Typology of regions by functional role in Russian innovation space

The article is devoted to studying the spatial heterogeneity of innovation space across Russia while assessing the regional divergence and concentration of knowledge-generating centers. The preliminary hypothesis suggests there are three types of regions: growth poles - the largest cities and agglomerations that generate a significant amount of new knowledge of wide specialization spectrum; zones of influence - territories with high generative potential in one or several specific knowledge domains; and innovation peripheries that demonstrate weak ability to generate new knowledge. The analysis of an array of indicators on publication activity over 2013-2017 across the regions of the Russian Federation using the method of spatial scientometrics has clarified and detailed the initial typology of regions according to their generative function in the interregional innovation process. The study showed the importance of a complex of metropolitan, coastal and border factors affecting the innovative potential of territories. For coastal regions, incl. having a cross-border position, a higher level of research productivity and integration into international S&T cooperation is characteristic, as well as a general positive dynamics of new knowledge generation if found. In addition, the coastal factor determines the specificity of the subject area of the intellectual capital created and the knowledge base accumulated in the region.

Leading organizations of the national nanotechnology network (NNN) monitor staffing and develop mechanisms for coordination of educational processes of enterprises of the nanotechnology industry. To estimate the current state of training for nanotechnology industry in the leading universities of the Russian Federation, a study of their publications indexed in the Scopus database in 2012, 2014, and 2015 years in the subject area of “nano” was made. As a result of analysis, the universities, which form the background for the production of highly qualified specialists in the field of nanotechnology, were determined.

The paper deals with the properties, quality and durability of the exposed concrete. The main part of this paper are characteristic of architectural (sometimes called visible or naked) concrete and the criterion of the quality evaluation of the performed work. This is mainly the colour balance of the subject area, the quantity and the size of the pores, the quality of the raw material and the surface structure. Achieving the quality of architectural concrete is considerably more technologically demanding compared with conventional concrete. This is reflected also in its cost. In conclusion, the problems of surface layers of architectural concrete are summarized. Especially environments can cause faster degradation, reducing the lifetime of the whole construction, but also pointing to one of the main problems in construction, which is technological discipline.

The article presents an analysis of the draft «Main directions of the unified state monetary policy for 2021 and for the period 2022–2023» of the Bank of Russia, aimed at finding out whether the designed monetary policy will contribute to solving the main problems of the Russian economy. Leaning towards a generally negative answer to this question, the authors of the article, firstly, establish that some of these problems, including problems whose solution falls within the direct competence of the Bank of Russia, and which, accordingly, fall within the subject area of the regulatory instruments available to the Central Bank of the Russian Federation, are clearly insufficiently worked out in the document or, worse, only simply indicated. Unfortunately, this also applies to the key reproduction tasks associated with ensuring rapid, sustainable and high-quality economic growth. Secondly, they fix the year that began in March 2021 new round of increase in the key rate of the Bank of Russia. Third, they emphasize the fact of the negative synergy of the Bank of Russia’s tight monetary policy and the Russian Ministry of Finance’s tight budget policy, designed for the period up to 2023. The article substantiates the need for a coordinated approach of financial regulators and agencies to solve the problems of overcoming the crisis and stimulating economic growth.

One of the seven target indicators of the National Science Project (NSP) is “The place of the Russian Federation by share in the total number of articles in the areas defined by the priorities of scientific and technological development in publications indexed in international databases”. The purpose of this study was to assess the basic value of this indicator for disciplines related to priority areas, according to the Strategy of scientific and technological development of the Russian Federation. The volumes of publication flows of the Russian Federation in 112 disciplines are compared with a similar indicator of countries ranked fifth in the number of publications in the subject area under consideration, indexed in the Web of Science Core Collection (WoS CC). A 5–10 fold lag of the Russian Federation was recorded for the most part of the priority areas identified by the passport of the NSP.

The article highlights the expediency of developing translation skills as a component of student’ translation competence within the framework of the «Foreign Language for Special Purposes» course in non-linguistic higher education institutions. An algorithm for writing translation, which involves certain stages of translation activity such as analysing the original text, creating the translation text, and editing it, is described. It is emphasised that writing translation as the main form of technical translation has cognitive and psychological nature. In this regard, the basic levels of mechanisms of translation activity are general psychological mechanisms, specific mechanisms within the activity and specific mechanisms of translation activity. It is proved that the criteria for determining the quality of written translation specify the presence of students’ translation competencies corresponding to these criteria. The main of them are the substantive equivalence and adequacy of language translation of the text at the lexical, grammatical and syntactic levels as well as technological competence (specific knowledge, mastery of basic translation strategies and techniques), special competence (knowledge of the subject, knowledge of the terminological apparatus of the subject area), compensatory competence (ability to use dictionaries, databases and other sources). The rationality of realization on the correlation basis of simultaneous language teaching and translation training is substantiated.

Safety, along with freedom, is one of the most important indicators of the quality of our lives. But it is difficult to find a word in the Russian language, which, though used just as often, includes less specific meaning. The problem is that in the light of objective expansion of the "content" of the concept of "security" its "volume" in strict accordance with the rules of logic approaches zero. If possible, a more adequate definition of such fundamental concept as "security" should be seen as return of "volume." The definition cannot be given in isolation from domain concept most closely associated with technosphere, from other concepts and relationships between concepts of technosphere security. Assessing the adequacy of the described definition (definitions) of the subject area is only possible with system approach — in connection with the other terms of terminology. Logically, the same should be addressed to the formation of scientific and technical terminology of the subject area to avoid isolated definitions, and to form separate terms and their definitions within a coherent terminological system. An example of the wrong approach to the formation of the terminology is the Introduction into the Labour Code of the Russian Federation of a new legal term "occupational hazard", which did not work in this new subject area without its content and volume. Therefore, on the example of the concept of "security" the author proposed and demonstrated the methodology of formation of terminological concept of "security" (in technosphere) based on a model called the "puzzle of concepts."

The article considers the problems of forming a single information space in the course of operation of the state information system of housing and communal services. Five types of information systems used in the Russian Federation by organizations for managing housing and communal services have been identified. Object-oriented analysis of the subject area «real estate management by foreign information systems» was conducted. A diagram of use cases and a class diagram using UML notation for a comparative analysis of domestic and foreign information systems are constructed. With the help of diagrams was implemented a comparative analysis of domestic and foreign information systems. It was noted the lack of marketing functions in domestic systems and insufficient development of the functions to include tenants in the management of housing and communal services.

The architecture of the GMDH-based inductive modeling tools is considered. A feature is the use of the knowledge base in the form of an ontology of the subject area of inductive modeling. The application of the ontological approach to the design of the knowledge base makes it possible to automatically acquire new knowledge, efficiently process information in the modeling of complex objects of different nature according to statistical data, generate queries and obtain logical inferences. Fragments of the GMDH-based inductive modeling ontology are given as an example of creating a formal description of the subject area. The Protege onto editor was used to construct ontologies.

The subject of the study is public–private partnership (hereinafter – PPP) mechanisms in the modern economy of the Russian Federation. The article considers economic factors affecting the demand for PPP mechanisms in Russia from the state and business. The paper carries out a comparative assessment of the supply and demand of PPP and alternative mechanisms of interaction between the state and business. The study reveals that PPP does not have significant advantages in comparison with traditional public procurement or leasing. According to the results of the study, the author makes a forecast that in the near future we should expect a significant reduction in the volume of private and public co-financing of projects implemented on the basis of PPP. Assumption by state additional obligations to finance projects in the absence of budget restrictions can increase the demand for PPP on the part of business.

The most important direction of the military doctrine of the Armed Forces of the Russian Federation is the improvement of the events of manning military units. The degree of fitness of the soldier is currently being determined during professional selection events. The level of development of professionally important qualities is determined for the assessment of professional fitness. The following requirements are placed on the professions of such specialties as the gunner of the tank gun, and the gunner of the artillery gun: accurately determine the distance to the target, select the aiming point, correctly set the initial data on the sight scale. In turn, the scout must be able to navigate the terrain and determine the coordinates of the enemys target and objects, be able to conduct hidden observation. When selecting military personnel for these specialties, special attention should be paid to the individual properties of the eye estimation of candidates. The Eye estimation technique is a tool for differentiating military personnel depending on their ability to accurately recognize spatial intervals. The developed candidate differentiation scales allow determining the place of the subject (area number) among the entire population of candidates depending on the value of the primary indicator from one of 10 subgroups using the percentile scale and assessing the severity of a professionally important function using 10 wall scales (4 figures, 3 tables, bibliography: 8 refs).
