This chapter recovers a historical experience of how Soviet nationality policies and practices promoted and erased the memory of a dynamic, interwoven experience of community building, rebuilding, trauma, erasure, and activism among people in the hopes of creating a communist world. It traces the people on the local level who actively participated in bringing several communist events about. It also assesses today's post-Soviet world as a direct consequence of experiences and how they were processed. The chapter looks at the 1962 petition that asked Nikita Khrushchev why the greater community could not love the Georgian-Ingilo language and culture. It addresses the issue of who belonged in the Soviet republics, who belonged in the Soviet future, and who had the power to determine that belonging.

 The telling of stories forms an integral part of human activities. It dominated pre-modern cultures and is still a human preoccupation today. All aspects of human life may be turned into a story, which may take one of many forms. Stories may be original creations in the language and culture in which they are told, or they may be derived—that is, they may be taken from another language and culture. Whatever the case, the people who are telling or retelling the story pattern the language they use in a manner that will arouse interest in their audience. It is against the backdrop of retelling stories that this article examines Ntuli’s use of elements of folklore in his translation of Mandela’s Long Walk to Freedom. The elements to be explored in Ntuli’s translation include proverbs and idioms. Gottschall’s notion of The storytelling animal underpins the discussions in this article. Accordingly, the article demonstrates how the use of the elements of folklore helped the translator to adorn his work in order to assert his presence in the text and to relate the receptor to modes of behaviour relevant to their culture.

Within the last few years, changes have been carried out in the public administration of Germany which will affect the military government to be established during and after Germany's defeat. Their general trend has been to subordinate state (i.e., Reich, regional, and local) administration to the Party, which has been vested with more and more power. This is of particular interest in the light of the present “total mobilization,” in which the Party plays a dominant part. To some extent, the changes discussed in this note show a definite trend toward decentralization, although there has been no actual delegation of powers to smaller units, since all power remained in the hands of the Party—this being, of course, the reason why the Nazis could afford to “decentralize.” On the local level, the reforms aimed at tying together the loosening bonds between the régime and the people. Only the most recent emergency measures of “total mobilization” are touched on in this note.1. Gauarbeitsaemter. When the Reichsanstalt was created in 1927–28, the Reich was organized in 13 economic regions, each having one regional labor office (Landesarbeitsamt). The idea was to establish large economic districts containing various industries so that a crisis in one industry could be absorbed by the labor market of another within the same district, thus creating “ausgleichsfaehige Bezirke.”

The principle of good governance is difficult and controversial. Governance opens new space which provides a concept that allows us to discuss the role of government in coping with public issues and the contribution that other players may make. It opens one’s mind to the possibility that groups in society other than government. Good governance is responsive to the present and future needs of society. Strengthening local governance can be ensured through the importation of the component of good governance at the local level. This paper intent to  examine spaces where principles of good governance are required to apply to ensure better service delivery system at Union Parishad. This paper has been followed by social survey method. The data collection technique of this study has covered quantitative technique. Union Parishad as a local self government body ensuring community participations, people can approach and communicates clearly to their representatives and regularly issuing its progress report to the people for their transparency. Besides, dealing with convicted corruption was found most effective in manner.

The paper is a brief account of the events of the past 20 years, which have been essential for the fate of the Veps, and brought the author, who found herself in the very heart of the processes of Vepsian language and culture revival, to the idea of creating the epic. Can one create an epic in the language of a people (Vepsians in our case) whose memory has preserved no epic-style pieces of literature, no large oral literary forms, whose folklore heritage is not so rich, the nation itself is a minority, and its language is already red-listed? Or should one? Writing the work was a chance to retrieve from the people’s memory many facts, real or imaginary events, rituals, customs and legends, melodious idioms and sayings, which might help revitalise the people, its language and culture. The paper demonstrates the folklore and mythological background of the epic, represents and substantiates the key aspects of the style poetics, its folk heritage roots.

Local government plays an integral part in the mechanism of Disaster Management in Mizoram. The local bodies are the direct representatives of the local community and the local community places their full trust in them. Post disaster measures such as mock drills, training of search and rescue teams, physical and economic relief and rehabilitation are not something new to us, yet the aspect of disaster mitigation is something which has not bred familiarity among the Mizos. The need for sensitization of the public on the importance of Disaster Mitigation is a necessity. The saying ‘Earthquakes do not kill people; buildings do’ is pertinent in urban areas. Urban areas are congested and more prone to disasters. High rise buildings, squatter settlements due to high densities and low availability of land has endangered not just the lives of the public but has also caused a massive disturbance of the ecological system. The paper covers certain Acts and Regulations of the Aizawl Municipal Corporation dealing with structural mitigation and the detection of illegal construction, unsafe buildings, and encroachments on municipal and public properties. At the local level, the councillors are involved in making, unmaking and carrying out these rules and regulations, with direct bearing on the local people. The paper also gives an account of the need of reimplementation to generate awareness, knowledge and education on Disaster Management to the people of Mizoram.

Status is a position provided to the person of the concern society based on societal norms, values and customary practices. It is further being divided into two parts, first one is the Ascribed status, and another is Achieved status. The ascribed status is assigned to a person by the group or society, whereas achieved status is earned by the individual through his/her personal attributes and is taken note of by the people in and around his/her location. It is also evident that in majority of the cases, the ascribed status always determines the nature and extent of the achieved status. The ascribed status of the Dalits contributes or hinders in the formation of their achieved status. It also includes their social interaction and social relations with non-Dalits in the exiting local level social structure. This status is being characterized and specified by the process of Sanskritization, social and religious reforms, and the constitutional provisions in the formation of achieved status of Dalits in their different strata of life. The social status is the convergent form of both the ascribed and achieved statuses of a person in each society or social structure. In every circumstance, one’s higher ascribed status always contributes positively to his or her higher achieved status. Conversely, lower the ascribed status, lower is the achieved status though this may be other way round in the exceptional case. Anyway, the symmetrical or linear relationship between the lower ascribed and achieved statuses gets more crystallized, if the person comes from a group which remains socially excluded forever. But due to the prospects of Independence, Education, Constitutional safeguards and Modernisation several kinds of changes occurred in the status of Dalit’s in the society. Through this paper, I have tried to identify the process of social status formation among Dalits in Jharkhand.

Electoral democracy generates the political elites. Because these political elites are born through a democratic process, they are expected to practice their power in accordance to the basic principles of democracy. One of them is to open the opportunity and acces of people to participatie in decision making proceses. Nevertheless, the problem is that the political elites who were elected through electoral democracy tend to close the participation of citizen in policy making process. To analyze how the political elites formulated the policy and what the rationality of the policy was, this article used rational choice theory. Article used secondary data to analyze the problem. Results of the analysis showed that democracy in local level after elections was determined by rationality, preferences, and interests of the political elites. The practices of power of the elites in local level in the context of rational choice theory made opportunity and access for the people obstructed. It then affects the existing development policies reflect only rationality, preferences, and interests of some elites.

The main aim of a foreign language teacher is to form a student’s communicative competence, which is a complex of other competencies such as linguistic, discursive and linguocultural. For successful psychological and social adaptation in a new cultural and linguistic space for a foreign student is extremely important at the initial level of education begin to master the basic linguistic and cultural concepts that reflect the culture of the speakers of the studied language and leads to the adoption of a different worldview. Thus, for successful communication, you need not only use phonetic, grammatical, syntactic and pragmatic rules of the language, but also you should have a clear idea of the conceptual picture of the world of the people, who speaks this language. It follows that the study of any foreign language should occur inextricably linked with the knowledge of culture, values and understanding of the native people of this language. The objective of the work is to formulate the key linguocultural principles of teaching Russian as a foreign language. To achieve this objective, the works of leading researchers in the field of linguistics, didactics, methods of teaching Russian as a foreign language have been analyzed. The research object is an inextricable link between learning a foreign language and the culture of its speakers. The research result is the proof of the need to learn a foreign language as being inextricably linked with knowledge of the culture, values and world outlook of the people - speakers of this language, as well as a list of basic linguocultural principles, on which teaching a foreign language, including Russian as a foreign language, should be based.

This paper is concerned with the analysis of some worrying present tendencies of urban sprawl in the large, important economic centers of Romania. It focuses on the tendency of building new residential apartments on the outskirts of the big cities. Most of these developments target young people that belong to a still-developing middle class. Big problems emerge, however, when real estate investors take advantage of the buyers’ lack of experience and of the authorities’ poor management, offering small, badly-built apartments in new residential areas which are designed around only one function: housing. The absence of complementary functions that could support the development of communities gravely impairs the inhabitants’ quality of life. At the local level, I was able to identify two main problems: the absence of the necessary infrastructure to support such a massive increase in population, and the absence of local amenities. On a larger scale, the consequences are significant as well: chronic traffic jams due to the large number of people who commute to Bucharest daily, for work. Even though at first Popeşti-Leordeni (a satellite-town of Romania’s capital) was considered a good housing option, the people living there are rapidly becoming highly unsatisfied with their quality of life. In their opinion, the biggest problems of this urban area are the absence of green spaces, of leisure services, of parking options, and of means of public transportation. To these complaints, the inhabitants add dissatisfaction with the general problems caused by the endless building sites, which also represent one of the main causes for the lack of cleanliness, bad roads, noise and pollution plaguing the area. This paper, based both on the analysis of statistical data and on empirical research, aims to show that Popeşti-Leordeni, especially the New Popeşti neighborhood, is an example of bad housing caused by corruption, investors’ greed, bad management on the part of the authorities, and the young buyers’ inexperience.
