Stemming from the statistical data on tourism trends during 2018-2020 and author’s own methodology of calculating the efficient tourist multiplier, to determine regularities and factors behind the reaction of the leading world economies to the critical fall in tourist services production under the coronavirus pandemic conditions. The research study is based on the statistical analysis of tourists’ spending impacts on the dynamics of nominal GDP in 48 countries of the world and also on the author’s own approach to determining the efficient tourist multiplier (miniplier in this case) as well as on the hypothesis about the accumulating uselessness of tourist services production. We have detected regularities in the dynamics of tourist multiplier as well as in restructuring of tourist services production in the leading economies of the world under the conditions when the tourist market environment was critically worsening. In the research the trends of tourist multiplier for 2018-2020 were determined and also recommendations on modernization of the state regulation system as well as on corporate strategizing were offered, taking into account the author’s methodology of measuring the tourism efficiency multiplier (miniplier) and accumulating uselessness of tourist services production under crisis.

Under the conditions of the pandemic, the issue of support for small and medium-sized enterprises becomes especially relevant, since they are the ones that suffer financial losses more than other enterprises in the period of restrictions and reduction of the purchasing power of citizens. Most often tax measures of support and direct payments from the state are considered, in our article we will talk about property measures that have a significant impact on the stabilization and development for existing entities and sustainable formation for start-up entrepreneurs. The article uses both statistical analysis, including within the boundaries of the federal district, and sociological research that complements and specifies statistical data. As a result, the main problems of providing measures of property support were identified, which will allow the authorities and development institutions to adjust their policies and instruments.

The article raises such an acute problem as the disproportionate change in population growth with rising inflation. The relevance of this problem cannot raise any questions. Sometimes people ask the question: “Why is there not enough money for food, although, relatively speaking, it was enough before?” The economy of our country is going through difficult times. The fall in world oil prices has an impact on the Russian ruble, which is especially important in connection with the latest developments in the world. These and other questions are devoted to issues related to the growth of the population of the Russian Federation, and the opportunity to buy them. The research base is the website of the Federal State Statistics Service, which should use personal observations and knowledge. In preparing the articles, methods of correlation analysis using group statistical data were applied and the regression model was built on their basis. The authors proposed ideas for solving global problems in the entire economic system of the Russian Federation.

The purpose of the study is to analyze the current state of the youth labor market in Kazakhstan and its main indicators, consider and assess the mechanism of functioning of the system of state support for youth employment; also in reviewing the possibilities of government programs aimed at combating unemployment, including youth unemployment resulting from the COVID-19 pandemic.The research methodology includes statistical and economic, dialectical and comparative methods that were used in writing this scientific article. Since statistical and economic methods are a set of methods used in a comprehensive analysis of the dynamics of the development of certain economic processes, in this article, using the method under consideration, indicators of youth employment in Kazakhstan were grouped, statistical information was developed and analyzed, and also with the help of graphs and diagrams, the analysis results are displayed and assessed the state of the youth labor market. And with the help of the dialectical method, the state of development of economic processes in the labor market, in particular the relationship and interaction between the elements of the mechanism of state support was revealed. Using the comparative method, a comparative analysis of the indicators of the youth labor market and the experience of the functioning of the mechanism of state regulation, as well as the dynamics of changes in the indicators of youth unemployment over a five-year period was carried out.The originality / value of the study lies in a comprehensive analysis of youth employment indicators in Kazakhstan for 2015-2019 and an assessment of the mechanism for the functioning of state programs and other elements of the state regulation system aimed at supporting the youth labor market in the context of the COVID-19 coronavirus pandemic.Findings - main focus andfindings of the article. The research results are related to the analysis of the main indicators of the youth labor market in Kazakhstan and the identification of the main priorities of social policy aimed at improving the system of state support for youth employment.

An urgent task in the field of public administration of non-banking financial services markets is to improve the regulation of the insurance market. On the example of the insurance services market, the problems of the functioning of the financial market regulation system are highlighted. Suggestions for its improvement are presented to increase the competitiveness of these markets. The development of the Ukrainian insurance market after 2015 to the present has a positive trend, which indicates the effectiveness and managerial ability of the state regulation system. The indicators of the state of the insurance market of Ukraine in comparison with similar indicators of such markets in the countries of the European Union are considered. The dynamics of concentration of the insurance market of Ukraine over the past 15 years has been analyzed. The main trends in the development of competition in this financial sphere have been identified. The necessity of state regulation of the concentration of the insurance market is substantiated. Views on the methodology and tools used in the study of the concentration and competitiveness of the insurance market are presented. Suggestions for improving the methods are given. It is shown that from 2012 to 2019 the Herfindahl - Hirschman index for risky types of insurance and for the insurance market as a whole has been increasing. It is established that according to the gradation of financial market concentration levels using the Herfindahl - Hirschman index, the insurance market of Ukraine corresponds to the degree of low concentration. According to the value of the Herfindahl - Hirschman indicator, the concentration of the life insurance market during 2003 – 2019, with the exception of 2015, is moderate. But the total share of gross insurance premiums collected by the three largest insurance companies in 2017 – 2019 exceeded 50 % of all gross insurance premiums. According to the Ukrainian law, such a market is considered a monopoly. It is shown that when analyzing the state and development of the insurance market of Ukraine, it is advisable to supplement the values of the Herfindahl - Hirschman index with corrective coefficients that take into account regional characteristics of the market, types of insurance, additional indicators of its functioning efficiency. Measures are proposed to accelerate the development of the insurance market of Ukraine by improving its regulation system.

The world is struggling to combat COVID-19 pandemic, which is caused by the SARS-CoV-2 virus. The pandemic has affected millions of people all across the globe since the first case has been reported in the Wuhan city of China in December 2019. India is the second most affected country in the world with more than 8.5 million confirmed cases (as of 10 November 2020) after USA. India is facing an unprecedented crisis due to the pandemic, leading to the Nation’s economy to a near standstill. The share of COVID-19 confirmed cases in six most affected States of India is approximately 60 percent. The analytical research tries to assess the impact of COVID-19 through spatial-statistical analysis for the state of Uttar Pradesh, which is one of the most affected states by COVID-19 in India. The detailed analysis has been carried out at district level. The impact of pandemic is more in regions (or districts), which are either having metropolis or airports along with high population density and growth rate during the last decade. Furthermore, inadequate number of health infrastructure facilities and low number of testing are some of the major factors making the situation worse in India. The spatial-statistical analysis enables to understand the pattern of spreading of disease by identifying the hot-spot areas, perceiving the trend of transmission of disease spatially, and understanding the extent of the pandemic over a period of time.


Turkey has a high level of competitiveness and prerequisites for reaching the leading positions on the world stage of tourist services. It is a result of the effective state tourism policy, which ensures the stable functioning of the organized national market of the tourism industry. Therefore, the analysis of the state regulation of the tourism sphere based on the experience of Turkey is relevant and can contribute to the overcoming of the disadvantages and to the development of strong and unique aspects of tourism national market.The subject of research of the article is the state regulation of tourism in Turkey, which can become an example for the development of tourism in Ukraine. The goal is the analysis of the state regulation of the tourism sphere in Turkey and the development of proposals for improving the state tourism management policy in Ukraine. The objectives are to research the tourism development and the state regulation in Turkey and Ukraine, to determine the possibilities of adaptation of the Turkish Republic experience in practice of the domestic tourism. General scientific methods are used, such as system analysis – to determine the peculiarities of the state regulation of tourism in the Republic of Turkey and in Ukraine, comparative analysis– to characterize the recreational resources, tourism infrastructure, statistical analysis– to review the dynamics and patterns of the tourism development in Turkey and Ukraine.The following results were obtained: on the basis of the analysis the problem aspects and the priority orientations for the reorganization of mechanism of the state tourism regulation in Ukraine based on the experience of Turkey were identified. Conclusions: the experience of the state regulation of the tourism sphere in Turkey should be used as recommendations for determination of the modernized strategy of Ukraine in the world tourist market.

The article is aimed at defining the theoretical aspects of managing the economic security of the insurance services market of Ukraine, searching for ways to develop special practical recommendations to solve the outlined problem. In the context of transformational changes and globalization metamorphoses, the issue of ensuring a high level of economic security of the insurance services market in Ukraine is one of the priorities. The article discusses the risk factors influencing the provision of a high level of economic security of the insurance services market of Ukraine, analyzes the mechanisms for managing the economic security of the insurance services market. Particular attention is paid to the characterization of models of the State regulation of economic security of the insurance services market of the countries of the world, which helps to form the main emphasis on the state of development of the insurance services market of Ukraine. The practice of developed countries of the world indicates the inadmissibility of such a mechanism for ensuring economic balance as insurance premiums, and the need to focus on the formation of insurance reserves. Based on the practice of the developed countries of the world, it is advisable to summarize the mechanisms for ensuring the economic security of the insurance services market as a single system, monitoring of which will ensure systematic economic development, quick managerial decisions in transformational conditions and attraction of investment funds for long-term strategic planning. In addition, the article draws a parallel between ensuring a high level of economic security of the insurance services market and the development of the Ukrainian economy in the context of a rapid change in external influence factors, involving priority mechanisms for ensuring the long-term investment development of the country. The main directions of improvement of the State regulation of economic security of insurance services market are proposed.

Ensuring public administration of national security is currently gaining extreme significance as seen from the perspective of geopolitical transformations. The addressed issue is particularly relevant and calls for a thorough and systematic research, in view of the global economic crisis, the fight against the COVID-19 pandemic and the global geopolitical transformations and threats that have swept over the world during the recent decade. Despite the sound regulatory framework for public administration in the field of national security and the existing mechanisms of state regulation therein, the effectiveness of public administration in protecting national interests and ensuring the security of individuals, society and the state from external and internal threats requires further enquiry. That said, public administration of national security encompasses the mechanisms to ensure the safeguarding of vital interests of man and citizen, society and the state, and accordingly the sustainable development of society, prompt detection, prevention and neutralization of real and potential threats to national interests. Transaction costs in the public sector are an understudied topic that can improve the understanding of governance processes within the public authorities and provide criteria for evaluating their effectiveness. The purpose of this study is to outline a certain theoretical framework, in particular the essence and types of transaction costs in the public sector. It is done in order to provide a basis for later empirical research. The author uses the analogy method of transferring existing theoretical findings from the context of the firm to the context of public authorities; the synthesis method in the process of transforming various theoretical concepts that consider the relationship of the state and transaction costs into three basic models of the perception of public authorities; the method of analysis in the process of identifying the various structural components of the transaction costs of public authorities. The results of the investigation allow us to distinguish state and municipal transaction costs within the concept of public transaction costs. All of them contain political, economic and institutional transaction costs. It is proposed to consider internal (constitutive transaction costs and costs of exploitation of the public system) and external (regulatory) transaction costs within the framework of institutional transaction costs. The well-known classifications of transaction costs, which were mainly proposed in relation to the private sector, but can be used in other areas, in particular in relation to public power, are considered: ex ante and ex post costs; explicit and implicit transaction costs; measurable and unmeasurable. It is also suggested to introduce the concepts of single and integral transaction costs. This section provides a new approach to the process of evaluating transaction costs, not only for the public sector, but also for the private sector. The classification of public transaction costs proposed in this study is the basis for later discussions of this topic in academic circles and in the educational process, as well as the basis for quantitative and qualitative evaluation of public transaction costs.
