The quality of common open public spaces is conditioned, among other things, by the layout and characteristics of the facilities located in their immediate vicinity, but also by the functions and contents, equipment and materialization of the ground floor of those facilities. For this reason, interventions on existing facilities and the construction of new ones around common open public spaces can positivelyor negatively affect the quality of these areas. The construction of New Belgrade began in 1948 and continues today. In the area of New Belgrade, the network of common open public spaces covers more than 50% of the total area of the municipality. Initially, the blocks in New Belgrade were built on the basis of a unique planning solution. The transformation of the blocks began in the 1990s in the post-socialist period, when it became possible to change the legal regulations and enable a greater participation of private investments in the processes of reconstruction and new construction. In order to determine the real impact of the reconstruction of mega blocks on the quality of common open public spaces, this paper will present the criteria for determining the quality of these spaces. The criteria will help to examine the differences between the quality of common open public spaces within a block that has had frequent interventions and one where there have been no significant interventions over the last few decades. The conclusions should provide an answer as to whether and to what extent spatial interventions affect the quality of common open public spaces.

This paper reviews some of the salient research into the complex issue of the impact of class size on the quality of teaching and learning. It describes the general attitude of the teaching profession towards class size and discusses some of the claims made regarding the influence of the variable on teaching and learning. Some evidence is presented to illustrate the nature of the profession's stand on the issue. It is acknowledged that the real impact of class size is much less clear than is implied by the normal assertions regarding its importance, and some of the important literature is examined to illustrate this point. From the discussion several suggestions emerge for desirable procedures in the further investigation of this area.

This article addresses issues related to the quality of design and subsequent management of multi-family residential buildings in the context of their energy supply. The framework of the analysis carried out here are pro-environmental legal regulations currently in force in Poland. This article describes the impact of these regulations on the design process and the role of the designer. The requirements have been defined and the constraints have been identified. A number of factors directly related to the nature and parameters of the designed buildings and their location have been taken into consideration. On the basis of this study, the impact of legal regulations both on the method of energy supply in the buildings and on their later use and management have been presented. Positive and negative aspects of the analyzed regulations have been indicated and directions for their evaluation and optimization have been proposed. The research was carried out using real buildings, both completed and in the design phase. This article is based on the authors’ extensive experience in designing multi-family residential buildings in Poland.

Community pharmacies are the primary entities providing drugs to individual patients in Poland. The pharmacy market has been changing for many years due to significant changes in market regulations. These changes significantly affect the profitability of pharmacies, which may impact the quality of pharmacotherapy. The small number of pharmacies, which resulted from changes in the law in 2017, can influence the level of patient care. The article presents the community pharmacies market in Poland. Particular attention is paid to the legal regulations affecting community pharmacies and the impact of these regulations on the overall shape of the market. The Polish system’s specificity, including the pharmacy market indicators, has been compared with data from other European Union countries.

Formulation of the problem. Based on the study, the prerequisites, features and components of the formation of accounting policies in the context of business continuity are revealed. The purpose of the article is to substantiate the theoretical and methodological and organizational provisions of accounting policy formation in the context of the implementation of the concept of continuity. The object of research is the process of formation of accounting policy and its impact on the quality of corporate financial reporting information. Methods used in the study: scientific knowledge, method of generalization, comparison, logical - meaningful, methods of induction and deduction. The main hypothesis is that the formation of accounting policies aimed at determining the regulations of accounting and reporting from the standpoint of reflecting complete and reliable information about the real value of assets and liabilities will help reconcile the interests of all stakeholders. Presenting main material. The article identifies the prerequisites, directions and elements of the formation of accounting policies on the principle of continuity of enterprises. Provisions on the development of theoretical and methodological foundations for the formation of accounting policies of enterprises on the basis of risk-oriented approach are revealed. The necessity of valuation of assets and liabilities according to the criteria: fair, discounted and market value of enterprises is substantiated and the methodological support of valuation of financial instruments in accounting is revealed. Originality and practical significance are proposals for the formation of methodological and organizational support and recommendations for the measurement of assets and liabilities at fair value in order to improve the quality of financial statements. Research findings. The formation of accounting policy in the context of the principle of continuity is based on the requirements of International Accounting Standards and National Accounting Standards and depends on the needs of management, methods and techniques of accounting. In the process of developing an accounting policy, it is necessary to take into account the information needs of various stakeholders to disclose information in corporate financial statements. The introduction of theoretical and methodological provisions for the formation of elements of accounting policy on the principle of continuity will meet the information needs of different users, improve the quality of financial reporting and assess the impact of accounting policies on the real value of enterprises in the future.

Recently, housing construction in cities has been carried out at a high rate. Increasingly, urban abandoned and flooded depressive spaces near water bodies (often rivers), which were previously used as industrial facilities or temporarily used, are becoming the sphere of architectural and landscape transformations. The restoration of such territories helps to improve the quality of urban space and improve its ecological properties. Correct development of territories near rivers and various water bodies has a great health-improving effect on the urban environment, improves its natural and climatic conditions. In addition, social and economic factors play an important role in this process, since such transformed territories and territories adjacent to them significantly increase investment attractiveness. This paper examines modern approaches to the development of urban public spaces, based on the formation of architectural environments that ensure the relationship of urban development with water bodies and adjacent territories. The paper notes that water bodies are not only an important component of the natural-ecological framework, but are also the basis for the framework of urban-planning natural-technogenic systems as a whole. And the creation of a continuous urban fabric is impossible without the organization of a ‘water’ line of development, provision of compositional, functional and communication interconnection of open urban and water spaces, which is actively being introduced today in architectural and urban planning practice. The paper examines the role of water bodies in the ecological system of the city, as well as in its structure as a whole. The aim of the study is to identify the features of the formation of a public urban space, to determine the patterns of its development, to identify criteria that reflect the nature, scale and features of the impact of urbanization on a water body. Some principles of revitalization of coastal areas, as well as the creation of a system of publicly accessible, compositionally expressive spaces are considered. The principles of space transformation aimed at the formation of a holistic image of the city, as well as the impact of such a spatial arrangement of urban and water bodies on the safety and quality of the urban environment are considered.

This paper emphasizes the need for detailed analysis of wastewaters and their impact on the environment in physical plans for urban/tourist coastal areas, as a significant contribution to environmentally sound development, especially the development of tourism in these areas. The paper describes an analysis of this kind, prepared as part of the Regional Physical Plan for the Rijeka Region to the Year 2000. (The Rijeka Region is a major part of the Yugoslav Upper Adriatic.) The existing situation regarding sewerage systems, sewage treatment methods and disposal methods of the communes of the Region is presented. The quantities of wastewaters generated by the residential and tourist populations and by industry are given (by sub-regions) as calculated in 1981 and as estimated for the year 2000. A survey was made of the impact of wastewater on receiving rivers and coastal waters, and the quality of the receiving waters is given, in grades as compared with those prescribed by the Yugoslav legal regulations. Based on urban development concepts, and on the estimated wastewater quantities, alternative forecasts are made of the future impact of wastewater on coastal waters. General guidelines are presented for the provision of adequate sewage disposal facilities in order to achieve the optimum situation.

This work provides a follow-up to the article Walkability Index for Elderly Health: A Proposal, published in 2020. Previous research linked the quality of public spaces, walkability characteristics relevant to older people, and the direct health benefits of walking for the same target group. The present article, on the other hand, aims to validate the conceptual design of the walkability index for elderly health (WIEH), developed by the authors in the previous study, by applying it to a study area located in the historic center of Porto, Portugal. Therefore, public spaces and the pedestrian network are analyzed according to their suitability for older people’s walkability. Presented in a visual format, the results show that only a few paths within the study area were strongly suited to older people, and emphasize the impact of existing steep slopes on the quality of the pedestrian network.

Traditionally, historic preservation has aimed to protect “collective memory,”—references to a past accepted as commonly shared and collectively commemorated. Collective memory has been used to construct narratives that define communities and urge specific rules and values. In recent years, we have come to see that “collective memory” is indeed “curated memory,” and that memorializing it in public spaces, parks and squares has enabled the assertion of power by the curators over others and has often excluded those others from the stories of the nation. The thousands of statues and namings in honor of the leaders of the Confederacy make this point. If a city’s greatness is found in the quality of its public spaces, the stature and bearing of Confederate memorials there must cause us to rethink our preservation philosophies, as continuing to honor such repugnant figures denies the humanity and worth of those who are targets of the unspoken, hateful messages from these memorials, which undoubtedly inspires equally hateful acts. As we rethink the idea of “collective memory,” the real challenge will be enabling our institutions (legal, political and social), as well as individual designers and planners, to rewrite the narratives to reveal memories of a diverse people.

Arc furnaces, due to their high unit power and load nature, belong to the receivers affecting the power quality. A dynamically changing electric arc is the main source of disturbances generated by arc devices. This current article presents the results of model tests of disturbances caused by arc furnaces. It also presents the attempts to estimate the power supply conditions for arc furnaces, so that they do not generate unacceptable disturbances to the power system. Various models of the electric arc are proposed. The values of the elements making up the furnace supply system were based on actual parameters. In these networks, measurements of electricity quality indicators were carried out, which allowed us to refer to the obtained results of model tests with the real values. Accordingly, to the real conditions, the values of the short-circuit power of the network and the power of furnace transformers were also adopted in the tests.
