INTENTIONAL SCUTTLING OF VESSELS AS A RESPONSE ALTERNATIVE1

ABSTRACT The intentional scuttling of vessels is infrequently conducted as part of a pollution response. Notable exceptions include the M/V New Carissa in Oregon and the TIB Morris J. Berman in Puerto Rico. The decision to scuttle a vessel is usually complicated and controversial, and hopefully is made only after thorough consideration of the environmental trade-offs. This paper summarizes recent case histories of intentional sinkings and outlines the typical environmental considerations and trade-offs. The paper also summarizes the applicable policies, laws and regulations for both planned and emergency scuttling2. This summary of issues may be useful to both spill responders and resource managers dealing with derelict vessels if scuttling is under consideration as a response or disposal method. Finally, the paper discusses the relationship between scuttling and “places of refuge” and concludes that emergency scuttling should be considered as a component of refuge planning and may be a potential consequence if an appropriate place of refuge can't be found.

On the 15th of that month, Victor released the Original Dixieland Jazz Band’s record of “Livery Stable Blues” and “Dixieland Jass Band One-Step”; it caused an immediate nationwide sensation. James Reese Europe travelled to Puerto Rico in search of woodwind players for the Fifteenth New York Regiment Band, and the Creole Band ended its vaudeville career when it missed the train to Portland, Maine. German musicians in the United States came under increased scrutiny in the weeks after the declaration of war, as the country prepared to adopt new laws and regulations for wartime.

Abstract With limited groundwater reserves and few reservoirs, Caribbean islands such as Puerto Rico are largely dependent on regular rainfall to meet societal and ecological water needs. Thus, the ability to anticipate seasonal rainfall shortages, such as the 2015 drought, is particularly important, yet few reliable tools exist for this purpose. Consequently, interpolated surface precipitation observations from the Daymet archive are summarized on daily, annual, and seasonal time scales and compared to the host thermodynamic environment as characterized by the Gálvez–Davison index (GDI), a convective potential parameter designed specifically for the tropics. Complementing the Daymet precipitation totals, ≥1.1 million WSR-88D volume scans between 2002 and 2016 were analyzed for echo tops ≥ 10 000 ft (~3 km) to establish a radar-inferred precipitation activity database for Puerto Rico. The 15-yr record reveals that the GDI outperforms several midlatitude-centric thermodynamic indices, explaining roughly 25% of daily 3-km echo top (ET) activity during each of Puerto Rico’s primary seasons. In contrast, neither mean-layer CAPE, the K index, nor total totals explain more than 11% during any season. When aggregated to the seasonal level, the GDI strongly relates to 3-km ET (R2 = 0.65) and Daymet precipitation totals (R2 = 0.82) during the early rainfall season (ERS; April–July), with correlations weaker outside of this period. The 4-month ERS explains 51% (41%) of the variability to Puerto Rico’s annual rainfall during exceptionally wet (dry) years. These findings are valuable for climate downscaling studies predicting Puerto Rico’s hydroclimate in future atmospheric states, and they could potentially be adapted for operational seasonal precipitation forecasting.

This paper explores the empirical relationship between fatalism and suicide in a population of youthful victims. Content analysis of case histories and suicide notes was conducted for 132 individuals between the ages of twelve and thirty-four. Almost one-third (N = 43) of the youthful suicide victims were found to have experienced fatalistic thought-ways prior to their death. A model of fatalistic suicide based upon salient interdisciplinary observations consistent with a fatalistic explanation of youthful suicide is presented. Results are discussed relative to a specific population of victims in the light of a theoretical statement promulgating the relationship between a fatalistic social condition and youthful suicide.

The phenomenon of "cancer villages" has emerged in many parts of rural China, drawing media attention and becoming a fact of social life. However, the relationship between pollution and disease is often hard to discern. Through sociological analysis of several villages with different social and economic structures, the authors offer a comprehensive, historically grounded analysis of the coexistence between the incidence of cancer, environmental pollution and villagers’ lifestyles, as well as the perceptions, claims and responses of different actors. They situate the appearance of "cancer villages" in the context of social, economic and cultural change in China, tracing the evolution of the issue over two decades, and providing deep insights into the complex interactions and trade-offs between economic growth, environmental change and public health.

ObjectivesResearch conducted at the University of Puerto Rico noted that beef with elevated pH values (> 5.86) resulted in more tender meat (P ≤ 0.05). It has been established that proteolytic degradation mechanisms can be influenced by pH and calcium concentration in muscle. Beef with pH values ≥ 5.86 is classified as Dark Firm and Dry (DFD) but there are negative implications associated with greater pH values. However, observations indicating increased tenderness with increased pH raise the question: can variations in pH be associated with differences in sarcomere length (SL) and free calcium concentration (FCC)? Therefore, the objectives of this project were to: (1) document pH distribution; (2) determine the incidence of DFD; and (3) evaluate the relationship between pH, SL, and FCC in commercial cattle harvested in Puerto Rico.Materials and MethodsLongissimus lumborum samples (n = 51) were obtained and background information was noted including number of permanent incisors (PI), type (Dairy or Beef), and gender. The pH values were used to categorize beef into the following groups: Low (≤ 5.40), Normal (5.41 to 5.59), High (5.60 to 5.85) and DFD (≥ 5.86). Meat was flash frozen, powdered, and placed on a microscope slide and a Helium-Neon laser was used to determine SL. A subset of samples was sent off and prepared at the University of Nebraska-Lincoln for FCC quantification (Ward Laboratories; Kearney, NE) with an inductively coupled plasma emission spectrometer (iCAP 6500 Radial; Thermo Electron, Cambridge, UK). All statistical analyses were conducted in SAS (9.4). The Proc FREQ was used to determine pH category distributions and incidence of DFD. The Proc GLIMMIX and Tukey adjustment (α = 0.05) were used to determine the effects of number of PI, type, and gender on pH category, SL and FCC. The Proc CORR was used to evaluate the relationship between pH category, SL and FCC.ResultsThe pH category distribution for the current samples was as follows: 3.92% Low, 41.18% Normal, 35.29% High and 19.61% DFD. The SL ranged from 1.69 to 1.46 mm with an average of 1.53 mm. The FCC ranged from 132.19 to 31.39 mM with an average of 64.23 mM. Longer sarcomeres were detected in cattle with eight and zero PI (1.57 and 1.56 mm, respectively); cattle with two and four PI had intermediate SL (1.53 and 1.52 mm, respectively), and cattle with six PI had the shortest sarcomeres (1.51 mm; P = 0.03). Dairy cattle had longer sarcomeres relative to beef cattle (1.56 vs. 1.52 mm; P = 0.02). Dairy cattle tended to have increased FCC relative to beef cattle (70.72 vs. 58.38 mM; P = 0.08). Also, FCC tended to be greater within the Normal and Low pH categories relative to the High and DFD categories (72.36 vs. 57.31 mM; P = 0.06). The SL and FCC had no relationship (P > 0.05) within the Low, Normal and High pH categories. However, DFD beef had longer SL (0.78; P = 0.01), while having decreased FCC (–0.66; P = 0.04).ConclusionOver half (54.90%) of the beef samples analyzed fell into the High and DFD pH categories, with nearly 20% being classified as DFD. Although, a clear relationship was not established between SL and FCC within the Low, Normal or High pH categories, the results indicate that the increased pH in samples surpassing the DFD threshold correspond to longer sarcomeres and decreased free calcium.

Exploring and analyzing the common demands and behavioral responses of different stakeholders is important for revealing the mediating mechanisms of ecosystem service (ES) and realizing the management and sustainable supply of ES. This study took Mizhi County, a poverty-stricken area on the Loess Plateau in China, as an example. First, the main stakeholders, common demands, and behavioral responses in the food provision services were identified. Second, the relationship among stakeholders was analyzed. Finally, this study summarized three types of mediating mechanisms of food provision services and analyzed the influence of the different types of mediating mechanisms. The main conclusions are as follows: (1) Five main stakeholders in the study area were identified: government, farmers, enterprises, cooperatives, and middlemen. (2) Increasing farmers’ income is the common demand of most stakeholders in the study area, and this common demand has different effects on the behavioral responses of different stakeholders. (3) There are three types of mediating mechanisms in the study area: government + farmers mediating corn and mutton, government + enterprises mediating millet, and government + cooperatives mediating apples. On this basis, the effects of the different types of mediating mechanisms on variations in food yield, and trade-offs and synergies in typical townships, were analyzed.

Aim. Study of the dependence of mortality from CVD on helio-seismic indicators in the Shamakhi region of the Republic of Azerbaijan.Materials and methods. 352 case histories of patients who died in 2013 from various diseases were reviewed. The relationship was established between the number of deaths, their causes, distribution by sex and age with the magnitude of earthquakes, the depth of the epicenter and seismological activity by months. The data obtained were statistically processed using the Statistica 12.0 for Windows software package (Statsoft Inc., USA). To establish correlations, Pearson Chi-Square Tests was calculated, the results were considered reliable at p <0.05.Results. Statistically significant (p <0.001) more deaths were observed at the age of 80-89 years in men, and at the age of 70-79 years in women. Also, the relationship between mortality and the depth of the seismic process and the magnitude of the earthquake was established, in particular, the greatest number of deaths was observed at a depth of the seismic process <10 km and with a magnitude of 1.1-2.0 ml. In all months, the number of deaths was higher with a magnitude of 1.1-2.0 Ml. Statistically significant (p <0.005) was the fact that the nosology of the studied diseases was dependent on the age of the patients. Thus, a greater number of deaths in all age groups accounted for heart failure. A statistically significant (p <0.005) dependence of the depth of the seismic process on the month of death of patients was established, in particular, for all months, deaths coincided with the depth of the process less than 10 km. At the age of 40-70 years, a significantly greater number of deaths were from heart failure in men, and from 70 years and above in women.Conclusion. Thus, there is a close correlation between geomagnetic changes and mortality from CVD, which is realized in the form of an increase in the frequency of cases and deaths, and the number of these cases increases with the age of patients and changes in the magnitude and depth of the earthquake.

Abstract Besides their security, the efficiency of searchable encryption schemes is a major criteria when it comes to their adoption: in order to replace an unencrypted database by a more secure construction, it must scale to the systems which rely on it. Unfortunately, the relationship between the efficiency and the security of searchable encryption has not been widely studied, and the minimum cost of some crucial security properties is still unclear. In this paper, we present new lower bounds on the trade-offs between the size of the client state, the efficiency and the security for searchable encryption schemes. These lower bounds target two kinds of schemes: schemes hiding the repetition of search queries, and forward-private dynamic schemes, for which updates are oblivious. We also show that these lower bounds are tight, by either constructing schemes matching them, or by showing that even a small increase in the amount of leaked information allows for constructing schemes breaking the lower bounds.
