Assessing and forecasting employment in international business are important tools for state regulation of the international labor market, and rethinking their role is a necessary condition for overcoming the effects of the global economic crisis. Employment forecasting should be a priority in finding new ways to form an effective international labor market.The purpose of the article is to develop a methodology for studying the factors that determine the capacity, structure and segments of the international labor market.The article considers the issues of identifying and substantiating the factors that determine the capacity, structure and main segments of the labor market in international business. The proposed models of personnel management in international business include a number of successive stages, the algorithm of which allows to obtain sufficiently reasonable results.Analysis of the dynamics of factors over a number of years or several models over a period of time [1-3] allows to establish the basic patterns inherent in the analyzed international market to justify trends in its development and develop a forecast for the future. It is important to identify those factors whose influence will be dominant for this labor market. The effectiveness of international labor market management depends crucially on measures to influence the latter. Based on the results of the analysis, it is advisable to establish the goals of employment promotion policy for the near future, to rank priorities in the implementation of measures to promote employment and social protection in the international labor market.

The article, based on the analysis of scientific sources and legal documents, summarizes the common modern scientific approaches to the definition of «vulnerability» and the identification of vulnerable groups. It is established that, depending on the field of scientific research, scientists have different approaches to defining the concept of vulnerability and the mechanisms of falling of individuals or groups of people into the category of vulnerable. Thus, for lawyers, vulnerability means the possibility of violating the rights of a certain category of people, for economists – getting into a situation where a person is limited in access to economic resources, which does not allow him to meet the «minimum level of quality of life». From the point of view of sociologists, vulnerability is inherent in individuals or groups that have certain socio-demographic characteristics or social status. For social workers, a sign of vulnerability is the presence of a difficult life situation. However, despite the diversity of scientific approaches to determining vulnerability, prevention of this phenomenon largely depends on the strategy and tactics of state regulation, on determining the priorities and directions of social policy adequate to the situation in our country, aimed at ensuring social protection and social security. Reforms, which are a necessary condition for stabilizing the development of society, should be aimed at increasing the level of social support, based on the needs (taking into account the income of recipients) and targeting (depending on social risks) in providing this support.

Ensuring productive employment in Ukraine is associated with solving a number of important tasks: achieving sustainable functioning of the economic system and strengthening the competitiveness of the state, improving the level and quality of life, effective use of labor potential and sustainable functioning of social protection. Their solution requires the system of state regulation of the labor market to review the dominant views on state influence on the development and functioning of the labor market, modernize the mechanism of interaction of its structural elements, build a qualitatively new management system, transform labor relations. The need to find new approaches to solving the problems of labor market development and the formation of a better mechanism for its regulation in Ukraine is due to changes in the economy, lack of clear and balanced employment policy, the accumulation of serious problems in the workplace and changing the content, nature and structure of employment under the influence of modern world trends. The latest requirements and challenges of modern economic crises require the development of new adaptation mechanisms in the labor market, which require all labor market institutions to achieve their own goals and implement tools to create favorable conditions for productive employment. The article substantiates the decisive role of state regulation in ensuring productive employment and demonstrates the structure of the mechanism of state regulation of the labor market, which allowed to present it as a set of interconnected elements that ensure effective functioning of a balanced and inclusive labor market and achieving productive employment through special tools, methods and levers of influence. The basic principles of forming a modern mechanism are outlined, which play the role of methodological guidelines and reveal the content and requirements for the main actors of the labor market. The main directions of state regulation of the domestic labor market to minimize risks in the labor sphere and create favorable conditions for productive employment are proposed.

The article examines the current state of unemployment in Ukraine, the relevance of the study, identifies the main causes and consequences for both the population and the state, reveals the concept of "unemployment" and "unemployment rate". It is determined that unemployment is one of the important socio-economic categories, because, on the one hand, it hinders the production of gross national product - the basis of society, and on the other - does not allow a person to be realized through participation in socially useful work. Using graphical diagrams, the dynamics of the components of the economically active population during 2015 - 2020 was shown. Based on the analysis of statistical data, attention is focused on the risks of impact on the socio-economic state of society and increasing poverty in Ukraine. From the open data, a table was constructed and the unemployment rate in the modern economy was estimated. The need to reduce this level with the help of active state policy is substantiated. The main methods are proposed, the introduction of which will help reduce the number of disabled in Ukraine and reduce the negative socio - economic consequences. It is determined that a necessary condition for balancing the labor market is an active policy of economic development, namely: investment in the country's economy, promoting entrepreneurial activity among the population and regulating the development of existing businesses. Based on the study, the trends of unemployment and the impact on its level of the epidemic situation, in particular quarantine restrictions, were analyzed. It is determined that with the spread of the COVID-19 pandemic outbreak in the world and in Ukraine, in particular, the situation on the labor market has significantly deteriorated. It is concluded that the issue of unemployment cannot be completely solved, so, despite the measures taken by the state, it is necessary to apply them more actively and implement new effective mechanisms of state regulation to reduce unemployment to a minimum and increase employment in Ukraine.

The indicators that determine the change in the macroeconomic situation in the economy of Azerbaijan in 2010–2017, as well as the conditions for increasing the effectiveness of state intervention in solving economic problems are analyzed. It is noted that it is not the size of the public sector that becomes important, but its qualitative component (management and redistribution of resources and revenues, coordination of government intervention in economic relations). The main reasons limiting economic growth are identified, and the mechanisms for overcoming them are disclosed, since economic growth is of particular importance in the transformational period of state development. It substantiates the assertion that the forms and methods of state regulation should be the result of a reasonable combination of the private and public sectors of the economy to more effectively achieve the goal of economic development of the country and increase the welfare of the population. To this end, it is advisable to limit the actions of market forces and find a rational ratio of market and government measures that stimulate economic growth and development.It is shown that in the near future the development of the economy of Azerbaijan should be focused on the transition to the integration of various models of economic transformation; at the same time, “attraction of investments” should be carried out by methods of stimulating consumption, and the concept of a socially oriented economy, which the state also implements, should prevail, thereby ensuring social protection of the population and at the same time developing market relations. Disproportions in regional and sectoral development are also noted, which are the result of an ineffective distribution of goods produced, inadequate investment in human capital, a low level of coordination and stimulation of economic growth and development.

The article deals with modern mechanisms for managing social protection of the population by the state and the private sector. From the point of view of forms of state regulation of the sphere of social protection, system indicators usually include the state and dynamics of growth in the standard of living of the population, material goods, services and social guarantees for the poorly provided segments of the population. The main indicator among the above is the state of the consumer market, as one of the main factors in the development of the state. Priority areas of public administration with the use of various forms of social security have been identified. It should be emphasized that, despite the legislative conflicts that exist today in Ukraine, mandatory indexation of the cost of living is established, which is associated with inflation. Various scientists note that although the definition of the cost of living index has a well-established methodology, there are quite a lot of regional features in the structure of consumption. All this is due to restrictions that are included in the consumer basket of goods and different levels of socio-economic development of regions. The analysis of the establishment and periodic review of the minimum consumer budgets of the subsistence minimum and wages of the working population and the need to form state insurance funds for unforeseen circumstances is carried out. Considering in this context the levers of state management of social guarantees of the population, we drew attention to the crisis periods that are associated with the market transformation of the regional economy. In these conditions, there is a need to develop and implement new mechanisms and clusters in the system of socio-economic relations. The components of the mechanisms ofstate regulation ofsocial guarantees of the population are proposed. The deepening of market relations in the process of reforming the system of social protection of the population should be aimed at social well-being.

Social protection systems are a key factor for ensuring the long-term sustainability and stability of economies in the European Union, their reform being nowadays present in the political agenda of member states. Aging and the dependence on mandatory levies applied to the employed population on the labor market represent a threat for the sustainability of public social protection systems. In terms of sustainability, our purpose was to highlight the factors influencing social insurance budgets, considering the fiscal policies implemented in six countries of Central and Eastern Europe and their particular labor market characteristics. Therefore, a panel study based on a regression model using the Ordinary Least Squares method (OLS) with cross section random effects was used to determine the correlations between funding sources and labor market specific indicators. The data analyzed led to relevant results that emphasize the dependence of social insurance budgets on positive factors such as the average level of salaries, the share of compulsory social contributions, the unemployment rate, and the human development index, suggesting the continuing need for professional and personal development of the workforce.
