The modern peculiarities of the transformational processes in the development of Ukraine’s agrarian sphere are analyzed, their reasons and consequences are defined; the polarization processes of agricultural production and population on different hierarchical levels, in suburban, semiperipheral, and peripheral country districts, are examined; the approaches to definition and the typical features of the problem rural areas are described; the regularity of increase in rural space polarization in terms of regional development cyclicity and staging is proved. The article deals with the influence of factors on the formation of the resource potential of agricultural enterprises and increasing the efficiency of its use. The main obstacles to the effective functioning of the system of state support of agriculture in Ukraine are considered. It is determined that state support is an integral part of state regulation and is a combination of different tools and instruments. Preferential financing of the most vulnerable enterprises and branches of agriculture, improvement of the mechanism of state support will contribute to the development of agricultural production and will have a positive impact on the situation in rural areas. It has to be implemented taking into account the specificity of the regional situation, as well as the financial capacity of the budget. The role of the state agrarian policy in the development of rural regions is investigated and the priority direction of rural activity – diversification of agricultural production is determined. Based on the main directions of agricultural development in the region, a system model for improving the efficiency of agricultural enterprises development is proposed. A number of measures of state regulation are proposed to introduce a qualitatively effective regional economic policy through the formation of an efficient regulatory framework. Given the basic imperatives, improving of state support for the development of agricultural enterprises for the formation of their resource potential and increasing the efficiency of its use requires creating the conditions for the introduction of a qualitatively new, effective regional economic policy, stimulating the dynamic development and efficient use of the internal resource potential of each region, which requires taking into account the decisive role of the agricultural enterprise rural areas and the transition to state strategic programming in regional development and implementation of regional development strategies of local governments and local authorities. State regulation of agricultural production should be oriented on innovation and investment development of agricultural enterprises. To this end, it is necessary to amend the Law of Ukraine “On Innovative Activity”, to improve customs regulation of innovative activity and the procedure of granting the innovative status to enterprises and to foresee the possibility to carry out expertise in qualifying innovative projects at the expense of public funds.

The article discusses the issues of territorial patterns in the implementation of precision farming technologies, which are insufficiently studied and constitute a significant scientific problem. The purpose of the study is to identify the territorial patterns of the introduction of precision farming technologies in conjunction with the indicators of agricultural development in the regions. The number of applied precision farming technologies was clarified, 37 regions took part in the study, 24 of them provided information on the application of these technologies. The results of correlation of regional development indicators (12 indicators in three blocks) and the amount of equipment with precision farming elements are presented. The greatest positive correlation is observed between the introduction of precision farming technologies and the agricultural production index at comparable prices (0.51) and the level of subsidies (0.37). The greatest negative correlation is observed between the introduction of these technologies and the change in the registered unemployment rate (-0.3). Based on the results obtained, it can be assumed that in regions with high values of agricultural production growth and subsidies, precision farming technologies will be most intensively introduced.

The article discusses a non-standard view of the formation of human capital for work in organizations of the agricultural sector of the economy, in the context of modern socio-economic transformations. In the classical sense, human capital for agriculture should be formed and developed in rural areas. But in real life, this is not always the case, because there are many factors that prevent the classical solution of this problem. First, the demographic factor affects, second, social and household factors, and third, in many rural areas there are no working agricultural organizations where qualified agricultural specialists can work. All these and other circumstances actualize the problem of the quality of human capital in rural areas in relation to the development of agricultural production.

Bridges and ferries, as objects of dispute and crime locations among the eighteenth century nobles of Vilnius district, is the main topic of research in this article. Case materials and auxiliary documents from the records of Vilnius district castle and land courts reveal how often bridges are mentioned in the court processes in both violent and non-violent crimes. Research explores what types of violent crimes took place on bridges or ferries most often. It also works on questions of geographic localisation and statistics, discussing general situation of bridges in Vilnius and its neighbouring areas in the eighteenth century. Bridges are regularly mentioned in the books of the eighteenth century Vilnius castle and land courts, albeit most references are not related to conflicts and bridges are mentioned as orientation marks or in reference to location of a real estate object. Both non-violent legal disputes, involving bridges as objects, and violent crimes on the bridges were not in multitude, however non-violent crimes were in smaller numbers. There were seven dispute cases about lands, properties and plots of land where bridges and ferries are mentioned. Non-violent conflicts mostly took place in rural areas of the district, four of them, and three such disputes happened in Vilnius (one on the Green Bridge and two on the bridges over the River Vilnia). Most commonly recorded violent crime on a bridge was beating and, since this was the most common type of crime perpetrated by nobles in the eighteenth century Vilnius district, this trend is logical. A bridge is once mentioned in the record about a raid. In terms of location, more crimes on the bridges took place in the rural space, although this particular space wasn’t dominant, since six crimes were reported in the province and five in the city – two in Vilnius on the Green (Stone) Bridge, two on the bridges over the River Vilnia and one on a ferry near Šnipiškės. Trends in crime locations match general crime tendencies in Vilnius district, where more crimes took place in the rural space than in the urban one. One may guess, that the rare mention of bridges partially testifies to the fact that in the eighteenth century Vilnius district level of communication was not high and there were not too many bridges. On the other hand, when assessing trends in violent crimes in Vilnius district it was revealed that bridge based crimes comprised only one percent of all crimes. Having in mind that bridge is a relatively small object, compared to several different or other urban and rural spaces, this number isn’t that small. Agricultural development is determined by various factors, such as environmental, economic, demographic, or social circumstances. In order to present the level of this development as com-prehensively as possible, a multidimensional analysis should be carried out with an appropriate methodology. In this article, a taxonomic approach known as the Hellwig’s method was used to determine the level of agricultural development. The area of research was the territory of Poland, divided into voivodships, which are the main units of the administrative division of the country. The development of agriculture thus determined was correlated with activities pursued by the National Agricultural Support Centre (NASC), an institution responsible for the management of agricultural real estate owned by the State Treasury in Poland. The results showed that the NASC’s activities are related to the level of agricultural development in every voivodship. The investigated model of rural space management was shown to be a rational one, performing well in today’s market conditions. The proposed methodology could adapt to similar situations and can be used in similar research on rural areas.

The purpose of the article is to substantiate the innovation and investment principles of green tourism in rural areas in the context of decentralization with a combination of production systems in order to explore opportunities and provide proposals for further functioning of the national economy. Methodology research is to use a set of methods: economic-statistical, monographic, system, economic- mathematical, abstract-logical and others. The scientific novelty of the obtained results is the introduction of innovative, economically feasible and research meth- ods with regard to sustainable development of green tourism in rural areas in decentralization, which are associated with the adaptation of theories, principles and rules of great importance for sustainable rural development of green tourism in the context of global transformations. Conclusions. The modern principles of effective functioning of green tourism in rural areas in the conditions of decen- tralization at a combination of production systems are substantiated. The tools of the general research methodology with regard to sustainable development of green tourism in rural areas in the context of decentralization are proposed. Adaptation of a system of theories, principles and rules that are essential for the formation of sustainable rural development are related. The production of social and engineering arrangement of rural territories of the region for a number of years is analyzed in detail. Negative destructive changes and trends in employment and social development of rural areas are revealed. The directions of improvement and dynamic development of agricultural production, rural areas, and employment of the rural population are proposed.

The approaches of Russian and foreign scientists to studying rural areas multifunctionality differ significantly. Domestic researchers consider this problem from the standpoint of public goods in agricultural production, agricultural production diversification, rural population livelihoods, land use, and sustainable development of rural areas. In all cases, we are talking about implementation of functions within rural areas without raising the question of buying and selling their intangible attributes. In foreign publications, two pragmatic approaches are seen within the concept of multifunctionality. The first approach is the market perception of rural areas as consumer spaces. In this case, the intangible attributes of the territories (landscape, nature, heritage or culture) are considered as a sold and bought product. The second approach is an approach from the standpoint of protection against negative market consequences in international food trade. The non-productive functions of agriculture are taken into account in the WTO negotiations as non-trade factors. This helps to protect the agriculture of many countries from the destructive effects of foreign trade. The article proposes to move from staged studies of the issue of multifunctionality to a constructive consideration of the material and non-material potential for implementing the rural areas' production and non-production functions. The purpose of the study is to determine the material and non-material basis of rural areas multifunctionality using the example of the North-West of Russia. The objectives of the study are to establish the capabilities of rural areas to perform their functions of: a) the international, b) the federal, c) the regional and d) the local significance; and on the basis of the idea of multifunctionality, to determine the ways for creating consumer spaces in rural areas. The following methods were used: decomposition of goals, the index one, the monographic and the grouping method. We used the materials by: Rosstat, Ministry of Natural Resources of Russia, Ministry of Culture of Russia. Municipal areas with the orientation of agricultural products to the international, federal and regional markets have been identified. The characteristic of intangible attributes - the carriers of non-production functions of rural areas for the international, federal, regional and local levels - was given. The objects of specially protected natural areas and objects of cultural heritage are considered in accordance with their level of importance. The sequence of forming the consumer spaces in rural areas has been established in the direction from defining a geographical image through creating an image to developing a brand.
