Industrial Revolution 4.0 give significant impact on global information and technological system developments. One of them is the development of public service technologies in Indonesia. To increase public perception, Indonesian Government has to upgrade the performance of their employee. This research has a purpose to explain the impact of motivation and work environment on employee performance. The locus of this study is located at Immigration Office of Yogyakarta, Indonesia. Researcher use the mixed research method with sequential explanatory design. In the data collection, this research use questionnaire for quantitative purpose and interview for qualitative purpose. The function of using this method is to get more comprehensive data and result. In the end, this research will explain the performance of employee in Immigration office of Yogyakarta from motivation and work environment perspective.

The Directorate General of Immigration, under the auspices of the Ministry of Law and Human Rights of the Republic of Indonesia as a public organization, should provide public services to the community. Various efforts have been made to provide the best passport services, but there are still some complaints from the public and problems with passport services. Therefore, it is crucial to improve the quality of passport services for Indonesian citizens. The problems discussed in this study are how the strategy in improving the quality of passport-making services can be applied by the Immigration Office in Indonesia and the obstacles faced in improving the quality of passport services in Indonesia. The research method used in this research is a qualitative method with a descriptive approach. The results of this study are that there are 4 (four) steps and strategies to improve the quality of passport services: Improving employee competence in public services, meeting community needs, setting service standards and standard operating procedures, and building a culture of excellent service.

At the end of 2019, the world was shocked by the invention of a new variant virus in Wuhan, laternamed Covid-19. This case has become a particular concern to the world, especially WHO, because the virus can cause fatalities, and the rate of transmission is very fast. Shortly after the invention, WHO declared Covid19 as a global pandemic. Each country is doing their best to prevent the Covid-19 virus from entering their country's territory, including in Indonesia. The Indonesian government then creates policies from all aspectsand fields to prevent and break thetransmission chain of Covid-19 cases. One of the fieldsthat played a roleis Immigration.Directorate General of Immigration, as one of the authorized institutions in the field of Immigration,has authority over all activities of people who entering and exiting the territory of Indonesia. During this Covid-19 pandemic, Indonesian Immigration has created new policies. One of the policies thathave been created is the policy about Visa services that are provided and applied to Foreign Nationals who will enter and stay in Indonesia. Immigration policy related to visas is continuously updated and applied according to the situation, conditions, and policies of the government to achieve one goal, which is preventing and breaking the transmission chain of Coronavirus in Indonesia.

Public services cannot be separated from our lives, starting with us in our womb, we get health services, facilities and infrastructure. Not only that, after we were born we still got public services, growing up we got education services, public facilities, and others. Until old age and death, we cannot be separated from public services. Good governance has the principle of prioritizing the interests of society. By prioritizing the interests of the community, an institution or public service provider can be said to be successful if the community is satisfied with the service of public goods or services they get. The purpose of this paper is to provide explanations and examples of the implementation of good governance in immigration administration services. In this research, using literature review or literature study method. Namely, the method used by collecting and studying data collected from books, magazines, and articles published in various scientific journals. Thus the conclusion discussed is how the role of good government in influencing immigration administration public services.
