Electronic service, refers to services offered over the information and communication technologies. These services are becoming increasingly important with continuously developed application in various domains (business, government, education and health) as these services provide benefits to all parties concerned from service providers, service users and the society. This chapter will shed light in e-services, definitions, components, and characteristics. As service providers want to boost the efficiency and quality to reach more users to utilize these services, a prime challenge in developing these services with high quality to meet users expectation becomes a must. Quality plays a major role to keep up a trust between service providers and users. Eight main quality dimensions are proposed as per the studies to examine the perspective of service providers and service users for government services (personalization, usability, performance, web design, security, user involvement, satisfaction and loyalty).

The availability of proper human capital represents a key-factor in order to support the current fast pace of diffusion of Internet-based applications. The careful assessment of the skills and competencies required to manage and develop Internet technologies in different application domains represents a necessary step to solve the emerging skill shortage and skill gap problems. While most existing analyses of skill needs in information and communication technologies deal with broad professional categories, the paper focuses the attention on a specific professional figure, the Web designer. By resorting to an on-line questionnaire administered to a sample of Italian Web designers, the paper shows that jobholders recognise greater usefulness to organisational rather than technical knowledge domains. However, perceived skill gaps are larger in the case of technical skills and competencies. Moreover, specialisation paths are emerging.

Collective actions, particularly organization, promotion, encouragement, and incitement to civil disturbances, are hard to imagine without use of information and communication technologies (ICTs). Recent events such as the Arab Spring, the colour revolutions (e.g. in former Eastern Bloc and the Balkan countries), the unrest in Minneapolis in 2020 which subsequently spread to other US cities, and the US Capitol riots 2021 present significant evidence in this regard. The dissemination of information online inciting to riots involves internet service providers (ISPs) alongside the author. The aim of the paper is to specify the actors in accordance with their functions and determine their eligibility to be prosecuted in cases of incitement to riots using ICTs. Formulated a conclusion about the onset of intermediary liability of ISPs, holding the organizational and technical capacity to influence the information social relations of their users at any time.

With respect to critical information and communication technologies (ICT), nations most often declare their national critical infrastructure to include telecommunication services and in some cases critical services offered by key Internet Service Providers (ISP). This paper debates whether nations, their policy-makers, legislation and regulation largely overlook and fail to properly govern the full set of ICT elements and services critical to the functioning of their nation. The related societal and economical risk, however, needs to be closely mitigated, managed and governed. Legal and regulatory obligations to increase the ICT resilience may sometimes encourage this process.

The paper focuses on Information and communication technologies (ICT) deployed by Logistics service providers (LSP), particularly for the monitoring and companies. Indeed, nowadays ICT are essential for any implementation of efficient traceability, notably for the outsourcing of logistics activities. This paper is structured around two parts: the first part presenting the state of the art in terms of outsourcing logistics activities and traceability. The second part concerns a comparative study combining a set of LSP operating in Morocco and those operating abroad through several criteria. These criteria include the services offered and the technology deployed for rigorous traceability. The comparative study will determine the profile of the LSP operating in Morocco and adopting an effective and efficient traceability strategy based on innovative technology.

Introduction. The results of the research of the essence of intellectual transport systems, identification of the service providers, their interests and further cooperation strategies are presented in the article. Intellectual transport systems are considered as advanced systems that use information and communication technologies for improvement and security of traffic and effective support of the transportation of passengers or cargo. Purpose. The article aims to identify the target groups of service users of intelligent transport systems. Method (methodology). The research methods which are based on the system approach, management theory and theory of decision making have been applied to achieve the goal of the research. Method of system analysis has been used to identify the scientific problem. Results. The classification, which covers the target groups of service users of intellectual transport systems, has been worked out. These groups consist of subjects of state regulation, national, private sector and consumers of transport services. The main principles of their cooperation and the interests of each group have been described. Stakeholder groups for projects of intellectual transport systems with different degrees of complexity have been presented in the article.

Introduction: Given the demands of society in the twenty-first century, information and communication technologies should be incorporated into future models of the public health system.Objective: To investigate about the use of eHealth and mHealth through a quantitative study.Materials and methods: A quantitative study was carried out using a 16-item questionnaire that inquires about 9 dimensions: self-diagnostic technologies, complementation genetic test, use of smartphones, data privacy, electronic medical records, costs of medical services, annual physical examinations, concern about radiation exposure, and management of internet and technologies.Results: The exploratory sample (n=250) was made up of health professionals (55 doctors and 77 medical students) and health service users (122 patients) from Spain. One of the similarities was the promotion of the use of smartphones, but there were differences regarding the value given to diagnosis made by using technologies as opposed to that made by professionals.Conclusion: The most relevant difference in terms of expectations among health service users and health care professionals was related to the ownership of the medical history.

Abstract   The objective of this research is to find out the use of Whatsapp Messenger as a mobile media to learn writing in EFL classes.Several researchers have attempted to prove applicability of mobile learning as modern ways of teaching and learning (Naismith, 2004:115). Moreover, applying portable technologies have been demanded by most of the modern learners who oftentimes are forced to study anywhere, and anytime, for example, at work, in the bus or at weekends (Evans, 2008:115).The research was motivated by the students’ difficulties in writing. The sample of this research was three classes of first grade students of English Department of Unswagati. The instrument of this research was questionnaire sheet. Data from questionnaire sheet was analyzed based on the frequency students’ answers and then was calculated and interpreted into percentages. The result shows WhatsApp Messenger attracts the students interest and also the students have positive responses towards the using ofWhatsAppMessenger. In applying WhatsApp group, the writer concluded that, learning using WhatsApp group has effective to develop their creativity in writing skill. On the other hand, the result from the questionnaire sheet indicated that almost of students is active in learning to writing recount text. Students can learn out of the classroom. Beside WhatsApp can be used privately, it can be used for students’ education. The students can use their gadget positively for their ability in learning English. The students can improve their knowledge in learning ICTs (Information and Communication Technologies). When modern technology permeates every corner of life, there are ignited more and more hopes among the disabled to be compensated for the loss of mobility and participation in normal life, and with Information and Communication Technologies (ICT), Exoskeleton Technologies and truly hands free technologies (HMI), it's possible for the disabled to be included in the social and pedagogic spheres, especially via computers and smartphones with social media apps and digital instruments for Augmented Reality (AR) .In this paper a nouvel HMI technology is presented with relevance for the inclusion of disabled in every day life with specific focus on the future development of "smart cities" and "smart homes".
