FINANCING INNOVATION ACTIVITY BASED ON THE EXAMPLE OF ENTERPRISES FROM PERIPHERAL REGIONS

The aim of the work is to characterize the scale, sources of financing and the allocation of financial outlays for innovative activities in the surveyed enterprises. The enterprises are located in two counties of the region showing the characteristics of peripherality. The most important barriers to innovative activity were also examined. The work was based on the results of surveys using the interview questionnaire carried out in the examined counties of the Lublin voivodeship. The research material consists of 147 interviews with entrepreneurs. The research were conducted in 2015. They covered the period 2010-2014. The study showed that expenditures aimed at increasing the innovativeness of enterprises were rarely made and were intended mainly to strengthen their material potential. Entrepreneurs financed innovative activity almost exclusively from their own resources. Entrepreneurs mostly noticed the existence of barriers to innovative activity. The barriers mainly concerned limited possibilities of financing the innovative activity and high level of its costs.

The purpose of this article is to identify trends and spatial features of the formation of "growth points" in Kazakhstan, based on characteristics of localization and concentration of innovative activity. The main attention in the article is given to the assessment of the various levels of industrial development and innovative activity of Kazakhstan regions, taking into account territorial features and the main directions of industrial development. The article discusses the basic concepts that explain the patterns of regional growth, the localization of high-tech industries and innovative activity, as well as methods for assessing them. Index and coefficient methods, ranking methods, grouping and rating methods were used for the analysis. To assess the innovative activity of regions, a modified rating scale was used, and a modified Krugman concentration index was proposed and used to assess the concentration of innovative activity. We have used relative indicators calculated on the basis of national statistics on science and innovations in Kazakhstan to build the ratings. The assessment of parameters of localization of scientific potential and innovative activity in Kazakhstan regions is carried out. The regions were ranked and the aggregated rating score for the regions was calculated. A typology of the regions of Kazakhstan was developed according to the level of innovation activity, four types of zones of localization of innovation activity were identified: high level (A), medium level (B), low level (C), unsatisfactory level (D). To characterize the local concentration of production of innovative products in Kazakhstan, modified Krugman concentration indices are calculated. The established zones (centers) of localization of innovative activity were identified, and it was concluded that they do not yet have a large impact on industrial development of the country as a whole. In general, positive trends in the growth of indicators of innovative activity and technological progress are observed throughout the country. Nevertheless, the rate of change remains extremely low, which indicates the uneven development of innovations in regions, as well as their territorial and industrial isolation, which has a negative impact on the speed of development of the technological process in the country.

An approach to assessing the possibility of diversifying the regional economy is presented on the basis of the author’s methodology for formation of recommendations for development of regions and sectors. The approach is based on regression analysis using an extended economic basis, including the characteristics of regional differentiation and innovative activity. On this basis, sectors can be identified, the development of which depends on the innovative activity of the regions. The estimates obtained make it possible to judge the influence of the characteristics of regional differentiation and innovative activity on development of such sectors. It is shown that innovative activity can contribute to diversification, if the region has a relatively high level of economic development. As a result of approbation of the offered approach, 20 sectors were identified, the production volume of which depends on the innovative activity of the regions aimed at creating international patent applications. It is shown that for each sector, the development of which depends on innovative activity, regions can be identified, where the growth of innovative activity can be accompanied by an increase in the volume of production of this sector and its appearance as a strong one. For the CONSTRUCTION sector, considered as an example, 17 regions have been identified that are priority for development of this sector and its transformation into a strong one.

The article shows the impact of Business Support Instruments (BSIs) on the innovative activity of medium-high and high technology manufacturers in Poland. The analysis includes 1355 industrial enterprises representing medium-high and high-level technology based in Poland. The scope of the research concerns innovation at company-level and takes into account the diffusion to the "new for the company". The work assumes that the innovative activity of MHT & HT manufacturers grows as a result of interaction with BSIs. Technological parks and business consulting centers have the greatest positive impact on stimulating innovation activity.

The purpose of the work is to make an analysis of innovation activity in accordance with the criteria of international innovation rankings. Research method - method of analysis, statistical method. To date, there are a number of studies of indicators of innovation in Ukraine, but these indicators tend to change under the influence of various factors, so this topic is relevant today. In order to understand how innovation processes affect the development of the economy, and a high level of developed economy contributes to the rapid and effective implementation of innovative processes in production, it is necessary to investigate which indicators are key to effective development of innovative entrepreneurship. Introduction. Rapid transformation of the world economic system into the smart economy adds relevance to research into the areas of digitalization of the economy of the state and regions. Trends in the development of economic relations and systems require acceleration of the transition to the innovative type of development and formation of growth points of the regional economy. The purpose of the article is to reveal the weak links in this process that cause a slowdown in the innovation process in the Krasnodar Territory. Materials and Methods. The analysis was based on studies of the Russian Presidential Academy of National Economy and Public Administration and the Association of Innovative Regions of Russia, conducted in 2017. Results. It has been identified that the ratings formed using the method of expert assessments show a fairly high level of development of innovative activity in the Krasnodar Territory. The study based on the method of quantitative assessments has shown poorer performance of the region compared to that of the leaders of innovation activity. An analysis of the situation made it possible to identify the causes of the current state of affairs, caused by the insufficient availability of funding for the development of innovations, by an undeveloped banking infrastructure and by the lack of integration of business and the government when forming an individual innovative way. The weaknesses in the development of the region have been identified: the lack of personnel having the qualifications necessary for the implementation of the Digital Economy program and the lack of correlation between regional government and business. Discussion and Conclusion. The performed analysis made it possible to draw conclusions that there are a number of problems in the innovative development of the regional economy. The promising areas for further research are: identification of growth points in the regional economy of a new type and the search for methods for creating a personnel reserve with new competencies, as well as for methods for predicting future requirements for personnel having the necessary qualifications. The article will be of interest to young scientists, undergraduates and managers providing recruitment of personnel as part of the transition to a digital economy.

One of the important components of professional competence of teachers today is their involvement in innovation. In pedagogical science innovative activity is defined as purposeful pedagogical activity based on understanding of own pedagogical experience by means of comparison and studying, change and development of educational process for the purpose of achievement of higher results, receiving new knowledge, introduction of qualitatively other pedagogical practice. The relevance of our article is determined by the society's order for a creative teacher with a high level of readiness for innovative pedagogical activity, the need to develop a holistic system of improving readiness for innovative activity. The system-forming factor of readiness of the teacher for innovative activity is the need for transformation, improvement of pedagogical activity through innovative technologies of education.

A large number of works are devoted to the development of the skin and hair cover of sheep, depending on their breed affiliation, age, feeding conditions and housing. The authors point out that along with other conditions the quality of wool and wool clip is greatly influenced by the conditions of the feeding of animals. A high level of feeding increases the wool clip and improves the quality of the wool and vice versa a low level reduces, causes thinning and worsens other physical properties of the wool. As is known, one of the significant factors that determine the increase in wool clip is the size of the animal and, consequently, the total area of the skin. The purpose of the research was to investigate the morphological traits of the development of the skin and wool cover in sheep of Prikatunsky meat and wool type. The research material was wool samples from four topographic areas of the animal’s body (side/thigh/back/belly) and skin (side) of different sex and age groups, selected from the animals of the studied groups. In the course of research, the quality of wool and indicators of the histostructure of the skin of Prikatunsky meat and wool type of sheep have been investigated. In terms of thick-haired of wool, replacement rams and gimbers of Prikatunsky meat and wool type of sheep were superior by 4,82 pcs. per mm² or 19,0 % and 4,41 pcs. per mm² or 15,8 % of adult animals, respectively. Balance secondary follicles/primary follicles in young animals were higher by 10,3 and 17,3 % compared to breeding rams and ewes. The wool of the replacement young animals was thinner by 7,28 and 4,78 microns and they were more thick-haired. The obtained data will be used in the mating campaign when mating program rams in order to improve the sheep of Prikatunsky meat and wool type.

The role of innovation in the economy development is extremely significant. Within the framework of this work, the innovative activity of enterprises and its relation to corporate social responsibility (CSR) is of particular interest. This study is aimed at modeling the project management of corporate innovation activity on the basis of CSR. The results obtained by the author for the Russian economy suggest that there is a positive relationship between the level of innovative development and CSR, both in general and in terms of investments in the transformation of human capital. In this regard, the model of project management of corporate innovation activity based on CSR is proposed. Author suggests, that this model's implementation for companies is promising, since transition to such a model should be resulted in an increase in the innovation activity of companies, regions and the whole country, as well as an increase in the economic, social and organizational effectiveness of innovative activity.

With the development of market relations, growing uncertainty and risk, the high level of competitiveness of the enterprise largely depends on the level of its innovation activity. In this article the author described the factors influencing the formation of the competitive potential of the subjects of innovative entrepreneurship, carried out their classification. In his opinion, the competitiveness of innovative entrepreneurs depends primarily on the economic situation achieved through economic strategy (policy). The economic policy of ensuring the competitiveness of the subjects of innovative entrepreneurship is formed both at the macroeconomic and microeconomic level. At each level of management requires a special organizational and economic approach that ensures the transformation of available resources into competitive advantages through the use of certain competencies. The author concludes that the achievement of competitive advantages in the market in the future and high competitiveness of the enterprise in the long run are possible due to efficient use of resource potential, high strategic opportunities to reproduce resource potential, strategic marketing orientation of the product offer. With the growth of the dynamics of competitiveness of the studied subject of innovative entrepreneurship, it is necessary to determine its position in the internal environment, ie to identify how the current ability to compete corresponds to the opportunities present in the external environment. With declining dynamics (as an option – the lack of dynamics), including those obtained in the current assessment of competitiveness, it is necessary to first identify the reasons for the decline in the competitiveness of the subject of innovative entrepreneurship. Given that the assessment of competitiveness integrates three key aspects, the reasons, respectively, can be social, economic or technological in nature (or be characterized by a combination of them). Competitiveness as an internal mechanism of effective activity of an economic entity transforms the market into a system of factors influencing the process of competition, thereby forming competitiveness in the field of a separate competitive field.
