What Comes After the Social? Historicizing the Future of Social Assistance and Identity Registration in Africa

Key contemporary mechanisms of distribution are routed through the ‘social assistance’ programmes provided by states. While we still often think of such programmes on the model of the well-known ‘welfare states’ of the global North, new forms of state and international transfers to the poor (in Africa and elsewhere in the global South) suggest a need to rethink the question of social assistance from a less Eurocentric perspective. With a special focus on southern Africa, this chapter reviews the meaning of ‘social assistance’ in a region where the domain of ‘the social’ was never securely established in the first place. It reflects on the possibility that new rationalities and techniques of social assistance may be calling into question the assumed dependence of social service provision on traditional forms of population registration and documentation.

This study aims to explore the influential factors in increasing productive economic endeavours and finding models for developing social assistance in improving productive financial efforts. This study used a descriptive qualitative method with in-depth interviews followed by a focus group discussion of 17 informants in the South Buton District and nine informants in the Kolaka Regency and two key informants from the social service office in Southeast Sulawesi Province. The results showed an increase in the capacity of social assistance to improve the economy of the poor in the districts of South Buton and Kolaka, including education, training, experience, and motivation. The social assistance capacity building model improves the productive economic endeavours of the poor in the districts of South Buton and Kolaka by taking some approaches, including a) Synchronisation and coordination of social ministry programs, provinces, and districts/cities; b) Enhancing necessary skills (making programs, proposals, reports, etc.); c) Increased analytical skills (analysis of raw material requirements, operational analysis, market analysis); d) Increased ability to use media (information, outreach, sharing, promotion, etc.); e) Increasing the capacity of entrepreneurial spirit.

AbstractIn this article, the authors evaluate whether the provision of good quality social services has the potential to create social cohesion. In addition to examining the relationship between social services and social cohesion, the authors expand institutional theories of social capital by investigating whether this potential for building social solidarity may be resilient to the corrosive effects of economic strain. Multilevel analyses of variations in the perceptions of social cohesion amongst Europeans were conducted for 27 member countries of the EU using the Eurobarometer 74.1 on poverty and social exclusion from 2010. The results suggest that individuals receiving better quality social service provision perceived higher levels of social cohesion within the country in which they live. By contrast, individuals living in households experiencing economic strain perceived lower levels of cohesion. Further analysis revealed that the experience of economic strain does not weaken the positive relationship between social services quality and perceptions of cohesion.

This article presents the author’s definitions of “digitization of social service provision” and “digitization of social services” concepts and identifies the difference between them. It presents the results of an interview with 18 experts — the heads of institutions and organizations of social service provision implementing the rehabilitation of disabled people in Perm region. The research was conducted in 2019 and sought to identify problems and prospects for the digitization of the social services sphere. Interviewees rated their satisfaction regarding the convenience and time cost of automated systems that are currently being used in their organizations; characterized their needs in introducing various innovative interactive services, mobile applications, and other digital software; and expressed their attitude to various innovations. Social innovations were developed by the researchers and offered to experts by interviewers (for example, services for assessing the quality of work of specialists by service users, quick selection of the right social service, filing a complaint, referring a citizen to another organization, counseling in video mode, electronic appointment service, etc.). The research has shown how innovations can improve the performance of social service providers’ work and the quality of their interactions with citizens, which will ultimately increase the satisfaction of social service users and will positively affect the level of social well-being in society as a whole. A number of problems have been identified that currently impede the development of digitization: they are related to staff resources, the level of computerization, the lack of motivation among managers and personnel of social service organizations to implement innovative IT, and a certain distrust that such technologies can facilitate the activities of the organization and increase its effectiveness. The process of implementing the concept of a welfare state by the Indonesian government towards its people is a problem of poverty. The number of needy people in Indonesia is enormous. This is what underlies poverty to be considered a serious problem so that the Indonesian government provides specific regulations related to poverty handling through the issuance of Law no. 13 of 2001 concerning Management of the Poor. In the South Sumatra region, particularly the city of Palembang itself, the problem of poverty is a big task that must be faced by regional officials and other related agencies. The Social Service of South Sumatra Province stated that Palembang City was the city with the highest number of poor people compared to other districts / cities in South Sumatra. This of course requires the right policies in handling it, one of which is through the issuance of the Regional Regulation of South Sumatra Province Number 7 of 2017 concerning poverty reduction in South Sumatra

A lot of census data in the sub-district is very useful and helps the social service to provide social assistance in a sub-district. With this Business Intelligence system, it can help analyze information on providing social assistance with the help of using the Tableau Tools so that the information is more detailed and displays a graphic / dashboard visualization. This research is to analyze how certain people who receive social assistance for residents of Setiabudi sub-district, and each provision of social assistance will be collected from the sub-district and submitted to each sub-district to be able to data with certainty, using the number of data on the head of the family registered in Setiabudi District.Keywords:Business Intelligence, Tableau Tools, OLAP, Government Agencies.

The article presents the ongoing change of current social assistance, which is made selectively, i.e., with a focus on supporting and assisting people in a particularly difficult life situation. The change focuses on service activities that ensure universal care and support for all citizens. The legal basis for this change is the Act on the provision of social services by social service centres [pl. Ustawa o realizacji usług społecznych przez centra usług społecznych] of July 19 2019 which enables the creation of social service centres in local communities.

AbstractContrary to the hopes created by globalization, most observers report a substantial degradation of living standards, social protection, and basic social services, such as education, employment and health. This paper discusses the social dimensions of globalization with special focus on its impact on health services. Six main issues are addressed, namely, commercial exploitation of health plants, monopoly of health commodities, new food hazards, unfair implementation of intellectual property rights, marketing of tobacco and similar health threatening items, and the brain drain from developing countries. Specific recommended actions are presented, aiming for globalization that is more favorable to the poor.

Hasil penelitian menunjukan bahwa sasaran kebijakan dalam pelaksanaannya belum tepat sasaran dalam pemilihan pemilik E-Warong, Seluruh pemilik E-Warong di Kecamatan Subang bukan berasal dari penerima manfaat Bantuan Sosial melainkan berasal dari agenbrilink yang sudah ada. Sumber daya diketahui bahwa kelengkapan sarana dan prasarana masih belum memadai dan menghambat pada pengimplementasian kebijakan Bantuan Pangan Non Tunai melalui E-Warong. Masih perlu adanya penambahan E-Warong sebagai sarana dan prasarana dalam kebijakan ini, agar tidak terjadi penumpukan KPM di 10 E-Warong yang ada di Kecamatan Subang. Komunikasi antara Kecamatan Subang dengan Dinas Sosial dalam menentukan persyaratan dan kriteria E-Warong belum berjalan optimal.   The results showed that the policy target in its implementation was not yet right in the selection of E-Warong owners. All E-Warong owners in Subang District did not come from the Social Assistance beneficiaries but instead came from existingbrilink agents. Resources are known that the completeness of facilities and infrastructure is still inadequate and hinders the implementation of the Non-Cash Food Assistance policy through E-Warong. There is still a need to add E-Warong as a means and infrastructure in this policy, so there is no accumulation of KPM in 10 E-Warong in Subang District. Communication between Subang District and the Social Service in determining the requirements and criteria for E-Warong has not been optimal. Kata Kunci : Implementasi Kebijakan

In order to realize a decent and beneficial life, and fulfill the rights to the basic needs of society in order to achieve social welfare for the elderly of the Badung Regency Government  through  the  social  Service  provides  social  protection  assistance  to  the elderly   in   Badung  regency  which  is   carried  out   in   a   directional,  planned  and sustainable. Distribution of social compensation to the elderly with the issuance of the rule  of  Badung  Regent  Number  38  year  2018  about  social  protection  assistance Elderly. Compensation for elderly people of Badung regency at the launching of the PEAK of the anniversary Mangupura to 9 which fell on November 16, 2018. The issue of problems used in this research is:(1) How to exercise in the provision of social protection for elderly in Badung Regency;(2)what is the inhibitory factor in the provision of elderly social    protection    assistance    in    Badung    regency. This    study    was    conducted using empiricallegal   research. Data and data sources of This    research    is    a    primer that is through field research and secondary material writing experts and the results of scientists are then processed and analyzed descriptively to get a conclusion. Based on the results  of  the  study,  it  can  be  concluded that the  implementation of  the  continued assistance of age aims to provide social assistance for the elderly in the Badung Regency, that the barriers faced by social services in the distribution of social assistance due to not synchronicity the data in the village/Kelurahan with data existing in the social service of Badung Regency. The advice given by the author is expected to have the ation between the logging conducted by the village apparatus/Kelurahan related to the number of elderly who have each region so that the social allowances can be shared evenly and precisely the target so that the aid is delivered appropriately.
