Investing in education is the basis for the advancement ,prosperity and advancement of individuals and societies everytime and any where this is confirmed in practice by the experiences and policies of countries that focused on their path and development strategy and the priority of investing in people in general and education in particular . There is no doubt that education has an important role in building society ,whether it is related to graduating students and scientific competencies needed by society or to contribute to the formulation to the formulation and drawing of social and economic development plans and since the human element is one of the basic and important elements upon which development policiiesin all societies depend . Here highlights the importance of preparing and preparing human elements,and this can only be done through successful education as the conttibution of education to the development process depends on the quality of the human cadre and extent of its scientific validity to the requirements of society and its aspirations in terms of training ,qualification and training which directly reflected in achieving the desired development. In light of this ,education is an investment in human capital ,it brings benefits many are economic and uneconomic for individual and society as awhole. Among the benefits of education for individuals istheir high incomes in the labor market ,raising rates of economic growth, reducing poverty levels ,and achieving fairness in the disttibution of wealth ,this is called ( the monetary return )from education .on the other hand , education actualiy contributesto achieving many non – material gains that are no less than their material counter parts ,such as improving healthy behavior and good social and healthcare and the socialization of children ,and reducing crime and reducing rates and its spread and achieve harmony and social harmony among individuals ,preserving the environment and promting the values of good citizenship , and this is called a non- monetary return. A development charge is a one-time fee that municipalities in Ontario levy on developers to recover growth related costs associated with new development. In Toronto, development charges have increased rapidly amongst surmounting fiscal pressures for growth related capital infrastructure. Research has found that development charges put an upward pressure on housing prices (Ihlanfeldt & Shaughnessy, 2004; Ihlanfeldt & Shaughnessy, 2006; Bryant, 2017), increase the cost of existing housing, (Sishir, 2007) and reduce local economic development activities (Ihlanfeldt & Shaugnessy, 2004; Jones 2015). This paper argues that future increases to development charge rates in the City of Toronto work counterintuitive to its planning policies. The recommendations provided are based on the idea that municipalities must carefully consider the impacts of high development charges alongside planning policy objectives that they aim to achieve. Abstract Development of Android-based Mobile Learning Media with Ispring Suite in Electrical Motor Installation Subjects Class XI Department of Electrical Installation Engineering at Imelda Private Vocational School Medan, 2020. This study aims to find out the design of a media Development of Android-based Mobile Learning Media with Ispring Suite in Electrical Motor Installation Subjects Class XI Department of Electrical Installation Engineering at Imelda Private Vocational School Medan and test the feasibility of Android-based Mobile Learning learning media designed as a learning medium for students. This research was conducted on grade XI students of TITL SMK Swasta Imelda Medan in the 2019/2020 school year. This research was tested to lecturers and teachers. The procedure of developing Android-based learning media in the subjects of installing a simple building electric motor installation packaged in the form of interactive softcopy/CD software is carried out using the R&D method of ADDIE development design. As well as the media feasibility validation processAbstract must reflect the overall substance of the article content and be able to help readers determine its relevance to their interests and decide whether to read the document in its entirety, esearchers use the ADDlE method in research and development. The results of this study showed the validation of the poll of media experts with an average of 4.20 interpretations is very good and very worthy to be used as a medium of learning. Validation of material experts (content experts) with an average of 4.72 interpretations is very well used as a medium of learning. Penelitian ini bertujuan untuk mengetahui rancangan sebuah media Pengembangan Media Pembelajaran Mobile Learning Berbasis Android dengan Ispring Suite pada Mata Pelajaran Instalasi Motor Listrik  Kelas XI Jurusan Teknik Instalasi Tenaga Listrik di SMK Swasta Imelda Medan dan menguji kelayakan media pembelajaran Mobile Learning berbasis Android yang dirancang sebagai media pembelajaran bagi siswa. Penelitian ini dilakukan pada siswa kelas XI TITL SMK Swasta Imelda Medan tahun ajaran 2019/2020. Penelitian ini diuji cobakan kepada Dosen dan Guru. Prosedur pengembangan media pembelajaran berbasis Android pada mata pelajaran memasang instalasi motor listrik bangunan sederhana yang dikemas dalam bentuk software softcopy/CD interaktif dilakukan dengan menggunakan metode R&D desain pengembangan ADDIE. Serta proses validasi kelayakan media, peneliti menggunakan metode ADDlE dalam penelitian dan pengembangan (Research and Development). Hasil penelitian ini menunjukkan validasi angket ahli media dengan rata-rata 4,20 interpretasi sangat baik dan sangat layak digunakan sebagai media pemebelajaran. Validasi ahli materi (pakar konten) dengan rata-rata 4,72 interpretasi sangat baik digunakan sebagai media pembelajaran. Validasi user dengan rata-rata 4,16 interpretasi sangat baik dan sangat layak digunakan sebagai media pembelajaran. Kata Kunci: : Pengembangan, Media Pembelajaran, Instalasi Motor Listrik

Abstract The purpose of this research is to develop a Prototype Traffic Light Microcontroller based on Arduino Mega. This research was conducted in class XI TAV SMK Negeri 1 Percut Sei Tuan. This development research uses the Borg and Gall research model adapted from Sugiyono. Product data is in the form of qualitative data obtained from suggestions from media experts and practitioners and in the form of qualitative data from media experts and practitioners. The results of the study are: (1) Making the Prototype Traffic Light learning media the steps include making the product design developed, collecting supporting materials, finishing, protootype assessment by media experts and practitioners, product revision. (2) The results of the feasibility of the Ttraffic Light Prototype are as follows: the assessment of the Prototype by the media obtained a score of 90.25% in the very feasible category, the Prototype assessment by the practitioner obtained a score of 93.5% with the very feasible category. (3) The results of the eligibility of the Job Sheet Prototype by the practitioner obtained a chord of 92% in the very feasible category. Key Words: Development of traffic light prototype, Arduino mega, R&D AbstrakPenelitian ini bertujuan untuk mengembangkan Prototype Traffic Light Mikrokontroler berbasis Arduino Mega. Penelitian ini dilakukan  di kelas XI TAV SMK Negeri 1 Percut Sei Tuan. Penelitian pengembangan ini menggunakan model penelitian Borg and Gall yang diadaptasi dari Sugiyono. Data produk berupa data kualitatif yang didapat dari saran dari ahli media dan praktisi serta berupa  data kualitatif yang berasal dari ahli media dan praktisi. Hasil penelitian adalah : (1) Pembuatan media pembelajaran Prototype Ttraffic Light langkah-langkah meliputi membuat desain produk yang dikembangkan, mengumpulkan bahan-bahan pendukung, Finishing, penilaian Protootype oleh ahli media dan praktisi, revisi produk. (2) Hasil kelayakan Prototype Ttraffic Light sebagai berikut : penilaian Prototype oleh media diperoleh skor 90,25% dengan kategori sangat layak, penilaian Prototype oleh praktisi diperoleh skor 93,5% dengan kategori sangat layak. (3) Hasil kelayakan Job Sheet Prototypeoleh praktisi diperoleh akor 92% dengan kategori sangat layak. Kata Kunci:  Pengembangan prototype traffic light, arduino mega, R&D

ABSTRACTThe The increasingly difficult economic conditions require educational institutions at the tertiary level to develop a model for collecting funds from the community, one of which is through cash waqf. Airlangga University already has a model of developing and utilizing campus-based cash waqf. So with this waqf solution the community can be helped especially by students to continue their education. From here the authors are encouraged to conduct research on "Models of Development and Utilization of Cash Waqf for Higher Education (Case Study of Waqf Amerta Airlangga.".With the formulation of the problem: first, How to use cash waqf for higher education in Amerta Airlangga Waqf. Second, how to model the development of cash waqf in Amerta Airlangga. The method of this study used qualitative-descriptive because the data was qualitative, the data was not quantitative which used statistic. Practically, the data collection used three methods, they were: interview, observation, and documentation.Based on the results of research in Waqf Amerta Airlangga, it is known that the Community donated funds to the Waqf Amerta Airlangga through PUSPAS which is divided into two types, namely non-endowment social donations and endowment donations. Then some of the non-waqf funds were directly put into social donation accounts which could be directly utilized for the Airlangga University PUSPAS program, by 85%. While the other 15% is for the operations of PUSPAS Airlangga University. The Waqf Fund through the Amerta Endowments program will be managed separately for the fund as an investment in a number of portfolios. Key Words : Development and Utilization Model, Cash Waqf, Higher Education

Abstract: This study aims to produce mobile learning media based on problems in political culture material that are valid, practical, and have potential effects. The research method used is the development method with the Hannafin and Peck models. Media validation is managed through three experts, namely material experts, media experts, and linguists. Material validation is included in the valid category with an average of 4.1, media validation is classified as valid with an average of 4.3, and language validation is categorized as very valid with an average of 4.0. Practical support by using one to one which was tested on three students with an average of 4.3 included in the very practical category and a small group with an average of 4.4 including very practical categories. In the trial of problem-based cellular learning media learning in 34 students of class XI had the potential to increase student motivation, as evidenced by the learning motivation level of 72.9% included in the high motivation category, so that it corresponds to the interpretation of the 60-80 score interpretation. % is high motivation. Based on these results it shows that problem-based mobile learning media in cultural material are declared valid, practical, and have a potential effect on students' motivation in high school. Key Words: Development, Mobile learning, Problems, PPKn Abstrak: Penelitian ini bertujuan untuk menghasil media pembelajaran mobile learning berbasis masalah pada materi budaya politik yang valid, praktis, dan memipunyai efek potensial. Metode penelitian yang digunakan adalah metode pengembangan dengan model hannafin dan Peck. Validasi media dinilai melalui tiga ahli yakni ahli materi, ahli media, dan ahli bahasa. Validasi materi termasuk dalam kategori valid dengan  rerata 4,1, validasi media tergolong valid dengan rerata  4,3, dan validasi bahasa termasuk kategori sangat valid dengan rerata 4,0. Kepraktisan dinilai dengan menggunakan tahap one to one yang diujikan kepada tiga peserta didik dengan  rerata 4,3  termasuk dalam  kategori sangat praktis dan tahap small group dengan rerata 4,4 termasuk kategori sangat praktis. Pada tahap uji coba media pembelajaran mobile learning berbasis masalah pada 34 orang peserta didik kelas XI mempunyai efek potensial untuk meningkatkan motivasi belajar peserta didik, terbukti dengan tingkat motivasi belajar sebesar 72,9% termasuk dalam kategori motivasi tinggi, karena berdasarkan kriteria interpretasi skor 60-80% adalah motivasi tinggi. Berdasarkan hasil tersebut menunjukkan bahwa media pembelajaran mobile learning berbasis masalah pada materi budaya politik dinyatakan valid, praktis, dan memiliki efek potensial bagi motivasi belajar peserta didik di Sekolah Menengah Atas. Kata kunci: Pengembangan, Mobile learning, Masalah, PPKn
