Abstract Usability of a Web Based Library Systems (WBLS) is a major quality attribute. Checklists have become common and easy method to evaluate the usability of these WBLS; however the available checklists support evaluation of general usability aspects of WBLS only. The domain specific usability aspects are required to maximize the usability for such systems. This research proposes and validates a checklist based usability evaluation method that supports the evaluation of general as well as specific usability aspects of WBLS. The usability evaluation checklist is proposed based on analysis of literature and data of a controlled experiment. The checklist is validated in comparison to the “Academic Library Website Evaluation Checklist” via another controlled experiment. The proposed checklist is applied to the WBLS of universities in Pakistan. The manual and statistical result shows that, the proposed usability evaluation checklist identifies more general and specific usability aspects. It is found that both the checklists are equally efficient while identifying the usability errors. The proposed checklist is beneficial for the academia as well as industry to evaluate the usability of WBLS to an optimal level.

Abstract Background: Many countries, including the United Kingdom, have established Emergency Department (ED) pharmacy services where some ED pharmacists now work as practitioners. They provide both traditional pharmaceutical care and novel practitioner care i.e. clinical examination, yet their impact on quality of care is unknown.Aim: To develop a framework of structures, processes and potential outcome indicators to support evaluation of the quality of ED pharmacy services in future studies.Method: Framework components (structures, processes and potential outcome indicators) were identified in three ways, from a narrative review of relevant international literature identified through systematic searches; a panel meeting with ED pharmacists; and a panel meeting with other ED healthcare professionals. Structures and processes were collated into categories developed iteratively throughout data collection, with outcome indicators collated into six domains of quality as proposed by the Institute of Medicine. These raw data were then processed e.g. outcome indicators screened for clarity i.e. those which explicitly stated what would be measured were included in the framework. Results: A total of 190 structures, 533 processes, and 503 outcome indicators were identified. Through data processing a total of 153 outcome indicators were included in the final framework divided into the domains safe (32 outcome indicators), effective (50), patient centred (18), timely (24), efficient (20) and equitable (9). Fewer potential outcome indicators were identified for the patient centred, efficient and equitable domains than others. Conclusion: Whilst frameworks to support evaluation of general ED care exist, this is the first framework specific to ED pharmacy services. Although included in the framework, potential outcome indicators require further development prior to their use in evaluation studies. To that end, evaluation teams should be multidisciplinary and ideally involve researchers with expertise in outcome measurement. Finally, evaluation should not neglect some domains of quality at the expense of others, as previously found by the Institute of Medicine. High quality health services are not only safe, effective and timely, but also patient centred, efficient and equitable.

This paper details disruption and innovation in digital evaluation practice at Movember, as a result of the COVID-19 pandemic. The paper examines a men’s digital health intervention (DHI) – Movember Conversations – and the product pivot that was necessary to ensure it could respond to the pandemic. The paper focuses on the implications of the pivot for the evaluation and how the evaluation was adapted to the COVID-19 exigencies. It details the redesign of the evaluation to ensure methods wrapped around the modified product and could deliver real-time, practical insights. The paper seeks to fill knowledge gaps in the DHI evaluation space and outlines four key principles that support evaluation re-design in an agile setting. These include a user-centred approach to evaluation design, proportionate data collection, mixed (and flexible) methodologies, and agile evaluation reporting. The paper concludes with key lessons and reflections from the evaluators about what worked at Movember, to support other evaluators planning digital evaluations.

To better understand the effects of broadband use, there must first be a commitment from policymakers to support evaluation. This volume has made an argument about why policymakers should undertake this investment and has outlined needs and strategies for advancing this knowledge. It has also examined the profession of broadband evaluation itself. The complexity of broadband use demands an evaluation approach that values generalizability and applies multiple research methods. But it also requires a further development of common concepts, improved collection of and access to data, and comparison across policy areas, programs, scales, and time. To do all of this, we need not only more and better evaluation methods but also a research community around broadband evaluation that shares knowledge and effectively communicates evidence for policy. The future impact of broadband technology on effective and equitable use depends on concerted attention by both the research community and policymakers.

In the article, functional, systemic and process approaches to the formation of the organizational and economic mechanism of the activation of intellectual and innovative determinants of the regional economic space development in the conditions of creative economy are investigated. Within the framework of the functional approach,  institutional, legal and normative influence on the  activation of intellectual and innovative determinants of the regional economic development is implemented. It is substantiated that the main functional components of the mechanism are intellectual-innovative, financial-investment, technical-technological, institutional-legal, information-logistic, ecological and material-resource. From the standpoint of a systematic approach, the mechanism of activating the determinants of the regional development in creative economy should be considered as a set of subjects, objects, methods, tools, as well as subsystems of targeted impact and methodological support, resource and infrastructure support, evaluation indicators and adjusting regulators.

The article evaluates the impact of tax support for R&D on the volume of R&D outputs generated by companies. The number of patent applications was chosen as the R&D metric for business output. Both linear dependence using linear regression and non-linear dependence using decision trees were used within the research. The significance of indirect support in the context of other sources of funding R&D activities of companies was primarily assessed. The dependence of the number of patent applications on individual sources of financing of the Business Enterprise Expenditure on R&D was examined. Even after scaling variables, the research in the period under review confirmed the strongest dependence between the number of patent applications and the financial resources provided by the Business enterprise sector for all countries surveyed. Subsequently, the model reduced by the impact of Business enterprise sector resources was created. Of the three remaining variables considered, the analysis showed the strongest dependence of the number of patent applications on the amount of indirect support. The research points to the fact that impact of tax support on the volume of relevant R&D outputs is relatively significant.
