the article reveals the role and importance of information, which is a dominant resource, acquires comprehensive significance for the life of society in a digital economy, determining its political, socio-economic and cultural development. in any organization, the aggregation of data into a single digital information space is important for the management system, which creates such an information infrastructure of the organization (iio) that allows solving the tasks and is a kind of management loop through the prism of technological innovations. therefore, the author has developed and proposed a model of the organization’s information infrastructure architecture, which contributes to the constant updating of innovations, methods and approaches to the information environment in the digital economy. the information management infrastructure of organizations is becoming a priority management object, requires consideration of its properties and specifics, due to the processes of digital modernization of the economy. the organization’s information infrastructure is a comprehensive system that covers information, personnel, a set of applied, technological and technical solutions to provide information support for the organization’s work in accordance with the rules and concept, mission and strategy of the organization, its business model and management approaches.
the article assesses the results of activity of enterprises of cities and districts of zakarpattya region with the use of the saati method.the conducted studies on this method allowed to obtain an assessment of the activities of enterprises by integrating several indicators, by quantifying the level of industrial activity, to identify those criteria, which will allow for the adoption of the right managerial decisions to improve the efficiency of industrial policy in the region, to identify depressed areas that need investment and state regulation .the scientific novelty consists in the construction of a hierarchical model for evaluating industrial policy using fully matched matrices of pairwise comparisons obtained through the transformation of economic activity indices into dimensionless criteria of thomas saati's hierarchical model.
the study is devoted to the substantiation of the basic components of the mechanism of regulation of social and labor relations in the united territorial communities of ukraine. the article analyzes the research on the role of the state and local governments in regulating and developing social and labor relations at the local level. the leading world concepts in regulating social and labor relations have been characterized. the purpose and role of local self- government bodies in regulating social and labor relations have been defined. the basic scientific approaches to the concept of “community development” have been investigated. based on the research, the basic components of the mechanisms of regulation of social and labor relations in the united territorial communities have been identified and their characteristics have been given.
the economic belt of the silk road project (hereinafter referred to as the "ebsr") has formed china's new long-term strategy "one belt − one way". with a view to the practical implementation of the ebsr initiative, china, in cooperation with interested asian countries, is creating two important financial development institutions: the asian infrastructure investment bank and the silk road fund. the new chinese initiative, judging by the available information available, can pursue three strategic objectives:expansion of international and regional trade; the creation of international transport corridors from china to europe and the middle east through the territory of kazakhstan and central asia;gradual increase of china's economic presence in central asia as a strategically important partner. kazakhstan, as well as other countries of central asia, it is important to participate in the implementation of the chinese eeps initiative, to effectively use the emerging new opportunities and advantages of regional cooperation, while achieving, at the same time, minimizing risks and threats.
one of the main trends of modern economic relations is the transition of priorities from the producer market to the buyer market.in this regard, the ability to combine production, the planning system with individual purchasing preferences is becoming a decisive factor in competition and the economy of the future. as a result, rapid changes in buyers' preferences, their requests for quality of delivery lead to the need to reduce delivery times and volumes, and to reduce reserve stocks of time and materials. perhaps the second feature is the strengthening of integration processes among countries, particularly in the context of the expansion of the wto, with the possibility of placing production in countries with cheaper labor and lower tax rates, and the development of international trade has opened up access to cheaper resources.
the purpose of this study is to determine the conformity (verification) of the current model of tariff formation for gas distribution service of gas companies to the principle of incentive regulation based on the selection of model elements and their comparison with the world successful experience. the method of verification based on the selection of model elements, the determination of the advantages and disadvantages of such a model, and the comparison of the latter, introduced at domestic gas companies on natural gas distribution, with the world's successful experience in regulating this issue. it is presented that this model does not fully comply with the principles based on long-term incentive regulation, which show its effectiveness in the world, which will be continued in the following studies.
the main purpose of the research is to determine the role of innovation of agrarian enterprises for their effective management, as well as analysis of the internal and external environment of innovation activity of agrarian enterprises, their threats and opportunities with the help of swot-analysis. the systematization of literary sources and approaches to innovative activity of agrarian enterprises made it possible to generalize that the fundamental questions related to the interpretation of the essence of innovations, innovation activity and innovative processes of enterprises, with the specifics of their manifestation in agrarian enterprises, were investigated by domestic and foreign scientists as well as regulated by normative- legal acts. the urgency of solving this scientific problem lies in the fact that the determining factor of the efficiency of economic activity of the enterprise is their innovative development, which is based on the introduction and implementation of innovations, which determine the improvement of its activities, affect the strengthening of its market positions and produce suitable conditions for its development. one of the promising areas for innovations is the agrarian sector. introduction of innovations in practice in all spheres of agrarian enterprises contributes to: the increase of labor productivity, decrease of expenses and cost of production, saving of various kinds of resources, increase of volumes and improvement of efficiency of agrarian production. the article analyzes the main directions of it innovations in agrarian business, innovative solutions (products) and opportunities. it is determined, that any agrarian enterprise has its own peculiarities and specificity and requires individual innovative solutions. the management of the company often can easily identify, what is needed to increase the efficiency. and sometimes the services of analysts and it consultants, who are professionals of their business, and can unmistakably determine the individual needs and decisions, can be useful. the peculiarities of formation and development of innovation process in agriculture were analyzed. a swot analysis of innovative activity of agrarian enterprises was conducted, which allowed to identify their strengths (weaknesses) sides, opportunities and threats. the results of the research can be useful for scientists, specialists and heads of agrarian enterprises, teachers of higher educational establishments, postgraduates, students and all those, who are interested in problems of development and efficiency of innovation activity.
the efficiency of meeting the needs of the military personnel of the armed forces of ukraine directly depends on financial planning, which includes: correct identifying of the needs and ensuring timely and efficient use of the funds specified by law. it is determined that the level of financing of the ukrainian armed forces is insufficient and adversely affects the fulfillment of the tasks assigned to them.the article defines the dynamics of defense expenditures from the state budget of ukraine, as well as their share of the volume of domestic gross product. a comparative analysis of the structure of budget expenditures of the ministry of defense of ukraine and nato countries is carried out. it was proved that the current structure of the state budget expenditures does not allow to satisfy fully the needs of the ministry of defense of ukraine and provide military servicemen with their social guarantees.the forecast of financial support of the armed forces of ukraine on general and special funds till 2023 is presented. in course of conducted research, the following scientific methods were used: modeling – to determine the projected financial support for the armed forces of ukraine; economic and statistical – to assess the dynamics of defense expenditures; analysis and synthesis – to find out the reasons for the change in the structure of expenditures; tabular and graphical – to represent the results of the study; abstract-logical – in implementation of theoretical and methodological conclusions.

in the article author defines the essence of social capital and basic theoretical approaches to its understanding. the possibility of diversification and dissemination of innovative forms of social capital accumulation in ukraine have been proved. it is shown that new forms of manifestation and realization of social capital are emerging, which create new opportunities for socialization of economic relations and formation of new public institutions, which can reverse the development of the economy and the accumulation of social capital. it describes such new forms of social capital as: social entrepreneurship, social internet networks, freelancing, sharing economy, digitization of economic entities interaction, crowdfunding, crowdsourcing, crowdsourcing, e-government, creation of “digital” communities, specially designed programs and projects, the task of which is to stimulate the activity of citizens and regulate their participation in solving local issues, the formation of corporate social capital, the creation of special social institutions at the global level.
cultural ties are primarily based on economic relations between poland and azerbaijan. these links, which date back to the fifteenth century, have always been in the ascending direction. the visits of azerbaijani intellectuals to poland in the 19th century, as well as the interest of polish orientalists to azerbaijani literature and culture are indicative of this. the great epic “koroglu”, created by the azerbaijani people, was first published by polish orientalists and published as a book. in addition, at the beginning of the 20th century, the most magnificent architectural monuments in baku were created by polish architects. after russia's occupation of azerbaijan, a significant number of prominent intellectuals fled to poland. the policy pursued by azerbaijan in the cultural, economic and political spheres since the 1990s is a new milestone in the history of both poland and azerbaijan. all of this makes it clear that historical links are on the rise.
the main objective of this study is to evaluate the efficiency of the banking system of the republic of moldova under the impact of the resources that influence it, focusing on human resources. the assessment of banking efficiency through financial indicators includes some indicators. analyzing the notion of efficiency it can be seen that it is dependent on several qualitative factors, which gives it a complex character. the study of bank efficiency mainly involves a causal analysis of the factors that determine the decisions in a related risk environment. in the present paper, we intend to analyze in particular the effect of the banking staff management on bank efficiency, as it is mainly dependent on the way the bank employees’ work. one of the essential factors influencing the moldovan banking system analyzed in the present study is the efficiency of staff management.from the analysis, it can be noticed that there is a link between the banking efficiency and the efficiency of banking staff management. banks with better indicators of bank management efficiency also have higher banking efficiency.
investment cooperation between republic of kazakhstan and people’s republic of china is, first of all, that, being mutually beneficial, it provides for different in nature economic results for the interacting parties. china, as a result of this cooperation, is pursuing a solution to the problem of maintaining sustainable economic development. for republic of kazakhstan, investment cooperation with people’s republic of china should contribute to further maintaining sustainable economic growth and modernizing the national economy in order to effectively participate in the system of world economic relations.since 2015, investment flows from china to kazakhstan have shown positive dynamics, their average annual growth is 22%. at the same time, the largest volume of fdi falls on 2018: $ 1.5 billion - 37.6% more than in 2017, and 78.6% more than in 2015. for the first half of 2019, the gross inflow of investments from china amounted to 362 million us dollars.in the republic of kazakhstan from 2015 to 2019, kazakh-chinese projects are implemented for a total amount of $ 35 billion. during this period, 10 enterprises were launched.

the construction of an optimal portfolio of securities is one of the main tasks of managing the financial system, in which individual assets are only a component part. however, each asset also requires a separate study.i gave the article building an investment portfolio with a zero strategy, comprising borrowing some assets and buying other assets for the same amount. the study comprised choosing the length of the historical horizon, the ranking criterion and the portfolio structure that ensured the maximum investor income.
earth is continents, seas, the developing countries, the developed countries, the centers and the borders is the one belt-one road initiative. on the other hand, the sea “silk road” is called the “economic belt of the silk road” as a way of “new belt and road” for china's new long-term development strategy. "silk road" refers to the ancient land-based commercial trade route that originated in ancient china and connected to asia, africa and europe.in order to benefit from the “economic belt of the silk road” initiative, china has partnered with other asian countries and created two important financial development institutions, the asian infrastructure investment bank and the silk road fund.the main objective of the initiative is to create an eurasian trade economic integration space and cross-border transport corridors, that is, to strengthen the links between government policies and national development strategies along the route, promote international cooperation, and promote the development of joint ventures. for this purpose, the following tasks have been set: 1. development of regional economic integration method; 2. create an integrated transportation design for asian transportation, connect communication networks, and develop pipeline systems; 3. switch back to investment and trade barriers and create a good investment environment; 4.strengthen national currency; 5.deepening cooperation in the humanitarian field; 6.expanding china's exports and domestic power growth will be concentrated in the western provinces (steel, lead, photovoltaic equipment, wind turbines).the “one belt and one road” is a new starting point for china-global relations and human development. utilize the geographical advantages of mongolia, china and russia to increase cross-border trade between mongolia, russia and china, creating opportunities for logistics and transportation. china is one of the mongolia's largest sources of foreign direct investment and is seen as a huge market for mongolia to provide services and products.mongolia hopes to unite its “steppe road” initiative with china’s “one belt and one road” initiative. the goal of the “steppe road” initiative aims to expand the mongolian economy through cross-border transportation, strengthen the road line connecting russia and china, transform and extend the current railway line in mongolia, and build oil and gas between russia and china. the pipeline improves the infrastructure of mongolia. mongolia and other asian countries are actively participating in the “one belt and one road” initiative implemented in china to reduce risks and threats and gain new opportunities and advantages in regional cooperation.
the development of trade between china and mongolia should be based on complementary product trade. on this basis, products with trade potential should be continuously explored to expand the scale and structure of china- mongolian trade and promote the continuous development of bilateral trade. this paper analyzes the current situation of economic and trade cooperation and trade complementarity between china and mongolia, and concludes that china and mongolia have different comparative advantages in export products. mongolia's export is highly integrated with china's trade, and the two countries are highly complementary in trade.
the rapid significant increase in the quality of the process of passenger transportation by kyiv public transport can be a powerful motivation to increase the frequency of its use. however, the parameters of the desired change in the quality of urban transport remain unknown, which leads to its chaotic management. two trends in urban passenger traffic quality research are common. the first approach deals with measuring the operating parameters of the transport system, and the second one focuses on the research of customers' opinions regarding transport services. however, none of the scientists focuses fully on the specific human behavioral responses to the quality of the city's passenger transportation service, when urban transport is opposed to a private car. because of this, the assessment of the quality of urban passenger transport requires the development of special tools. it is already clear today that not all traditional approaches used in studies of transport behavior that depend on the quality structure may be suitable for this.

recent structural changes in the economy of the nagorno-karabakh republic have had a significant impact on the entire public relations system, obliging to review the mechanisms for making economic decisions as primary ones. the formation of nkr coincided with the collapse of the ussr and with the radical changes in the system of economic relations that led to this. since its formation, local authorities have adopted a strategy for the development of the construction sector by stimulating investment, which intends the creation of a favorable investment environment and the development of an appropriate infrastructure. despite the fact that nkr construction sector has great potential for attracting investments, the level of foreign investors’ activity in this area is quite low. the main reason is probably a high risk level, which is determined by such factors as political instability in the region, the geographical location of nkr, its economic isolation, an incomplete legal framework, and the underdevelopment of financial and market infrastructures. as a result, many investment projects, including cost-effective and efficient ones, are not implemented.uncertainty associated with the possibility of adverse situations and consequences during the implementation of the project is characterized by the concept of “risk”. the effectiveness of the risk management organization is largely determined by the classification of risk. depending on the main cause of the risk (basic or natural risk), the classification of risks associated with the implementation of investment construction projects provides a favorable basis for a clear and reasonable risk assessment, which is one of the crucial factors in the effectiveness of the risk management process.
central asia experienced major socio-economic shocks during the 1990s, which has increased food insecurity, malnutrition, and poverty. in response, central asia has adopted food self-sufficiency policies. this paper argues that regional and international trade can improve food security if implemented properly. however, a new constraint on food trade has arisen — food safety. using food commodity data and analysis from trade map, this paper analyzes central asia’s intra-region food security policies. evidence shows that food safety practices will affect internal food trade in central asia. finally, a framework for creating a single food market is proposed.

the article analyzes the law on production sharing, which allowed determining the pros and cons of the law for its participants. an analysis of the risks and benefits of using a production sharing agreement for the state and investors has been carried out and recommendations have been made for its use in ukraine.
the article provides an analysis of the development of hotel in kazakhstan for 2015-2018. the study is based on statistical information about results of the work hotels according to data from statistics committee ministry of national economy republic of kazakhstan. moreover, in this article is studied modern innovative approaches to development of hotel in the world, to assess their implementation into practice kazakh hotels. the results of research confirm the improvement of developing of hotel in kazakhstan for 2015-2018 and slow implementation innovative approaches to development of kazakh hotels.
the study is aimed to analyze the dynamic behavior of indicators of the market share of operating systems of mobile devices using the modified lotka-volterra model. using the solution of an optimization problem, the coefficients of a system of differential equations in the case of two and three competitors are estimated on the basis of real statistical data, and special points and properties of data from dynamic systems are investigated. based on the numerical integration of the obtained equations, predictions are made of the market share of mobile operating systems android and ios.
the article has considered the ecological component land use of the automobile transport. the main reasons for the negative impact of land use of automobile transport on the environment have been indicated. their tendency, sources and nature of influence on the use of automobile transport lands have been investigated. the analysis of the harmful in fluence of automobile transport on the vital activity and health of people has been carried out, as well as the data of emissions of harmful substances into the environment have been generated. the dynamics of electric vehicle sales in ukraine has been presented. a comparative an alysis of economic and environmental efficiency from the use of electric cars and cars on traditional types of fuel, on the example of the brand kia soul (electric) and kia soul has been carried out. the pay back period of the use of "green transport" has been calculated. priority directions for increasing the economic and environmental components of the use of road vehicles has been proposed.
the influence of macro- and microeconomic environment to the management of households finance is investigated, and the basic methods and instruments of the management of households finance in the modern terms of the domestic economy are described. the article deals with the identification of additional resources investment as factors for the growth regional product. it is concluded that the importance of the household sector as a source of increasing the volume of investment, the transformation of which investment resources of the economy will enhance the coordination of interests of the population and territory, the conclusion of regional economies on the path of sustainable economic growth.
increase in the level of anthropogenic loading on agro ecosystem, which is the result of an increase in the amount of production of marketable crop production in violation of the requirements for reproduction and preservation of agro resource potential, leads to negative destructive changes in agro landscapes, what threatens agro ecological and food security. under the existing organization of commodity production of crop production there are no trends in the implementation of land-use measures, and the priority is to increase profits, increase in yield, extension of arable land within the narrowing of agricultural land provoke the spread of erosion and degradation processes, reduction of humus stock and land fertility level. implementation of measures for the restoration and preservation of agro resource potential demanding radical changes from scientifically positions. the systematization of agro ecological safety factors will promote the search for optimal organizational and economic decisions, implementation of agricultural land use. the subject of the research is a set of theoretical aspects of improvement organizational and economic conditions of balanced land use and institutional support, which will ensure the formation of environmentally sustainable agricultural landscapes.
investment policy has its peculiarities in agro-industrial complexes. the article analyzes the factors to formation of a favorable investment environment in the food industry, considering combined interests of agricultural, industrial and service organizations, stimulating the investing activity and providing efficiency of investment policy in agro-industrial complexes.
georgia belongs to an economically backward state. gdp per capita per capita is just a little over $ 4000, while the world average is more than $ 10000. it is natural that all possible resources for the economic development of the country should be utilized. one of the assemblies is transport due to the favorable geographical location of georgia. despite this, the contribution of the transport to the country's gdp is very low.the dynamics of recent years decrease in volume of cargo transported to all types of transport, as well as circulating turnover. this can be solved by implementing macroeconomic events such as development of market infrastructure; introduction of modern software packages; perfection of taxation system in its direction and liberalization, improvement of credit and financial system; by establishing a flexible system of business regulation and dispute settlement.

the article has been considered the influence of ecological and economic factors on ecologically safe, rational, economically efficient landing of aviation transport. the analysis of the harmful influence of aviation transport on the adjacent land use, as well as vital activity and health of people in the area of maximum, critical activity of the industry has been carried out. the methods of environmental management of the airport activity have been presented in order to prevent the occurrence and reduction of pollution of the environment by applying the ecological management system - the system of ecological management. possible algorithm of ecological-economic estimation of design decisions in the context of interconnected operation of infrastructure of airline, aerodrome territory and adjacent land uses has been suggested.
the basic constituents of state support of technical update of agriculture of ukraine are considered in the article. the dynamics of expenses of the state budget on agriculture and the structure of basic market levers of state support of physical infrastructure of agricultural enterprises: financial leasing, partial indemnification of domestic agricultural machinery and reduction of prices for credits has been analyzed. monitoring of current problems of granting and the ways of improvement of mechanism of state support have been offered. no doubt that the proper support from the side of the state is the motive force in activation of the process of technical update of agricultural enterprises.
the main objective of this study is to evaluate and analyze the efficiency of the banking system of the republic of moldova. to this end, efficiency is determined by the econometric approach, which is calculated by the ratio between outputs and inputs and can be described as the distance between inputs and outputs. for this purpose, the input-oriented crs efficiency analysis was chosen, as well as the slack analysis of performance in deafrontier software. the intermediation approach has been used in the banks' efficiency assessment. this approach regards the bank as an intermediary of financial services and assumes that banks collect funds for deposits with labor and capital and convert them into loans and other assets.the conclusions of this study consist in the fact that through realized analysis the evolution of the efficiency of the moldovan banking system over the last years, as well as the banks with problems in this chapter, has been highlighted.
tax and customs system is a multifunctional structure, therefore, in order to ensure unified application of the legislation, professional training of staff should be organized by means of guidelines, workshop discussions, qualification trainings and other instruments, which should be attended by the employees of territorial and regional tax and customs authorities. along with implementation of legislative reforms and application of advanced technologies for increase of confidence in tax system and expansion of capabilities, the role of a professional tax officer is of high importance.
the paper highlights the results of applying the methodology of integral convolution of key indicators of economic efficiency of territorial subdivisions of the tax authority of the state: results of tax collection, productivity, cost, dynamics of indicators. the criteria for grouping of territorial tax divisions according to the values of the indicator of effectiveness for the purpose of making tactical and strategic management decisions are formed. the paper formulates recommendations on the use of the proposed approach in goal- setting when making managerial decisions based on the "sigma" management.
this article is devoted to the ongoing reforms in the field of public procurement in the republic of uzbekistan, in particular the adoption of the law “on public procurement”, highlights the main concepts of the law. the system of procurement of goods and services by health care organizations was also studied, emerging problems in the procurement process and methods for their solution were studied. developed scientific and practical suggestions and recommendations.
the article deals with the problem of debt borrowing in the context of a military conflict. it is proved that state borrowings play a significant role in the context of a sharp reduction of state budget revenues caused by military actions. the experience of countries in which military conflicts have reached a logical conclusion, as well as those where they are still ongoing (including in ukraine) are considered. it is substantiated that the accumulation of public debt, in particular the external ones, during the war lays the basis for a long- term debt crisis in the country, which negatively affects the development of the economy as a whole. it is proved that under the conditions of intervention of the international community, the aggressor country may be compelled to pay compensation to the injured party. at the same time, the analysis of modern wars gives grounds to conclude that the vast majority of them are hybrid, and therefore, the country under such conditions will solve the problem of the debt crisis, mostly on its own, using its available resources (raw materials, natural, material, human, etc.).

in crisis conditions of entrepreneurial activity and in the conditions of instability of the market environment, the issue of providing flexibility to the iron and steel enterprises management system becomes of paramount importance in order to optimize their production programs and maximize profitability. the article generates a generalized sequence of phases of the life cycle of iron ore production for specific periods of its operation in certain sectors of the market space. the phases of the life cycle of iron ore products are planned, which are planned to be implemented on priority and, to some extent, unpredictable sectors of the market space.the conceptual provisions of the system of monitoring the situation in the strategic zones of management of the iron ore enterprise have been developed, which allows solving the cardinal issues related to long-term forecasting taking into account adjustment of strategic goals and ways of their achievement in the field of modernization, technical re-equipment, reconstruction, reengineering, reorganization, reforming, restructuring of the iron ore enterprise.
the aim of this study is to test the relationship between inflation and gdp in the ra. before estimating this relationship, we have checked the order of integration of the variables. finally, we can see that there is a negative relationship between inflation and gdp in the ra, at least in the short run, which is consistent with most of the theories that have been developed throughout the years.
an important indicator of the welfare and living standards of the population is the level of the poor population in the given country. as practice shows, in economically developed countries the policy in the population income sphere is one of the key elements of economic management. in countries with transforming economies such as armenia, the problem of population income regulation is extremely topical. in resolving many of social policy issues the need to compare the living standards of families with different structures arises. the work is devoted to the construction of equivalence scales which take into account the actual purchasing power differences of similar incomes in different size households.
