The Heraldic Sign Tamgha of the Proto-Bulgarian Ruler’s Clan Dulo in its Representative Function

In essence and function, the heraldic sign tamgha of the Proto-Bulgarian ruler’s clan Dulo is a sign of ownership with one primary-basic function – the possession, and two secondary-derived and additional functions – the representative and the protective (apotropheic). Khan Asparuh ordered the tamgha of the Dulo clan to be carved on a suitable stone and to be built over the main gate of the Belgorod Fortress as a sign that there is a descendant of the Dulo clan, who is also a ruler, a khan of the entrusting Proto-Bulgarian tribes. He directed the repair of the Drustar fortress and ordered the tamgha of Dulo clan to be carved on the fortress walls. The wall in front of the village of Byala, Varna district is the last and the most southern wall that Khan Asparuh builds. On it the tamgha of the Dulo clan is carved between two Runic letters, so the whole inscription translates as The State of Dulo. The urns with the ashes of the khans and their wives from the First Bulgarian Kingdom are stored in a special pit into the most hidden underground tunnel connected to the palace of Khan Krum. The title канартигин is formed on the basis of the Proto-Bulgarian expression *каган-ирт- тикин, literally “prince-after-kagan”, i.e. “crown prince”.

This study aims to (1) To describe the form of symbolic internalization at the Pawetonan ceremony in the village of Pakraman Baler Bale Agung District State Jembrana District; (2) To determine the function of the internalization of the symbolic ceremonies Pawetonan in Pakraman Baler Bale Agung District of the State of Jembrana and (3) To determine the educational value of Hinduism contained in the internalization of the symbolic ceremonies Pawetonan in Pakraman Baler Bale Agung District of the State of Jembrana.</em></p><p><em>The theory used to examine the above three problem formulations is the Symbolic Intraxionism theory of Donder, Structural Functional Theory of Malinowski, Theory of Value from Louis O. Ksattof. Data collection methods used were observation, interview, literature study, and documentation. A person who is carrying out Pawetonan first do pabyakaonan, natab byakala, natab offerings durmanggala, natab Prayascita, mengudang pesaksi, menghanturkan offerings holy shelf bingin, Mejaya victorious and wear karawista and kalapika, after carrying out pangubaktian and begged waranugraha, nunas Tirtha and Bija then natab Squeeze indicating the ceremony is appropriate. The function of the ceremony Pawetonan in Pakraman Baler Bale Agung District of the State of Jembrana is there are a lot of first function is a function of the anniversary of the birth, the function samskara and function worship Sang Hyang Sangkan Paraning dumadi and educational values embodied in the ceremony Pawetonan is religious value, the value of ethics , Aesthetic value, social value.</em><em></em></p>

The research expedition of the Institute of Oriental studies of the Russian Academy of Sciences has been working in Mali since 2015. Since 2017, it has been attended by employees of the State Museum of the East. The task of the expedition is to study the transformation of traditional Dogon culture in the context of globalization, as well as to collect ethnographic information (life, customs, features of the traditional social and political structure); to collect oral historical legends; to study the history, existence, and transformation of artistic tradition in the villages of the Dogon Country in modern conditions; collecting items of Ethnography and art to add to the collection of the African collection of the. Peter the Great Museum (Kunstkamera, Saint Petersburg) and the State Museum of Oriental Arts (Moscow). The plan of the expedition in January 2020 included additional items, namely, the study of the functioning of the antique market in Mali (the “path” of things from villages to cities, which is important for attributing works of traditional art). The geography of our research was significantly expanded to the regions of Sikasso and Koulikoro in Mali, as well as to the city of Bobo-Dioulasso and its surroundings in Burkina Faso, which is related to the study of migrations to the Bandiagara Highlands. In addition, the plan of the expedition included organization of a photo exhibition in the Museum of the village of Endé and some educational projects. Unfortunately, after the mass murder in March 2019 in the village of Ogossogou-Pel, where more than one hundred and seventy people were killed, events in the Dogon Country began to develop in the worst-case scenario: The incessant provocations after that revived the old feud between the Pel (Fulbe) pastoralists and the Dogon farmers. So far, this hostility and mutual distrust has not yet developed into a full-scale ethnic conflict, but, unfortunately, such a development now seems quite likely.

Melanophores of the angelfish, pterophyllum scalare, have previously been shown to display approximately 2,400 microtubules in cells wih pigment dispersed; these microtubules radiate from a presumptive organizing center, the central apparatus (CA), and their number is reduced to approximately 1,000 in the state with aggregated pigment (M. Schliwa and U. Euteneuer, 1978, J. Supramol. Struct. 8:177-190). In an attempt to elucidate the factors controlling this rapid reorganization of the microtubule apparatus, structure and function of the CA have been investigated under different physiological conditions. As a function of the state of pigment distribution, melanophores differ markedly with respect to CA organization. A complex of dense amorphous aggregates and associated fuzzy material, several micrometers in diameter, surrounds the centrioles in cells with pigment dispersed, and numerous microtubules emanate from this complex in a radial fashion. In the aggregated state, on the other hand, few microtubules are observed in the pericentiolar region, and the amount of fibrous material is greatly reduced. These changes in CA morphology as a function of the state of pigment distribution are associated with a marked difference in its capacity to initiatiate the assembly of microtubules from exogenous pure porcine brain tubulin in lysed cell preparations. After complete removal of preexisting microtubules, cells lysed in the dispersed state into a solution of 1-2 mg/ml pure tubulin have numerous microtubules associated with the CA in radial fashion, while cells lysed in the aggregated state nucleate the assembly of only a few microtubules. We conclude that it is the activity of the CA that basically regulates the expression of microtubules. This regulation is achieved through a variation in the capacity to initiate microtubule assembly. Increase or decrease in the amount of dense material, as readily observed in the cell system studied here, seems to be a morphologic expression of such a physiologic function.

In this article the author analyses the development of administrative regulations in the system of modern public administration. The state of administrative regulations and their institutionalisation as a result of the administrative reform is noted. It has been identified and found that there has now been a change in the approach to the delineation of the administrative regulations of the executive authorities - before 2018, administrative regulations were divided into service regulations and function regulations, where service regulations are related to requests by private persons to the state represented by its bodies and officials - and function regulations are related to the implementation of continuous activities to perform assigned powers and exercise the established competence, after 2018, administrative regulations are divided into service regulations and control (supervision) regulations. According to the author, the established approach has allowed the above varieties of regulations to be merged into such a group of types of administrative regulations as administrative regulations for the implementation of state functions. Also the author concludes that it is necessary to adopt a special legislative act systemising the functions of the executive authorities and the administrative procedures they carry out in a single logical connection.

This article reports on the result of an exploratory qualitative study with in-depth interviews conducted with postgraduate students in Chinese universities. The data were collected from five schools of social work, covering three provincial-level administrative regions of Beijing, Shanghai and Shandong. The principal aim of this article is to understand the development of social work and student perspectives on the government’s role in social work development and the function of social work in China. The study shows that Chinese social work is still developing, and the expansion and function of social work education and practice is mandated by the state. Despite a robust authoritarian hold by the government, the study finds hope among the graduate students about the mission and future of social work in China.

The tradition of composing welcome, birthday, and New Year’s Day odes for the monarch in London is one that dates to as early as 1617. It was not until almost a century later that an equivalent tradition in Dublin is evident. The Dublin ode tradition has often been viewed as an imitation of that established at the London court, and, while it doubtless took the London odes as its model initially, its poets and composers developed a series of works that stand apart as unique in their rationale, style, and even musical genre. This chapter shall demonstrate that the Dublin works were distinctive in their political and social intent and function, their poetry housing the intentions of a loyal polity on the margins of the empire that had a unique and complex identity and relationship with Britain. It will discuss the music and word-setting of the works composed by Masters of the State Music Johann Sigismund Cousser and Matthew Dubourg, showing that this ceremonial music for Dublin constitutes a body of works invaluable to our understanding of the cultural and political climate in the city in the eighteenth century.

The present article uses data available through the 2011 population census to analyze the state of development in the villages of India on the basis of a village development index that has been constructed for the purpose following the capabilities expansion as development approach. The analysis reveals that the state of development in the villages of the country varies widely and there is only a small proportion of the villages where the state of development can be termed as satisfactory. The analysis also reveals that the state of development in the village is influenced by its selected defining characteristics. The article calls for a village-based planning and programming approach for meeting the development and welfare needs of the village people.

Banyuwangi is an area rich in various cultures and customs, this is because Banyuwangi district is inhabited by various ethnic groups. The majority of the sub-districts of Banyuwangi are osing tribe who live in the village of fern and urban village of rejo. Joglo building as one of the traditional Javanese buildings in it contained philosophy that suits the life of the people. The arrangement of the room in Joglo is generally divided into three parts, namely the meeting room called pendopo, the living room or the space used to hold the show called pringgitan, and the back room called dalem or omah jero as the family room. For the people of Banyuwangi especially those who still preserve the joglo house just like the osing tribe have begun to experience the shifting of its role and function where in this case joglo house serve as additional need for home decoration, private residence of the citizen, until used as permanent building of cafe and restaurant. From the description above, the researcher felt that the community did not understand the function of the role and shape of the architecture of the Javanese house which has become the culture of the inheritance slowly changed by causing a shift to the cultural values contained within it. The shift in value will sooner or later bring changes to traditional architectural forms, structures and functions.

The Grajagan village had a library located at the village office. So far, the library has not been managed and utilized optimally. The problems that occur in this library include the lack of book collections, the absence of chairs and tables for readers, the condition of the library is not well organized, and the library staff were not trained in managing the library. These problems have resulted in the low interest of the people of Grajagan village to visit the village library. To solve the problems, it was necessary to provide assistance in library development. Library development is carried out through the addition of book collections, providing chairs and tables for readers, arranging library space, and training for library staff. Based on the results of community service activities that have been carried out, it can be stated that the library's book collection has increased by 88 books, the library space becomes more comfortable with the increase in furniture, and the library staff has increased their knowledge in terms of library management. To further increase the role and function of the library, promotion or introduction to the library's book collections and facilities to local villagers is required.

The status and function of customary land causes land problems to become complex, which can be a source of legal and social problems that appear in various forms of land disputes. Likewise with respect to the village plots, it is not free from disputes. There are many factors that lead to the disputes in village yards. The objectives of this study is to examine the rights and obligations of the village manners who occupy the village reef land and to examine the position of the village manners who are no longer Hindu towards the village coral land are in accordance with the Canggu Badung Adig village awig-awig. The type of study used is empirical legal research. The results of this study is 1) the rights and obligations of the village manners who occupy the village reef land in accordance with awig- awig Adat Canggu Badung Village is to occupy the village coral land, bearing in mind the village manners who occupy the village coral land have been regulated in Awig-Awig Canggu Adat Village, Pawos 4 Paragraph (1) and is obliged to participate in retribution, carrying out village directives and paying contributions. 2) The position of the village manners who are no longer Hindu towards the village coral land is in accordance with the awig-awig of the Traditional Village of Canggu Badung every village manners who convert, then the manners are called tamiu manners. Based on this, all the assets or facilities of the customary village must be returned to the customary village, including the village coral land it occupies, as stated in the Pararem of the Canggu Customary Village, Pawos 4 Paragraph (3).
