Political guidance, the political system and the state organs are come from the governance theories. Our aim is to investigate on these theoretical frameworks in order to apprehend the laws and norms which frame the governance with regard to the socio-political realities in Africa, especially in Benin. The basic theoretical framework binding performance and governance of the firm, takes back the terms of the problem as posed by [1]: conceive the regulation systems of the leader’s behavior allowing preserving the shareholders interests (here the peoples). Qualitatively, the political governance in Benin is significantly influenced by the practices come from the shareholder, partnership and cognitive approaches of the governance. The political system and the organs of the State are influenced by the reforms resulting from the New Public Management. The Socio-political realities in Benin founded on the regionalism negatively impact the political governance.

This chapter draws attention to the effects of vertical specialization of organizations and how it affects public governance. The chapter documents that agency officials pay significantly less attention to signals from executive politicians than their counterparts within ministerial (cabinet-level) departments. This finding also holds when controlling for variation in tasks, the political salience of issue areas, and officials’ rank. In addition, it is documented that the greater the organizational capacity available within the respective ministerial departments, the more agency personnel tend to assign weight to signals from the political leadership. Expert concerns are strongly emphasized at both levels; however, agency personnel are more sensitive to the influence of affected parties. The chapter applies large-N questionnaire data at four points in time (1986, 1996, 2006, and 2016) that spans three decades and shifting administrative doctrines: New Public Management as well as post-New Public Management.

With the adoption of the State Sector Act in 1988, the New Zealand public sector revolution was in full motion. The Act was one of many initiatives that provided a new framework for government and managing public services (Boston et al., 1996; Scott, 2001). New Zealand rapidly became the poster child for what became known as the New Public Management, and an archetype scrutinised around the world. The audacity and intellectual coherence of the New Zealand model became a standard against which the progress of other governments was judged. These reforms were part of  a larger social and economic transformation which led to dislocation and democratic reform. In the crucible of introducing and implementing these reforms, and in the inevitable re-adjustment phases, New Zealand gained a reputation for continuous reflection on its progress by its political leaders, government officials and a small band of impressive academics.

In recent years, the new political governance, a partisan model that contributes to a permanent campaign, gained ground in public organizations. In this new context, “deliverology” is portrayed as an innovative method to help governments implement new policies and deliver on election promises. This article presents the similarities and diff erences that exist between “deliverology” and evaluation. Is deliverology really something new or is it another case of old wine in a new bottle? Is deliverology a substitute for or, instead, a complement to institutionalized evaluation? To what extent does new political governance (exemplified by deliverology and performance measurement) undermine evidence-based decision making? What is the value-added of deliverology? These questions are addressed through a critical reflection on deliverology and its value-added in Canada, where evaluation became institutionalized in many departments and agencies under the influence of results-based management, promoted by the advocates of new public management over four decades.r four decades.

Public administration has always been under constant review. Such reviews were mostly parochial, incremental, initiated or driven by low-key staff and often ended as fads. From the end of the 1970s to the 1990s, however, governments around the world were engaged in widespread and sustained reforms of their public administration. These reforms were born out of economic recession, but also had political and social drivers. They were initiated by the political apex and fuelled by New Right ideology. Collectively, these reforms came to be termed New Public Management (NPM). NPM is characterised by marketisation, privatisation, managerialism, performance measurement and accountability. This employment of corporate attitudes in public administration is grounded on certain theories, mainly public choice, transaction cost analysis and principal-agent theory. As with every other sector, the education service was also reformed. In this field the major signs of NPM are the local management of schools on managerialist principles and the heightened influence of stakeholders in the daily life of the school, while the collegiality of academia is diminished. At the higher education level, institutions are tending towards full-fledged corporate organisations delivering enterprise education. This article discusses NPM in detail, tracing its origins, considering the theories and examining its principal characteristics, and then takes a critical look at its implications for education.

The decentralization is one of the most common features in the contemporary political world. It seems that the idea of centralizing the power in the state apparatus is out of fashion and the new idea is to transfer some competences of the state for the local power. In a globalized world where the state is losing its ground in the political arena, international organizations in the last decades are pushing towards a New Public Management where the state has delegated great part of his competences. Tactics like that are being analyzed by many scholars who give different responses to the matter. This paper develops an analysis of what is happening in Portugal since 2015 in terms of decentralization, adopting a government strategy position and Foucault’s theory of governmentality. Resumo A descentralização é uma das características mais comuns no mundo político contemporâneo. É aparente que a ideia de centralizar o poder no aparato estatal encontra-se fora de moda e a nova ideia é a transferência de algumas competências do Estado para o poder local. Num mundo globalizado em que o Estado perde terreno na arena política, as organizações internacionais nas últimas décadas estão a avançar em direção a uma nova gestão pública, na qual o Estado delegou grande parte de suas competências. Táticas como esta estão em análise por vários investigadores que dão respostas diferentes ao assunto. Este artigo desenvolve uma análise do que está a ocorrer em Portugal desde 2015 em termos de descentralização, adotando uma posição estratégica do governo e a teoria da governamentalidade de Foucault.

The New Public Management, as a philosophy, focuses on providing more quality service to the citizen by delivering it to "the customer", a concept derived from the theory of Total Quality Management. Besides, it contributes to optimizing the decision-making process by linking costs - benefits and taking into account emerging efficiencies, as well as achieving predetermined results - objectives set in specific time frames. Concepts such as indicators, performance, evaluation, due to misuse and mistakes made at the political level in previous years, cause reactions to the educational community, which is distrustful of political leadership and shows the majority is reluctant to participate in processes that their outcome could be interpreted as perceived by the superior authority. There is no doubt that education has the most important contribution to the improvement of human capital from birth to university studies. The Greek Ministry of Interior is responsible for the supervision over decentralized administrations and local authorities (municipalities and regions), coordination and organization of recourse to the popular verdict (elections, referendums), legislation on Greek citizenship and expatriates, and legislation on registers, registries and demographics. So, it can be considered as the main stakeholder for Public Management issues. With a series of Legislation, the roadmap seems to be set. Problem of setting. Public government – it political practice of power which is carried out within the limits of the constitutionally political system and has a direct influence on all industries of life of socium is important. An effective public management in Ukraine must provide the state of stability, implementation of social obligations the states, deserving a condition for realization of congratulatory, financial, spiritual and social necessities of citizens; but him high-quality indexes far imperfect and characterized the plural of problems. Recent research and publications analysis. The questions of modernization and reforms of the system of state administration, constructions of the legal, social state, social and political processes are actively probed in the scientific mind of Ukraine, by the necessity of achievement of balance between the vital necessities of societies and interests of the state. Quite a bit Ukrainian scientists were engaged in researches of these questions - V. Kostytsky, І. Kostytska, O. Koban, A. Kovalenko, O. Batanov, I. Reznik, G. Chapala, M. Pukhtinskiy et al. Paper objective – ground of position, that a public management in Ukraine, which is carried out by public organs, local self-government, political parties and groups of political influence, must correlate with public resonance, to support the legitimity and answer to the innovative tendencies. Paper main body. A management in the public sphere of the state is very difficult professional activity, and foresees state and legal responsibility and account of public interests and expectations. However, disfunctions and destructions of public management can draw social and political instability, cutback of economic activity or regress, even weakening of sovereignty of the state. The criteria of political modernization matter very much for modern Ukraine: capacity of the political system for perception of innovations and mobilization of resources of power, structural and functional perfection of institutes of policy, powerful «social elevators» for equal access of people to imperious positions, effectiveness of principle of «equality all before a law». To Ukraine, as to the young state which passed by democratic transit, naturally peculiar strategy of reforms. Reformation is a not workaday situation for a country, it generates calls and problems. Among them most difficult is destructive of political power, what democratic development of country and becoming of civil institutes is braked through. Sociological researches rotined that a population considered: «The state must take more responsibility in providing of life of citizens» (68,6%). Stably negative is attitude of people toward a department judicial, which loses a «social capital» through inability to the just legal proceeding and mercenary political interests. In the end, unique reform 2014, that purchased positive social resonance is the process of decentralization the public power and strengthening of local self-government, which is mainly approved by citizens. Conclusions of the research. Problems of public management and collision of reforms are the sign of modern democracies which are modernized. The political system and public management can be effectively modernized at the maintainance of their integrity, institutional memory and, at the same time, harmonious relationships with a social environment.

This article seeks to analyze the setup of the New Public Management in the educational field in Angola and Brazil between 1988 and 2017. The study that grounds this paper was carried out through bibliographic and archival research. Aiming to understand the phenomenon researched beyond a unilateral perceptive, we decided to ground this analysis on the comparative paradigm. We understood that the guidelines and prescriptions of the economic field, and the political changes are environments to be taken into account in the current educational reforms in Brazil and Angola, since those environments have a straightforward impact on the public spheres management patterns. Abstracting from this reality dimension in the context of both lusophones countries; enables us to identify the closeness and distances between them, as well as, uncover the convergences and divergences of the political, social and economical context, which reality claims more research.

Objective: to analyze how the social, historical, economic and professional elements influence the institutionalization process of cesarean childbirth in Brazil and France. Method: a qualitative study grounded on the theoretical framework of the institutional socioclinic. The data were produced through focus groups and individual interviews, supported by semi-structured scripts, with health professionals, mothers and fathers and a research diary. The study had 83 participants. The analysis was based on the theoretical framework and thematic analysis. Cross analysis was developed between the different types of data, services and groups, as well as between countries. Results: the participants were characterized in terms of schooling, employment, level of training and workplace. The countries researched have their own peculiar health and educational structure and are marked by a social-historical-economic construction outlined by patriarchy. The New Public Management influences both contexts and makes health care precarious. The technical and organizational dimensions reinforce an intellectual and social division of work and knowledge in health. Conclusion: the institutionalization process of childbirth in the countries is marked by social, economic and professional aspects. Practices and speeches of the professionals in their work process influence the occurrence, or not, of cesarean sections.
