Gennadiy Kamyshentsev, Tetiana Tiahun, Olga Shevchenko DEVELOPMENT OF THE CONTROL ALGORITHM OF THE INFORMATION AND TECHNICAL METHOD OF ACOUSTIC CONTROL OF THE EMERGENCY OF THE TERRORISTIC HYSTERISTIC In the work on the basis of the analysis of vulnerability of objects of critical infrastructure, the structural scheme of the control algorithm of the information and technical method of acoustic control of emergence of an emergency situation of terrorist character on objects of critical infrastructure of Ukraine is developed. It is proved that the main task of the process of managing a terrorist emergency at a critical infrastructure facility is to prevent intruders from entering a protected facility by detecting and terminating their actions in a timely manner. At the same time, the range of control of detection means located on the protected object is limited to several kilometers. The use of acoustic information from external surveillance systems located at traffic interchanges, in satellite cities, controlled areas of private structures and its analysis of events occurring in the thirty-kilometer zone, will allow the collection of everyday factors to detect in advance the signs of terrorist emergencies. nature, which will significantly increase the effectiveness of the entire system of physical protection of the protected object. Accordingly, the control algorithm of the information and technical method of acoustic control of terrorist emergencies at protected critical infrastructure by integrated use of acoustic control systems within the perimeter and approaches to it consists of nineteen blocks located at seven levels. connected by logical connections, and provides distribution of data on the fixed video and audio images, their binding and identification, creates conditions for detection of hostile and obviously hostile actions against the protected object, provides registration of deviations in behavior of people , in the use of transport and other phenomena, which as a result of careful systematization of the obtained data allows to identify signs of preparation of a terrorist act against a protected object and further prevent the development of an emergency situation or prevent its spread. The solution of the problem of developing approaches to the management of the emergency prevention process in the conditions of limited energy supply of emergency response measures is considered. Within the framework of solving the problem, the process of emergency management in the conditions of limited energy supply is analyzed and the scheme of managerial influence on the process of spreading the emergency situation in the conditions of limited energy supply is developed. A structural and logical model of emergency management in conditions of limited energy supply has been developed. Developed a structural and logical model of emergency management in conditions of limited energy supply, which consists of twelve units. These are monitoring of the situation, identification of risks, notification and evacuation of people, search and identification of the danger of emergence and spread of emergency in conditions of limited energy supply, decision-making on the use of special equipment for electricity generation, preparatory measures, information control measures. measures in case of spread of danger, localization of sources of spread of danger, decision-making on recovery without quarantine regime in the region of hostilities, impact on the situation, analysis of the effectiveness of preventive measures and emergency prevention measures. The location of the units on six hierarchical levels, connected by logical connections, provides information on the state of the region in conditions of limited energy supply through the elements of the monitoring system and impact on the region through the system of performers, providing a continuous management process to minimize the consequences of emergency. The obtained results allow, using innovative information and technical methods of emergency prevention of such nature, to further form a modern method of emergency response in conditions of limited energy supply of emergency response measures, supplementing the above methods with an effective crisis management system. In the work on the basis of the analysis of vulnerability of objects of critical infrastructure, the mathematical model of registration of indirect signs of emergence of an emergency situation of technogenic character on objects of critical infrastructure is developed. The main parameters of the functional environment of mathematical model formation are analyzed and the basic equations of interrelation between variable and invariant parameters are determined. A description of the mathematical model is given. Mathematical model of registration of indirect signs of man-made emergency at critical infrastructure facilities, represents a system of five dependencies, represents a system of five dependencies. The first dependence allows you to calculate the current value of the probabilities of emergencies on the overpass depending on the number of possible typical emergencies, system load and the current number of requests received for maintenance. The second dependence evaluates the situational background of motor vehicles as a working hypothesis that the emergency situation will not lead to long-term deviations from the normal operation of the overpass. The third dependence evaluates the situational background of motor vehicles as a working hypothesis that the consequences of the emergency situation will lead to the decommissioning of the overpass and the implementation of restoration and repair work. Fourth, and allow you to estimate the load of the queuing system on the total time of employment of the system and the number of vehicles that are at this key junction of the highway. The fifth dependency allows you to estimate the load of the queuing system on the basis of actual, statistical data, including current ones. The system analysis of the development of prototypes of modern civil protection storages as key elements of the system of individual and collective protection of the population in the conditions of spreading emergencies of different nature of origin is carried out. Collective and individual means of protection are widely used to protect: civilians from the destructive factors of emergencies in peacetime and wartime, rescuers during the localization and elimination of emergencies and workers from dangerous and harmful production factors. In recent years, the range of protective equipment has expanded, there are fundamentally new tools, increased their protective properties, improved ergonomic characteristics. The effectiveness of the use of means of protection depends on many factors, and above all on the rational choice and competent use of specific means of protection, taking into account the peculiarities of working conditions, production process, type of predictable sources of emergencies and modern weapons of mass destruction. Undoubtedly, in modern conditions, fast-forming engineering protection is the most effective way to protect the population from the dangers that arise during or as a result of hostilities, which is an urgent task of civil defense of Ukraine. During which the history of terminological definitions and the evolution of modern types of shelter and their functional features are analyzed. The classification of civil protection storages is carried out and the functional purpose of the main life support systems is determined. Some recommendations for the development of modern prefabricated storages of transformers for various functional purposes are given. The obtained results of the work allowed to establish a step-by-step chronology of the evolution of engineering prototypes of modern civil defense repositories, which historically formed modern parameters that have stood the test of time and are the basis laid down in legal documents. The performed analysis of the designs of prototype storage facilities and their functional and engineering content contains combined technical information that can be used for further research in order to develop modern prefabricated storage facilities for transformers for various functional purposes. The solution of the problem of determining the features of the process of emergency management of medical and biological nature in the region with unstable natural and climatic conditions in the conditions of constantly changing information load on the crisis management bodies is considered. Within the framework of the set task the modern tendencies of change of natural and climatic conditions in Ukraine and their influence on dynamics of distribution of medical and biological danger are analyzed. To consider the natural and climatic features of medical and biological emergency management on the example of the Cherkasy region as a region with unstable natural and climatic conditions. The obtained results allow, using innovative organizational and technical methods of prevention of emergencies of a similar nature, to further form a modern method of counteracting emergencies of medical and biological nature, supplementing these methods with an effective system of crisis management. It is determined that on the territory of Ukraine there is a sharp and heterogeneous change of weather and climatic conditions, which leads to potential negative consequences, as a man-made ecological nature, namely: thermal overload of a number of territories; increase of flooding areas; reduction of areas and violation of the species composition of green areas; increase of natural hydrometeorological phenomena; reduction of quantity and deterioration of drinking water quality; disruption of the normal functioning of energy systems and medical and biological nature, namely the increase in the number of infectious diseases and allergic manifestations, their modification and uncharacteristic growth and change of distribution areas; secondly, the nature of changes in weather and climatic characteristics in the Cherkasy region of Ukraine and its corresponding territorial location in relation to global climatic world processes defines the latter as a region with unstable weather and climatic conditions that territorially inhomogeneously affect the spread of medical and biological emergencies. Іn this article, the foundations of the formation of the acoustic method of impact on the combustion center have been considered. The relationship between the parameters of the acoustic impact on the source of an emergency arising from a fire, depending on the burning substance has been established. Separate proposals on the parameters of acoustic impact (power, frequency, pulse shape) and design solutions for acoustic systems for suppressing the combustion process in the fire source at the initial stage of the development of an emergency have been developed. In the framework of this task, the current state of the issue on the formation of the mathematical apparatus of methods of counteracting emergencies of medical and biological nature is analyzed, taking into account the specifics of the spread of the COVID-19 epidemic. The main parameters of modeling the process of choosing a management strategy for the prevention of medical and biological emergency within the project-system management, which allowed to determine the criteria for project-system management of medical and biological emergency in a constantly changing information load on crisis management. The scheme of organizational structure of the module of management of system of resource-critical management of process of the prevention of an emergency situation of medico-biological character within the limits of interaction of links of the center of crisis management is developed; The obtained results allow, using innovative organizational and technical methods of prevention of emergencies of this nature, to further form a modern method of counteracting emergencies of medical and biological nature, supplementing the above methods with an effective system of crisis management. The proposed author's approach to system-project management of the process of formation and processing of information messages in emergencies of medical and biological nature causes, first, the creation of a fundamentally new scheme of branching and relationships within individual crisis management centers at all levels of subordination and prevention system emergencies in general; secondly, the introduction into the functional field of the system of emergency prevention of medical and biological nature of the module of resource-crisis management of information message, as an element of system-project management, requires a radical revision of approaches to training specialists (managers) in the relevant field. skills and knowledge in the organization and management of complex cyclical information and communication projects Key words: emergency situation, mathematical model, medical and biological danger, anti-crisis management.
