New organizational structures which are based on informatics, are new organizational models that use technology to dynamically connect people, resources and ideas. That is, the core of the enterprise network, which creates the opportunities and risks of products and services, and such a commitment to a virtual organization has no boundaries. For the success of the concept it is necessary: mutual trust, high technology, as well as the pursuit of excellent performance and perfect satisfaction of customers' needs. Today, companies can not afford to work for themselves, and in this way they get the opportunity to orient themselves to their basic strategy, ie. its realization and its combination with the basic strategies of other companies. A system that should support state structures in the Republic of North Macedonia, especially in the legal regulation of the conclusion of agreements and monitoring the implementation of the agreement in a virtual organization, which is its most important part. With the efficiency and speed of the Macedonian judiciary, one should be cautious in implementing the organization.

В статье рассмотрены вопросы организации деятельности милиции Республики Южная Осетия в сфере обеспечения общественной безопасности. Раскрываются отдельные аспекты ее деятельности, связанные с административно-правовым регулированием, формированием организационных структур, выполняемыми правоохранительными функциями, подбором и расстановкой персонала, а также их мотивации к добросовестному несению службы. The article deals with the issues of organizing the activities of the militia of the Republic of South Ossetia in the field of ensuring public safety. The article reveals certain aspects of its activities related to administrative and legal regulation, the formation of organizational structures, performed by law enforcement functions, the selection and placement of personnel, as well as their motivation for conscientious service.


In recent decades, the phenomenon of mass electronic communication has been studied by various sciences. The right also turned out to be included in a similar discourse. Communication in the digital environment is the reason for the interaction of previously distant segments of society. In modern law, the concept of electronic communication remains in a certain sense debatable, it is often identified with legal communication. At the same time, electronic communication has an additional «dimension». The globalization of the information space encourages legal scholars to study electronic communication as the action and interaction of various actors, based on Internet technologies using web services, portals, blogs, websites, social networks. There is a need for re- levant legal regulation of the informational interaction between the authorities and society in the Republic of Belarus, in connection with which a new «field» is opening up for activities in various areas of law. The meaning of electronic communication is constantly expanding and, depending on the specialization, even varies. For an adequate understanding of electronic communication, law must take into account the tools of other humanities. In contact with the digital environment, legal science is called upon to reformat research tasks to explain the new empirical and theoretical experience associated with the transformation of the paradigm of interaction between the state and society in the network structures. The author comprehends these issues in relation to the conditions of development of e-government in the Republic of Belarus and the need for more active involvement of the public in the government.

To overcome the shortcomings of precocity and being easily trapped into local optimum of the standard quantum genetic algorithm (QGA) , Information Technology in An Improved Quantum Genetic Algorithm based on dynamic adjustment of the quantum rotation angle of quantum gate (DAAQGA) was proposed. Mutation operation using the quantum not-gate is also introduced to enhance the diversity of population. Chaos search are also introduced into the modified algorithm to improve the search accuracy. Simulation experiments have been carried and the results show that the improved algorithm has excellent performance both in the preventing premature ability and in the search accuracy.

The article highlights the impact of information technology on the economic security of regions and threats to economic security of the region that arise from the use of information technology. The system of economic security of the region in the context of development and application of information technologies is considered, which should include the following elements: diagnostics and identification of the existing state of economic security of the region; identification of threats to the economic security of the region from the use of information technology by business entities and from trends and problems in the development of the IT sector in the region; assessment of identified threats; development of effective mechanisms for their prevention; ensuring the increase of the level of economic security of the region with observance of the balance of national, regional and local interests; monitoring the level of economic security of the region. The main tasks of monitoring the economic security of the region in the context of development for the use of information technology are analyzed: monitoring the state of development of the IT sphere of the region and the level of ICT use in the activities of enterprises; timely detection of changes occurring in the IT sphere of the region and in the activities of economic entities of the region in the process of using information technology, and the reasons that caused them; prevention of negative trends leading to the formation and development of tensions in the IT sphere and socio-economic space of the region to prevent threats to its economic security; implementation of short-term forecasting of trends in the most important processes in the IT sphere of the region and in the functioning of economic entities from other sectors of the economy, due to the widespread use of IT in commercial, management and production activities; assessment of the effectiveness of methods, organizational structures and processes of managing the economic security of the region in terms of information development of society and the deep penetration of IT in various areas of management and economic activity at the regional level. The principles of monitoring the economic security of the region in the context of development and application of information technologies are revealed. The requirements to be met by the mechanism of economic security of the region, related to the intensification of informatization processes and the development of the IT sphere, are described. The functions that should be performed by the mechanism of economic security of the region (MESR) related to the intensification of informatization processes and the development of the IT sphere are substantiated. The main groups of computer crimes with the use of information computer technologies are identified, which have an extremely sharp impact on the economic condition of both a particular enterprise and the region as a whole.

This article examines the issues of differentiation of legislative and subordinate regulation of public relations. It is noted that in the process of law-making activities, including the legislative process, practical questions often arise about the competence of various state bodies to establish various legal norms and rules. These issues are related to the need to establish a clear legal meaning of the constitutional norms devoted to the definition of the subject of regulation of laws. In particular, there is a need to clarify the provisions of paragraph 3 of Article 61 of the Constitution of the Republic of Kazakhstan in terms of the concepts "the most important public relations", "all other relations", "subsidiary legislation", as well as to establish the relationship between these concepts. Interpretation is also required by the provisions of p. 4 of Article 61 of the Constitution in terms of clarifying the question of whether the conclusion follows from mentioned provisions that all possible social relations in the Republic of Kazakhstan are subject to legal regulation, including those that are subject to other social and technical regulators (morality, national, business and professional traditions and customs, religion, standards, technical regulations, etc.). Answering the questions raised, the author emphasizes that the law and bylaws, as a rule, constitute a single system of legislation, performing the functions of primary and secondary acts. However, the secondary nature of subsidiary legislation does not mean that they regulate "unimportant" public relations. The law is essentially aimed at regulating all important social relations.

Many of today's high growth and high value-added businesses are concentrated in the knowledge- and innovation-based industries of information technology, telecommunications, biotechnology, media, software and entertainment. Though the governments of Hong Kong, Singapore & Taiwan (Asian NIEs) have invested heavily in promoting these sectors, they have largely failed to produce internationally competitive firms. We argue that government-led initiatives that were appropriate for economies in the investment-driven stage of industrialisation need to be reformed. As some economic sectors approach the technology frontier, diverse financing arrangements are needed to direct capital to high technology start-ups. To complement existing government-related technology initiatives, a more varied financial infrastructure must be developed.
