This book chapter presents the results from a series of studies which explored the use of the technology transfer (TT) subconcept of adaptation to explain the uptake of recent information and communication technologies (ICT) in the construction industry. The specific focus is the management of construction site processes. The studies explored the need for management process enhancement, availability of relevant information and communication technologies, occurrence of such technologies in construction site management (CSM), influencing factors, and challenges to their adoption in construction site management. Results from stages in the phased methodology are used to generate certain hypotheses that are based on analysis of primary and secondary data. Insights from testing the hypotheses and findings from the series of studies are used to model an adaptation-based understanding of the transfer of information and communication technologies in construction site management. While using site management as the specific focus, the study contributes an understanding that is relevant to the construction industry and other project-related environments.

The objective of this study is to identify the current state of, and the prospects for, information and communication technologies (ICT) dissemination in rural areas in Ukraine in juxtaposition with other post-transition countries. The spread of ICT is discussed within the frame of economic, infrastructural, and social factors affecting rural areas in Ukraine since the post-communist transition period. Information and communication technologies may support the socio-economic development of peripheral areas in many ways—including rural ones. Dissemination of ICT contributes to the emergence of sources of income, equalizes education opportunities, and increases the attractiveness of rural areas. However, the rural—urban divide in the countries of Central and Eastern Europe and other former USSR countries is still remarkable and, as a type of structural inequality, should be better recognized. The source material is based on secondary data, which consists of selected literature on the subject of rural development in Central and Eastern European Countries, strategic documents, available reports and studies of international institutions, research from agencies, state documents and statistics, and research conducted by international and domestic NGOs. In reference to the paper’s objective, the method of content analysis was employed. Dissemination of ICT in rural areas in Ukraine is influenced by two groups of factors. The infrastructural divide concerning Internet access between rural and urban populations in Ukraine has been diminishing, but the issue of structural exclusion due to place of residence has still not been solved. As far as the social aspects of ICT dissemination in rural areas in Ukraine are concerned, the level of digital literacy among rural dwellers is significantly lower in comparison to urban residents. Rural areas are more exposed to the consequences of various aspects of digital exclusion.

The arrival of information and communication technologies is nothing new. The number of people using these technologies and moving in cyberspace is growing, and therefore it is an important role of the state to respond sufficiently to such developments. A fundamental role of the state is to create a stable security system consisting of complex legislation as well as creation of a legislative environment capable of responding flexibly to the growing number of diverse incidents in cyberspace. Sufficient legal regulation consisting of unambiguous determination of competencies and tasks of individual subjects represents the basic pillar for the creation of a stable security system. The role of the state is also to maintain existing and create new partnerships with organizations that are able to provide relevant information and knowledge in the field of cyber security.

Today, technological achievements that significantly influence communication management are Social Networks in virtual environment. The latest research clearly indicates that this trend is going to last in the future. It is considered as a fact that there are many changes and innovations in the field of information and communication technologies during the past few decades. Development of communication technologies has provided a new framework for organizing corporate communication processes, both internally and externally. Channels for the transfer of relevant information had been faced with huge technological improvement, but fact analysis and former research do not provide insight into specific motivation patterns for usage of Social Networks among employees, nor into their influence on Communication Satisfaction within the organizations.

Through the use of information and communication technologies, Public Administrations make its relevant information related to issues of public interest available for citizens. In the specific field of urban planning, Spanish administrations are making a huge effort to improve the urban information and make it available online for citizens developing Urban Information Systems, tools based on Geographic Information Systems which offer visualization and interaction options and increase transparency. More recently, digital channels have started to be used to enhance participation and promote democratic processes at regional, municipal, and local level. The chapter analyses different digital tools and services implemented to improve transparency in urban planning and web-based participation processes developed in Spain to check the result of these developments concluding that there is still a long considerable way to go since information and communications technologies offers a lot of options and tools to improve these processes, particularly through the application of PPGIS.

Information and communication technologies have contributed decisively to the evolution of the agriculture field, allowing the exchange of information between various platforms, the automation of processes, and the storage and processing of large volumes of data. This study proposes the development of an application for mobile devices that facilitates the process of managing and monitoring the production of an urban farming. The application can also be used by less experienced farmers by providing relevant information on the best products per season according to soil characteristics and climate. The results of the developed application demonstrated the application's potential to increase crops visibility, increase efficiency throughout the value chain, access to real-time business and financial data, turns possible to customize the application according to the users' profile, increase the efficiency of marketing processes, and contribute to reducing transport costs.

Abstrak Penelitian ini bertujuan untuk mengetahui pelaksanaan Kuis Kihajar 2013 terutama dari aspek: karakteristik Kuis Kihajar dan proses pembelajaran dalam Kuis Kihajar. Penelitian ini menggunakan metode deskriptif. Penelitian dilakukan terhadap pelaksanaan Kuis Kihajar 2013 pada Juli s.d. Oktober 2013. Pengumpulan data dilakukan melalui data sekunder serta pengamatan dan wawancara terhadap pengelola dan peserta Kuis. Hasil analisis data diketahui bahwa karakteristik Kuis Kihajar sangat menarik karena setiap bulannya tidak hanya menambah peserta baru tetapi lebih dari setengahnya peserta lama tetap setia mengikuti kuis ini. Peserta kuis tidak sekedar membuka web atau mengirim sms, tetapi mengerjakan soal hingga rata-rata mencapai 44 soal setiap kali mengaksesnya. Proses pembelajaran dalam Kuis Kihajar, antara lain: mudah, menyenangkan, menuntut penggunaan berbagai sumber belajar, fleksibel, serta menggunakan teknologi informasi dan komunikasi (televisi, SMS, dan internet) yang sesuai dengan tren tuntutan zaman. Model Kuis Kihajar juga secara bertahap dapat mendorong terwujudnya budaya baru dalam memanfaatkan TIK sebagai media pembelajaran guna meningkatkan kemampuan dan kualitas hidup. Kata kunci: Kuis Kihajar, media pembelajaran, media televisi, media internet Abstract: This study aimed to determine the implementation of Kihajar Quiz 2013 mainly from aspects: characteristics and the learning process. This study used a descriptive method. Research conducted on the implementation of Kihajar Quiz from July 2013 until October 2013. Data collected through secondary data as well as observations and interviews with organizers and quiz participants. The analysis of the data found that the characteristics Kihajar Quiz very interesting because every month not only add new participants but more than half of the previous participants remained faithful with the quiz. Participants do not just open a web quiz or sent sms, but work on the problems to reach an average of 44 questions each access. The learning process in Kihajar Quiz, among others: easy, fun, demanding the use of a variety of learning resources, fleksibel, as well as the use of information and communication technologies (television, SMS, and internet) in accordance with the trend of the demands of the times. Kihajar Quiz Model gradually promote the establishment of a new culture in is using ICT as a learning medium to improve the ability and quality of life. The construction industry is an information-based industry, the progression of which requires the most effective and efficient tools in management, more specifically in managing the information flow between project team members. These tools become essential to a project management team dealing with the complexity and changing needs in the construction industries. Advances in information and communication technologies (ICT), especially mobile phones, offer an alternative way to overcome the limitation on effective collaboration in construction projects. A review of previous research, case studies and also technology reports shows how mobile information technology has the potential to provide improvements in construction communication and information collaboration. This paper discusses the implications of mobile information systems in sustainable project management. The findings show that there is a high potential for improving sustainability projects, the effects on construction resources and the potential impact of improving sustainable project management in construction industries.

The accelerated development of information and communication technologies (ICT) over the last three decades has encouraged researchers to analyse the impact of this phenomenon on the labour market. The potential decline in employment resulting from the proliferation of ICT may reduce access to basic energy services and even lead to energy poverty in the form of inability to heat the apartment as needed, allocating a significant part of revenues to expenses related to heating or problems with the timely payment of energy bills. Because access to energy is of fundamental importance for improving the quality of life and is crucial from the point of view of economic development, it is justified to verify the hypothesis that the accelerated development of ICT in EU countries may contribute to an increase in unemployment and, consequently, translate into a higher level of energy poverty. The described research results were obtained thanks to a comparative factor analysis based on secondary data. The analysis showed that in the period 2009–2019, the use of ICT had a limited impact on the unemployment rate in the EU and had a significant impact on reducing the level of energy poverty in EU Member States. As regards the impact of ICT factors on the level of energy poverty, only IP traffic showed a significant impact in this area. When it comes to the labour market, it was found that employment is chiefly influenced by economic factors such as labour costs.

This review paper analyses the challenge and opportunities of information and communication technologies for dissemination of agricultural information in Ethiopia. Understanding the challenges and opportunities of information and communication technologies enables to solve the problem of information problem to smallholder farmers. The data was collected, assessed and reviewed from recent secondary data sources from Central statistical agency, and scholarly articles published on the issue of information and communication technology in agriculture (ICT 4 Ag).Compared to the other sector like governance, health and education sectors, ICT-adoption in the agricultural sector has started relatively late in Ethiopia. Even though it is in infant stage, there are many agricultural ICT related service and application in Ethiopia. The current radical penetration of ICTs like mobile phone, website, social media and other internet/online services brings an immense prospect to farmers to create, share, store, process, interpret and preserve agricultural information and knowledge. ICT related agricultural extension system is the solely choice for dissemination of agricultural knowledge and information. Ethiopia is the country which has more than 65000 extension personnel for agricultural extension. But this extension system is not sustainable since it is very costly and inefficient. Thus, agricultural extension policy and intervention should focus on ICT based extension system.
