The article is focused on ideas, expressed in a new book the complex political and economic processes taking place in the Republic of Belarus require "a game of scaling".Whether counting the participants of protest rallies, or analyzing statements of the authorities and the opposition, or assessing inventory and exchange rate dynamics,Specialists aspire to provide a reliability of the analysis of current processes.However, the strategic analysis and a forecast within the framework of this approach is impossible. The border situation of Belarus cannot be considered exhaustively studied. The borderline changes its quality. Located between socialist Poland and the Soviet republics, Belarus did not move geographically, but the political and geographical changes were fundamental. Belarus found itself in the center of a mosaic space, the key characteristic of which is being located on the frontier. The question is where a new frontier of civilizations will be fixed ‒ near Brest or near Smolensk?The author of the book as well as the author of this article are confident that the informal civilizational border is located near Brest and Grodno.

Within the body of the National Police, the Polsekta / Polsek have an important role in protecting, nurturing, serving and enforcing the law in the Tegowanu Police area community. Therefore, the Tegowanu Police are required to be able to serve the community where one of the main tasks of the Republic of Indonesia Police is as a public servant. As one of the law enforcement officers, the National The old work agenda system still uses manual methods and takes a lot of time and with this system will slow down the performance of Polsek members. Documentation of activities carried out by the Tegowanu Police Officer cannot be seen by the police chief and members, because photo documentation is only stored on the officer's computer. Another problem is that there is no data storage for community activity data and activity schedules, because there is no storage in the database so that data processing has not been well integrated. By designing a Performance-based Activity information system using the Object Oriented Method at the Tegowanu Police, Resort Grobogan is expected to help data processing so that it is more well integrated and the reporting process and data retrieval are faster if data is needed at any time and create an integrated system with the database. The information that will be built can speed up the process of processing and sending information and activities of the Tegowanu Police to the head of the Sector Police.

Приведен краткий обзор инструментов ВОЗ для регуляторных систем в сфере обращения лекарственных средств и международного опыта в области пост маркетингового надзора. Выделены ключевые проблемы оценки качества лекарственных средств, обращающихся на рынке Республики Казахстан. The article discusses the main features of the new system for evaluating the quality of pharmaceutical products at the registration stage. A brief overview of WHO tools for regulatory systems in the аweld of drug circulation and international experience in the аweld of posmarketing supervision is given. The main problems of assessing the quality of medicines in circulation on the market of the Republic of Kazakhstan were noted.

This chapter presents an overview of an integrated system for eMedicine that the authors propose and implement in the Republic of Macedonia. The system contains advanced medical information systems, various telemedicine services supported by modern telecommunication technologies, and decision support modules. The authors describe their telemedicine services that use wireless broadband technologies (WiMAX, 3G, Wi-Fi). A significant part of the chapter presents a web based medical expert system that performs self training using a heuristic rule induction algorithm. The data inserted by medical personnel while using the e-medicine system is subsequently used for additional learning. The system is trained using a hybrid heuristic algorithm for induction of classification rules that we developed. The SA Tabu Miner algorithm (Simulated Annealing and Tabu Search based Data Miner) is inspired by both research on heuristic optimization algorithms and rule induction data mining concepts and principles.

In this article, the authors examined the features of the strategic analysis of the tourism industry, assessed the new challenges facing the development of the national tourism economy. Using SWOT strategic analysis tools, weaknesses and threats are critically evaluated, and the strengths and opportunities for the development of the tourism industry in a particular region are identified. Long-term strategic management as a management science is reflected in all sectors of the economy. However, the study of strategic planning in the tourism industry in countries that are beginning to move into the post-industrial community has not been fully investigated and determined the course of research. Modern tourism industry is seen as one of the rapidly developing camping industry in international trade in services. Over the past 20 years, the average annual growth rate of the number of arriving foreign tourists in the world amounted to 5.0 %, foreign exchange earnings - 14%, the number of arriving tourists in the world is about 1.4 billion. Today, it is possible to satisfy the rapidly changing needs of tourists by strengthening integration processes both within the tourism system and with the external environment.  However, along with the development of tourism, problems of sustainable tourism development arise, develop and become urgent, the solution of which by the methods established in the past becomes inexpedient, which leads to a decrease in the competitiveness of this highly profitable industry, and the lack of tools that make it possible to more fully satisfy the growing demand for high quality travel services. These arguments suggest the need for a systematic approach in the strategic management of tourism and the development of an appropriate strategy for the development of the tourism industry.

Delivery of goods by air using unmanned aerial vehicles is one of the many potential applications of unmanned aerial vehicles. The problem in the operationalization of this type of use of unmanned aircraft is, on the one hand, the limitation in the legal regulations and, on the other hand, the lack of a unified system of control, management and servicing of unmanned aircraft. The paper describes a model of a unique, integrated system of control, management and servicing of unmanned aircraft that can be logistically supported by an extensive network of small airports in the Republic of Serbia. The economic profitability of this way of delivering goods is correlated with the real needs of the market with the efficiency and effectiveness of delivery on the principle of “today for today”.

The purpose of the article is to develop theoretical approaches to strategic analysis of the activities of commercial banks based on a balanced scorecard and gap analysis. The adaptation of this method to the peculiarities of the available operational, accounting and statistical information has been made. The empirical base of the study is the data of the National Bank of the Republic of Belarus, data of statistical and accounting reports of a commercial bank. Also, when compiling the balanced scorecard, the strategic plan for the development of the organization of the banking sector of the Republic of Belarus is initially used for the corporate business line. The strategic analysis procedure involves assessing the four main business processes of the organization (finance, customers, internal business processes, personnel and development), based on comparing the target value of each of the indicators with the current value, and setting an assessment. An important element of building a balanced scorecard and, at the same time, the first stage of gap analysis (GAP analysis) is to identify gaps between the assessment of the prospects' tasks and their target value (100%), as well as formulate proposals for their elimination. As a result of the strategic analysis of a commercial bank, the prospects for the development of the organization were considered, problem areas in business processes were identified, negative gaps between the target and actual indicators were classified by their types. As a result of the analysis of the balanced scorecard and the analysis of gaps, the necessary measures were identified to achieve the strategic goals of a commercial bank for the next year, and conclusions were drawn about the need to increase interaction with the client in the digital environment through modern information and communication technologies: chat bots, digital products, online design, online presentations, etc.

Background: The modern system of state quality control over medicine makes it possible to reveal and withdraw drugs, that do not meet the requirements. However the problem of the turnover of substandard and fake drug and their destruction in the Russian Federation is still urgent. The aim of the study: to evaluate the effectiveness of state quality control over medicine and the practice of fake medicine destruction. Methods: data of the official websites of the Ministry of Health of the Russian Federation and the Republic of North Ossetia — Alania, Russian Sanitary Inspection, National Center of Quality control and Certification of Drugs were included in the investigation. Method of unrepeated samples was used in sociological investigations. 225 questionnaires have been worked out. The research was carried out in the North-Ossetian State Medical academy during the period from 2013 to 2015 with the help of the National Center of Quality Control and Certification of Drugs. Results: The shortcomings of the state quality control over the rules of fake drug destruction were studied. It was found out that the mechanism of permanent data collection monitoring of revealing, moving and destruction of substandard and fake drug destruction has not been determined. The ineffectiveness of controlling measures under the condition of critical legal base deficiency has been confirmed. The analysis of terminology characterizing the order of fake drug destruction was carried out. Conclusion: deficiencies related to the implementation of the state quality control over the fake drug destruction rules revealed during the course of investigations prove the necessity of adopting measures in creating new model of control functions, increasing the results of activity.
