This essay explores the ways in which Ireland's sacralised national language figures in Beckett's work. Oblique references to Irish in the Beckett oeuvre are read against a history of Anglo-Irish investment in the language as a mode of ‘impatriation’, a means by which to circumscribe anxieties surrounding an identity fraught with socio-political anomalies. In addition, the suspicion of ‘official language’ in Beckett's work is considered in light of his awareness of the ‘language issue’ in his native country, particularly in relation to the powerful role of the Irish language in the reterritorialisation of the civic sphere in post-independence Ireland.

The article considers the positional conditions of the transition of [é] to [ó], the causes of this phonetic transformation, which can be traced back to the Old Russian language, as well as the conditions for its gradual weakening. On this basis, the A.A. Shakhmatov’s hypothesis, interpreting this transition as a type of regressive labialization, was defined more precisely. Stylistically and orthologically significant reflexes of transition [é] to [ó] in the literary form of the modern Russian national language and its non-literary forms have been characterized and systematized.

The article considers the formation and development of philosophy in Belarus in the context of historical conditions and modern opportunities. Discussing the national context of the philosophical process, the author reveals the four aspects of the phenomenon of “national philosophy.” Firstly, there are national institutional and disciplinary structures, which are responsible for an organized scientific, methodological, research and educational activity, which at the level of the nation-state is formalized by certain institutions, system of professional education, norms of professional ethos, standards of behavior within the community and in the wider social environment. Secondly, in the light of philosophical culture, national philosophy is interpreted as a set of value and cognitive orientations passed down from generation to generation. Thirdly, national philosophy can be viewed in the aspect of the tradition of studying the philosophical thought of the nation in the context of its historical development. Fourthly, national philosophy appears in the aspect of the philosophical foundations of the national idea and national-cultural identity. The author examines the main stages of the development of the Belarusian philosophical culture, it is shown that the features of this culture were formed under the condition of a complex combination of the worldview and values of Latin civilization, Christianity, modern European science, rationalism of social projects of the Enlightenment, ideological and worldview attitudes of Western Russian culture, formalized Soviet philosophical disciplines. The article reviews the circle of theoretical, ideological, and practical problems that the modern philosophical process in Belarus faces, the author emphasizes the unfading value of philosophical knowledge as a source of heuristic means for finding effective local answers to global problems of cultural and civilizational development. The author argues that there are two conditions that make national philosophy possible: this is, first of all, a connection with the history of thought in the area of national genesis and also the expression of thought in a national language.

Media massa memainkan peran penting sebagai salah satu media pemasaran dalam membentuk city branding untuk sebuah kota. Dengan demikian, humas pemerintah harus melakukan komunikasi interaktif dengan media massa atau pers.Public Relations dan mitranya, media massa atau pers, tidak dapat dipisahkan satu sama lain. Melalui media massa, Public Relations sebagai strategi promosi city branding dapat menyampaikan informasi tentang kota secara lebih komprehensif.Penerapan branding kota pemasaran melalui media massa oleh public relations pemerintah, dapat dilakukan dengan membuat profil kota / daerah yang harus disebarluaskan ke media massa di Indonesia dengan bahasa nasional, dengan desain yang menarik, sehingga mereka dapat dengan mudah menarik perhatian. Mass media plays an important role as one of the marketing media in forming city branding for a city. Thus, government public relations must make an interactive communication with the mass media or the press.Public Relations and its partners, mass media or the press, can not be separated from each other. Through mass media, Public Relations as a promotion strategy of city branding can convey information about a city more comprehensively.The application of marketing city branding through the mass media by government public relations, can be done by making a profile of the city/region that must be disseminated to the mass media in Indonesia with national language, with attractive designs, so that they can easily draw the attention. In the practice of marketing or promoting of city branding through the mass media by government public relations, every regional leader like a mayor or a regent must be given the responsibility to promote city branding, especially through mass media, both print and electronic.

The attention of modern linguistics to the study of verbal representatives of the mental essence (both individual and collective one) of the native speakers involves an appeal to all subsystems of the national language where territorial dialects take a significant part. The analysis of dialect linguistic units possessing linguistic and cultural value is considered as a necessary way for the study of people’s worldview and perception of the world, national mentality as a whole. The ability of stable phrases (phraseological units) to preserve and express a native speaker’s attitude to the world around them is the basis for the use of the analysis of folk phraseology as a way of penetration into a speaker’s spiritual world. Volumetric representation of the external and internal peculiarities of stable phrases allows the author to get their systematization in the form of phraseosemantic field consisting of different kinds singled out in phraseosemantic groups. The article deals with stable phrases of synonymic value recorded in the Dictionary of Smolensk dialects and stable phrases forming a phraseosemantic group. These phrases are analyzed taking into account the semantic structure of the key word, the characteristics of the dependent word, and the method of forming phraseological semantics. On the example of the analysis of phrases with the key word «bit’» and a synonymic series with the semantic dominant «bezdel’nichat’», the article discusses the peculiarities of phraseological nomination in Smolensk dialects and confirms a high level of connotativity and evaluation in the folk phraseology.

Постановка задачи. Изучение предмета «Иностранный язык» в техническом университете предполагает усвоение обучающимися терминологической лексики в соответствии с выбранной специальностью. Опыт преподавания показывает, что студенты испытывают трудности, связанные с запоминанием терминологических единиц и употреблением их в речи. Использование на занятиях по иностранному языку приема обучения терминологической лексике посредством опоры на внутреннюю форму данных лексических единиц позволяет оптимизировать процесс усвоения обучающимися специальных терминов. Результаты. Проведенное исследование дает основание утверждать, что анализ внутренней формы образованных семантическим способом англоязычных терминов специальности «Автомобильные дороги» позволяет выявить деривационно-ассоциативную связь терминологических единиц с лексикой общенационального языка, послужившей основой для вторичной номинации. Данные лексические единицы в большинстве случаев представляют собой хорошо знакомые студентам слова, обозначающие части тела человека и объекты, находящиеся в его близком окружении : одежду, посуду, инструменты, явления природы, представителей животного мира и т.д. Выводы. Ознакомление студентов дорожно-строительной специальности с внутренней формой изучаемых англоязычных терминов, выявление ассоциативных связей терминологических единиц со знакомыми студентам и широкоупотребительными словами общенационального языка, а также выполнение в аудитории специально разработанных тренировочных упражнений помогают снять трудности усвоения обучающимися терминологической лексики и облегчают ее запоминание. Statement of the problem. The study of the “Foreign Language” subject at a technical university involves students’ learning the terminology in accordance with the chosen specialty. The teaching practice shows that students experience the difficulties associated with memorising terminological units and using them in the speech. Applying the method of teaching the terminology based on the internal form of these lexical units at foreign language classes makes it possible to optimise the process of learning special terms by students. Results. The research that has been carried out gives reason to argue that the analysis of the internal form of the English “Automobile roads” specialty terms created in the semantic way makes it possible to reveal the derivational and associative relations of the terminological units with the national language words which served as the basis for the secondary nomination. In most cases, these lexical units are the words that are well known by the students and indicate the parts of man’s body and the objects that are present in man’s immediate environment: clothing, dishes, tools, phenomena of the nature, representatives of the animal world, etc. Conclusion. Introducing the internal form of the studied English terms to the road construction specialty students, identifying the associative relations of the terminological units with the well known to the students and widely used words of the national language, fulfilling the specially developed training exercises in the classroom help the students to overcome the difficulties of learning the terminology and to facilitate its memorization.

  Purpose/Thesis: This paper examines the position of public libraries in smart city strategies. To that end, I verify two hypotheses, H1: Cities analyzed employ strategic plans to define their path to “smartness”, and H2: Public libraries are a part of these strategies. Approach/Methods: Top 30 cities from the ranking of IESE Cities in Motion Index 2019 were se­lected. The hypotheses were tested through the analysis of strategy documents and web portals. In most cases, the analysis relied on English versions of said documents/portals, occasionally compared with the national language version . Results and conclusions: The process of verifying the first hypothesis led to identifying four groups: G1, comprising cities with a general strategy, presumed to include smart initiatives (3 cities), G2: cities with a separate “smart city” strategy, published on their own portal, or a related website (15 cities); G3: cities with subsites/portals briefly summarizing their activities in the area of ‘smart’ development (10 cities), and G4: cities with many sectoral strategies, presumed to include smart initiatives (2 ci­ties). The analysis allowed the identification of a number of areas in which public libraries already contribute to smart development: smart building, smart infrastructure, smart services, digital skills and life-long learning, sustainability, creativity, digital citizenship and smart business Originality/Value: Although many library and information science scholars study smart cities, no similar study has been conducted, and therefore, this paper, with its unique approach, offers a new perspective on the discussion on smart libraries.
