Globalization, technical development, the increase of crises and the attractiveness oft he public service make innovations necessary also in administration. This volume shows that German administration has the power to innovate. This study aimed to identify and describe the effort of public service to optimize quality on electronic ID card in Gedangan sub-district office. Electronic ID CARD or e-ID CARD is a document demography who loads the security system/good control of the sides of the administration of or information technology based on database demography national. Inhabitant only allowed having 1 (one) KTP that is listed number the parent demography (NIK). NIK is identity any inhabitant of and force a lifetime. The method of this study used a qualitative approach. Based on the research results showed that the optimization of the ID card services in Sidoarjo has been done through the realization of the socialization of local government in the process of making the e-ID card was free charge. This suggests that socialization in Sidoarjo Regency significantly withcommunity goals in Gedangan Sub-district particularly to carry out their duty as Indonesia citizens.

It is time for state servants to provide services to society in a professional, honest, fair and equitable manner in carrying out state, government and development tasks. This study aims to realize the attitude of state servants who must be neutral from the influence of all political groups and parties and not be discriminatory in providing services to the community. In the legal and governmental aspects, bureaucratic reform is a very strong issue to be realized. The methodology used in this research is descriptive qualitative with an effort to explain the phenomena in the field related to the Indonesian government bureaucracy which is suspected to have contributed greatly to the occurrence of various public service crisis management. The findings of this study indicate that there is a bureaucratic culture that is thick with bureaucratic politicization and the lack of transparency in public services. The mainactor public services has not prioritized fair service to the community. Therefore, bureaucratic reform is expected to be corrective measures against the Government's political policies so that bureaucratic neutrality occurs.

The research featured the Ethical Codes of state civil servants, which are to improve the efficiency of regional and federal management. The research objective was to analyze the content, problems, and prospects of Ethical Codes of civil servants as a factor in improving the efficiency of regional and federal management. The study was based on a comparative analysis and a sample method. The article considers the Ethical Codes introduced in several Siberian districts and their impact on the managerial and political practice. The Codes were an attempt of Siberian authorities to raise the prestige of public service in the local society with its complex economic and political processes. The authors conducted an expert survey, which suggests that the Ethical Codes adopted in the Siberian districts failed to improve the regional management. Therefore, the Federal Code of Ethics is necessary.

AbstractOnline Single Submission (OSS) is an application that can be used for all business registration and application processes as well as other licensing applications included in the business licensing service. This study aims to examine how the implementation of online single submissions on business licensing services in Bandung city and Bandung Regency. This study used descriptive qualitative approach, with observation, interview, and documentation as its data collection techniques. The research results showed that business licensing services using online single submissions are already good, but these efforts have not been running optimally, there are still obstacles that are often faced by DPMPTSP Bandung City and Bandung Regency, especially regarding supporting facilities and disharmony between central and regional regulations related to the implementation of online single submission.Keywords: Policy Implementation, Online Single Submission, Public Service, Business Licensing Services
