This research aims to know the message management strategy conducted byDiskominfo Bogor City in managing COVID-19 data through social media. Messagemanagement is carried out so that the message to be delivered can be understood andthere is no misperception to the people of Bogor City. Government public relations takesa role in managing messages, with the strategy of managing messages before themessage is published minimizing unwanted things happening.In conducting this research using qualitative research approach and the methodused is descriptive method. The techniques used in compiling this research areobservation, interview, and documentation. Technical data analysis used is the technicalanalysis of interactive data, consisting of data collection ( data collection), data  reduction (data reduction), presentation of data (data display), and conclusion (conclusion).Based on the results of the research that the message management strategy used is an informative management technique and a persuasive management technique. This strategy is carried out by Diskominfo Bogor City to build understanding to the public on information or news published through social media. The conclusion of this study is Diskominfo Bogor city conducts several message management strategies to manage COVID-19 data uploaded to social media Diskominfo Bogor City in order to achieve its goal in delivering messages to the people of Bogor City.

<p class="0abstractCxSpFirst">Long Term Evolution (LTE) of (Universal Mobile Telecommunication System) is one of the modern steps in series of mobile telecommunications systems. That appears to be a strong technology that meets the requirements of fourth-generation (4G) mobile networks and supports authentication and encryption mechanisms between User Equipment (UE) and Message Management Entity (MME). This paper provides an overview of the three most important algorithms that are considered the heart of LTE cryptographic algorithms (SNOW3G, AES, and ZUC) and a comparison between cipher key length and initial vector length to generate keystream depending on the structure used for each algorithm as each algorithm has a time of complexity and space of complexity that differs from the other security algorithm.</p><p class="0abstractCxSpLast"><strong> </strong></p>

Instagram ussage is often used as a tool to deliver messages to public, such as to build brand awareness with eWOM (Electronic Word of Mouth), who created by user comments about products or services posted. Purpose of this study are to find out how social media team manage an information for create brand awareness and how public awareness about that content. Using message management theory and brand awareness, this study use a constructivist paradigm with a case study method. The researcher used in-depth interviews with 3 informants of Kemenko PMK instagram and 15 followers. Technical analysis with data reduction, data display, decision making and verification. Data validity checking techniques with triangulation source. The results showed that managing Instagram, Kemenko PMK team was not carry out their duties effectively so instagram is not interactive and not interesting, so public does not know the roles, functions and tasks of Kemenko PMK because the lack of information provided. The suggestion is to be able to set audience and content strategy, implement copy writing, reproduce interesting content and make Instagram as 2-way social media communication.

VxWorks operating system provides the technical foundation for the products development of DC protective measurement and control device for mass transit. According to technical requirements of products of DC protective measurement and control device for mass transit, this paper set up software and hardware implementation scheme and deeply analyzed the key technology such as task function division, message management, interrupt management and protection task realization.The successful application experience of this technology scheme has the guide meaning for the development of the similar products.

The framework of Struts2, Spring2.5 and Hibernate3(SSH2) was discussed and used to design and implement a network forum system. The system used the MySQL as the back-end database and adopted the reflection mechanism provided by the Spring framework to load the data access layer and introduced the AOP thinking to manage users rights. It also used the AJAX and the JQuery technology to provide users with a more accessible experience. The forum according to different rights of the users provides the functions of user management, resource management, post management, information search, forum management, message management, etc. It achieves a practical network platform for the university students to learn and communication.
