Agricultural Production Amid Conflict: Implications for Africa’s Regional Development

The article discusses the issues of territorial patterns in the implementation of precision farming technologies, which are insufficiently studied and constitute a significant scientific problem. The purpose of the study is to identify the territorial patterns of the introduction of precision farming technologies in conjunction with the indicators of agricultural development in the regions. The number of applied precision farming technologies was clarified, 37 regions took part in the study, 24 of them provided information on the application of these technologies. The results of correlation of regional development indicators (12 indicators in three blocks) and the amount of equipment with precision farming elements are presented. The greatest positive correlation is observed between the introduction of precision farming technologies and the agricultural production index at comparable prices (0.51) and the level of subsidies (0.37). The greatest negative correlation is observed between the introduction of these technologies and the change in the registered unemployment rate (-0.3). Based on the results obtained, it can be assumed that in regions with high values of agricultural production growth and subsidies, precision farming technologies will be most intensively introduced.

The modern peculiarities of the transformational processes in the development of Ukraine’s agrarian sphere are analyzed, their reasons and consequences are defined; the polarization processes of agricultural production and population on different hierarchical levels, in suburban, semiperipheral, and peripheral country districts, are examined; the approaches to definition and the typical features of the problem rural areas are described; the regularity of increase in rural space polarization in terms of regional development cyclicity and staging is proved. The article deals with the influence of factors on the formation of the resource potential of agricultural enterprises and increasing the efficiency of its use. The main obstacles to the effective functioning of the system of state support of agriculture in Ukraine are considered. It is determined that state support is an integral part of state regulation and is a combination of different tools and instruments. Preferential financing of the most vulnerable enterprises and branches of agriculture, improvement of the mechanism of state support will contribute to the development of agricultural production and will have a positive impact on the situation in rural areas. It has to be implemented taking into account the specificity of the regional situation, as well as the financial capacity of the budget. The role of the state agrarian policy in the development of rural regions is investigated and the priority direction of rural activity – diversification of agricultural production is determined. Based on the main directions of agricultural development in the region, a system model for improving the efficiency of agricultural enterprises development is proposed. A number of measures of state regulation are proposed to introduce a qualitatively effective regional economic policy through the formation of an efficient regulatory framework. Given the basic imperatives, improving of state support for the development of agricultural enterprises for the formation of their resource potential and increasing the efficiency of its use requires creating the conditions for the introduction of a qualitatively new, effective regional economic policy, stimulating the dynamic development and efficient use of the internal resource potential of each region, which requires taking into account the decisive role of the agricultural enterprise rural areas and the transition to state strategic programming in regional development and implementation of regional development strategies of local governments and local authorities. State regulation of agricultural production should be oriented on innovation and investment development of agricultural enterprises. To this end, it is necessary to amend the Law of Ukraine “On Innovative Activity”, to improve customs regulation of innovative activity and the procedure of granting the innovative status to enterprises and to foresee the possibility to carry out expertise in qualifying innovative projects at the expense of public funds.

The article focuses on the classification of national and regional resources defining the socio-economic capacity of territories, and it discloses its essential elements. It provides various analysis of existing conditions for maximizing the usage of regional economic capacity, i.e. the use of investment flow methods for production process, hiring labour resources, and its effective direction in the expanded reproduction of the economy. The author provides critical review of economic researches focused on national/regional economic capacity, their methods of assessment of economic capacity, and defining investment attractiveness of regions. Moreover, various factors have to be taken into account in forming regional development and investment programs. The author attempts to provide casual analysis of main macro and mezo-scale tasks to be solved by regional authorities in order to provide relatively balanced regional development and prevent sharp widening of income inequalities. Hence, the article provides scientific-methodic recommendations on priority directions for the provision of socio-economic development and for assessing the value of investment attractiveness of regions with long-term historical specialisation on agricultural production.

The analysis of the agricultural sector of the Republic of Mordovia, the analysis of the activities of agricultural organizations of the republic for the period from 2005 to 2020, the dynamics of agricultural production for the period under study in monetary terms, the analysis of the structure of acreage, gross harvest, crop yields and changes in the number of livestock in the livestock industry of the republic for the period 2010 to 2020, the place of the region in the rating of the Volga Federal District for the export of agricultural products by the results of 2020 is determined. Further prerequisites for regional development are identified.

Macro-economically, development is usually referred to as the social-economic growth within a region in a specific time range (e.g. one year or longer) expressed via the increase of population, GDP, index of growth of industrial and agricultural production, investments in primary capital, etc. Nevertheless, it seems that the most complete and substantial determination of regional development is the formation and development of territorial social-economic structures within a region accompanied with a stable growth of economic, social, and ecological qualities of regional development.

The article deals with the features of the Russian policy of agriculture support in comparison with the EU and the US policies. Comparative analysis is held considering the scales and levels of collective agriculture support, sources of supporting means, levels and mechanisms of support of agricultural production manufacturers, its consumers, agrarian infrastructure establishments, manufacturers and consumers of each of the principal types of agriculture production. The author makes an attempt to estimate the consequences of Russia’s accession to the World Trade Organization based on a hypothesis that this will result in unification of the manufacturers and consumers’ protection levels in Russia with the countries that have long been WTO members.

In this paper, we assess the effects of agricultural state support of corporate farms on their revenues from agricultural production sales in 14 Russian regions that differ in technology, environment and institutional conditions. In addition to the direct effect of the state support, the indirect effects via labor and capital are revealed. For this purpose, we identify production functions and statistical models of production factors for each of these regions separately. We find out diverse effects of the state support on revenues among the regions. Positive effects prevail. Negative effects are mainly caused by labor reductions that follow subsidy inflows. Another cause of negative effects is the soft budget constraints phenomenon.
