This paper examines prostitution which in practice has always been identified with women. Prostitution is a social problem that is passed down from time to time with various modes that always develop along with the development of lifestyle and technology. The focus of this study is how is the normative juridical review of the issue of women and prostitution? The method used in this article is the library study method. Through a normative juridical approach, the author will examine the issue of prostitution based on the main legal material, namely to see the arguments originating from the Qur'an and hadith, as well as legislation in force in Indonesia. In the final section the author tries to present a solution to stem the practice of prostitution. In this study it was found that prostitution in Indonesia has existed since the kingdom era, continued during the Dutch and Japanese colonies. Prostitution is a crime that is contrary to Islamic law and legislation in Indonesia. Surat an-Nur (24): 30-33 strictly prohibits the practice of prostitution. This ban applies to anyone not only to women who are prostitutes. Juridically normative legislation in Indonesia concerning prostitution is article 296, 506 of the KUHP, UU No. 11 of 2008 concerning Information and Electronic Transactions, UU No. 44 of 2008 concerning Pornography, UU No. 21 of 2007 concerning Eradication of Criminal Acts on Trafficking in Persons and UU No. 23 of 2003 concerning Child Protection. Efforts to stem the main prostitution began with the family. Optimizing the role of parents -both father, mother and teacher as an extension of their parents' hand- can be a solution in an effort to improve children's moral resilience, which in turn can stem a variety of negative behaviors that conflict with norms and religion, including prostitution.

Women's political participation in Indonesia can be categorized as low, even though the government has provided special policies for women. Patriarchal political culture is a major obstacle in increasing women's political participation, because it builds perceptions that women are inappropriate, unsuitable and unfit to engage in the political domain. The notion that women are more appropriate in the domestic area; identified politics are masculine, so women are not suitable for acting in the political domain; Weak women and not having the ability to become leaders, are the result of the construction of a patriarchal political culture. Efforts must be doing to increase women's participation, i.e: women's political awareness, gender-based political education; building and strengthening relationships between women's networks and organizations; attract qualified women  political party cadres; cultural reconstruction and reinterpretation of religious understanding that is gender biased; movement to change the organizational structure of political parties and; the implementation of legislation effectively.

Yogyakarta Special Region (DIY) is an area still retains a strong cultural heritage, ranging from customs of Javanese-Islamic culture and Mataram Sultanate system. DIY becomes the only province that has a special authority to institutionalize the administration of government by placing the roles and responsibilities of the Ngayogyakarta Hadiningrat Sultanate and Kadipaten Pakualaman in filling the positions of provincial leaders. This process was legitimized by Indonesian Law No. 13 of 2012 about Special Administrative Status for Yogyakarta. But over time, polemics have emerged since Sri Sultan Hamengku Buwono X issued Sabda Raja and Dawuh Raja who reaped pros-cons and were clashed with the royal tradition’s values from generation to generation. Based on these realities, it becomes interesting to discuss about the dynamics of women and politics of heritage in DIY as a critical reflection in welcoming the next leader. On the one side, the system of the Javanese-Islamic Mataram Sultanate as a cultural heritage must be maintained. But on the other side, the aspect of modernity through the struggle for gender equality also opens the opportunity for Indonesian women are also capable of being and have become capable democratic leaders in the 21st Century.
