The Vilyui-Markhinsky dike belt (VMDB), which was formed as a result of Devonian rifting on the eastern margin of the Siberian Platform, is the marginal part (area of scattered rifting) of the Vilyui paleorift structure. The Nakyn field is located in the central part of the belt, but is controlled by an independent system of NNE-trending tectonic faults. The belt dyke intrudes the Nyurbinskaya kimberlite pipe. On their contact, specific breccias were formed resulting from the interaction between degassing products of basic magma with kimberlites. The typical zonality of the dyke endocontact indicates a later dyke introduction. Dolerite dikes thermally metamorphosed breccias in which high-temperature neoplasms of andradite, Al-lizardite, and clinochrysotile were generated. VMDB basites represent a single association, in which two series of rocks are distinguished: moderate-titanium (TiO2 ~ 2.5 wt. %) with normal alkalinity and low P2O5 content, and high-titanium (TiO2 ~ 4.4 wt. %), occasionally with moderate alkalinity. The differences in the dike composition are insignificant and are the result of natural variations in the composition of individual bodies. 40Ar/39Ar dating of the VMDB basites, the method characterized by the best results convergence, shows that they formed in a narrow timeframe corresponding to the Upper Frasnian – Famenian stage of the Upper Devonian (368.5 to 376.3 Ma). The location of the Nakyn field basites and kimberlites is controlled by faults of various types, orientation and age. Kimberlites formed first, and VMDB intrusions followed.

Abstract The paper discusses the problem of stabilizing the level of greenhouse gases and a political approach to its solution. International agreements and their impact on the economies and ecology of countries are presented. The documents submitted in accordance with the order dated November 8, 2018 No. 661 “On the approval of statistical tools for the organization of the federal statistical observation of atmospheric air protection by the federal service for supervision in the field of environmental management” in the period from 2018 to 2020 were analyzed. The dependence of the reduction of emissions of pollutants into the atmosphere is correlated with the measures taken by the government of the Russian Federation to adapt to climate change. The analysis of methods of accounting for the absorption of greenhouse gases from the atmosphere by such countries as Canada, the USA, and Russia is carried out. The disadvantages and advantages of the methods of accounting for carbon sequestration by forests and their influence on the research results are listed. It is concluded that it is necessary to develop an effective methodology for accounting for the absorption of greenhouse gases from the atmosphere by forests to create an independent system for accounting for the level of greenhouse gases, as well as Russia’s entry into the international quota market, which will ensure the development of the economy and projects for improving the environment.

Language as a means of implementing the speech process is an independent system with its own structure. In the context of our research, the concept of M.I. Zhynkin (1958) on the grid distribution of information in the grammatical space, which explains the mechanism of perception and awareness of speech. It is important for us to conclude that the sooner a direct connection is formed between the conceptual system and the basal ganglia, the better the child's awareness, assimilation and use of grammatical categories. To organize the normal functioning of speech requires a complex coordinated work of millions of neural elements of the brain, which are included in its various parts. It is proved that after ten years the ability to develop neural networks necessary for the construction of speech centers it disappears. The problem of forming grammatically correct speech in preschool children can be solved quickly and efficiently if you intensify the interaction of different analyzers. It is proved that the sensory information complex consists of auditory, visual and tactile images, which, complementing, amplifying each other, increase the number of useful signals, expand the speech space, which, in turn, limits the choice of adequate speech pattern during acquisition, perception and oral awareness. Children's learning of the elements of the grammatical system of language is influenced by two main factors, namely: the dependence on the simplicity or complexity of the language phenomenon and the degree of its communicative significance. The formation of grammatically correct speech (morphology, word formation, syntax) is based on a certain cognitive development of the child.

The concepts of diplomacy and foreign policy are directly connected. Continuing events on the world stage and the interaction of political figures (heads of state and diplomatic workers) lead to the formation of a common international situation. The current general international situation has a significant effect on the foreign policy of countries. Diplomacy is a key tool for the successful conduct of the foreign policy of each active participating state. Foreign policy significantly affects the independent system of law governing interstate relations, while diplomacy helps to formulate general international rules for this system. In this respect, the relationship of the concepts under consideration is clearly expressed. In the course of the study there are lexical units of the semantic field “diplomacy” and “foreign policy” were selected from Russian and English dictionaries with political and diplomatic designations; there was studied and verified the material in the form of diplomatic documents, protocols and international agreements.

AbstractWe consider a non-negative and one-homogeneous energy functional $${{\mathcal {J}}}$$ J on a Hilbert space. The paper provides an exact relation between the solutions of the associated gradient-flow equations and the energetic solutions generated via the rate-independent system given in terms of the time-dependent functional $${{\mathcal {E}}}(t,u)= t {{\mathcal {J}}}(u)$$ E ( t , u ) = t J ( u ) and the norm as a dissipation distance. The relation between the two flows is given via a solution-dependent reparametrization of time that can be guessed from the homogeneities of energy and dissipations in the two equations. We provide several examples including the total-variation flow and show that equivalence of the two systems through a solution dependent reparametrization of the time. Making the relation mathematically rigorous includes a careful analysis of the jumps in energetic solutions which correspond to constant-speed intervals for the solutions of the gradient-flow equation. As a major result we obtain a non-trivial existence and uniqueness result for the energetic rate-independent system.

The purpose of the article. To advance arguments for the coherence of the fundamental concepts in the theories of bibliopsychology by Mykola Rubakin and information metabolism of Anthony Kempinski and therefore to justify the feasibility of complex-systemic use of these theories to stipulate the latest holistic epistemological doctrine. The methodology of the research implies the application of general scientific and special methods, namely: conceptual logical-notional analysis and synthesis on the basis of analytical-synthetic processing of information; logical and system approaches based on the comparative method. The scientific novelty of the work lies in the actualization of the theories by M. Rubakin, A. Kempinski through positioning them as coherent, in particular, by establishing relationships between them at the level of individual aspects of the creation and functioning of terminology, basic conceptual elements and postulates of a holistic independent system as correlates; hence it aims at expanding ideas about the importance of these concepts for the formation of the latest disciplinary matrix of the system of social communications, modernization of higher library-informationeducation, improving the practical activities of information and library sphere. The phenomenon of coherence in the system of modern scientific discourse is presented as a promising methodological concept used by various scientific communities, given the current trend towards complex systemic interdisciplinary research. Conclusions. The comparative analysis of the theories of bibliopsychology and information metabolism has proved their coherence at the level of original term compounds and fundamental concepts. Moreover, the study established the prospects and feasibility of individual special studies aiming at systematization and synthesis, which will ensure the future integration of other related concepts and theories, as well as create a general synergy effect in the study of cognitive theory.Key words: bibliopsychology, information metabolism, coherence, utilization of bibliopsychological values, mnemonics.


A visually impaired person can identify the shape of an object by the sense of touch but to recognize the colour and pattern of a textile would require the assistance of a helper. The paper proposes a system which can assist a person with visual disability in real time. The proposed system will be able to detect both the colour as well as pattern of the textile. For pattern detection, Hough line transform is implemented and for colour detection k-means clustering algorithm is implemented. Both used together can detect the colour and pattern, thus making the user independent of assistance of another. The system can detect patterns such as plain, vertical stripes, horizontal stripes, diagonal pattern and checks. Also the system detects the entire range of colours and the colour range is not limited. The main scope is to build an independent system which will be self-sufficient. The system also converts the identified data to audio for assistance to the visually impaired.
