The paper analyzes the qualitative changes in monetary policy goals and instruments during the world economic crisis of 2007-2009 in industrial countries and Russia; it represents the authors view on Russian monetary policy goals and results on different stages of crisis development. On the basis of the analysis the authors conclude on the necessity of active exchange rate policy in Russia, while developing interest rate instruments, and implementation of some exchange restrictions to prevent crisis contagion in the future.

In 1961-2018 in the world as a whole, the gross harvest of potatoes increased from 290.6 million tons to 368.2 million tons, that is, 1.36 times. Over the same period, the production of vegetables and food melons increased from 197.7 million tons to 1,088.8 million tons (5.51 times), and fruits and berries from 199.9 million tons to 867.8 million tons (4.34 times). In a number of states in 1992-2018 the corresponding increase significantly exceeded the average values for the world as a whole, as a result of which their place in the global ranking increased, and the positions of some traditional producers of potatoes and fruits and vegetables decreased. For example, in terms of gross harvest of potatoes in 1992, Russia was in first place, and Poland was in third, while in 2018 they were in 4th and 9th positions, respectively. In terms of vegetable production, Italy and Japan were displaced from 4th and 5th places, which were taken by Turkey and Nigeria. In terms of gross harvests of fruits and berries, Turkey occupied the fifth position in total world production by 2018, although in 1992 it belonged to Italy. Quantitative and qualitative changes inevitably have a significant impact on both the volume of the world market and the parameters of international trade in potatoes, vegetables and melons, fruits and berries. Processes in foreign economic liberalization and economic integration contributed to an increase in the specialization and concentration of production of relevant plants in countries with more favorable natural and climatic conditions, as well as a gradual increase in demand for potatoes, vegetables and melons, fruits and berries from a number of states, including those that used to meet the needs of their population in large volumes at the expense of their own producers. The Russian Federation is one of the significant players in the world potato and fruit and vegetable market. Despite the increase in gross fruit and vegetable production in recent years, Russia’s positions in the global rating dropped from 7th to 10th place in vegetables and melons, from 20th to 31st place in fruits and berries. As for potatoes, there was a decrease in the volume of its production, as a result, Russia dropped from 1st place in 1992 to 4th place in 2018.

Throws and catches in rhythmic gymnastics represent one of the fundamental groups of apparatus actuation. They represent for the hoop actions of great showmanship, but also elements of risk. The purpose of this paper is to improve the throw execution technique through biomechanical analysis in order to increase the performance of female gymnasts in competitions. The subjects of this study were 8 gymnasts aged 9-10 years old, practiced performance Rhythmic Gymnastics. The experiment consisted in video recording and the biomechanical analysis of the element “Hoop throw, step jump and catch”. After processing the video recordings using the Simi Motion software, we have calculated and obtained values concerning: launch height, horizontal distance and throwing angle between the arm and the horizontal. Pursuant to the data obtained, we have designed a series of means to improve the execution technique for the elements comprised within the research and we have implemented them in the training process. Regarding the interpretation of the results, it may be highlighted as follows: height and horizontal distance in this element have values of the correlation coefficient of 0.438 and 0.323, thus a mean significance of 0.005. The values of the arm/horizontal angle have improved for all the gymnasts, the correlation coefficient being 0.931, with a significance of 0.01. As a general conclusion, after the results obtained, it may be stated that the means introduced in the experiment have proven their efficacy, which has led to the optimisation of the execution technique, thus confirming the research hypothesis.

A numerical approach based on dynamic importance sampling (DIMS) is applied to investigate polarization switches in vertical-cavity surface-emitting lasers. A polarization switch is described as an activation process in a two-dimensional nonequilibrium system. DIMS accelerates the simulations and allows access to noise intensities that were previously forbidden, revealing qualitative changes in the shape of the transition paths with noise intensity.

Prison health, prisoner safety and imprisonment rates matter: intrinsically and for health and safety outside. Existing prison regulation apparatuses (e.g. OPCAT) are extensive and hold unrealized potential to shape imprisonment. However, criminologists have not yet engaged much with this potential. In this article, I reconceptualize prison regulation by exploring the work of a broad range of multisectoral regulators who operate across stakeholder groups. I illustrate that voluntary organizations and families bereaved by prison suicide act as regulators, although their substantive actions have been erased from official narratives. Mobilizing (threats of) litigation, these actors have responsibilized the state and brought qualitative changes across the prison estate.
