influence of quarantine measures and the spread of COVID-19 to the level of food security of the state have been substantiated. Assessing the impact of quarantine measures and the spread of COVID-19 on food security made it possible to identify the main risks of ensuring the country's food security. Practical significance. The applied aspects of the study can be taken into account in the formation of programs for the socio-economic development of the agri-food sector of Ukraine, which will increase the effectiveness of state initiatives aimed at ensuring food security of the state and increase the country's readiness for force majeure threats. SummaryBackground Hypertension or high blood pressure is on the rise. Not only does it affect the elderly but is also increasingly spreading to younger sectors of the population. Treating this condition involves exhaustive monitoring of patients. The current mobile health services can be improved to perform this task more effectively.Objective To develop a useful, user-friendly, robust and efficient app, to monitor hypertensive patients and adapted to the particular requirements of hypertension.Methods This work presents BPcontrol, an Android and iOS app that allows hypertensive patients to communicate with their health-care centers, thus facilitating monitoring and diagnosis. Usability, robustness and efficiency factors for BPcontrol were evaluated for different devices and operating systems (Android, iOS and system-aware). Furthermore, its features were compared with other similar apps in the literature.Results BPcontrol is robust and user-friendly. The respective start-up efficiency of the Android and iOS versions of BPcontrol were 2.4 and 8.8 times faster than a system-aware app. Similar values were obtained for the communication efficiency (7.25 and 11.75 times faster for the Android and iOS respectively). When comparing plotting performance, BPcontrol was on average 2.25 times faster in the Android case. Most of the apps in the literature have no communication with a server, thus making it impossible to compare their performance with BPcontrol.Conclusions Its optimal design and the good behavior of its facilities make BPcontrol a very promising mobile app for monitoring hypertensive patients.Citation: Carrera A, Pifarré M, Vilaplana J, Cuadrado J, Solsona S, Mateo J, Solsona F. The scientific article is devoted to the issues of budgeting system at industrial enterprises. The problem of improving the budgeting system in the enterprises of the corporate sector has always been a key issue for both government and business. In a time of economic turmoil and post-crisis periods, this problem becomes even more relevant. Methodological tools are analytical and economic methods of information processing. The relevance, theoretical and practical significance of the scientific research is determined by the focus on solving an important scientific and practical problem of empirical importance for budgeting within the financial planning system with limited financial resources and optimization of project financing sources.


Significance Its larger rival Uber is likely to follow suit. Such ride-hailing and sharing technology companies are at one end of the micro-mobility transformation of urban transport to rider- rather than driver-centric. At the other are the dockless e-scooter and electric bicycle app services, which in many places are replacing docked and dockless bicycle services. McKinsey estimates that by 2020, shared micro-mobility apps will be used for up to one in seven journeys under 8 kilometres. Impacts Commuters are the key target for e-scooters, but the trend may extend to the elderly where mass transit is unavailable. ‘Dockless’ transportation depends on its servicing network and the numbers of technicians certified in micro-mobility services will rise. Insurers will screen micro-mobility network data to assess injuries; most hospitals code patients by the type rather than cause of injury. In rural areas of developing countries, expanding mobile banking will help connect the unbanked to micro-mobility services. E-scooter start-up valuations may suffer as barriers to entry are low, US-China tariffs may raise costs and personal ownership may rise.

The purpose of the article is to study comprehensively the content of the leading newest concepts in the field of public administration in the United States, identify their basic features, as well as clarify key characteristics of the contemporary American theory of public administration. The study used a set of logical methods (synthesis, analysis, inductive method, etc.) and such general scientific approaches as system, structural-functional and bibliographic ones. The article presents a systematic study of modern theory of public administration in the United States, analyzes the leading concepts, reveals their essence, principles and features. In particular, the principles of transition from bureaucratic to post-bureaucratic management, developed by B. Armajani and M. Barzeley, are analyzed; ten principles of entrepreneurial government by T. Gaebler and D. Osborne; the content of recursive practices, due to which the construction of reality takes place, including public and political, based on the scientific views of Ch. Fox and H. Miller; the essence of R. Denhardt's new civil service, which relies on the instruments of direct democracy and recognizes public activity above market instruments in the context of achieving public interests; main directions (managerial, political and legal) of integrated public administration by D. Rosenbloom; argumentation of P. Nutt and R. Backoff regarding the expediency of using strategic management in public administration. The key characteristics (trends) of the modern theory of public administration in the US are revealed, namely: debureaucratization; marketization; managerization; servicing; postmodernization. The preconditions and content of these tendencies are identified. The scientific novelty of the article is to conduct a thorough study of the main new concepts in the field of public administration in the United States, as well as to identify general relevant characteristics of the American theory of public administration. The practical significance of the article is related to the possibility of further use of its materials in the educational process, research and practical field, taking into account clear applied orientation of modern theory of public administration in the United States.

The relevance of the study is that effective public administration constitutes one of the most important factors in the progressive development of the modern state. An important condition for the productive functioning of public authorities is public administration, which acts as a holistic scientific system of organisation of activities. Assessing the effectiveness of public administration decisions is necessary for both public authorities and society. It helps civil servants to control and improve the management process, and helps the society to assess the quality of public institutions. The lack of objective generally accepted indicators for assessing socio-economic processes, the work of bodies and institutions is one of the main problems that hinder the efficiency of the state mechanism. At present, there are no well-established approaches to assessing the effectiveness of public administration decisions. The solution to this problem is a more detailed study of scientific knowledge regarding the system and mechanisms of evaluation. The purpose of the study is to analyse the main modern approaches and mechanisms for evaluating the effectiveness of public administration decisions. The concept of performance evaluation as a complex process is currently the most prevalent and used by modern scientists. Ensuring efficiency is a difficult task for public administration. The diversity of the system requires the use of rational approaches and the creation of differentiated evaluation criteria. The components of the evaluation system in the context of globalisation affect the effectiveness and efficiency and require continuous improvement. The use of special tools and technologies provide flexibility of government decisions and internal integrity, leading to rapid change in the state. mainstreaming of the efficiency improvement and quality of evaluation of public administration decisions directly affects the socio-economic development of the state and improvement of the welfare of the population. The use of evaluation results allows to identify existing problems in a timely manner, to find ways to solve them, improving management by improving the efficiency of public administration at all stages. The practical significance lies in the use of research results in the activities of individual public administration bodies, which will allow to modernise the effectiveness of evaluation of public administration decisions and the management system in general
