Environmental concerns and energy security have led governments to establish legislations to convertConventional Petroleum Supply Chain (CPSC) to Sustainable Petroleum Supply Chain (SPSC). The United States(US), one of the biggest oil consumers in the world, has created regulations to manage ethanol production and con-sumption for the last half century. Though these regulations have created new opportunities, they have also added newburdens to the obligated parties. It is thus key for the government, the obligated parties, and related businesses to studythe impact of the policies on the SPSC. We develop a two-stage stochastic programming model, General Model (GM),which incorporates Renewable Fuel Standard 2 (RFS2), Tax Credits, Tariffs, and Blend Wall (BW) to study the policyimpact on the SPSC using cellulosic ethanol. The model, as any other general model available in the literature, makesit highly impractical to study the policy impact due to the model’s computational complexity. We use the GM to derivea Lean Model (LM) to study the impact by running computational experiments more efficiently and consequently byarriving at robust managerial insights much faster. We present a case study of the policy impact on the SPSC in theState of Nebraska using the LM in the accompanying part II (Ghahremanlou and Kubiak 2020).

The accompanying part I (Ghahremanlou and Kubiak 2020) developed the Lean Model (LM), a two-stage stochastic programming model which incorporates Renewable Fuel Standard 2 (RFS2), Tax Credits, Tariffs, and Blend Wall (BW), to study the policy impact on the Sustainable Petroleum Supply Chain (SPSC) using cellulosic ethanol. The model enables us to study the impact by running computational experiments more efficiently and consequently by arriving at robust managerial insights much faster. In this paper, we present a case study of the policy impact on the SPSC in the State of Nebraska using the model. The case study uses available real-life data. The study shows that increasing RFS2 does not impact the amount of ethanol blended with gasoline but it might lead to bankruptcy of the refineries. We recommend that the government consider increasing the BW because of its positive economic, environmental and social impacts. For the same reason, we recommend that the tax credit for blending the US produced ethanol with gasoline be at least 0:189 $/gal and the tariff for imported ethanol be at least 1:501 $/gal. These also make the State independent from foreign ethanol thereby enhancing its energy security. Finally, the change in policy impacts the SPSC itself, most importantly it influences the strategic decisions, however setting up a bio-refinery at York county and a blending site at Douglas county emerge as the most robust location decisions against the policy change in the study.

Abstract. This article presents an analysis of transportable biomass conversion facilities to evaluate the conceptual and economic viability of a highly mobile and modular biomass conversion supply chain in the Pacific Northwest of the United States. The goal of this work is to support a broader effort to more effectively and sustainably use residual biomass from commercial harvesting operations that are currently piled and burned as part of site preparation. A structural representation is first developed to include sources of biomass feedstock, distributed preprocessing hubs (centralized landings), and centralized processing facilities (biomass to product conversion sites) to produce desired products and byproducts. A facility costing model was developed to evaluate potential economics of scale, which then informed the optimization study. A mixed integer linear programming model was developed to characterize, evaluate, and optimize biomass collection, extraction, logistics, and facility placement over a regional landscape from a strategic level to evaluate the mobility concept. The objective was to minimize supply chain operational costs in order to quantify financial advantages and identify challenges of the proposed system modularity and mobility. A Lakeview, Oregon case study was evaluated with an assumed modular biochar facility servicing the region. In particular, we review economies of scale, mobility, energy costs, and biomass availability tradeoffs. This analysis points towards a modular system design of movement frequency between 1 to 2 years being most viable in the conditions evaluated. It was found that the impact of plant movement, scale, and biomass availability can increase supply chain costs by $11/BDMT ($10/BDT), $33/BDMT ($30/BDT), and $22/BDMT ($20/BDT) above the base case cost of $182/BDMT ($165/BDT) for a large-scale facility [45,000 BDMT yr-1(50,000 BDT yr-1)]in the conditions evaluated. Additionally, potential energy cost savings of a non-mobile modular stationary site as compared to one which utilizes off-grid electrical powers about $11/BDMT ($10/BDT) for a biochar facility. From the cases evaluated, a large-scale plant with limited mobility would be preferred under low availability of biomass conditions, whereas a stationary grid-connected plant would be more cost effective under higher availability conditions. Results depend greatly on the region, assumed harvest schedule, biomass composition, and governing biomass plant assumptions. In this study, a mixed integer linear programming model that integrates multimodal transport—truck and rail—into the switchgrass-based bioethanol supply chain was formulated. The objective of this study was to minimize the total cost for cultivation and harvesting, infrastructure, the storage process, bioethanol production, and transportation. Strategic decisions, including the number and location of intermodal facilities and biorefineries, and tactical decisions, such as the amount of biomass shipped, processed, and converted into bioethanol, were validated by using North Dakota as a case study. It was found that the multimodal transport scenario was more cost effective than a single mode of transport (truck) and resulted in a lower cost for bioethanol. A sensitivity analysis was conducted to demonstrate the impact of key factors in the decision to use multimodal transport in a switchgrass-based bioethanol supply chain and on the cost of bioethanol.

Public Relations of the Bandung Regency Government realizes that its area has a lot of potential for various local wisdom and has a heterogeneous society. This study aims to explore and analyze the values of local knowledge in developing public relations strategies in the government of Bandung Regency, West Java province. This study uses a constructivist interpretive (subjective) paradigm through a case study approach. The results showed that the Bandung Regency Government runs its government based on local wisdom. Bandung Regency Public Relations utilizes local insight and the region's potential to develop a public relations strategy to build and maintain a positive image of Bandung Regency. The impact of this research is expected to become a source of new scientific references in the development of public relations strategies in every region of Indonesia, which is very rich with various philosophies.Humas Pemerintah Kabupaten Bandung menyadari wilayahnya memiliki banyak potensi kearifan lokal yang beragam, serta memiliki masyarakatnya yang heterogen. Penelitian ini bertujuan menggali dan menganalisis nilai-nilai kearifan lokal dalam pengembangan strategi kehumasan di pemerintahan Kabupaten Bandung provinsi Jawa Barat.  Penelitian ini menggunakan paradigma interpretif (subjektif) konstruktivis melalui pendekatan studi kasus. Hasil penelitian menunjukkan bahwa Pemerintah Kabupaten (Pemkab) Bandung menjalankan pemerintahannya berlandaskan pada kearifal lokal. Humas Pemkab Bandung memanfaatkan kearifan lokal dan potensi wilayahnya untuk mengembangkan strategi humas dalam membangun dan mempertahankan citra positif Kabupaten Bandung.Dampak penelitian ini diharapkan menjadi sumber rujukan ilmiah baru dalam pengembangan strategi kehumasan di setiap daerah Indonesia yang sangat kaya dengan beragam filosofi.

In closed-loop supply chains (CLSC), manufacturers, retailers, and recyclers perform their duties. Due to the asymmetry of information among enterprises, it is difficult for them to maximize efficiency and profits. To maximize the efficiency and profit of the CLSC, this study establishes five cooperation models of CLSC under the government‘s reward–penalty mechanism. We make decisions on wholesale prices, retail prices, transfer payment prices, and recovery rates relying on the Stackelberg game method and compare the optimal decisions. This paper analyzes the impact of the government reward-penalty mechanism on optimal decisions and how members in CLSC choose partners. We find that the government’s reward-penalty mechanism can effectively increase the recycling rate of used products and the total profit of the closed-loop supply chain. According to the calculation results of the models, under the government’s reward-penalty mechanism, the cooperation can improve the CLSC’s used products recycling capacity and profitability. In a supply chain, the more members participate in the cooperation, the higher profit the CLSC obtain. However, the cooperation mode of all members may lead to monopoly, which is not approved by government and customers.

AbstractThe Nicaragua case demonstrates the Court's competence in receiving and interpreting evidence, and in making reasoned findings of fact, even in the most complicated evidentiary context, as is often presented in cases involving use of force and armed conflict. The Court applied well-established standards for evaluating the conflicting evidence presented to it. In particular, the Court determined that greater weight should be given to statements against interest made by high-level government officials than to a state's self-serving declarations. The Court also determined that statements by disinterested witnesses with first-hand knowledge should receive greater weight than mere statements of opinion or press reports. In applying these guidelines, the Court found, correctly, that (i) the United States had used military and paramilitary force against Nicaragua both directly and indirectly, by organizing, financing, arming, and training the Contra guerrillas to attack Nicaragua; (ii) the evidence did not support a finding that the United States exercised direct control over the Contras’ day-to-day operations; and (iii) there was no evidence that Nicaragua supplied arms to guerrillas fighting against the government of El Salvador during the relevant period, or carried out an armed attack against that state. While Judge Schwebel's dissent criticized the last of these findings, in fact, the evidence fully supported the Court's conclusion. In subsequent decisions during the past 25 years, the Court has continued to rely on the approach to evidence first elaborated in the Nicaragua case and has continued to demonstrate its competence as a finder of fact, including in cases involving armed conflict (Bosnia Genocide) and complex scientific and technical issues (Pulp Mills).

Co-production is a solution by which the government provides public services. Co-production theory is built upon Western experience and currently focuses on the types of co-production in different policy stages, the barriers and governance strategies for co-production. However, little attention is paid to how political background will influence the co-production process. To fill the gap, we analyzed a case of co-production that occurred in China, and we characterized the political background as consisting of three main political features: political mobility, central–local relations, and performance measurement. Based on an in-depth case study of a government project in a medium-sized Chinese city, the impact and the changes of political features affecting governmental projects in different co-production stages are analyzed and assessed. We find that political features play a critical role in the co-production of China’s large government projects and may separately and jointly affect co-production. Government performance measurement affects the co-design and co-implementation of projects. Political mobility and changes in local government and performance measurement also affect the co-implementation continuity of the project. Political focus affects the co-design of projects. Central-local relations influence the support from higher government and the actual practices of lower government in the co-implementation stage.

PurposeThis study develops and tests a model exploring the relationship between supply chain (SC) counterfeit risk management and performance in the healthcare supply chain (HCSC).Design/methodology/approachIn the proposed theoretical model, HCSC counterfeit risk management is characterized by HCSC counterfeit risk orientation (HCRO), HCSC counterfeit risk mitigation (HCRM) and HCSC risk management integration (HRMI), while performance is represented by healthcare logistics performance (HLP) and healthcare organization overall performance (HOP). Partial least squares structural equation modeling (PLS-SEM) and survey data from 55 HCSC managers are used to test the research hypotheses.FindingsHCRO has a significant positive effect on HCRM, while HCRM has a positive impact on HRMI. With respect to HLP, HCRM has a nonsignificant effect, while HRMI has a significant impact, thus confirming the important mediating role of HRMI. Finally, HLP has a significant positive effect on the overall performance of healthcare organizations.Research limitations/implicationsAll study participants were from the United States, limiting the generalizability of the study findings to different countries or regions. The sample size employed in the study did not allow the authors to distinguish among the different types of healthcare organizations.Originality/valueThis study delineates between a healthcare organization's philosophy toward counterfeiting risks vs actions taken to eliminate or reduce the impact of counterfeiting on the HCSC. By offering firm-level guidance for managers, this study informs healthcare organizations about addressing the challenge of counterfeiting in the HCSC.

Background: The COVID-19 crisis placed extraordinary demands on the supply of personal protective equipment (PPE) at the beginning of 2020. These were coupled with shocks to the supply chain resulting from the disease. Many typically well-resourced health systems faced subsequent shortages of equipment and had to implement new strategies to manage their stocks. Stockpiles of protective equipment were held in both the United States and United Kingdom intended to prevent shortages. Method: Cross-comparative case study approach by applying Pettigrew and Whipp’s framework for change management. Setting: The health systems of England and New York state from January 2020 to the end of April 2020. Results: Both cases reacted slowly to their outbreaks and faced problems with supplying enough PPE to their health systems. Their stockpiles were not enough to prevent shortages, with many distribution problems resulting from inadequate governance mechanisms. No sustainable responses to supply disruptions were implemented during the study period in either case. Health systems planned interventions along each part of the supply chain from production and importing, to usage guidelines. Conclusion: Global supply chains are vulnerable to disruptions caused by international crises, and existing mitigation strategies have not been wholly successful. The existence of stockpiles is insufficient to preventing shortages of necessary equipment in clinical settings. Both the governance and quality of stockpiles, as well as distribution channels are important for preventing shortages. At the time of writing, it is not possible to judge the strength of strategies adopted in these cases.
