The study determines most favorite destinations for money laundering preferred by wrong doers from 25 developing nations selected on the basis of highest illegal financial fund outflows from 2004 to 2014, a report published by Global Financial Integrity (GFI) in 2015. Firstly, it has been discussed that how money laundering activities are shackling the economic and financial stability in a country by distorting and damaging different sectors of economy as well as financial sector. Walker's Gravity Model has used to determine the most preferred destinations for money laundering. Research indicates that most developed and stable economies with lax controls are preferred by criminals. Robustness has been checked through triangulation method. It is recommended that uniform controls at global level are essential to eliminate havens and the need of international body which shall be responsible for policy making and enforcement of strong regulations is also highlighted.

Subject. This article discusses the theoretical issues of the essence of the budget fund. Objectives. The article aims to generalize the essence and highlight the main characteristics of the budget fund. Methods. For the study, I used a systems approach. Results. The article describes the general and specific features of the budget fund as a type of financial fund, analyzes the budget fund size, and particularizes ways and approaches to ensure the maneuverability of the budget fund at the stages of its formation and use. Conclusions and Relevance. In today's dynamic socio-economic development of the State, objective prerequisites for the development of a conceptual approach to determining the essence, place and role of budget funds in the financial system of the State are getting formed. The results of the study can be used to improve the processes of formation, distribution, and use of financial resources.

This article discusses the ways to improve the quality of the educational process with using virtual simulators. The main trends in the use of simulators in education are presented. The practical experience of the Financial University under the Government of the Russian Federation on the development of the Open Online Academy online.fa.ru is presented. Specific examples of the developed virtual simulators «Financial Fund Management», «Russian as Foreign» and «Financial Director» for online courses of the Open Online Academy of the Financial University are considered. The description of the structure of a virtual simulator is given on the example of a simulator «Blockchain and Cryptocurrencies»

New sources discovered among the documents of the Grabowski family in the funds of the Jagiellonian Library for the first time in historiography show the financing of sejmik companies within the limits of one noblemen group. From these documents, it becomes clear how the general financial fund was formed including the contributions of various noblemen, and also how it was distributed among them, taking into account the costs for specific povet sejmiks. Also, a circle of noblemen and gentry who were responsible for specific sejmiks becomes known. Moreover, plans about the candidacy for the elections after the Sejm ambassadors and the deputies of the Tribunal of the Grand Duchy of the Lithuania from the Radziwill noblemen group become known. As a result of the analysis of identified sources, it was possible to establish that the expenses of the Radziwill noblemen group at the ambassadorial sejmiks in 1756 amounted to 77400 zloty, and on the gromnichny in 1757– 71600 zloty. The most valuable sejmiks were: Vilensky (from 5000 to 9000 zlotys), Grodnensky (5000 zlotys), Brestsky (5000 zlotys), Oshmyansky, Zhmudsky, Polotsky and Mstislavsky (4000 zlotys). Least of 2,000 zlotys were issued for 11 sejmiks (Lidsky, Vilkomirsky, Braslavsky, Trotsky, Upitsky, Smolensksky, Starodubsky, Slonimsky, Pinsky, Mazyrsky and Rechitsky). In the cases of the Vilensky, Starodubsky, Lidsky and Novogrudksky sejmiks, it was possible to find the registers how the money given to these sejmiks was divided between the local supporters of the Radziwills. It is very difficult to assess the effectiveness of these specific costs. At the Hrodna embassy sejmiks 1756, the supporters of the Family were elected ambassadors, and the Radziwill supporters only managed to make an objection against their election. In fact, all of 5,000 zlotys was spent only on objection. Michal Kazimir Radziwill appreciated such a result highly. As may be supposed his assessment depended on the specific political conjuncture that prevailed at that time almost in all povets.

Akses bantuan hukum mengalami berbagai permasalahan/kendala antara lain: kendala regulasi, profesionalismeaparat, dan pemahaman masyarakat dalam mengakses bantuan hukum. Oleh karena itu, permasalahan yangmuncul adalah bagaimana meningkatkan akses bantuan hukum kepada masyarakat miskin? Tujuan tulisan iniadalah untuk meningkatkanakses bantuan hukum kepada masyarakat miskin. Manfaat yang diharapkan adalahsebagai bahan rekomendasi kepada Kementerian Hukum dan HAM dalam membuat rumusan kebijakan yangberkaitan dengan program bantuan hukum. Tulisan ini menggunakan metode kualitatif dengan dua teknikpengumpulan data melalui pendekatan deskriptif. Dalam upaya meningkatkan akses pemberian bantuan hukumbagi masyarakat miskin, maka studi ini mengajukan beberapa rekomendasi: perlu meningkatan koordinasimelalui forum DILKUMJAKPOL dalam menyeleraskan pemahaman tentang implementasi bantuan hukum;perlu meninjau kembali penerapan besaran dana bantuan hukum dengan mempertimbangkan besaran danasecara proporsional sesuai dengan kebutuhan masing-masing daerah; perlu memperluas jangkauan sosialisasihingga ke tingkat desa/kelurahan; perlu melakukan pendataan tahanan miskin agar data tersebut dapat digunakansecara langsung oleh BPHN sebagai penyelenggara bantuan hukum. perlu merevisi Peraturan Menteri Hukumdan Hak Asasi Manusia Republik Indonesia Nomor 3 Tahun 2013 tentang Tata Cara Verifikasi Dan AkreditasiLembaga Bantuan Hukum Atau Organisasi Kemasyarakatan khusus Pasal 12 huruf e dan f. AbstractLaw aids access have experienced some problems/obstacles such as: regulation, officers professionalism,and society understanding in accessing of law aids. Therefore, the problem is how to increase law aidsaccess to the poor. The expected benefits of this writing is recommendation to the Minister of Law and HumanRights to make policy formulation related to law aids program. It is a qualitative method by two techniques incollecting data with descriptive approach. To enhance the law aids to the poor so this writing generates somerecommendation : need more coordination by means of DILKUMJAKPOL forum in adjusting understandingabout law aids implementation; require a review related to financial fund in law aids, proportionally byconsidering necessity each area; necessary to broaden socialization area to villages/ urban communities; it isnecessary to do data collection of poor inmates so it can be used by the National Law Development Agency aslegal aids administrator; need to revise the Ministerial Regulation of Law and Human Rights of R.I. Number3 Year 2013 concerning Procedures for Verification and Accreditation of Law Aids Institution or A CertainSocial Organization article 12 letter e and f.
