EVALUATION VIABILITY OF AGRICULTURAL ENTERPRISES

The article examines and systematizes factors affecting the viability of an agricultural enterprise (external: economic, political, legal, technological, climatic, socio-demographic, market) and internal factors (financial and economic, material and technical, production and technological, personnel and intellectual , innovative and environmental), which made it possible to substantiate the differences in the parameters for assessing the viability of an agricultural enterprise and, on this basis, build a three-vector model for assessing the viability of an enterprise for a targeted search for possible ways to increase its viability. An algorithm for assessing the viability of an enterprise has been built, including an assessment of the dynamics of indicators, their factor analysis and determination of the state of viability, which allows not only assessing the current state, but also predicting future development, which makes it possible for the enterprise to timely identify deviations and make informed management decisions. The practical significance of the obtained results of the study lies in the possibility of using the obtained theoretical and methodological provisions in the practical activities of agricultural enterprises to ensure their viability through the application in practice of evaluating the parameters that determine the viability of an enterprise as a tool for managing sustainable development.

Abstract. The paper analyzes the dynamically developing methodology for building balanced scorecard systems in the modern world. The reasons for the relevance of the processes of improving the management approach are considered. The article focuses on the existing problems in this area and assesses the prospects for the implementation of this system at one of the agricultural enterprises of the Kursk region – LLC “NIVA” of the Cheremisinovsky district. The article proposes a scheme for the development and implementation of a system of balanced indicators in the enterprise. On the basis of factor analysis, the influence of these indicators on the dynamics of the financial condition of LLC “NIVA” is investigated. Based on the general analysis, the strengths and weaknesses were identified, which allowed us to outline ways to improve management system for financial condition of the enterprise.

The article considers certain aspects of realizing the workforce potential of the internally displaced persons. The scientific approaches to the category of the “workforce potential” and the interpretation of the “workforce potential of the worker” are defined. The current state of the workforce potential utilization in the country is analysed, the conditions and possibilities of realizing the potential of the internally displaced persons are described. External and internal factors affecting the internally displaced persons adaptation are considered. By statistical evaluation of displaced persons and measures to solve their social problems, conditions and reasons that impede the full realization of workforce potential are considered. It was determined that the problem of employment and the ability to realize their workforce potential is crucial for the internally displaced persons successful adaptation to a new place. The recommendations to stimulate the employment of the displaced persons and their better adaptation in the places of resettlement were formulated.

The purpose of the article is to investigate the tendencies of the machinery for field forage production in Ukraine and to substantiate the main criteria for decision-making by the management of the agricultural enterprises and agroservice structures in the formation of their fleets. Identify ways to improve the production of equipment for field fodder production in Ukraine Research methods. The methodological basis of the research is the dialectical method of cognition of the processes and phenomena, scientific works of the domestic scientists on the problems of formation, development and functioning of the agricultural machinery markets. The following research methods have been applied to solve the problems set in the work: monographic (for analyzing the peculiarities of the formation of the forage harvesters market in Ukraine), empirical (for complex assessment of the current state of the research object), abstract and logical (for generalization and formulation of the conclusions). Research results. The current state, preconditions and peculiarities of the market formation of field forage harvesters and provision with them of the rural producers have been analyzed. The factors that hinder the organization of production of complex agricultural machinery in Ukraine during the days of the state independence have been investigated. The main directions of implementation of the scientific and technological progress in the constructions of complex agricultural machinery of the leading world producers have been analyzed. The scientifically substantiated proposals on the criteria of decision-making in the formation of the forage harvesters fleets have been worked out. Ways to improve the production of equipment for field fodder production in Ukraine have been identified. Scientific novelty. The theoretical provisions on the formation of the agricultural machinery market have been further developed, taking into account the introduction of the latest innovative achievements of the scientific and technological progress in agricultural machinery construction and structural changes in agriculture of Ukraine. Practical significance. The main technical and technological, economic factors influencing the formation of the market of technical means for field forage production in Ukraine have been identified. The proposals for determining the criteria for managerial decision-making in the formation of the forage harvesters fleets by the agricultural enterprises and agroservice structures have been developed. Currently, in all regions of Republic of Belarus much attention is paid to improving the functioning of agricultural enterprises. Due to the fact that their level of liquidity and profitability to a large extent becomes dependent on the current state of the state food market, its ability to meet the needs of legal entities and the population and the ability to purchase high-quality agricultural products have a great influence on agricultural export growth indicators and dependence countries from food imports. In view of this, the concepts of financial results and their role in the development of the activities of an agricultural enterprise are disclosed in this article. The relevance of the topic of this study is due to the fact that at this stage of the development of agriculture in the Republic of Belarus, not only a significant amount of state assistance to agricultural enterprises plays an important role, but also an increase in the efficiency of the agricultural enterprises themselves, an increase in their added value and their products.

The purpose of the article is to improve the methodological approaches and principles of accounting and analytical support to determine the need for capital investments for the renewal of fixed assets. Research methods. The methods of analysis and synthesis were used for development of model of the registration-analytical providing for determination of requirement in capital investments. An abstractly-logical method was used for generalization and forming of conclusions. Research results. The analysis of international standards is carried out and normatively legal acts in relation to the account of capital investments. Approaches are generalized in relation to the reflection of information about capital investments on the accounts of record-keeping and in the financial reporting. The algorithm of determination of requirement is worked out in capital investments. The analysis of normative legal acts for the presence of criteria of the boundary between period. Scientific novelty. The model of the registration-analytical providing offers for determination of requirement in the capital investments of agricultural enterprises on updating of the fixed productive assets taking into account their branch features. The methods of reflection are improved in an account and accounting of depreciation of object, got in the financial leasing and operations on the reinvestment of profit. Practical significance. The worked out model will allow representing correctly a requirement in capital investments, that will assist the increase of production capacities and planning of charges on updating of the fixed assets. The purpose of the article is to conduct a comprehensive analysis of the efficiency of grain production in Ukraine, to identify priority factors of influence and to justify directions for its further improvement. Research methods. In the process of research a number of methods were used: abstract-logical - to formulate conclusions; comparative analysis - to compare the efficiency of grain production and identify trends in their change; tabular - for a visual representation of the results of the study; statistical - in determining the variation of production volumes and efficiency indicators of grain crops; calculation-constructive - for calculation of indicators of efficiency of production of grain crops and substantiation of their normative indicators; monographic - when detailing the current level of efficiency of the grain economy of Ukraine; factor analysis - to determine the factors influencing the profitability of grain production. Research results. Research has established a trend of stability of grain production in Ukraine. The progressive dynamics of growth of size and transformation of structure of expenses for production of grain crops is established, imbalances between growth of expenses and results of managing of commodity producers of grain crops in the context of regions of Ukraine are revealed. A comprehensive analysis of indicators of absolute and relative efficiency of grain production. The factor analysis of change of indicators of profitability of production of grain crops in Ukraine is carried out. The levels of normative prime cost and equivalent price of 1 ton of winter wheat and corn for grain are calculated. The main directions of increasing the efficiency of grain production are proposed. Scientific novelty. Methodological and practical aspects of studying the efficiency of grain production and substantiation of the directions of its increase have been further developed. Practical significance. These approaches and research results can be used by public and sectoral authorities in the organization of monitoring and development of priority measures to improve the efficiency of the domestic grain industry. The aim of the study. The purpose of the article is to analyze the current state and trends in the marketing activities of enterprises of the agro-industrial complex of Ukraine. Methodology. In the study of the state and trends of marketing activities of agricultural enterprises of Ukraine used a graphical method and systematic analysis; in the study of the impact of threats on the state of marketing activities of agricultural enterprises in Ukraine - the causal method and the method of scientific generalization - in forming the conclusions of the study. Results. The results of the study were summarized with the help of SWOT-analysis, which allowed to systematize the tools for marketing activities of agricultural enterprises. Thus, the results of the evaluation of the effectiveness of marketing policy of agricultural enterprises, according to the respondents, confirmed the importance of marketing policy to ensure their economic security. According to the results of the study, the development trends of agricultural enterprises are analyzed, the effectiveness of the marketing policy of agricultural enterprises is diagnosed, the main factors influencing the state of economic security of agricultural enterprises are assessed. The practical significance of the study is that the main conclusions and suggestions can be used by domestic enterprises to form an effective management system for marketing activities of agricultural enterprises. Prospects for further research. It is determined that in the long run for agricultural enterprises in developing marketing policy as a tool for economic security and for making sound management decisions and in the interests of consumers of agricultural products in the region it is necessary to form strategic and tactical goals based on the proposed tools

The purpose of the study is to substantiate the possibility of applying new methodological approaches to assess the impact of significant indicators (factors) of labor potential on the results of the enterprise by using methods of factor analysis and obtaining bottlenecks for practical application of relevant management issues aimed at improving the results of research enterprises. The mechanism of application of new methodical approaches to determination of influence of internal indicators (factors) of development of labor potential of the enterprise on the results of financial and economic activity of enterprises by the use of special mathematical tool - methods of the factor analysis are investigated. The choice of indicators that adequately reflect the forms of manifestation of the essence of the studied phenomenon for such a factor analysis is an extremely important problem. Methodology. In our case, sixty-seven indicators characterizing their labor potential were selected at three enterprises. Thirty-six of the most valuable of them were selected due to the use of mathematical statistics, which served as input for factor analysis, as a result of which the authors obtained a matrix of factor loadings of indicators characterizing the labor potential of the studied enterprises. The practical significance of the study іs that, as a result, the most significant factors of influence were identified for each of the studied enterprises. Taking into account these factors, it is possible to effectively manage the development of labor potential of the enterprise in the direction of improving the results of their financial and economic activities.

According to the general theory of systems, agricultural enterprises are from the category of closed systems in interaction with the external environment and they are close to the category of open systems. The decision maker (DM) needs to have information about the current state of the external environment with statistical analysis of the level achieved and forecasts for the future. Therefore, the task of improving the methods substantiating managerial decisions, using the criterion approach with simulation modeling of agricultural enterprises, is relevant. In the course of building the required model, three subtasks were solved: a conceptual model was built, which was transformed into a machine model, calculations were carried out, and the results were interpreted. Simulation modeling of the agricultural enterprise using a computer should study the performance of the agricultural enterprise before it is designed, at the stage of its setting up and in the course of its operation.

The set of external factors, such as: the unstable situation in the East of Ukraine, the state of the economic situation, the situation in the labor market, the labor legislation of our state; as well as internal factors: the goals of the enterprise, the style of management, the image of the enterprise, etc., directly affects the formation and activity of agricultural enterprises in general, and in particular, their personnel policy, without which no company can handle. After all, it is an integral strategy of personnel work, which combines various elements and forms of personnel work, whose purpose is to create a highly productive and highly professional, cohesive and responsible team capable of responding quickly to changes in the internal and external environment. That is why human resources policy needs to be modified in line with these factors and conditions in which it operates, and agricultural enterprises should push for new or improved mechanisms for its implementation. Taking into account the peculiarities of agriculture and the fact that all enterprises undergo such stages of the life cycle: creation, growth, stability, decline, in this publication a new stage is set, namely, the crisis stage of the functioning of an agricultural enterprise. As a result, the mechanism of personnel policy implementation has been improved, through the proposed measures at the new stage. Also reviewed are measures of personnel policy at all other stages of the company's life cycle, proposed by other leading researchers. In the scientific article the essence of the concepts «personnel policy», «life cycle of the enterprise», «mechanism», «mechanism of implementation of personnel policy of the enterprise» is explained; the stages of the life cycle of enterprises proposed by leading scientists are considered; A new crisis phase of the life cycle of agricultural enterprises is highlighted, the process of enterprise activity is described at various stages of its life cycle, the proposed measures of personnel policy, and the improvement of the mechanism of its implementation in agricultural enterprises.
