Socio-economic development plays a huge role in improving the quality of education. The challenges that modern society presents to labor personnel contribute to the systematic and mobile development of the system of additional professional education. Modernization of the Russian education system is aimed at improving the quality of the pedagogical process. In this regard, at each level of education, the main criterion is the educational result and the assessment of its quality. Objective: to predict the main trends in the development of regional vocational education based on a study of its current state in conjunction with the development of the modern labor market and the national qualifications system and the design of an optimal model for a regional system of continuing professional education. The Republic of Sakha (Yakutia), being part of the Far Eastern Federal District, has its own specific features, including extreme climatic and geographical conditions, remoteness of settlements from the centers, poorly developed transport system and significant population rarefaction, causing socio-economic characteristics and etc. Each natural-climatic zone with its own conditions requires special approaches and technologies in human life and methods of farming. At the same time, the economy of the most northern region of Russia can be characterized as dynamically developing. Today, the republic's leadership has determined the main direction of development of the northern region of Russia: Yakutia needs its own non-primary sector economy, creative industry. In this regard, at the present stage, the formation of the Republic of Sakha (Yakutia) is facing the task of transforming the education system, introducing a new standard for all levels of education, involving from early age to scientific knowledge, the formation of high intelligence, the ability to think freely, outside subject areas, modern competence, focus on "smart economy". Analysis of the scientific literature suggests that one of the main methodological issues of the research is the problem of the readiness of the individual for professional activity, to integrate into the modern labor market. At the same time, the analysis of scientific and pedagogical literature has shown that the issues of forming effective mechanisms and regulations for the development of a regional system of additional professional education in the context of the introduction of the national qualifications system of Russia in the conditions of the region need theoretical understanding and justification. When studying the site materials, we paid attention to the presence in the topics of dissertation research of terms related to additional professional education, continuing professional education, adult education, the development of a regional system of additional vocational education and related organizational mechanisms and regulations, the development of additional professional education in the context of the introduction of a national qualifications system and its elements, modeling or application m cluster principle in the development of additional vocational education. The results of the analysis suggest that the formation of effective mechanisms and regulations for the development of a regional system of additional professional education in the context of the implementation of the National Qualifications System of the Russian Federation is relevant, relevant and requires targeted research. In those years, 80 doctoral and 1,404 doctoral dissertations were announced, of which 32 doctoral and 120 doctoral dissertations deal with various aspects of additional professional (in the overwhelming majority, advanced training) and continuing professional education, adult education. A number of dissertation research, both Ph.D. and doctoral, conducted from 2013–2018, is devoted to studying the interaction of education and the labor market. The regional system of continuing education as a resource for the professional development of the personality was studied in the doctoral dissertation of Ya.A. Ilinskaya; dissertations are defended, highlighting various aspects of teacher development, the formation of their readiness for certain activities: inclusive education of children (I.V. Vozniak), formation and implementation of a personalized electronic educational environment in the conditions of additional professional education (V.B. Klepikov), development support of the spiritual and moral world of orphans (N.F. Yakovlev), development management of intellectually gifted students in the system of continuing professional education (R.R. Bikbulat ov) and others; socio-pedagogical conditions of continuous vocational education support (I.O. Ibragimov, M.S. Zadvorna, E.L. Makarova, A.V. Krasnoslobodtsev, O.S. Korkina, etc.); issues of development of professional success of teachers, professional competencies and professional improvement (M.S. Britkevich, N.V. Ganzha, L.V. Chernikova), organizational and pedagogical conditions for the development of modern additional professional education (V.S. Dmitrieva), modernization of the system certification of students of professional educational organizations in the conditions of the formation of the Russian national qualifications system (S.A. Efimova). Thus, there is reason to believe that the issues of forecasting and designing, as well as the formation of effective mechanisms and regulations for the development of a regional system of additional professional education in the context of the implementation of the national qualifications system of Russia in the region require a focused study.

In a situation of uncertainty, there is a rapid change of priorities, which is reflected both in the requirements for the level of professional training of specialists and in the requests of employers for new specialties. However, the list of specialties and areas of training of workers for the regional economy in the regional system of secondary vocational education is formed on the basis of applications from employers for a five-year perspective, but in a situation of uncertainty, no one can guarantee that in five years graduates of a particular specialty or profession will be in demand in the labor market. To achieve a balance in this problem, it is necessary to develop and implement new mechanisms for interaction between professional educational organizations and employers. The aim of this study is to determine the list of popular vocational education specialties, the description and identification of effective mechanisms of interaction between professional educational organizations and employers that affect the improvement of the quality of specialists training and the indicators of their employment according to their specialty based on the analysis of the indicators of the admission campaign and graduates employment of vocational education system of the Republic of Buryatia.

Introduction. Higher education systems at the present stage of development are facing new serious challenges. On the one hand, universities function as independent units, on the other, they are part of the regional system, they attract and share the attention of the stakeholders interested in the system (applicants, students, research and teaching staff, business structures, etc.). The purpose of the study is to assess the competitiveness of regional higher education systems through the formed system of indicators, as well as to draw conclusions about the degree of uniformity in the development of these networks. Methods. To assess the state of the higher education system in Russia, the author uses an indicative method of analysis, which makes it possible to determine the degree of compliance of the indicator values achieved by now with the criteria that meet the set requirements for the development of society. Scientific novelty of the research. The novelty of the research consists in forming a set of indicators, which makes it possible to draw conclusions about the competitiveness of regional systems and the degree of their development uniformity, as well as the number of universities in the regional system and their influence on the entire system, according to their uniform development relative to each other. Results. Following the results of diagnosing the regional higher education systems, the author identifies the regions-leaders and the regions-outsiders. The diagnostic results are compared with the data of international rankings. Conclusions. The conclusion states that the region with fewer but equally developing universities (for example, the Belgorod region or the Republic of Tatarstan) have higher indicators of competitiveness. On the contrary, regional higher education systems, represented by a large number of universities, but with unevenly developing performance indicators, are characterized as less competitive, i.e. the performance indicators of the leading university are leveled within the system as a whole.

The provision of communal services and their timely execution is one of the vital issues of importance for the functioning of large cities. The paper pays special attention to the provision of communal services in larger cities in the Republic of Serbia. Payment for these services is a particularly important segment in the functioning of the municipal system of cities, and the collection is entrusted to specially formed public utility companies, as is the case with Belgrade, for example in which the public utility company "Infostan - Technologies" has primary jurisdiction. payment of all communal services provided to the residents of Belgrade. The same principle of unified collection has been applied in some other cities in Serbia, such as Subotica, Nis, Kragujevac, Novi Sad and others

The modern county system in the Republic of Croatia, and the strategic motorway network linking the Croatian regions, particularly the central and southern parts of the Adriatic coast via the Lika area, have defined new functional links in the central part of Adriatic Croatia. In contrast to reversions to previous divisions and demarcations in the Croatian area made by the Ottoman Empire, Habsburg Monarchy and Venetian Republic, the late 20th and early 21st centuries have seen renewed processes in the transport, economic and functional connectivity of modern Lika and North Dalmatia, which are similar to those in Antiquity and periods when the original nucleus of the Croatian state was affirmed. The construction of the motorway within the Adriatic-Ionian corridor, the focus on the nearest coastal frontage with an airport and sea ports, linking tourist complexes in the chain Novalja / Karlobag – Nin – Zadar – Biograd – Vodice – Šibenik – Primošten – Rogoznica with the Plitvice Lakes tourist complex, and a greater number of national and nature parks, have encouraged new, improved connectivity through direct, easily perceptible sociogeographic processes. This has been helped by relatively simple, spontaneous permeation in trade, transport, banking, administration, education, the judiciary, security, etc., which in spite of individual, political or inherited solutions and local issues prompted by groups with different or overlapping interests, has facilitated appropriate, effective, modern-day and essential integration towards a gravitationally unique, functional regional complex. The significance of existing, established centres of gravity, among which Zadar is prominent as an old developmental hub and node on the Croatian Adriatic coastal front, is of prime importance, particularly in a period of demographic recession, not only for small, rural centres, but also larger urban ones, this regional complex, and Croatia as a whole. Scientific, multidisciplinary recognition of modern processes in development, and spatial determinants in selecting a modern regional system in the Republic of Croatia, are also linked to the modern administrative-territorial, i.e. inherited, traditional county system. It is equally desirable to align these with EU NUTS regionalisation (particularly the NUTS-3 level), which is a challenging, but undeferrable task, for the purpose of the equitable distribution of basic goods, and balanced, decentralised, high quality development in Lika and North Dalmatia and Croatia as a whole in the future.

The research focuses on the problem of human physical perfection in the North through the development and implementation of a regionally adapted system based on general, private and specific consideration of techniques, methods and conditions for the perfection of physical condition. We obtained data that can solve the problem of the perfection of physical condition of a person living in the extreme conditions of the Republic of Sakha (Yakutia), and thereby improve the quality of his life. We proposed the main ways of the perfection of physical education for various groups of residents. The purpose of the study is theoretical and methodological justification of the regional system for the perfection of physical condition of diverse age residents of Sakha Republic (Yakutia) and practical confirmation of its effectiveness. Research methods and organization. We have used theoretical and empirical methods of scientific research. The study was conducted in the central regions of the Republic of Sakha (Yakutia) from 2010 to 2019, covering a wide contingent of diverse age residents. We have obtained the following research results: - we have proposed a scientific concept that takes into account the patterns of the influence of the environment in the Republic of Sakha (Yakutia) on the human physical condition. The concept is the basis for the development of a regional system of physical education for the residents of all ages; - we have determined the most significant motivational and value orientations of diverse groups of the republic residents in relation to their health, various forms and techniques of physical culture and sports activities; - we have carried out original comprehensive studies and identified distinctive features of the psychophysical status of diverse age residents of the Republic of Sakha (Yakutia); - we have demonstrated the practicality of using the author’s system of the perfection of physical condition of diverse groups of residents of the Republic of Sakha (Yakutia) with consideration of ethnic and cultural traditions of the region, motivational-value, age-gender, climatic and geographical factors; - we have developed and implemented an experimental methodology for the monitor and assessment of physical fitness of students, which allows to identify and assess qualitatively new patterns in the manifested motor abilities; - we have designed national and regional programs and methods of physical education for preschool and schoolchildren based on the idea of increasing motor activity using original tools and methods; - we have designed and implemented a physical education program in the national language for primary school students in secondary education schools of the Republic of Sakha (Yakutia); - we have developed and tested an experimental technique based on the idea of using low-intensity, but voluminous loads at low air temperatures to enhance the training effect on middle-aged and elderly residents; - we have designed and implemented an original program of sports and recreation activities with the use of Yakut board games for a wide range of population.

In South Africa the modern outlook towards time may be said to have started in 1948. Both the two major observatories, The Royal Observatory in Cape Town and the Union Observatory (now known as the Republic Observatory) in Johannesburg had, of course, been involved in the astronomical determination of time almost from their inception, and the Johannesburg Observatory has been responsible for the official time of South Africa since 1908. However the pendulum clocks then in use could not be relied on to provide an accuracy better than about 1/10 second, which was of the same order as that of the astronomical observations. It is doubtful if much use was made of even this limited accuracy outside the two observatories, and although there may – occasionally have been a demand for more accurate time, it was certainly not voiced.
