The article examines a problem relevant to the national security of the state, the possibility of applying economic and mathematical models to predict the prospects for the development of the space industry. In modern conditions the, space industry is seen as the basis for innovative development and economic security of the state, which is the driving force of economic development. After all, in order to sustainably develop the economy and achieve the indicators planned by the government, it is necessary to have a clear idea of the mechanisms and function of the system as a whole and its individual parts. That is why competent forecasting of the main indicators of the development of the space industry with the identification of key factors influencing it is especially relevant at the present stage. Forecasting of indicators, based on the construction of economic and mathematical models of industry development. It is determined that the construction of this model begins with the development of a specification of the model, which includes a verbal description of the study, followed by a presentation of the process of its operation in the form of mathematical formulas. It is important to clearly formulate and define the problem, as well as to identify all the factors and patterns that characterize the functioning of the system. Economic and mathematical models can increase the efficiency of the planning system of the industry and increase the accuracy of the process of forecasting its development. The successful development of the space industry today becomes a necessary condition for preserving national sovereignty both in the military-political aspect and in the field of information security.

In modern conditions of functioning of the market economy, in the era of development of globalization and globalization processes, the prevalence of international relations, the spread of various forms of international capital movement, in particular foreign direct investment, an important place is occupied by investment activities and policies implemented by the state within the framework of the latter. It is difficult to overestimate the importance and role of investment, because world experience shows that the effective development of business entities, and therefore the country's economy as a whole, cannot be imagined without making investments. Therefore, the government of almost any country in the world is focused on creating a favorable investment climate. The article defines the theoretical foundations of investment security of the state: the essence of the concept is outlined, the principles on which investment security is based, its place and role in the state's economic security system are justified. Qualitative and quantitative criteria for a comprehensive assessment of the state's investment security are presented. The calculation and analysis of the main indicators – quantitative criteria of investment security: gross accumulation of fixed capital; the degree of accumulation of fixed capital; the ratio of the cost of newly introduced fixed assets to the volume of capital investments is carried out; the ratio of net growth of foreign direct investment to GDP; the size of the Ukrainian economy as a percentage of global GDP. The dynamics of the total volume of foreign direct investment in the Ukrainian economy in the context of world countries is analyzed. The main investor countries that ensure the receipt of the largest volumes of investment flows to the Ukrainian economy are identified. Ukraine's place in the World Bank's “Doing Business” rating over the past ten years has been demonstrated. The positive dynamics regarding Ukraine's place in the World Bank's “Doing Business” rating and the main factors that influenced such positive changes were noted. The investment climate of the state is assessed and possible measures are proposed to improve the mechanism of managing the state's investment security.

Economic security is an important system-forming element of the country of laws and the well-being of the population. The negative phenomenon of crime has a significant impact on all processes taking place in the socioeconomic sphere. The purpose of the study is to determine the degree of influence of criminal activity in the economic sphere of society on the state of economic security of the Russian Federation and the southern regions of the country in particular. The study is devoted to the search of ways to prevent crimes in the economic sphere, as well as ways to improve the investigation methodology. The methodological basis of the study is presented by the methods of formal logic (analysis, synthesis and analogy), general scientific (comparison), and specific methods of cognition (statistical method, typology method). As a result of the structural analysis of the state of economic and corruption crime in the Russian Federation and Krasnodar Krai in particular, the specific vectors of its influence on the living standards of the population and accordingly on the economic situation in the country have been determined. The trend in recent years, on the one hand, is characterized by positive dynamics in the form of a decrease in the total number of committed crimes. On the other hand, the proportion of economic and corruption crimes in the structure of the total number of officially registered crimes in Russia is characterized by growth. In addition, the damage caused by crime types under analysis also grows annually. This negative trend of illegal acts in the economic sphere damages the entire organizational and managerial activity of the government and negatively affects the state of national business. On the basis of the results of the study, specific measures which prevent economic and corruption crimes are proposed, the use of which will help to achieve the necessary level of economic security of Russia as a country with a well-developed infrastructure and an attractive socio-economic climate. Besides, the use of these measures will contribute to the normal functioning of the government machine and achievement of a high level and standard of living of the population.

Effective counteraction to corruption at all levels is not possible without the symbiosis of such components as influencing the causes and conditions of corruption, creating systemic anti-corruption legislation, its effective application to all without exception manifestations of corruption in all levels of state power. However, such a symbiosis can only produce a positive result if the political will of the state leadership is available. I would call it a "conditio sine qua non" (a condition without which there is) overcoming corruption in the country, because in Latin "conditio sine qua non" means "a necessary condition", a necessary condition for the result. Political will in combating corruption is not only the will of the political leader (head of state) as an individual, but also the will of individuals from his immediate environment. Only political will is capable of ensuring the effectiveness of all other necessary components of counteracting corruption. The political will of the leadership of the state is a conditio sine qua non of minimizing corruption in the country, that is, a condition without which effective counteraction to corruption and corruption crime in Ukraine is impossible. The presence of political will is a prerequisite in the chain of others who are not capable of effectively preventing the spread of corruption in the absence of political will of the government. No other political conditions, economic, social or legislative levers will succeed in reducing corruption. Therefore, a promising direction for further research on this issue is the development of a scientifically sound mechanism for political influence of the government on the effectiveness of anti-corruption measures in Ukraine.

Abstract. At the current stage of social and economic development the issues of the national security and its public and legal regulation, both externally and internally, are becoming more urgent. The national security supports the very existence and development of man, society and state. And the balanced state policy as well as the efficient legal regulation plays an important role in this process. The fundamental principles of the legal and regulatory environment in Ukraine are defined by the Constitution of Ukraine, the Law of Ukraine on National Security, and other legal-regulatory and international acts. And the most significant component of the national security is the economic security influencing all life spheres of a person and the whole society. The economic security is the basis of economically effective state and a necessary condition for its sustainable development. The economic security is provided at the national and international levels. At present the economic security is primarily defined by internal threats, such as uneven economic development of some territories, decline in certain industries, low living standards, etc. The analysis of the social and economic state of Ukraine clearly demonstrates that reasons for threats to the economic security of the country are of a regional nature. The appropriate level of security can be maintained by a complex system of measures aimed at improving macroeconomic performance of the country, which positively influences the local social and economic systems. An appropriate level of the economic security can be reached by implementing a system of organizational and legal measures, including economic, legal, organizational and managerial, which are enforced by competent authorities and local governments by means of various forms and methods of the state legal regulation in order to ensure rights of man and citizen, improve the living standards, and achieve sustainable development of the state. Introduction. Nowadays, the formation of a policy of the energy-efficient economic activity is a necessary condition for revival of the national production, growth of innovative attractiveness, sustainable development, as well as achieving the European standards for energy security. Development of mechanical engineering based on implementing the energy conservation policy and using the energy-efficient policy will benefit domestic enterprises under a competitive environment. Purpose. The article’s purpose is to analyse the state of domestic mechanical engineering, as well as to reveal opportunities and prospects for enhancing energy efficiency and ensuring energy security. Methodology. The methodological basis of the scientific paper encompasses fundamental provisions of economics, scientific cognition, the general scientific principles, and historical and system approaches to studying a matter of the formation and development of energy conservation and energy efficiency in the industry of mechanical engineering. Results. The article examines the state and indicators of development of the industry of mechanical engineering, as well as prospects of implementing the energy conservation policy. The authors have analysed directions of investment support of enterprises. The authors have determined factors conducing to activation of the government activity for ensuring energy security of enterprises of the industry of mechanical engineering. The authors have proven that the latter is a foundation of the economic potential of the country, since the state of socio-economic development of Ukraine depends on a level of efficiency being inherent to the activity of enterprises operating in this industry.

The purpose of the study is to identify the features of state and legal views of L. Lukyanenko through the prism of modern state formation. Methods. The priority research methods were: historical and legal - used to understand the evolution of L. Lukyanenko's ideas about the state and law and the connection of ideas with state-building and law-making activities, specifically-search - in analyzing, updating and classifying archival and printed sources, formally -legal method was used in the study of theoretical and legal heritage of L. Lukyanenko. Results. The main provisions of the state and legal views of L. Lukyanenko are revealed. Determinants among them are the idea of the priority of man over the state and the limitation of the functions of the state to resolve disputes in the field of human rights, democracy is a balance between the people and the government. Democracy is a necessary condition for the formation of civil society. The latter is formed on the basis of structuring society. Especially in a democracy, there are strong political parties that represent the interests of different social groups and to some extent limit power. Scientific novelty. The article examines L. Lukyanenko’s views on the state and law. Determinants of state and legal views are the idea of national elite, democracy and civil society, based on the concept of limited role of the state in favor of natural human rights, and the priority of international human rights law over national. The study shows L. Lukyanenko’s views on the formation of civil society and a democratic state. Practical significance. The problems considered in the work can contribute to the further study of state and legal views of L. Lukyanenko, will help to fill the "Ukrainian historical content" of such categories of legal science as "state", "democracy", "civil society".

A brief survey of the history of planning shows how both the early days of planning, based in health and housing concerns, and the formation of the planning system in the early twentieth century were entwined in ideological struggles over the role of the state and the attitudes to property. The operation of that system has been equally saturated with ideological pressures. A brief study follows of the 2010-2015 UK government, as a case example of approaches to analysing political and ideological influences on the making and implementing of planning policy. It is shown that this government’s attitude to planning was dominated by its ideological agenda of cutting back the state, with a sub-agenda of a form of localism. The importance of pressure politics and electoral politics is also illustrated, at times not in full synchrony with the wider ideological drives of the government.

The authors identified significant obstacles both from the business and from the government side, which pose a threat to economic security. The conceptual paradigm of the work is that the modernization of the regulatory policy of the state strengthens the relationship and interdependence between the structure of the economy and the institutional basis, the quality of institutions. In these conditions, public investment management becomes a necessary condition and general goal of socio-economic development. That is, structural changes supported by public investment management institutions ensure economic growth, and their implementation is regulated by the criteria for ensuring the economic security of the state. It is proved that the management of public investments is a multifaceted category that reflects socio-economic phenomena and is considered as the motive and goal of the macrosystem functioning; the level of autonomy (independence) of the state of the economy, at which the achievement of the aggregate vector of interests of the structural elements of the macrosystem is ensured; a qualitative characteristic of the economic system, which makes it possible to assess its viability in the face of transformational changes. The study of the structure of the economy, the direction of its progressive changes are still based on sectoral technological and economic aspects without taking into account the strategic prospects and security of the development of the socio-economic macrosystem of the state. The imperfection of the institutional support of structural adjustment makes it impossible to strategically program structural changes as an integral component of structural policy. In general, in the context of radical structural and institutional transformations, the role of the public investment management system is significantly increasing. The applied set of threshold values of public investment management indicators as imperatives for the functioning of the economy at the meso level of the hierarchy should be complemented by a methodology for their determination and substantiation of effective measures and methods for their provision. The study of the problems of public investment management is associated with the development of theoretical foundations and the definition of economic and institutional aspects of public investment management in the context of updating the levers of state regulatory policy, in particular, in the context of participation in the processes of global economic integration.
