This research aimed to identify supporting and inhibiting factor in the implementation of Village-Owned Enterprise (BUMDes) policy in Sumberejo Village, Batuwarno Sub District, Wonogiri Regency. The approach used in this study was descriptive qualitative research. Data were obtained from the result of interview, documentation, and observation. Interview was conducted with the officials representing Village Community Empowerment Office of Wonogiri Regency and the officials Sumberejo Village. Documentation related to BUMDes of Sumberejo Village. Observation was conducted by seeing situation and condition in Sumberejo Village environment and BUMDes. The result of research showed that the supporting factor in the implementation of BUMDes policy included: communication; disposition; characteristics of the the implementing agencies and economic, social and political conditions. Meanwhile, the inhibiting factor included resources (HR or human resource and budget resource); bureaucratic structure; and policy standard and objectives. Supporting factors can encourage the development of BUMDes and increase the profit, despite some limitations. The factors inhibiting BUMDes policy generates some problems to BUMDes, so that its profit percentage and contribution to PADes (Original Village Income) have not been optimal yet and is fluctuating. Edward III’s, and Van Meter and Van Horn’s implementation model theory used to analyze BUMDes policy in this study evidently are the factors affecting the implementation of BUMDes policy, in the form of supporting and inhibiting factors.

This research discusses the efforts of teachers in improving the literacy ability of the Qur’an students through the rubaiyat method at SD Inpres 6 Lolu Palu. The formulation of the problem in this research is how is the teacher's effort to improve the students' literacy in reading and writing through the rubaiyat method in SD Inpres 6 Lolu Palu? and what are the supporting factors and inhibiting factors in improving students' literacy in the Qur’an through the rubaiyat method? This type of research used in this thesis is qualitative research. Data collection techniques used were observation (interviews) and documentation. Furthermore, the data analysis used is data reduction and data presentation. In an effort to improve the literacy skills of the Qur’an (BTQ) students through the rubaiyat method in SD Inpres 6 Lolu Palu, teachers as educators give efforts to give the task of writing verses that are in the Qur’an namely, memorizing short suras, and teaching recitation. Based on the results of research conducted by the author In an effort to improve the literacy skills of students through the rubaiyat method there are several factors, namely supporting factors and inhibiting factors. As for the supporting factors in improving the students' literacy in the Qur’an, students are facilities such as books, fans, the Qur’an and iqra, as well as a comfortable classroom. While the inhibiting factor is the lack of media or teaching aids that are used during the learning process. The implication in this research is the government, all schools, especially school principals, PAI teachers, and BTQ teachers can work together in improving the students' literacy skills through the rubaiyat method in order to be able to emphasize students more about the importance of learning the Qur’an and reading it according to science Tajweed.

Penelitian ini bertujuan untuk mengetahui masalah Partisipasi dalam Program Pemberdayaan Masyarakat yang ada di RW 20 Kelurahan Citrodiwangsan. Peneliti menggunakan metode riset kualitatif . Responden dalam penelitian ini yaitu kader dan warga RW 20 Kelurahan Citrodiwangsan. Data dikumpulkan dengan wawancara dan observasi. Penelitian ini menghasilkan tiga temuan. Pertama, partisipasi perencanaan masih tergolong kurang pro aktif dalam mengedukasi warga dikarenakan masih banyak RT yang tidak bisa mewadahi dan mengedukasi masyarakat untuk aktif dalam kegiatan Posyandu Gerbangmas. Kedua, terkait partisipasi pelaksanaan kegiatan masih banyak masyarakat yang memandang sebelah mata kegiatan ini meskipun seluruh warga telah diikutkan secara menyeluruh, hal ini karena kurangnya sosialisasi dari pengurus kader. Ketiga, faktor penghambat yaitu kurangnya memahami arti partisipasi yang rendah dimana masyarakat masih sibuk dengan kesibukannya sendiri serta kurangnya peran RT untuk mendorong masyarakatnya dalam memberikan pengertian akan pentingnya kegiatan posyandu. Oleh karena itu, dari beberapa masalah-masalah yang telah peneliti temukan maka peneliti memiliki saran yang bertujuan untuk memaksimalkan kader maupun RT dalam mengajak masyarakat. Saran tersebut diantaranya adalah pelaksanaan posyandu dilaksanakan pada hari libur, kegiatan posyandu tidak hanya ditempatkan pada satu titik tetapi dijadwalkan untuk berpindah ketempat kawasan lainnya dan memanfaatkan fasilitas media sosial untuk memberikan sosialisasi dan informasi kesehatan balita dan lansia. Kata kunci: masalah partisipasi, program pemberdayaan masyarakat, partisipasi perencanaan, partisipasi pelaksanaan, faktor penghambat partisipasi   This study aims to determine the problem of participation in the Community Empowerment Program in RW 20 Citrodiwangsan Village. Respondents in this study were cadres and residents of RW 20 Citrodiwangsan Village. Data were collected by interview and observation. This study resulted in three findings. First, planning participation is still classified as less proactive in educating residents because there are still many RTs that cannot accommodate and educate the public to be active in Gerbangmas Posyandu activities. Second, with regard to participation in the implementation of activities, there are still many people who underestimate this activity even though all residents have been included as a whole, this is due to the lack of socialization from the cadre management. Third, the inhibiting factor is the lack of understanding of the meaning of low participation where the community is still busy with their own activities and the lack of the role of the RT in encouraging the community to provide an understanding of the importance of posyandu activities. Therefore, from some of the problems that researchers have found, the researcher has suggestions that aim to maximize cadres and RTs in inviting the community. These suggestions include that the implementation of posyandu is carried out on holidays, posyandu activities are not only placed at one point but are scheduled to move to another area and utilizing social media facilities to provide socilization and health information for toddlers and the elderly. The objectives of this research are to find out the service quality and to investigate the supporting and the inhibiting factors of passport handling at the first class Immigration Office of Makassar. There are 13 informants involved in this research. The type of this research is qualitative research with phenomenological type which is emphasized to the subjectivity of human life experiences. The data were collected by using observation and interview. The results of this research reveal that the service is still less qualified. It can be identified from some aspects such as Empathy in which some officers still act unfairly in the service process. Other aspects such as Tangible, Reliability, Responsiveness, and Assurance have been conducted optimally. The supporting factors are the adequate facilities and infrastructures while the lack of public awareness becomes the inhibiting factor of the service.Key word: Service quality, passport handling.ABSTRAKTujuan penelitian adalah untuk mengetahui kualitas pelayanan dan mengetahui faktor pendukung dan penghambat dalam pengurusan paspor di Kantor Imigrasi Kelas I Makassar. Jumlah informan dalam penelitian ini adalah 13 orang. Jenis penelitian ini menggunakan kualitatif dengan tipe penelitian menggunakan tipe fenomenologi yaitu menekankan pada subyektivitas pengalaman hidup manusia. Teknik pengumpulan data menggunakan metode observasi dan wawancara. Hasil penelitian menunjukkan bahwa belum tercapai secara maksimal hal ini  dilihat dari aspek Empathy (perhatian) dimana masih ada oknum petugas yang bertindak secara tidak adil dalam proses pelayanan, dilihat dari aspek lain seperti Tangible (bukti langsung), Reliability (kehandalan), Responsiveness (daya tanggap) dan Assurance (jaminan) sudah tercapai secara maksimal. Faktor pendukung adalah fasilitas sarana prasarana dan faktor penghambat adalah kurangnya kesadaran masyarakat. Kata Kunci : Kualitas Pelayanan, Pengurusan Paspor

ABSTRAK Penelitian ini berupaya untuk mendeskripsikan informasi tentang implementasi Gerakan Literasi Sekolah di SD Sukorejo Kecamatan Gurah Kabupaten Kediri khususnya pada tahap pembiasaan. Jenis penelitian yang digunakan adalah deskriptif kualitatif dengan sumber data yakni Kepala Sekolah, Guru Kelas dan siswa. Metode pengumpulan data pada penelitian ini adalah melalui observasi, wawancara dan dokumentasi. Sedangkan teknik analisis data melalui tiga tahap yakni data reduksi, penyajian data dan verifikasi data. Hasil penelitian menunjukkan bahwa di SD Sukorejo Gurah Kediri, penerapan literasi masih sampai pada tahap pembiasaan. Upaya sekolah untuk menggiatkan gerakan literasi adalah dengan cara membiasakan membaca buku non pelajaran 15 menit sebelum kelas dimulai, menata lingkungan yang mendukung literasi dan melibatkan mitra dalam pelaksanaan kegiatan literasi. Terdapat beberapa hal yang menjadi faktor pendukung dalam kegiatan ini yakni semangat siswa-siswi dalam membaca buku, terdapat buku pengayaan yang disediakan dan dukungan dari berbagai pihak. Sedangkan faktor penghambat pembiasaan kegiatan membaca adalah belum optimalnya pelaksanaan gerakan literasi sekolah ini karena belum sepenuhnya rutin dilaksanakan. ABSTRACT This study tried to describe about the implementation of School Literacy Movement in Sukorejo Elementary School in Kediri, especially in the process of literacy habituation and development. The research used descriptive qualitative research. Data sources are Principal, Class Teachers and students. Data collection in this study was by observation, interviews and documentation. While the data analysis technique through three stages, namely data reduction, data presentation and data verification. The results showed that at SD Sukorejo Gurah Kediri, the application of literacy was still at the stage of habituation and development. The principal tried to intensify the literacy movement are by getting used to read non-lesson books 15 minutes before class starts, arranging an environment that supports literacy and involving partners in the implementation of literacy activities. There are several aspects can support school literacy in this school that are enthusiasm of students in reading books, enrichment books provided and support from various parties. Whereas the inhibiting factor for the habit of reading activities is the not yet optimal implementation of the school literacy movement because it has not been fully routinely implemented.

 The purpose of this study to determine community participation in the management of natural attractions in beach Karsut Jeneponto. This research is a qualitative research. Data collection techniques used were observation , interviews , and documentation . The results showed that the participation of society in the form of participation in management planning, charitable giving in the form of ideas / opinions as well as power and responsibility . Kampala village community participation that has begun to diminish. The factors that inhibit the Object Management Karsut Nature Coast is still a lack of funds obtained to repair any damaged facility in Turkish Karsut and still lack infrastructure facilities owned so it is still inadequate Tujuan penelitian ini untuk mengetahui partisipasi masyarakat dalam pengelolaan objekwisata alam Pantai Karsut di Kabupaten Jeneponto. Jenis penelitian ini adalah penelitian kualitatif. Teknik pengumpulan data yang digunakan yaitu observasi, wawancara, dan dokumentasi. Hasil penelitian menunjukkan bahwa partisipasi masyarakat berupa keikutsertaan dalam perencanaan pengelolaan, pemberian sumbangan berupa ide/pendapat serta tenaga dan juga tanggungjawab. Keikutsertaan masyarakat Desa Kampala yang sudah mulai berkurang. Adapun faktor-faktor yang menghambat dalam Pengelolaan Objek Wisata Alam Pantai Karsut yaitu masih kurangnya dana yang diperoleh untuk memperbaiki setiap fasilitas yang rusak di Pantai Karsut dan masih minimnya fasilitas sarana dan prasarana yang dimiliki sehingga masih kurang memadai.

The achievements made by persons with disabilities through sports are indeed quite interesting to study and observe, the purpose of this study is to analyze disability achievement management and supporting and inhibiting factors in the development of athletes with disabilities in the Kendal district NPC. The research design used is qualitative research, data collection techniques include: (1) observation, (2) interviews, (3) and documentation, with research subjects consisting of: (1) The Head of the Kendal Regency NPC, (2) Athlete Empowerment Section, (3) Sports Section, (4) Paralympic Athletes. The process of screening athletes in collaboration with sports teachers from special schools and teams from the NPC. Supervision is carried out by the National Paralympic Committee (NPC) from monitoring the condition of the athlete, the place where the athlete works and the athlete's family so that they understand that the athlete is performing. The conclusion in this study, NPC can increase organizational strengthening through coordination meetings, facilitate organization and implementation of guidance through grants from the Regional Government. Performance development for athletes with disabilities NPC conducts screening to special schools in order to find potential athletes, as well as to pay more attention to facilities and infrastructure to support performance development so that athletes with disabilities can achieve achievements.

This study aims is to analyze; 1) Public service reform at the Department of Investment and One Gate Integrated Services Gorontalo City; 2) Determinant factors affecting public service reform at the Department of Investment and One Gate Integrated Services Gorontalo City. The research method used qualitative research, data collecting technique by observation, interview and documentation. The results showed that; 1). Public service reform at the Department of Investment and One Gate Integrated Services Gorontalo City seen from structure, procedure, process not yet run well but from behavioral element already showed existence of change of attitude of good apparatus in giving services; 2). The determinant factors affecting public service reform at the Capital Market and Department of Investment and One Gate Integrated Services Gorontalo City need to pay attention to the supporting factors of public service reform related to; 1) the awareness of the police officers in service; 2) rule enforcement; 3) organization; 4) income of employee; 5) human skill and resources; 6) facilities.

The village fund is expected village government and technical institutions can realize the vision of Jayapura city government that believes, independent, unified, modern, prosperous based local wisdom.  The city of Jayapura has established the Community Entrepreneurship Agency (BKM) in each village/village/Kelurahan in order to manage the funds of the village/village/Kelurahan more effectively, efficient, precisely targeted to support the governance activities Good and transparent. The purpose of this research is to describe the management of ADD in village community empowerment as well as driving and inhibiting factors. The results showed that optimizing village funds allocation in the development of community entrepreneurship at Village Tobati Jayapura City is already running but not maximally, hence the need for strategy.  STRATEGY (W-O) makes strategy that utilizes the opportunity to overcome weaknesses, namely consist of: Government policy that makes Village Tobati as a demonstration village for tourism, this is an opportunity to add Income or family's confidentiality. The help of Village fund, ADK, ADD the average routine each year.  The commitment of the city government to improve and develop fisheries sector, especially the cultivation of fish cages very smooth and good means of transportation, and the help of the Prospect fund from the years 2016 and 2017 for the business of kiosk, sales Pinang, vegetable sales + Seasoning Kitchen, selling cold beverages + juice jacket, selling yellow rice, handicraft business, business selling pulse, oil kerosene + gasoline, net business. The opportunities mentioned above show that weaknesses in Village Tobati can be overcome well because of the very dominant opportunities in the village. Therefore the need for awareness from the local community to take advantage of the opportunities that exist for the welfare of the family in doing some very promising efforts.

ABSTRACTResearch about the Policy on the Use of Village Funds in Community Empowerment in Rantaupandan village, Rantaupandan district, Bungo Regency, Jambi Province, are aimed to find out how the implementation of village funds policy in community empowerment, inhibiting factors and efforts can be made so that the use of Village Funds in Rantaupandan village can reach aim. This Research uses the theory of Van Meter and Van Horn with qualitative descriptive methods and inductive approaches. Data collection techniques through interviews, observation, and documentation. In this study using triangulation techniques to test the validity of the data and perform data analysis through data reduction, data presentation, and conclusion drawing. This Research shows that the implementation of the Village Fund policy in community empowerment has not run optimally due to the problem of human resource competencies, the lack of community participation, and the lack of information delivery to the community regarding the implementation of the Village Fund policy.Keywords: policy, village fund, community empowerment

This study aims to analyze and describe the implementation of distance learning, as well as determine the supporting and inhibiting factors for the implementation of distance learning at SDN Karangrena 03. This type of research is qualitative research with descriptive methods. Participants in this study were the principal, teachers, and parents or guardians of students. Data were collected by means of observation, interviews and documentation. The results of this study are described as follows: 1) Distance learning at SDN Karangrena 03 is carried out using online and offline methods, the strategy adopted by the teacher is to use technology with PJJ media via Whatsapp group. 2) Supporting factors for the implementation of distance learning, namely teachers prepare careful planning in implementing PJJ, the support of internet facilities from schools, and teachers and parents can use technology for communication without any time constraints. The inhibiting factor for the implementation of distance learning is that most parents cannot always assist students in learning because they have jobs that cannot be left behind, assignments given by the teacher require more explanation, and students' learning motivation decreases.
