BACKGROUND: It was substantiated the relevance and necessity of the chosen research topic as a result of a review of the scientific literature on the epidemiology and pharmacotherapy of patients with systemic vasculitis associated with cryoglobulinemic syndrome. OBJECTIVE: In this study were selected drugs that have the diagnostic ATC-code J05 Antiviral agents for systemic use; J05A Antivirals of direct action; J05AB01 antiviral agents for systemic use according to INN Aciclovir. METHODS: This study is based on pharmacoeconomic, organizational and legal, forensic and pharmaceutical approaches to pharmacotherapy with using literature review. Experimental data were processed on the basis of the Department of Internal Medicine of the Lviv Medical Institute and the Department of Medical and Pharmaceutical Law, General and Clinical Pharmacy of the Kharkiv Medical Academy of Postgraduate Education. RESULTS: Clinical and pharmacological analysis of basic therapy of systemic vasculitis was performed. Pharmacoeconomic studies have been conducted. According to the results of ABC analysis, drugs according to INN Aciclovir ATC-code J05AB01 for pharmacotherapy of patients with systemic vasculitis combined with cryoglobulinemic syndrome were distributed in descending order of value. According to the results of VEN-analysis, it is estimated that category V drugs accounted for the largest number of prescriptions and the cost of therapy (100%). CONCLUSION: This study provide an opportunity to make administrative and managerial decisions in determining the pharmacotherapy of patients with systemic vasculitis combined with cryoglobulinemic syndrome to improve the use of drugs in hospitals.

The outstanding cardiologist and cardiac surgeon Evgeny Nikolaevich Meshalkin was born on February 25, 1916 in the city of Yekaterinoslav, now Dnepropetrovsk. In 1918, the Meshalkin family moved to Rostov-on-Don, and in 1928 to Moscow, where Evgeny graduated from school in 1930, and then studied at the factory school at the Sickle and Hammer factory. In 1941, Evgeny Nikolaevich graduated from the 2nd Moscow Medical Institute and from August 1941 to May 1945 was a participant of the Great Patriotic War permanently in the field army. After demobilization from the army, E. N. Meshalkin worked from 1946 to 1956 at the department and at the clinic of Faculty Surgery of the 2nd Moscow State Medical Institute, headed by Academician of the USSR Academy of Medical Sciences A. N. Bakulev. In 1950, he defended his PhD thesis «Intubation anesthesia», and in 1953, his first monograph «Intubation anesthesia Technique» was published. Evgeny Nikolaevich is rightfully considered one of the founders of the Russian anesthesiology. In 1953, E. N. Meshalkin defended his doctoral dissertation «Probing and contrast study of the heart and major vessels». In conditions of moderate nonperfusion hypothermia, Yevgeny Nikolaevich successfully operated on complex heart defects, performed the insertion of mechanical prostheses for mitral and aortic insufficiency. From January 1956 to 1960, he was the head of the Department of Thoracic Surgery and Anesthesiology of the Central Institute of Advanced Medical Training (now the Russian Medical Academy of Postgraduate Education). E.N.Meshalkin owns 47 copyright certificates and patents, which are implemented not only in the Research Institute of Circulatory Pathology, but also in other cardiac surgery centers in Russia. Honorary citizen of Novosibirsk Evgeny Nikolaevich Meshalkin passed away on March 8, 1997 and was buried in Novosibirsk at the Southern Cemetery. In memory of the outstanding scientist, the Novosibirsk Research Institute of Circulatory Pathology was named after Academician E. N. Meshalkin.

Heterocyclic chemistry has provided an inexhaustible source of pharmaceutical molecules. Heterocyclic compounds such as benzothiazole moieties and its derivatives area substantial class of compounds in pharmaceutical chemistry and exhibited therapeutic capabilities, such as antitumor, anticancer, antioxidant, antidiabetic, antiviral, antimicrobial, antimalarial, anthelmintic and other activities. Besides, some antibiotics such as penicillin and cephalosporin have heterocyclic moiety. The growing prevalence of multi-drug resistant pathogens represents serious global concern,which requires the development of new antimicrobial drugs. Moreover, the emergence of pandemic SARSCoV-2 causing Covid-19 disease and all these health dilemmas urge the scientific community to examine the possible antimicrobial and antiviral capacities of some bioactive benzothiazole derivatives against these severe causative agents.This mini-review highlights some recent scientific literature on different benzothiazole molecules and their derivatives. It turns out that, there are numerous synthesized benzothiazole derivatives which exhibited different mode of actions against microorganisms or viruses and accordingly suggested them as an active candidate in the discovery of new antimicrobial or antiviral agents for clinical development. The recommended bioactive benzothiazole derivatives mentioned in the current study are mainly Schiff bases, azo dyes and metal complexes benzothiazole derivatives; the starting material for most of these derivatives are 2-aminobenzothiazole although careful pharmaceutical studies should be conducted to ensure the safety and efficacy of these bioactive synthesized molecules as an antimicrobial or antiviral drug in the future.

In order to identify promising strategic development possibilities for the pharmaceutical industry in the Russian Federation, a pilot study was conducted, which has analyzed the main trends in the development of innovative medicines. As a result of the content analysis of available sources of scientific literature, the characteristics of options used in the world practice for increasing the innovative activity of individual subjects and the pharmaceutical market as a whole are presented. Possible reserves for the further development of the innovative component of the pharmaceutical market within the framework of the concept of personalized medicine according to the P4 principle (predictive - personalized - preventive - participatory) are identified and structured. The results of use by individual pharmaceutical companies of scientifically and practically justified approaches to optimizing the costs of development and promoting drugs are presented. The advantages and real prospects of a generally accepted method to reduce the cost of development by «expanding the pharmacological effect» (label expansion) of already existing drugs with a known safety profile in the world practice are shown. A scientific generalization and structuring of the goals and results of the post-registration phase of clinical trials to expand the pharmacological action of a number of drugs already existed at the market have been carried out.

The problem of the formation of unauthorized municipal solid waste landfills is very urgent in the world. Municipal solid waste landfills affect the state of ecosystem assets of territorial communities and, accordingly, the flow of ecosystem services. The economic assessment of qualitative and quantitative changes of ecosystem services as a result of the negative impact of unauthorized landfills is a basic element of an effective policy in the field of municipal solid waste management. One of the ecosystem services, the assessment of which is given a lot of attention in the scientific literature is the hydrological regulation ecosystem service. The aim of the research is the economic assessment of changes in hydrological regulation ecosystem service from the negative impact of unauthorized municipal solid waste landfills. In the scientific literature, the economic assessment of hydrological regulation ecosystem service is considered as a function of the increase in the river or underground runoff and the cost of water. It is proposed to calculate the economic assessment of changes in hydrological regulation ecosystem service from the negative impact of unauthorized municipal solid waste landfills as a function of: the magnitude of the change in groundwater flow in the summer from the negative impact of unauthorized municipal solid waste landfill; tax rates for water abstraction from an underground source; landfill area; the coefficient of changes in the structure of the ecosystem within the landfill (destruction of vegetation cover); the area of impact of the landfill (outside the landfill) on the ecosystem; coefficient of change in the area of impact of the landfill. Changes in the hydrological regulation ecosystem service from the negative impact of unauthorized municipal solid waste landfills on the territory of the Korostyshevskaya territorial community of the Zhytomyr region have calculated. The main problems of assessing changes in hydrological regulation ecosystem service from the negative impact of unauthorized municipal solid waste landfills are identified: obtaining reliable and complete factual information about changes in underground runoff and the characteristics of the ecosystem from the negative impact of unauthorized municipal solid waste landfills within the landfill and the zone of its influence. Due to the insignificant value of the cost of changing the hydrological regulation ecosystem service, it was concluded that it is inexpedient to take it into account when making managerial decisions about small and low-power unauthorized municipal solid waste landfills.

Shamov, Vladimir Nikolaevich (1882-1962) – an outstanding Soviet surgeon, neurosurgeon, transfuziolog, academician of the USSR (1945), honored scientist of the RSFSR and the Ukrainian SSR, General-Lieutenant of medical service, laureate of the Lenin prize (1962); awarded the order of Lenin (twice), red banner (twice), red banner, red Star and medals of the USSR. Born may 22, 1882 in Menzelinsk, Ufa governorate (now Tatarstan). In 1908 he graduated from the Military medical Academy. In 1911 he defended his doctoral thesis on the topic: "the importance of physical methods for surgery of malignant tumors". From 1914 to 1923 V. N. Shamov – senior assistant in the Department of Fedorov. In 1919 he received isohemagglutinins serum for the determination of blood groups and for the first time the country produced a blood transfusion given group membership. In 1923, V. N. Shamov was elected as head of the Department of surgery of the Kharkov medical Institute and the surgical clinic of the Ukrainian Institute of experimental medicine. In 1926, he reported he developed a method of complete isolation from neural connections of the small intestine, derived under the skin, and transferring it to the blood supply of the subcutaneous vessels. In 1928, V. N. Shamov proposed and successfully conducted the transfusion of cadaveric blood. In 1930, he organized the second in the USSR and in the world Institute of blood transfusion and emergency surgery, and became its Director. In 1935 he was awarded the title of honored Worker of science. In the years 1939-1958 V. N. Shamov headed the Department of hospital surgery of the Military medical Academy, he was the scientific Director of the Leningrad Institute of blood transfusion (1939-1941). During world war II – General-Lieutenant of medical service, Deputy chief surgeon of the red Army, in 1945 – the chief surgeon of the Supreme command of the far Eastern front. In October 1945, he was elected a full member of the USSR AMS. Since 1947 – was also the Director of the Leningrad research neurosurgical Institute them. A. L. Polenov, surgeon-in-chief of the RSFSR. Since 1958 Professor-consultant of the Military medical Academy. In 1962, V. N. Shamov became a laureate of the Lenin prize for development and introduction in practice of the method of preparation and use fibrinoliticescoy blood. N. Shamov for the first time in the country performed periarterial sympathectomy and surgery choroidal plexuses of the ventricles of the brain; developed method pregrading plasty of the esophagus isolated loop of the small intestine, raised the question of limitation contraindications for surgical interventions in the elderly. He was one of the first applied with the purpose of anesthesia, controlled hypotension and hypothermia anesthesia gas nitrous oxide, etc.; successfully completed one-step pankreatoduodenektomiyu in pancreatic cancer; described the clinical picture of tumors of cortex and medulla of the adrenal glands. V.N. Shamov was a member of the Board of the all-Union society of surgeons and the International Association of surgeons, Chairman of the Surgical society. N.I.Pirogov, the Chairman of the organizing Bureau of the 24th all-Union Congress of surgeons, member of the scientific medical Council of Ministry of health of the USSR. More than 20 of his students became heads of departments of medical Universities. V. N. Shamov awarded the order of Lenin twice red banner (twice); the red banner of Labour, red Star, medals of the USSR. Died V.N. Shamov in Leningrad on 30 March 1962. In memory of academician V. N. The Shamov in St. Petersburg on the building of the Military medical Academy and Neurosurgical Institute. Professor A. L. Polenov installed a memorial plaque, a bust of Lieutenant General of medical service V. N. Shamova installed in the courtyard of the St. Petersburg blood transfusion center, one of the streets of the city of Menzelinsk were named after academician V. N. Shamova.

 The current paper is focused on material resources as a controlling factor in crop production. It has been found that according to the analysis of crop production expenditures in agricultural enterprises of Ukraine an expense structure consists of approximately 70% of material costs. In this regard, the ABC-analysis is utilized with the aim to determine the items of material expenses that significantly affect the cost and consequently the process of operational management for making decisions. The findings of the ABC-analysis of material expenditures for crop production in terms of elements at Ukrainian agricultural enterprises made it possible to determine the types of control (systematic, periodic, selective) that should be applied for different cost groups focusing on the most significant items of the material expenses. Expenditures are classified according to the stages of the technological process and types of the technology for crop cultivation, allowing to control the scope of production costs at each stage of crops growing. These stages can be the basis for the application in the system of cost management of Activity Based Costing model. It is proposed to apply the operational control of material costs through the budgeting system in the agrarian management. It plays a leading role in the management system providing the process of managerial decisions making with the operative information about the actual indicators of material costs and their deviations. A form fragment of a flexible budget on material expenditures for winter wheat production has been elaborated. The enterprise managers can make operational, current and strategic management decisions and, consequently, influence the change of material resources, adjusting them to the technological processes stages in production and sales of goods, works and services based on the proposed form of a budget.

BACKGROUND Research and Development (R&D) of Artificial Intelligence (AI) in medicine involve clinical, technical and economic aspects. Better understanding the relationship between these dimensions seems necessary to coordinate efforts of R&D among stakeholders. OBJECTIVE To assess systematically existing literature on the cost-effectiveness of Artificial Intelligence (AI) from a clinical, technical and economic perspective. METHODS A systematic literature review was conducted to study the cost-effectiveness of AI solutions and summarised within a scoping framework of health policy analysis developed to study clinical, technical and economic dimensions. RESULTS Of the 4820 eligible studies, 13 met the inclusion criteria. Internal medicine and emergency medicine were the most studied clinical disciplines. Technical R&D aspects have not been uniformly disclosed in the studies we analysed. Monetisation aspects such as payment models assumed have not been reported in the majority of cases. CONCLUSIONS Existing scientific literature on the cost-effectiveness of AI currently does not allow to draw conclusive recommendations. Further research and improved reporting on technical and economic aspects seem necessary to assess potential use-cases of this technology, as well as to secure reproducibility of results.
