The factors affecting the adoption of irrigation by landholders, using a case study of a government-managed irrigation water release in north-west Queensland, Australia, where current land use is dominated by extensive beef-cattle production, were investigated. The study was based on multiple data sources – interview data from family-owned agricultural enterprises, historical and contemporary documents and contemporary media analysis, workshop participation and field work. The study revealed multiple drivers and constraints, which affect the rate, timing and location of adoption of irrigation by family-owned grazing enterprises. The key finding was that there are individual, group and regional interests in irrigation development but that considerable social and individual learning is required for adoption of irrigation to occur. It was found that there is a prominent role for knowledge brokers — as individuals, irrigator groups, and trusted brokers of science information — in facilitating learning and change. An insight, relevant to governments that support irrigation developments is that interventions that aid and support learning can play a role in facilitating the land-use transition for individual grazing properties to irrigated agriculture.

Among the factors affecting the level of digitalization and information security of public services in the Russian Federation, the training level of civil servants in this area has a special place. The object of this paper is the activities of government agencies on the assessment and development of information security competencies of civil servants. The authors apply a competencybased approach to determine the effectiveness of information security in government agencies and focus on monitoring the state of work on assessing and developing competencies in the field of information security of civil servants. The purpose of the study is to develop tools and methods for monitoring the effectiveness of personnel to ensure information security in public services. The methodological base of the study includes the analysis of the regulatory framework, scientific literature in the field of the best domestic and foreign practices, data obtained on the basis of surveys of government representatives. The research results: indicators and methods for assessing the maturity of the work of state bodies on the assessment and development of competencies in the field of information security of civil servants are proposed; the findings of the study on information security level in a number of instances are presented, the most frequent incidents related to ensuring information security by civil servants are given, the relationship between the maturity of information security processes and the level of competence of civil servants in this area is shown. The results of the study may be used in the activities of HR and IT-services, information security divisions of public services, as well as by federal and regional authorities responsible for the development and implementation of state policy in legal regulation on information security in the public civil service. Provided the information security is one of the basic qualification requirements, the prospect of solving problems in this area is seen in the automation of monitoring processes based on the federal unified information system for personnel management of the civil service of Russia.

The purpose of the article was to study the strategic directions of information security management of agricultural enterprises. Research methods. The tasks set out in the article were implemented using the methods of systematization and generalization, analysis and synthesis, dialectical approach. The results of the study. In the research course the main elements of the formation and implementation of the information strategy of agrarian entities were identified. Stakeholders in the formation and implementation of the information security strategy of the agricultural enterprise were identified. The main nine types of information strategies were described. There are: prevention strategy, containment strategy, surveillance strategy, detection strategy, response strategy, distraction strategy, perimeter protection strategy, compartmentalization strategy, layering strategy. On the basis of generalization of information security strategies of the agro-food enterprises the key directions of its formation and realization were determined. A logical outline of the forming process an information security strategy was constructed, which should be closely related to the main business goals of the enterprise and its corporate strategy. The current trends and best practices of information security development of the enterprise were considered. Conclusions. The research made it possible to determine the essence of information strategy of agricultural enterprises as a structured and interconnected set of weighted actions aimed at long-term protection of enterprise information objects. Practical value. The proposed process of forming the information strategy of agricultural edu-cation will allow agricultural enterprises to choose the optimal information strategy, which will be interdependent with the general strategy and will allow to form the necessary set of software, technical, hardware and organizational tools for the protection of information resources. Prospects for further research include the development of a methodology for determining the information security strategy of agrarian enterprise. The article examines and systematizes factors affecting the viability of an agricultural enterprise (external: economic, political, legal, technological, climatic, socio-demographic, market) and internal factors (financial and economic, material and technical, production and technological, personnel and intellectual , innovative and environmental), which made it possible to substantiate the differences in the parameters for assessing the viability of an agricultural enterprise and, on this basis, build a three-vector model for assessing the viability of an enterprise for a targeted search for possible ways to increase its viability. An algorithm for assessing the viability of an enterprise has been built, including an assessment of the dynamics of indicators, their factor analysis and determination of the state of viability, which allows not only assessing the current state, but also predicting future development, which makes it possible for the enterprise to timely identify deviations and make informed management decisions. The practical significance of the obtained results of the study lies in the possibility of using the obtained theoretical and methodological provisions in the practical activities of agricultural enterprises to ensure their viability through the application in practice of evaluating the parameters that determine the viability of an enterprise as a tool for managing sustainable development.

Purpose This paper aims to contribute to the understanding of goal setting in organizations, especially regarding the mitigation of conflicting productivity and security goals. Design/methodology/approach This paper describes the results of a survey with 200 German employees regarding the effects of goal setting on employees’ security compliance. Based on the survey results, a concept for setting information security goals in organizations building on actionable behavioral recommendations from information security awareness materials is developed. This concept was evaluated in three small- to medium-sized organizations (SMEs) with overall 90 employees. Findings The survey results revealed that the presence of rewards for productivity goal achievement is strongly associated with a decrease in security compliance. The evaluation of the goal setting concept indicates that setting their own information security goals is welcomed by employees. Research limitations/implications Both studies rely on self-reported data and are, therefore, likely to contain some kind of bias. Practical implications Goal setting in organizations has to accommodate for situations, where productivity goals constrain security policy compliance. Introducing the proposed goal setting concept based on relevant actionable behavioral recommendations can help mitigate issues in such situations. Originality/value This work furthers the understanding of the factors affecting employee security compliance. Furthermore, the proposed concept can help maximizing the positive effects of goal setting in organizations by mitigating the negative effects through the introduction of meaningful and actionable information security goals.

The competitive environment orients rural producers to produce safe, high-quality products. The solution of this problem is impossible without the use of reliable and timely production information obtained by modern means of measurement. In the list of parameters of the system of operational decisionmaking in the production of grain and seeds, the determining role belongs to information about their moisture content. Reliable and timely information on humidity can significantly reduce the technical, technological and social risks affecting the economy of agricultural enterprises. Currently, the market of the necessary complex of grain moisture meters is occupied mainly by foreign developments. The most popular field electric moisture meters are not produced by domestic instrument-making companies. Foreign devices are graded on varieties of crops grown in completely different climatic and soil conditions. There are differences in the standard means and methods of grain preparation, which are used by manufacturers in the calibration of devices. In order to avoid risks when using imported devices, it is necessary to assess their adaptability to domestic crops and conditions of use. The article presents the results of a study of a new model from the line of capacitive moisture meters produced by the well-known Finnish company Farmcomp. The defining concept of the device model is the minimization of random errors caused by the user's actions, and automatic compensation of the influence of the volume density (nature) of the grain mass. The complexity of measurement technologies and the limited humidity range reduce the possibility of using the device in production conditions. The methods used in the device to compensate for factors affecting its readings do not fully provide the results expected from their use. Calibration of the device on domestic crops and varieties in the ranges of change of their basic properties (humidity, volume density), characteristic for the Russian conditions is necessary.

The article considers the development of a model of information and analytical support for the operational management of agricultural enterprises. The main factors that impede the automation of the operational management of agricultural enterprises are identified: many specific management objects – types of crop and livestock products, an infinite number of possible situations that are characterized by unpredictability and non-determinism. It is noted that the essence of the concept of information support for the management of agricultural enterprises should be formed in accordance with the applied methods and methods of aggregating information, methods for constructing indicators and their analytical interpretation of the location in the management system, taking into account the priority and the totality of factors affecting the success of the implementation of the management decision. The new operational management paradigm can be represented as situational awareness of the internal state and the environment and an adequate response to the level of identified threat. Obviously, the use of the Cyber Situation Awareness concept is possible in the operational management of agricultural enterprises and ensuring the quality of information on the basis of which management decisions are made.

Introduction. Information-technical and information-psychological influences are the main negative factors affecting the information security according to the Information Security Doctrine of the Russian Federation. Therefore, modeling, evaluating and forecasting information influences on social groups and organizing adequate information counteraction are urgent tasks of management. Materials and Methods. The system-dynamic models of information influences in social networks and groups are considered. Their application for purposes of counteraction to information terrorism and extremism is proved. The description in the form of flowcharts is given. Systems of differential equations are presented. Experiments with models using the advanced simulation platform Anylogic have been carried out. Results. In a sample of Russian settlements based on the cluster analysis there have been found homogeneous typological groups that differ in the average time of disseminating information in social networks. Based on Gibbs’s Postulate, the system-dynamic model of information influences on students has been successfully tested. Discussion and Conclusion. The high consistency of simulation results with empirical data (determination coefficients of at least 90 %) is shown. Models allow forecasting the information influence and information counteraction and playing different scenarios for the dynamics of these processes.
