Abstract With Germany's unification, nationalism became an entrenched part of the political culture, until its role was challenged by the rise of social “fairness” issues in the 1890s. In the first decades of the Reich, campaigns against minorities like Catholics, Poles, and Social Democrats helped cement the progovernmental forces, especially in intense “national” elections. The Kartell elections of 1887, in particular, created a patriotic coalition that remained a significant factor in electoral politics for over twenty years. But in the 1890s, nationalist coalition-building became increasingly difficult as the Kartell parties lost support, drifted apart, and competed more and more with one another. The government made efforts to shore up its allies, but these efforts failed to halt the disintegration. Significantly, while some argued the government should use the naval issue or the tariff issue (Sammlungspolitik) to influence the elections of 1898 and 1903, the government was unable to do so. Instead, increasing electoral support went to the parties that were perceived as '“mass” parties, especially the Catholic Centre and Social Democrats. These parties organized social-interest constituencies by appealing to “fairness” issues like suffrage, civil liberties, and fair taxation.

Facing the decisive struggle between Nazism and Soviet communism for dominance in Europe, in 1942/43 Polish communists sojourning in the USSR espoused anti-German concepts of the political right. Their aim was an ethnic Polish ‘national communism’. Meanwhile, the Polish Workers’ Party in the occupied country advocated a maximum intensification of civilian resistance and partisan struggle. In this context, commentaries on the Nazi judeocide were an important element in their endeavors to influence the prevailing mood in the country: The underground communist press often pointed to the fate of the murdered Jews as a warning in order to make it clear to the Polish population where a deficient lack of resistance could lead. However, an agreed, unconditional Polish and Jewish armed resistance did not come about. At the same time, the communist press constantly expanded its demagogic confrontation with Polish “reactionaries” and accused them of shared responsibility for the Nazi murder of the Jews, while the Polish government (in London) was attacked for its failure. This antagonism was intensified in the fierce dispute between the Polish and Soviet governments after the rift which followed revelations about the Katyn massacre. Now the communist propaganda image of the enemy came to the fore in respect to the government and its representatives in occupied Poland. It viewed the government-in-exile as being allied with the “reactionaries,” indifferent to the murder of the Jews, and thus acting ultimately on behalf of Nazi German policy. The communists denounced the real and supposed antisemitism of their adversaries more and more bluntly. In view of their political isolation, they coupled them together, in an undifferentiated manner, extending from the right-wing radical ONR to the social democrats and the other parties represented in the underground parliament loyal to the London based Polish government. Thereby communist propaganda tried to discredit their opponents and to justify the need for a new start in a post-war Poland whose fate should be shaped by the revolutionary left. They were thus paving the way for the ultimate communist takeover

Women's political participation in Indonesia can be categorized as low, even though the government has provided special policies for women. Patriarchal political culture is a major obstacle in increasing women's political participation, because it builds perceptions that women are inappropriate, unsuitable and unfit to engage in the political domain. The notion that women are more appropriate in the domestic area; identified politics are masculine, so women are not suitable for acting in the political domain; Weak women and not having the ability to become leaders, are the result of the construction of a patriarchal political culture. Efforts must be doing to increase women's participation, i.e: women's political awareness, gender-based political education; building and strengthening relationships between women's networks and organizations; attract qualified women  political party cadres; cultural reconstruction and reinterpretation of religious understanding that is gender biased; movement to change the organizational structure of political parties and; the implementation of legislation effectively.

According to Publius (the nom de plume of The Federalist's authors), a primary task of the Convention was to create an executive of sufficient energy and independence. As he says in Federalist, No. 70: “There is an idea, which is not without its advocates, that a vigorous executive is inconsistent with the genius of republican government. The enlightened well-wishers to this species of government must at least hope that the supposition is destitute of foundation.” The president must be able to administer the government and defend the nation but he must do so without destroying or being destroyed by constitutional limitations or the political independence of Congress.


Significance The new government will have only 34 of the 179 seats, because policy differences among the right-wing parties, and the political strategy of the electorally strengthened anti-immigration, Euro-sceptic Danish People's Party (DF), mean DF will remain outside. Policy-making will be difficult. The government will be more economically liberal and pro-EU than it would have been with DF, but to make policy it will rely on partners across the political spectrum, especially the ousted Social Democrats -- who remain the largest party -- and DF. Impacts If DF is seen as a welfarist protector of ordinary citizens, it is more likely to repeat, at least, its 22% vote in the next election. The much-tighter immigration regime which is in prospect could taint Denmark's image and make it less attractive to foreign investment. The new government is likely to be an ally for much of UK Prime Minister David Cameron's EU reform agenda.

Abstract This paper argues that the Wukan Incident reflects the common difficulties faced at the state-society level by contemporary China as the country finds itself experiencing both an important strategic chapter in its development, and a period during which social problems are coming to the fore. As such, the task of developing an understanding of the Wukan Incident offers the chance to draw crucial lessons about China’s future political and economic development. Firstly, the modernization development model, according to which economic growth and development take precedence above all else, has already led to a building up of serious social problems. China’s future development efforts must draw on and put into practice the theories of the Scientific Outlook on Development. Secondly, the demands made by the villagers of Wukan could feasibly become political and economic problems common throughout the whole country. This includes issues such as how state-owned assets and land are dealt with; transparency of public finances; and safeguards for the democratic rights and interests of Chinese citizens. The government must face these difficulties and use reforms to tackle each of them. Should it fail to do so, these issues could spark a serious social crisis or even affect the stability of the political order. Thirdly, the current mechanisms by which the Party and the government respond to the public’s interest-related claims require urgent improvement. Finally, there is no magic pill to solve the political and economic problems faced in China today. Elections are certainly not a magic solution.

The exceptional character of the United States' political culture has been and continues to be hotly contested. In the late nineteenth century, commentators framed radical ideologies as “un-American” and they subsequently entered the political lexicon as alien to American ideals and values. However, far less scholarly attention has been given to alternative definitions of “un-American” activity that emerged in the late nineteenth century. This article examines the charges made by contemporaries against the “un-American” town of Pullman and of George Pullman's patronage of his town and its workers. Through a close reading of Addams's critique of Pullman as “A Modern Lear” as well as other narratives and counternarratives contained within contemporary speeches, pamphlets, and newspaper and journal articles, this essay will demonstrate the flexible nature of the charge of “un-Americanism” in the crisis years of the 1890s. In that decade, the character of the modern nation was still highly contested and although the conservative, anti-union view won the immediate Pullman battle, it did not do so without a fight and it did not ultimately succeed in defining the character of the modern nation.

The state has a central place in the political system. Through its structure and positioning the country has the strength to be a unifier of society against its overall division of the various classes and layers, ethnic, cultural and other groups. The legitimacy of all these processes is given by laws that determine the trajectory of all processes and the conditions under which the processes take place. The state, by adopting the highest legal acts such as: the constitution and the laws, achieves one of its most important functions, which is the management of society. The state directs society to promote development, but also punishes and sanction infringements and mistakes. Depending on who exercises power in the state, i.e. whether it belongs to the people, to an individual or to a powerful group, the political system can be determined. The political system in itself includes the overall state relations, the relations in society and the guidelines for the conduct of the policy of the state. A state in which the government is elected by the people through direct elections certainly fulfills the basic requirement for the development of a stable civil society. The political system is one of the sub-systems of the entire civil society. The political system is specific in that all the activities and relations of which it is composed are directed to the state and its functions. The structure of the political system is composed of political and legal norms, political knowledge, political culture and political structure. These elements confirm the strong relationship between the state, the law and the political system. Developed democratic societies can talk about a developed political system that abounds with political culture and democracy. It is the aspiration of our life. Investing in democratic societies we invest in the future of our children. If we separate the subjects of the political system, we will determine that the people are the basis of the political system. All competencies intertwine around people. Political systems are largely dependent not only on the political processes that take place in them every day, but also on the economic performance and the economic power of the states. Economic stagnation or regression in some countries often threatens democracy and its values. We often forget that we cannot speak of the existence of a functioning and well-organized democratic political system without its strong economic support. In conditions of globalization, it is necessary to pay special attention to international positions as the main factor of the political system, for the simple reason that the functions of the state in this process are increasingly narrowing.


Significance On the basis of exit polls and preliminary rapid counts, the MAS has clearly suffered an electoral reverse. However, in line with previous sub-national elections, this reflects the problem the party has in selecting sufficient candidates at that level who command widespread support. For the opposition, the election represented something of a recovery from its poor showing in last October's presidential and legislative elections. Impacts Demographic trends will further underline the political and economic strength of Santa Cruz vis-a-vis La Paz. The downturn in natural gas prices will mean that the government will have less money to redistribute to sub-national tiers of government. Costas has reaffirmed his position as Morales's chief political foe, but his appeal beyond Santa Cruz is limited.

This chapter aims at presenting the characteristics of cabinets in Germany, in particular for the cabinets formed since the beginning of the twenty-first century. The chapter covers two decades of coalition dynamics and an era that has led to significant changes in German politics in general and the German party system in particular. The electoral support for the two catch-all parties – Christian Democrats (CDU/CSU) and Social Democrats (SPD) decreased in that time period, while the increased number of parliamentary parties and the increasing vote share for the smaller parties resulted in a more complex bargaining environment. We also discuss changes in the policy profiles of the parliamentary parties and how potential coalitions are discussed during election campaigns. The chapter provides first a brief overview on the institutional setting in which parties in Germany act and which influences the government-formation process, as well as the daily business of coalition governance. In a second step, we outline recent dynamics in the structure of the German party system. The final section summarizes the findings, considers if an overall trend in terms of changes in coalition governance exists in Germany, and discusses the impact of the parliamentary presence of a left- and a right-wing ‘pariah’ party—The Left and the Alternative for Germany—for coalition politics in Germany in the future.

This chapter demonstrates how rural women in upstate villages and towns—often considered to be apolitical—actually embraced the suffrage spirit, causing a number of pro-suffrage hotbeds to emerge outside of New York City. Many suffrage leaders had deep roots in the towns, villages, and farms of the state. Taking advantage of opportunities to participate in the political culture shaped during the transition from an agrarian to a market economy, contingents of rural women helped lay the foundation for a broad-based state suffrage movement. With the broader base of rural women supporting the movement, rural activists could now appeal to husbands and fathers in these areas to garner electoral support. By 1910, leaders shifted campaign tactics from attempting to convince legislators to support suffrage to persuading the (male) electorate to secure a state referendum for women.
