The article considers the problems of forming a single information space in the course of operation of the state information system of housing and communal services. Five types of information systems used in the Russian Federation by organizations for managing housing and communal services have been identified. Object-oriented analysis of the subject area «real estate management by foreign information systems» was conducted. A diagram of use cases and a class diagram using UML notation for a comparative analysis of domestic and foreign information systems are constructed. With the help of diagrams was implemented a comparative analysis of domestic and foreign information systems. It was noted the lack of marketing functions in domestic systems and insufficient development of the functions to include tenants in the management of housing and communal services.

The article compares the Criminal Procedural Codes provisions of the Russian Federation and the Federal Republic of Germany that regulate conducting a search as an investigative act. It also provides and compares the definitions of the concept “search” and “dwelling” given in Russian and German criminal procedural legislation. The reasons for conducting the search in general and the search of dwelling are considered, similarities and differences are revealed in relation to the status of the subject who is under the search. The author characterizes the search of dwelling and gives a comparative analysis of this investigative action as well as the notion of “urgent cases” in both countries. The authors also proposed some brief recommendations for improving the norms of the Russian Federation Criminal Procedure Code.

Объектом статьи выступает региональная инфраструктура цифровой экономики, а предметом - институциональные механизмы распространения инфраструктуры от карскаса расселения к малым населенным пунктам на периферийных территориях региона. Выполнен анализ объемов, структуры и приоритетов финансирования национального проекта «Цифровая экономика». Сделан прогноз финансирования НИОКР в РФ в период 2019-2024 на основе правительственных документов, прогнозов ВВП и курса рубля. Выполнен сравнительный анализ достаточности финансирования НИОКР в РФ. Определена проблема, с которой столкнутся регионы России при переходе к цифровой экономике - дефицит инфраструктуры цифровой экономики и выявлены пространственные характеристики этого дефицита. Сформулированы понятия объективного (структурного) и субъективного (стратегического) барьеров на пути инвестиций в региональную инфраструктуру. На основе статистического анализа, разработаны методы решения вскрытой проблемы реиональными силами. Сформулированы региональные задачи снижения субъективных барьеров на пути развития инфраструктуры и доказана возможность их решения. Regional infrastructure of the digital economy is the object of this paper. And the subject is the institutional mechanisms for the infrastructure distribution from the urban lattice to the small rural settlement in the districts peripheral territories. Authors made analysis of the volumes, structure and priorities of the national project "Digital Economy" financing. A forecast is made for financing R&D in the Russian Federation in the period 2019-2024 based on government documents, forecasts of GDP and the ruble exchange rate. A comparative analysis of the adequacy of R&D funding in the Russian Federation is carried out. The problem that Russian districts will face in the transformation to the digital economy is identified - a deficit in the infrastructure of the digital economy and the spatial characteristics of this deficit are revealed. The author formulated the concepts of objective (structural) and subjective (strategic) barriers to investment in regional infrastructure. Methods for solving a district level open problem based on statistical analysis are proposed. Based on the institutional approach, two tasks have been set for the district authorities and the possibility of solving them has been proved.

Maps and mapping are the manifestation of geography for the great bulk of the population. These play a key role in society and underpin many functions of the state. The situation is particularly marked in Britain, both in war and peace, where the Ordnance Survey (the country's national mapping agency) has been central to national mapping for more than two centuries. It is no exaggeration to say that mapping underpins many of the activities of society, especially in Britain. The collation, visualisation and analysis of geographical information through maps are intimately intertwined. Since British geography and British geographers have been involved in all aspects of mapping and its successor, this chapter covers both academic and non-academic aspects of the subject area. This chapter examines the geographical underpinning of British society and its radical transformation, Geographical Information Systems and information technology and non-trivial cartography.

Leading organizations of the national nanotechnology network (NNN) monitor staffing and develop mechanisms for coordination of educational processes of enterprises of the nanotechnology industry. To estimate the current state of training for nanotechnology industry in the leading universities of the Russian Federation, a study of their publications indexed in the Scopus database in 2012, 2014, and 2015 years in the subject area of “nano” was made. As a result of analysis, the universities, which form the background for the production of highly qualified specialists in the field of nanotechnology, were determined.

The subject area of the application of information systems to small business is a thoroughly interesting, yet relatively under-researched topic. Small business is an important part of any economy. In the United Kingdom, 25% of the gross domestic product is produced by small business, which employs 65% of the nation’s workers (Ballantine et al., 1998). In Canada, 43% of economic output is accounted for by small business, employing 50% of private sector employees (Industry Canada, 1997). Further, governments view the small business sector as that component of the economy that can best contribute to economic growth (Balderson, 2000). Given the importance of this sector of the economy, it is incumbent upon researchers and managers of small business to develop a better understanding of how information systems may contribute to the operation and growth of individual businesses as well as the overall sector. The objective of this article is to provide an overview of information systems used by small business. Research projects are presented that describe the current situation. Recommendations are then proffered for various stakeholders who should contribute to a more effective use of information systems by small business.

This chapter examines some of the issues that are driving the development of a master’s course designated as “Information Systems Development Methodologies.” The course takes a “reality as a social construct” view of the world, the purpose of the approach being to encourage students to challenge assumptions and enhance their abilities to research, reflect, critique, and develop strong arguments to support their understanding of the subject area. An interpretive approach such as this can challenge those students whose experiences of previous educational settings have been more strongly oriented toward rote or positivistic teaching and learning styles. The chapter outlines a number of approaches that have been adopted to help students deal with interpretive approaches to learning and to introduce them to issues of belief, inquiry, argument, and reflection.

This article is devoted to the issues of assessing the effectiveness of information systems for enterprises engaged in retail trade in consumer goods. This article describes the tasks that the retail FMCG trade, as well as the functions of the retail trade, solve. The features of the subject area were considered, which will form the basis for the formation of scales for assessing the effectiveness of information systems. The priorities, tasks, and features of the business model of enterprises engaged in retail trade in consumer goods, depending on the market segment they occupy. Various types of corporate information systems that can be used in retail trade are considered. The analysis of the subject area made it possible not only to determine important metrics for assessing the effectiveness of information systems but also to determine the priority of the requirements for the availability of certain functionality in the information system from each business segment, large, medium and small. Also, the existing standards in the subject areas of software development and enterprise organization were considered. This article proposes a methodology for evaluating information systems for enterprises engaged in consumer goods retail trade that belong to different market segments. The proposed methodology is based on the approach of multi-criteria expert assessment. An example of linguistic variables for one of the questions of the questionnaire for experts is given. The order of operation of the expert system is also presented in the form of an activity diagram. The developed expert information system can be monetized by providing referral links to the products of companies supplying information systems for retail. In the future, it is planned to add the ability for qualified experts to select combination of metrics for assessment, as well as change the assessment scale to increase accuracy. The article contains a theoretical study and description of general algorithm for predicting a stock market fiasco caused by non-financial and other factors. Market fiasco is considered as non-periodical, sudden and random event which can arise due to the many latent reasons. Methods of technical and fundamental analysis are useless to solve this problem, therefore, the use of systems analysis methods is proposed. The author’s idea is the numerical calculation of search queries entropy as a part of global information space. Decrease in the Renyi’s entropy, associated with rapid grow search queries, containing key terms from the subject area, indicates the possible stock market fiasco in the near future. This article presents an algorithm for the dynamic calculation of Renyi’s entropy, allowing predict rare events which are not reflected in statistical data (or frequency of their realizations is too small). The method and algorithm can be realized in trade information systems and decision-making systems in economic sphere.

This article discusses the woodworking industry that sells timber and lumber. The analysis of the subject area was carried out, the problems of the company associated with the constant search for customers were identified; transfer of information, documents, reports on paper; lack of a single database for accounting documentation. In this regard, it was decided to select an information system that allows solving the identified problems. After a review of information systems, an information system was selected and implemented for the enterprise, which accelerates the process of paperwork for the sale of timber and lumber; increase the effi-ciency of processes for filling out documentation for the sale of forests; store customer information in a single database; keep records at all stages of harvested wood circulation and keep automated records in terms of harvesting, transportation, acceptance and shipment of roundwood.

В настоящей статье исследуются лексико-стилистические особенности дипломатических текстов путем сравнения текстов оригинала и перевода с применением сопоставительного анализа для выявления наиболее успешной стратегии перевода.Статья представляет выводы по результатам анализа 590 единиц, взятых из выступлений, пресс-конференций и интервью Министра иностранных дел Российской Федерации С. В. Лаврова и его представителей, а также брифингов и комментариев официального представителя МИДа России М. В. Захаровой. Предметом настоящего исследования выступают лексико-стилистические особенности перевода дипломатического текста. Целью исследования является выявление и анализ лексико-стилистических особенностей дипломатического текста в аспекте перевода. Для достижения поставленной цели исследования авторами были использованы следующие методы: сравнительно-сопоставительный и аналитический. В результате исследования было установлено, что при передаче лексических особенностей дипломатического текста переводчики наиболее часто используют такие приемы, как калькирование и смысловое развитие. При переводе стилистических особенностей используются такие приемы, как калькирование, эквивалентный перевод, деметафоризация и функциональная замена. This article examines the lexical and stylistic features of diplomatic texts by comparing the original and translated texts with the use of comparative analysis to identify the most successful translation strategies. The article presents the results of the analysis of 590 items from the speeches, press conferences and interviews of the Minister of Foreign Affairs of the Russian Federation Sergey Lavrov and his representatives, as well as the briefings and comments of the official representative of the Russian Foreign Ministry Maria Zakharova. The subject of this study is the lexical and stylistic features of the translation of diplomatic texts. The goal of the study is to identify and analyze the lexical and stylistic features of the diplomatic text in the aspect of translation. To achieve the goal of the study, the authors used the following methods: comparative and analytical methods. As a result of the study, it was found that when translating the lexical features of the diplomatic text, translators most often use such techniques as calquing and semantic development. When translating stylistic features, translators use such techniques as calquing, equivalent translation, demetaphorization, and functional substitution.
