Study of the Patterns of Organizational Development of Construction Organizations in the Russian Federation Using Cluster Analysis

The article is devoted to the research of regularities of organizational development of construction companies of the Russian Federation and verification of the developed theoretical model of evolution of production (operational) structure. The proposed theoretical model is based on the hypothesis of the existence of two basic types of production (operational) structures - sequential and parallel - which dialectically change each other, qualitatively changing in the process of growth and development of organizations. The object of the study were construction companies (OKVED-2021 codes 41.2, 42.2, 42.9, 43.1, 43.2, 43.9 and 71.1) that are located in the Russian Federation. The cluster analysis was used as a method of research. The results of the study generally confirmed the hypothesis of two basic types of organizational structures and the theoretical model of the evolution of the production structure. The results of the study can be the basis for the development of business models of organizations in the construction industry.

The article is concerned with determining the main predictors of bankruptcy in construction organizations in the Russian Federation. Probabilistic prediction of bankruptcy is relevant for both individual companies and sectors of the national economy. Developed a long time ago, the existing bankruptcy prediction methods do not consider the industry specifics of organizations. The article investigates the mechanism for probabilistic prediction of bankruptcy based on logit models. Criteria affecting the bankruptcy probability were substantiated; a mathematical model was proposed to calculate the probability. The provided model was tested in a real company. Based on the sample of small and medium-sized construction companies, the author proposed a logit model reflecting the main factors affecting the financial state of construction companies in Russia and, therefore, the likelihood of their bankruptcy. Testing the model on the actual data from the construction enterprises showed its high predictive power. The study results allow predicting the bankruptcy in construction organizations by means of logit models.

Prospects for the development of national economy in the context of integration of blockchain technologies into the system of economic processes testify necessitate elaboration of the methods and algorithms for formalized assessment of their impact upon the key parameters of socioeconomic dynamics. If within scientific-and-expert space, one may occasionally come across the works dedicated to separate aspects of this scientific methodological problem, the questions of the impact of blockchain technologies upon individual economic sectors are yet to be explored within the information-analytical and scientific space. The methods of empirical research of the impact of blockchain technologies upon the parameters of economic development currently did not find their consolidated solution, and are of fragmentary nature. This research is an attempt to strengthen the positions of formalized approaches towards examination of the articulated scientific and practical problem. The subject of this research is the economic relations of economic agents pertaining to implementation of blockchain technologies in the economic activity and formation of the new business models. The object is the types of economic activity of the national economy of the Russian Federation and their sensitivity to the diffusion of blockchain technologies. The article offers an algorithm for studying the dynamics of gross value added of the economic sectors of the Russian Federation through the prism of possible transformation of the key parameters of functionality of the financial and real sectors of the economy as a result of diffusion of blockchain technologies. Leaning on the advanced hypotheses, the author builds co-integration models for the indicated types of economic activity, which reveal the contribution of exogenous factors that are being adjusted under the pressure of infiltration of the distributed data storage technologies into the economic environment to the degree of incremental value added. This allows conducting cluster analysis of the economic sectors under review in accordance of their sensitivity to institutional changes caused by integration of the blockchain technologies into the economic environment.

This article analyzes the current state of the construction industry of the Russian Federation at the federal and local (for example, the Republic of Tatarstan) levels. The features and trends of the construction industry of the Russian Federation (RF) are considered, taking into account the changes in the legislation affecting this industry. The authors analyzed the statistics of housing commissioning, the dynamics of lending and debt of construction organizations, in addition, the analysis of statistics of bankruptcies of companies. The key players in the construction market of the Republic of Tatarstan were studied, and their reliability rating was presented. Based on the results of the analyzed material, certain conclusions were formulated. Based on the findings, it was determined that in the Russian Federation the construction industry is experiencing some difficulties that require special attention from the state. However, at present the government is already taking certain steps towards improving the current situation. As it was revealed, in the Republic of Tatarstan, the construction industry has had a positive development dynamics over several years. In recent years, there has been an increase in housing commissioning. In addition, the government annually invests in the construction industry. Despite this, in Tatarstan there is a high percentage of bankruptcies of construction companies, the reasons for which are identified in this article.

The article considers the impact of the human recourses` potential on the competitiveness of construction organizations, taking into account the specifics of the Arctic zone where they are operating. It is revealed what kind of problems the construction companies have to deal with, and in what way various factors affect the competitiveness level of the companies operating in the Arctic. The author describes some problems associated with educating and providing specialists for the Arctic zone construction organizations and offers recommendations that could help to improve this situation.

The article provides a theoretical analysis of Part 1 of Article 82 of the Criminal Code of the Russian Federation, which defines the regime in correctional institutions of the Russian penal system. It is noted that this definition does not correspond to the achievements of modern penitentiary scientific thought about the regime. In particular, it is emphasized that the regime cannot provide conditions for serving a sentence, since it includes these conditions. Also, the regime cannot ensure the protection of convicts, supervision over them and separate maintenance of different categories of convicts, since, on the contrary, the latter are the means of ensuring the regime. According to the authors of the article, the legislator incorrectly uses the phrase regime of detention of convicts, meaning regime of serving a sentence, since they are different legal phenomena. It is noted that the most optimal definition of the regime is presented in the theoretical model of the general part of the new Criminal Code of the Russian Federation, prepared by a group of authors, but the authors also subjected this definition to some adjustments.

Abstract The article presents the study that mainly focused on the changes made as a result of collaborative innovations in business relationships developed during the period of digitalisation in the construction field of the Russian Federation. It is a conceptual piece of work based on the systematic approach to the analysis, literature review and comparative analysis. The digitalisation of investment and construction projects is technologically based on the integration of solutions, such as the building information model (BIM), high-performance IT-systems, cloud platforms and the Internet-of-Things, resulting in unified and constant connectivity, specialised mobile applications, robotic equipment, unmanned vehicles, additive technologies, AR/VR services for the analysis of Big-Data, and blockchain technologies. The integration of digital technologies is a radical innovation, which highlights collaborative innovations in business relationships and makes it possible to form a united digital ecosystem that allows firms to manage, control and regulate the full lifecycle of a construction project, and then, the property in real-time. The contribution of this work to the construction field is the offered model for the creation of a digital ecosystem and the described role of the government in the model. Also, this work can be used for the integration of BIM technologies in construction companies.

There takes place an intensive integration of building information modeling (BIM) in the activities of design and construction companies of the Russian Federation, including the hydraulic engineering segment. Existing software systems for building information modeling are not adapted for the design of marine engineering. This article is devoted to the study of the problem and the development of specialized solutions in this area (new or based on the existing software).The process of creating a hydraulic engineering pilot project, including the necessary libraries of basic elements, is considered. An enlarged plan for the integration of BIM to the marine engineering is proposed.

One of the tasks, set in the Decree of the President of 07.05.2018 № 204 “On the national purposes and strategic objectives for development of the Russian Federation until 2024” is annual improvement of living conditions. Stated purposes of the Decree of the President set to the decision for participants of an investment and construction complex of a task of adaptation to rapidly changing conditions. It is necessary to consider crisis state of many construction organizations. Performance of the Decree is possible by means of development and realization of stages of the anti-recessionary program, which main objective is concentrated in increase in efficiency use of all resources of the organizations. Stages of the anti-recessionary program for the construction organizations, which will allow define bottlenecks in their activity and to develop stabilization actions, have been developed.

The article presents the results of a study on assessment the differences of psoriasis incidence in adults in regions of the Russian Federation. The indicators of general and primary incidence of psoriasis were used as the material for a study according to the data from Central Research Institute of Health Organization and Informatics of the Ministry of Public Health of the Russian Federation for the period 2009-2013. The comparative results of psoriasis prevalence among adults population in various regions in Russia were presented. Higher incidence rate was detected in the northern and northeastern regions of the North-Western, Volga, Ural, and Far Eastern regions. The results of classification for the regions of the Russian Federation according to the data of primary and general morbidity were presented. In order to establish the peculiarities of pathology formation and assess the quality of information in the regions of the Russian Federation, a multidimensional classification of the incidence of psoriasis was carried out using the cluster analysis method, using the comparison of prevalence (general morbidity) with primary incidence data for the period 2009-2011. As a result of the cluster analysis, four classes of the country regions are distinguished, the differences between which are statistically significant for all classification characteristics. The average indices of both primary incidence and prevalence of psoriasis are registered in regions of Class 1 (27 subjects of the Russian Federation). The minimum indices of primary and general incidence of psoriasis were noted in class 2 (24 subjects of the Russian Federation), which comprised regions predominantly of the Central, Southern, Siberian FD. The highest rates of primary incidence and prevalence of psoriasis were found in the group of regions that made up Class 4 (14 subjects of the Russian Federation), in a third of the regions of this class - Orel and Sverdlovsk regions, Udmurt Republic, Komi Republic and Sakha (Yakutia), data, unsatisfactory dispensary observation of patients with psoriasis. A certain decrease in the availability of specialized dermatological care can be expected in Class 3 regions, where the primary incidence is low, and the prevalence is above the average (18 subjects of the Russian Federation).

The theoretical and methodological approaches to measuring poverty are based on several basic concepts: the concept of basic needs, the concept of multidimensional absolute deprivation, the concept of multidimensional relative deprivation, the concept of poverty in terms of capabilities. In the Russian Federation, the monetary concept of poverty is generally accepted for poverty measurement and assessment. However, the definition of poverty within the monetary concept seems to be insufficient to identify the poor. The article provides some arguments for the necessity to move from the existing monetary concept of poverty. Cluster analysis had shown that the use of monetary concept of poverty leads to the distorted estimates of poverty and makes it impossible to create policies to combat poverty.
