Losing Central Asia

This chapter considers the strategic interrelation of the US, China and Russia in Central Asia. It views the region both from the perspective of China’s concerns for the stability of its sensitive western province of Xinjiang, and the prospects for the US to advance its military and strategic position in the region. It looks at the problems of China’s Xinjiang province and the challenge from separatism and Islamic fundamentalism. It demonstrates the growing collaboration of Russia and China in Central Asia, for both security and trade. It concludes that after an advance into the region in the aftermath of the fall of the USSR, accelerated by US and NATO intervention in Afghanistan from 2001, the US is now in retreat from Central Asia, while Russian and Chinese influence has grown.

Abstract Ample evidence exists that China was caught off guard by the Trump administration's onslaught of punishing acts—the trade war being a prime, but far from the only, example. This article, in addition to contextualizing their earlier optimism about the relations with the United States under President Trump, examines why Chinese leaders and analysts were surprised by the turn of events. It argues that three main factors contributed to the lapse of judgment. First, Chinese officials and analysts grossly misunderstood Donald Trump the individual. By overemphasizing his pragmatism while downplaying his unpredictability, they ended up underprepared for the policies he unleashed. Second, some ingrained Chinese beliefs, manifested in the analogies of the pendulum swing and the ‘bickering couple’, as well as the narrative of the ‘ballast’, lulled officials and scholars into undue optimism about the stability of the broader relationship. Third, analytical and methodological problems as well as political considerations prevented them from fully grasping the strategic shift against China in the US.

Moving towards a real mass vaccination in the context of COVID-19, healthcare professionals are required to face some criticisms due to limited data on the stability of a mRNA-based vaccine (Pfizer-BioNTech COVID-19 Vaccine in the US or Comirnaty in EU) as a dose in a 1 mL-syringe. The stability of the lipid nanoparticles and the encapsulated mRNA was evaluated in a “real-life” scenario. Specifically, we investigated the effects of different storing materials (e.g., syringes vs. glass vials), as well as of temperature and mechanical stress on nucleic acid integrity, number, and particle size distribution of lipid nanoparticles. After 5 h in the syringe, lipid nanoparticles maintained the regular round shape, and the hydrodynamic diameter ranged between 80 and 100 nm with a relatively narrow polydispersity (<0.2). Samples were stable independently of syringe materials and storage conditions. Only strong mechanical stress (e.g., shaking) caused massive aggregation of lipid nanoparticles and mRNA degradation. These proof-of-concept experiments support the hypothesis that vaccine doses can be safely prepared in a dedicated area using an aseptic technique and transferred without affecting their stability.

Central Asia is the heart of the Eurasian continent, a region directly adjacent to China, and the Silk Road, which connects the Eurasian continent, passes through this region. Kazakhstan is a country rich in natural resources and energy in Central Asia. Apart from the mineral resources of Central Asia, its location as the center of two continents, its importance in China's foreign trade and its strategic position in the defense of the North-West Frontier, made Kazakhstan known to the world about the location of this project. Since 2014, China has focused on the "One Belt - One Road" strategy in the region. Since 2014, economic relations between the two countries have developed under the "One Belt - One Road" initiative, but the problems remain. The article is devoted to the analysis of economic relations between the two countries and give some suggestions to solve the problem

The root causes of the ongoing crisis in Northern Mali lie in the region’s underdevelopment, exacerbated by longstanding, if recently decreasing, neglect of the central government; the complex social relationship between the largest minority, the Tuareg, and the majority population, which has worsened since a largely unresolved crisis in the 1990s; and the growing interest of a small but growing number of actors involved in the drug trade and other criminal activities in the absence of the state. Among the latter have been a growing number of Jihadists, at first mostly from Algeria, who have been taking Western citizens hostage and therefore caused the US and France to pressure the Malian government to re-establish a presence of the state in the North. The clash was all but inevitable when several thousand heavily armed Tuareg fighters came to Mali after the defeat of Gaddafi in Libya. A new element of the crisis is the growing number of jihadists among the Tuareg rebels and other Malians, but neither Tuareg irredentism nor Islamic fundamentalism has more than minority support in Mali, Northern Mali, or among the Tuareg. The coup d’état against the president, while most likely a spontaneous reaction to the inability of the government to fight the rebellion, uncovered a structural crisis of Malian democracy and society. The disintegration of Mali’s long-praised formal democratic institutions after the coup showed fundamental problems. However, political supporters of the coup who assumed that the population’s tacit support of the coup could be turned into a movement for fundamental social change, had to find that it was largely an opportunistic and diffuse expression of general discontent.

<p align="center"><strong>Abstrak</strong></p><p>Tujuan Penelitian ini adalah untuk melihat peran pers pada masa Orde Baru di Pontianak tahun 1966-1974. Metode penelitian yang digunakan adalah metod penelitian sejarah dengan langkah-langkah heuristik (Pengumpulan sumber), verifikasi (Kritik sumber), interpretasi dan historiografi. Hasil penelitian menunjukkan bahwa pers sebagai bagian dari sistem komunikasi, menempati posisi strategis dalam masyarakat Pontianak. Pers berperan sebagai jembatan komunikasi timbal balik antara pemerintah dan masyarakat, serta masyarakat dengan masyarakat sendiri. Sejarah pertumbuhan pers di Pontianak telah menempatkan kekhususan posisi dan ciri-ciri khas yang melekat pada pers sebagai lembaga kemasyarakatan. Pers mempunyai peranan dalam pengawasan pembangunan nasional sebagai realisasi dari tanggung jawab sosial sebagai alat kontrol sosial. Pemerintahan Orde membutuhkan kestabilan umum dalam menjalankan roda kepemerintahan dan menjaga wibawa negara.Pada awal masa orde baru pers di Pontianak memiliki peranan membantu pemerintah dalam menertipkan gejolak serta peristiwa yang terjadi di Pontianak. Pers terlihat sebagai satu tindakan nyata dalam propaganda pemerintah. The methods of this research is a historical research includes four stages; heuristic, verification, interpretation, and historioghraphy. The results of this research show if the pers is an essential part of the communication, have a strategic position in Pontianak society. The pers is a connected from government and society. The history of pers in Pontianak was putted in central position with a special characteristic as an institution of society. The pers have a role as social control. The new order needs the stability of nation to maintain the continuity of governement. Pers is one tools of government propaganda. The article examines the features of the US foreign policy towards the Central Asian states in the post-bipolar period. The imperatives and constants, as well as the transformation of Washington’s Central Asian policy, have been characterized. It is shown that five Central Asian states have been in the focus of American foreign policy over the past thirty years. In the process of shaping the US foreign policy in Central Asia, the presence of significant reserves of energy and mineral resources in the region was of great importance. Therefore, rivalry for Caspian energy resources and their transportation routes came to the fore. In addition to diversifying transport and logistics flows and supporting American companies, the US energy policy in Central Asia was aimed at preventing the restoration of Russia’s economic and political influence, as well as countering the penetration of China, which is interested in economic cooperation with the countries of the region. During the period under review, the following transformation of mechanisms and means of Washington’s policy in the Central Asian direction was observed: the policy of “exporting democracy”; attempts to “nurture” the pro-American elite; striving to divide states into separate groups with permanent “appointment” of leaders; involvement in a unified military system to combat terrorism; impact on the consciousness of the population in order to destabilize geopolitical rivals; building cooperation on a pragmatic basis due to internal difficulties and external constraints. Central Asian states sympathized with the American course because of their interest in technology and investment. At the same time, these states in every possible way distanced themselves from the impulses of “democratization” from Washington. Kazakhstan was a permanent regional ally of the United States, to which Uzbekistan was striving to join. The second echelon in relations with the American side was occupied by Kyrgyzstan, Tajikistan and Turkmenistan. A feature of the positions of the Central Asian countries is the maximum benefit from cooperation with Washington while building good-neighborly relations with Russia and China, which is in dissonance with the regional imperatives of the United States. In the future, the American strategy in Central Asia will presumably proceed from the expediency of attracting regional allies and stimulating contradictions in order to contain geopolitical rivals in the region.

Certainty in law is a category that is ambiguously perceived by the scientific legal community. We make an attempt to analyze the meaning and role of the category of certainty in the process of creating a stable legal system with historical continuity. On the example of the US and France legislation, we give polar examples of the implementation of certainty of lawprinciple. We conclude about the undoubted usefulness and necessity of preserving this principle in the Russian legal system. However, a study of the French experience of legal regulation has shown that the desire for certainty, achieved through an overly detailed regulation of public relations, only cre-ates additional problems of interpretation and law enforcement, strengthening legal nihilism and citizens' distrust of law. At the same time, the American model, implying some uncertainty of law, has shown its effectiveness in its historical example. The ambiguity and framework nature of the American Constitution and basic federal laws makes it possible to interpret and concretize their provisions in judicial precedents in different ways, depending on the era and socio-political situation, which contributes to the flexibility and stability of the US legal system. In conclusion, it is noted that domestic legislators need to strive for a gradual transition to the American model of implementing the principle of certainty of law, while providing for detailed regulation of public relations at the level of bylaws. Such an approach will preserve the historical continuity and existence of basic normative acts for several decades, preserve the stability and predictability of legal regulation.
