Достаточно новой формой практики муниципального управления в РФ становится партисипаторное бюджетирование, основанное на непосредственном участии граждан в местном самоуправлении. Целью исследования явилось изучение вовлеченности сельского населения в процессы управления сельскими территориями через механизм партисипаторного бюджетирования. Совершенствование системы управления сельским развитием на основе самоорганизации селян с активной гражданской позицией и партисипаторного бюджетирования является важнейшим фактором новой научной модели развития сельских территорий. Представлена диагностика состояния партисипаторного бюджетирования в России, 69 регионов реализуют проекты на основе этого механизма публичного управления общественными финансами, существуют многочисленные успешные практики вовлечения местных сообществ в управление территориальным развитием. Несмотря на то, что в 2019 г. по сравнению с 2014 г. количество реализованных проектов на селе увеличилось вдвое, относительно 2016 года оно уменьшилось почти на 40%. Выявлены ключевые факторы, сдерживающие развитие гражданского участия селян в управлении общественными финансами: недостаточный уровень институционального доверия сельского населения, высокая субсидированность и низкий уровень собственных доходов местных бюджетов, недостаточность компетенций органов местного самоуправления для подготовки инициативных проектов. Participatory budgeting, based on the direct participation of citizens in local selfgovernment, is becoming a fairly new form of municipal governance practice in the Russian Federation. The aim of the study was to study the involvement of the rural population in the management of rural areas through the mechanism of participatory budgeting. Improving the rural development management system based on the self-organization of villagers with an active civic position and participatory budgeting is the most important factor in the new scientific model for the development of rural areas. The diagnostics of the state of participatory budgeting in Russia is presented, 69 regions are implementing projects based on this mechanism of public management of public finances, there are numerous successful practices of involving local communities in the management of territorial development. Despite the fact that in 2019, compared to 2014, the number of implemented projects in rural areas doubled, compared to 2016 it decreased by almost 40%. The key factors hindering the development of civic participation of villagers in the management of public finances were identified: insufficient level of institutional trust of the rural population, high subsidies and low levels of local budgets' own revenues, insufficient competence of local governments to prepare initiative projects.

The study aims to determine the main indicators of rural smart development concept for territorial development analysis and decision-making in Vidzeme region (Latvia). In the framework of the study the theoretical literature and planning documents were analysed, focusing on the indicators of rural areas and sustainable development. For a long time the development was associated primarily with the economic growth - GDP, employment and income growth. In recent years, the economic dimension is supplemented with social, environmental, cultural and political aspects. A holistic approach interprets close relations and balanced integration between the economic, social, political, ecological and cultural dimensions of local and regional development. Such approach requires the search for new indicators that describe the development of rural areas and are directly relevant to each individual area. The results present that in the development of Vidzeme smart specialization, the local governments and the state has the greatest impact. It is most affected by the local government's capacity to develop cooperation with residents and entrepreneurs, and a stable and sustainable economic situation in the country.

The study was carried out within the framework of targeted funding of the Science Committee of the Ministry of Education and Science of the Republic of Kazakhstan "Development of the concept and mechanisms of balanced territorial development of the economy and society of Kazakhstan." Methods - abstract-logical, monographic, graphical, comparative and cluster analysis. Results - in order to compare the living standards of rural areas of the country's regions, grouping of regions was carried out with justification of such indicators as growth rate of the number of rural residents; the share of the employed and self-employed in the total rural population; villagers' income; proportion of residents whose material well-being is below the subsistence level; share of expenses for food products and paid services. The results of the conducted cluster analysis are presented and groups of regions with similar living conditions, social security and characteristic problems are identified, which makes it possible to determine the main directions of regional policy for improving living standards in the countryside for each of them. Conclusions - the authors have developed recommendations for the implementation of measures aimed at increasing the level of livelihoods in rural areas that are of interest to regional and local government agencies, labor and social protection authorities in Kazakhstan, preparation of policy documents to improve the socioeconomic situation of rural residents.

The article raises the issue of the dynamics of human capital of rural Russia of the Central Federal District with the example of the Yaroslavl area in conditions of depopulation and growth of return migration. On the basis of the results of the empirical research, using the methods of in-depth interviews and the search survey according to the structured questionnaire, the author examines the way of life and living conditions of the rural population from the perspective of the past, present and future. The article identifies key problems that are acutely felt and reflected by the inhabitants of the village: lack of jobs, opportunities for decent work in the countryside, poor roads and medical services, a low level of amenities and recreational activities. Also, based on the reasoning of the respondents, the author points out some positive aspects of life in rural areas: good ecology, availability and operation of kindergartens and schools, a relatively high level of development of digital technologies, a moderate, peaceful life. In conclusion, the author highlights the key factors influencing the lifestyle and quality of life of rural residents and concludes that, in the light of this situation, without State policy intervention in the development and preservation of human capital, Depopulation and atrophy of rural areas will continue.

Almost 40 years ago, New Public Management theorists reserved an increasingly important role for citizens and civil society in the policy making process. This trend continued afterwards with proponents of Digital Era Governance or New Public Service theories. But without the opportunity of taking decisions on how to spend at least some parts of the government money, the influence of citizens and NGOs is fairly limited. Local governments, as the institutions closer to the needs and wishes of the communities, have gradually taken note of the increasing clamor for more power and transparency. Participatory budgeting processes have sprung up all over the world in the last years. Romania is no exception; a number of cities have implemented platforms that allow their citizens to propose and vote on projects to improve the quality of life in their communities. Our research will try to ascertain the level of success such initiatives have in Romania, a country with a generally low level of civic engagement. For this, we will use questionnaires and interviews with public servants in charge of these platforms.

The study deals with the formation of a model of sustainable and effective development of agriculture and rural areas as the main task of implementing the State agricultural policy. The relevance of the tasks set by the author lies in considering the living conditions in the countryside as an integrated approach to the country's economy in order to diversify the types of activities in rural areas, create new sources of income. The directions representing a new economic paradigm of rural development in Kazakhstan are justified. The ways of implementing a comprehensive policy are shown, which consists in the partnership of public structures, local governments, public organizations and private sector, so that in the future, rural areas will become the most important socioeconomic and ecological subsystem of society. One of the key issues in the development of a model of modernization of the Kazakh countryside - the methodology for assessing the strategy and taken measures are highlighted. It is noted that monitoring of a wide variety of regional situations in rural settlements is of great scientific importance in creating a reliable and objective basis for developing substantiated measures to improve the quality of life of the rural population and determining priorities. The author states that the implementation of the "Auyl - El besigi" program contributes to the development of support and satellite villages, which have the potential to increase the level of life and well-being of rural residents, modernize the social infrastructure of the SNP JSC "Fund for Financial Support of Agriculture" allocated significant amounts to ensure employment of the rural population. The program condition in the funded projects should be startups, proposals for non-agricultural areas of expansion of activities in rural areas.

Introduction. The critical state of both the social sphere and the infrastructure of most rural settlements requires the search for new and effective influences on this situation, as public authorities, as well as many local governments are still not ready to effectively implement social reforms, meet basic living needs. Rural population, refer to the lack of sufficient budget funds. However, human centrism means that attention to the person of the active part of the villagers will affect the living standards of the rural population as a whole, will bring the living conditions in the countryside closer to the urban level. Research purpose revealing the peculiarities of the formation of physical culture of a person who is the only one who forms the demand and development of physical culture and sports in a democratic society, showing new, modern approaches to the development of sports in rural areas with existing limited financial resources. Research methods and materials. A set of methods of theoretical research was used (generalization of literature, materials from the Internet, the content of previous own scientific developments, abstraction, idealization, analysis and synthesis, induction and deduction). Results. Physical activity is the use by a motivated and self-determined person of subjective (assigned, included in the content of life) units of physical culture, reproduced by him to ensure the adequacy of his psychophysical condition to the changing conditions of life and production. Only when the actualized values to be physically developed and healthy, formed individually significant motives, existing concepts, knowledge and abilities, the necessary skills and abilities, only then on the basis of trained body mastered by man, there is a qualitatively new state of development, namely physical personality culture. Physical culture of the individual is a socially determined area of general human culture, which is a systemic, dynamic state, characterized by a certain level of unprofessional, i.e. self-used education, degree of physical perfection, motivational and value orientations and socio-spiritual values acquired through physical education and integrated into physical culture and sports, lifestyle culture, spirituality and mental and physical health. In this regard, the physical culture of the individual, and hence the structure of the strategy of sports development in the united territorial communities should be considered as being in unity and dynamics, and the latter should be the reaction of the social subject to the need to meet the needs of the population. In addition, related interests of physical, and then social, spiritual transformation of the person based on awareness of the value of a specific means of their satisfaction - exercise. Therefore, when considering the structure of PCS, it should be borne in mind that it arises and develops in the social structure of a particular society that has already developed. Conclusions. In the conditions of democratic development inherent in modern Ukraine, the determining condition for intensifying the involvement of rural people in physical culture and sports (PCS) is the formation of physical culture (PCP), as a conscious need to use sports for their improvement and development. It is the person with the formed PCP, uniting with the same persons interested in the development of PCS, forms the micro groups that form the demand for the creation of conditions for sports. The dependence of the governing bodies of the newly created United Territorial Communities (UTC) on the citizens who are voters in the respective territories allows those who have already formed the PCP to act as moderators of the development of physical culture and sports. It is these individuals and the social groups created with their participation with limited financial resources in most of the united territorial communities, who should take responsibility and involve support for prepared projects in the form of crowdsourcing, fundraising, and other modern tools to improve the base of physical culture and sports at the local level. Purpose: to determine the level of involvement and the effectiveness of the participation of rural settlements of municipal districts in regional programs of initiative budgeting. Materials and methods. The methodological basis of this research is dialectical, formal-logical, statistical methods. The empirical basis of the study was made up of data from the reports of the Center for Initiative Budgeting of the Research Institute of the Ministry of Finance of the Russian Federation, the Federal State Statistics Service for Rostov Region, the results of the regional competition of initiative budgeting projects and reports of the regional government on their implementation. Results. The region has developed a legislative and regulatory framework for the initiative budgeting development. The diagnostics of the participatory budgeting development in rural areas of Rostov region is presented: the sources and amounts of initiative projects financing of villages and cities are determined, the ratio of the participating in the competition and the winning projects of rural settlements of municipal districts is determined, the amount of financing of initiative projects from the local budget per one villager is determined. The ratings of the municipal districts of Rostov region for 2020 and 2021 have been prepared by the level of activity of rural settlements and the effectiveness of their participation in initiative budgeting projects. Conclusions: the key factors hindering the development of civic participation of villagers in public finance management have been identified: low level of institutional trust of the rural population, insufficient social activity of villagers in resolving issues of local importance, significant income differentiation of rural and urban residents, low income of local budgets, insufficient competencies of local governments for the preparation of initiative projects. Improving the participatory budgeting mechanism in the region will have positive consequences for socio-economic development of rural areas.

The article deals with the social and economic development of rural areas as an important component of social and regional policy. It is noted that in the terms of a transformational economy, it should be based on new principles of organizational support and financing, support for integrated rural development, attracting investment resources, based on the needs of the rural population. It is determined that one of the main causes of the crisis in the Ukrainian countryside is the loss of state control over the processes of socio-economic development of rural areas. It is investigated that the most important precondition for overcoming the crisis is the creation of an effective system of state regulation in the rural sector of Ukraine. The formation of self-sufficient (in particular in financial terms) territorial communities of rural areas is proposed is one of the ways of socio-economic development of rural areas. It is analyzed that the state policy of Ukraine in the field of local self-government is based on the interests of residents of territorial communities and provides for decentralization of power, i.e. transfer of large amounts of power, resources and responsibilities from local governments to local authorities. This policy is based on the provisions of the European Charter of Local Self-Government and the best world standards of public relations. The focus of research is state regulation of rural development processes – the main priority of public policy in the vector of European integration of Ukraine's foreign policy. Increasing the importance of solving the problems of rural areas requires a change of state orientation in the direction of increasing the investment attractiveness of rural areas, introduction of structural adjustment of rural economic infrastructure to balanced multifunctional development, formation of organizational and economic tool for risk management and safety of rural development. It is established that one of the main conditions for the effective functioning of local budgets is to ensure the formation of sufficient financial resources for their independence and autonomy in order to meet the needs of the rural population.

The aim is to show the main directions of strategic reforms that contribute to improving the well-being of the rural population, modernizing public administration and balanced territorial development. Methods - economic and statistical, assessment, comparative analysis. Results - it was revealed that despite the respondents' satisfaction with the quality of life in the countryside, the existing problems in rural areas are associated with insufficient use of production and intellectual potential, competitive advantages of the agricultural sector of the republic. The article discusses the need to improve the methods of State regulation and self-government based on the involvement of rural residents in these processes. This will make it possible to form a national model of positive socio-economic dynamics, taking into account historical experience, traditions and foreign practice. In the context of this, the arguments for increasing the responsibility of the institution of State self-government in making decisions on the effective development of the territory seem relevant. The authors note the need for the participation of the rural population in formation of the budget, lobbying for social and other projects which are necessary for specific administrative-territorial units. The necessity of active use of digital technologies in business and social movement in the conditions of quarantine and postcovid regimes has been justified. Conclusions - improving the efficiency of self-government bodies is a complex, complex task that requires the concentration of efforts of many structures. It is necessary to introduce digital technologies to create infrastructure in rural areas in order to ensure social security and improve quality of life of the population.

Subject. The article addresses issues of rural development and involvement of local governments in the implementation of rural development programs. Objectives. We focus on exploring the status of rural areas, identifying their potential, developing sound mechanisms to spur sustainable rural development and involve local governments in the implementation of relevant policy measures. Methods. The study draws on general scientific methods of analysis, including the techniques of statistical and logical analysis. Results. The study established that the rural areas of the Republic of Dagestan are deteriorating; the migration flow of rural population to urban areas continues. Private subsidiary farming is the most important source of income generation for rural population, the capacity of agricultural organizations is noticeably impaired. Conclusions. We underpin the need to develop a set of measures for encouraging the efficient use of resource potential of rural areas, including through increasing the activity and efficiency of local governments at the rural level. The paper puts forward reasonable proposals for enhancing the government support to sustainable rural development.
