Value added tax (VAT) is indirect sources of revenue collection of nation. It has been the most essential choice like our developing countries, Nepal. Which leads to revenue enhancement and sustainable economic development. As VAT was an emerging concept in Nepal, a comprehensive taxpayer education program was launched to impart knowledge regarding the various aspects of VAT to parliamentarians, industrialists, businessmen, consumers as well related society. The study used descriptive and survey research design. Data were collected through questionnaires. Statistical tools were used to make a proper analysis. It is found that 20% businessmen and 33.33% consumers are not aware that the Government of Nepal  is levying VAT on all kind of products, 36% consumers are not aware of the fact that you pay VAT whenever you purchase any product, 88 % of the total respondents knowledge on earning from VAT is a major source of revenue for  Government, only 44 % response  of respondents  are  in favor of billing system, 33.33% consumer are not aware about existing rate of VAT in Nepal, 44% consumers specify the other problem in the present VAT implementation  except VAT collection ,VAT refund and registration.  Most of them ask for tax invoice to get the authenticity of sellers. VAT must be successful and this largely depends upon the public awareness, honesty, faith and morality of tax officials and the business community. There is a need for willpower and action. It is also found that public awareness program and tax education play prime role to increase the VAT revenue in Nepal. The finding of this study is majority of Tax expert and businessmen are aware about VAT system but the training and awareness program is essential.

The role of the government in empowering the development community in the Simeulue Islands Regional Water Supply and Environmental Sanitation Action Plan (RAD) will not succeed if it is not balanced with a public awareness program that is an effort to reduce, poor culture by way of remind, convince and injections to the community. To be trying to bounce do the hard work to get used to shame the poor receive aid as well as mental block change. The program targets AMPL activities in sequential order from the district level, the District, the Village (Village / Agencies) reached the target group. This is done through a mechanism in the development plan Deliberation annual planning and budgeting cycle of the area. The purpose of RAD AMPL needs to be supported by the role of the government by prioritizing synergic relations between elements of government, the private sector and civil society and involving the community itself based on the principles of Vision Strategy, by means of transparency, participation, and responsibility, by prioritizing community interests. By looking at the conditions of the community above, the government needs to do a social empowerment. Thus the RAD AMPL requires the support and participation of all development actors from the government, DPRD, universities, organizations and non-governmental organizations, private and international institutions. The involvement of all development actors are expected to encourage the establishment of a common point of view, the agreement and synergy in the efforts to Accelerate Achievement of Universal Access target of 100%. Keywords: Role, Government, Empowerment, Clean Water

Public Service Analysis of Village Tlanak Support of Lamongan District. The purpose of this research is to know the quality of Public Service of Village Government of Tlanak Kedungpring District of Lamongan Regency, to know the supporting and inhibiting factors and solution of Public Service of Village Government of  Tlanak Kedungpring District of  Lamongan Regency and to know the implementation of Good Governance in Public Service of Village Government of Tlanak Kedungpring District of Lamongan Regency. The type of this research is non-doctrinal (sosiologis) legal research. Non-doctrinal method is a type of scientific study with the intention just to learn just and not to teach something doctrine. The research method used is research method with qualitative analysis. The results of this study concluded that the quality of Public Service Village Tlanak Kedungpring District Lamongan through Programs, policies, and attitudes is Services Open, easy and accessible by all parties who need and provided adequate and easy to understand, can be accounted for in accordance with the provisions of legislation - invitation, inhibiting the public service of Tlanak village administration of Kedungpring Sub-district of Lamongan Regency is seen in the condition of society which still have a lot of parochial political culture. The solution of inhibiting factor of public service in Tlanak Village, Kedungpring Sub-district, Lamongan Regency by strengthening service system, improving professionalism of each employee, conducting public awareness program to help dissemination and comprehension of information to society about matters related to service activity and giving sanction that is firm. The village government of Tlanak Kedungpring District of Lamongan Regency has not fully implemented the Good Governance principles in the implementation of the village government's tasks, functions, authorities, rights, and obligations in terms of planning, service, implementation of village development, especially those related to village governance.Keywords: Quality Analysis of Public Service, Good Governance.

<p>Indonesia as the centre of biodiversity, especially in coral reefs, still exploit irresponsibly on coral reefs. Awareness and understanding of ecosystem, benefit, and impacts from damaged coral reefs is very low. The analysis data method in this research uses “Four Steps of Strategic Planning Public Relations” with the aim to find out and get a depth good result regarding the Public Awareness Program of The Indonesian Coral Reef Foundation. The result through this research has founded where the activities of Public Awareness Program has been executed based on The Indonesian Coral Reef Foundation vision, mission, and values. The effective communication strategies have been implemented such as active campaign socialization especially to its stakeholders and public in general. The conclusion based on the executed analyses in the research shows that the Public Awareness program is a Public Relations campaign strategy that show responsibility and commitment in every of its activities. According to The Indonesian Coral Reef Foundation, the result of this program also has positive responses in order to speak-out conservation message and manage sustainable resources.</p><p> </p><p>Keyword : Coral reefs, public relations, non profit</p>

Most of the farmers are aware of about hybrid seeds; however almost all farmers and even technicians are not quite known about GMOs and associated effects. It is unspoken that use of hybrids has no adverse effect on the environment, human/animal health and our ecosystem if managed properly. Since, Nepal is in a very infant stage in hybrid research and development; however the demand is increasing over time. National legislative mechanism, human resources and physical facilities are not well established in testing and regulation of GMOs. So it is necessary to encourage policy-makers to strengthen their commitment and provide strong policy and financial support to promote hybrid research and development in Nepal through public private partnership for import substitution. Strong regulatory mechanism should be developed and adopted to reduce the inflow of hybrids and regulation of GMOs from abroad. National legislative, administrative and technical competency on research and testing of seed, plants, food, feed and animals with GMOs should be strengthened and regularized along with public participation for making decision whether to allow or restrict the import of the GMOs. Public participation is necessary in the decision making process of production, import, handling and use of GMOs and hybrids. As GMOs are very new and unknown about its implication on human health and the biological diversity, people at all levels should be aware of both the positive and negative aspects of GMOs. As a part of the public awareness program, it is required to disseminate available information on GMOs and products thereof through appropriate media, languages and publications and concerned stakeholders including growers, consumers, and business entrepreneurs. Introduction:  Diabetes is one of the major public health problems in Nepal. Very few studies on correlation between waist hip ratio and random blood sugar have been done in remote areas of Nepal particularly in minor ethnic groups like Thami. This study attempted to compare waist hip ratio and blood sugar level in Thami community of Nepal.Methods: This cross sectional study was conducted in sub-health post of Lapilang village of Dolakha district of Nepal. A total of 243 local inhabitants from Thami Tribe participated in the study. Waist hip ratio was calculated after taking measurements of waist and hip using flexible measuring tape; and, blood glucose level was measured by glucometer.Results: The mean age of the participants was 46.02 years; among participants 126(51.9%) were males and 117(48.1%) were females. Mean waist hip ratio was 0.87, mean blood sugar level was 124.5mg%.Increase in Waist hip ratio correlated significantly with increase in  random blood sugar level both in males(p=0.008) and females(p=0.007).Conclusions:  Increase in waist hip ratio is associated with increase in random blood sugar level. Therefore, there is a need of public awareness program to reduce waist circumference thus reducing weight of people to prevent development of diabetes mellitus in long run.Keywords: blood sugar level; diabetes; Thami community; waist hip ratio
