The chapter draws attention to the psychological and psycho-pedagogical aspects of the use of information technology in education. In this regard, the core aspects are considered. Much attention is paid to such research as the study of the effect of distance learning on cognitive and personal development of students; development of subjectivity university students; psychological and cognitive barriers in distance learning. It is emphasized that only a small number of universities in the Russian Federation has assumed responsibility to engage in learning disability issues. The main difficulty is to teach students with disabilities. This chapter provides annotation project of the Ministry of Education and Science of the Russian Federation “Development and testing of models of teaching and methodical center providing higher education for disabled persons and persons with disabilities with a variety of Diseases”. As part of this project there will be the implementation of a program of networking for students with disabilities in the format of the Consortium. The main objective of the Consortium is to describe the principles of networking schools, considered as a possible model of networking schools and Interpretation of the basic steps of creating intercollegiate information and educational network of universities.

In this paper, the author summarizes the main problems that have to be solved by regional commercial banks and, in particular, banks in the Far North and equivalent territories in the current political situation and conditions of economic sanctions. The country's banking system is not adequate to the needs of the national economy and is unable to provide resources for the country's modernization. The ability of banks to finance the needs of the real sector is significantly constrained by the lack of long-term and cheap financial resources from the banks themselves.

The article presents the review of Tatar literature works and their translations into Russian and some other world languages. The Tatar literature has rich heritage, the first works of it (manuscripts) are dated back to the Middle Ages. The first printed works were published in the XVIII century as that time the Tatar language was the diplomatic language used in the communication between western and eastern countries. The time of XIX-XX centuries is considered to be the rise of the Tatar literature. Since that time the Tatar writers started writing their works in Russian that was caused by natural bilingualism established on the land of Tatarstan due to historical development. In the Soviet times the works of Tatar writers and poets written in Tatar were translated into Russian which is the intermediate language in the Russian Federation. After the collapse of the USSR Russia opened its boundaries and the number of translations of the Tatar writers works into Western and Eastern languages have been growing dramatically. Modern Tatar literature is continuing the traditions of the Tatar literature, the works of Tatar writers have been translating into foreign languages in order to present them to world community.

In this article, the authors describe the essence of implementing some models of blended learning technologies of some models of teaching foreign languages at the Financial University under the Government of the Russian Federation, their role and importance in the preparation of students for continuing education throughout their professional careers. The review of the existing methods of teaching foreign languages as a historical background and the vital need for the emergence and formation of blended learning, including foreign languages is given. Based on the analysis of these facts, the authors come to the conclusion that a complex approach to the choice of pedagogical technologies, a combination of different teaching methods, educational models and styles are necessary.

Quite recently we have celebrated the 90th anniversary of the establishment of the Nizhny Novgorod Academy of the Interior of the Russian Federation. The time has been very fruitful: it has trained a big number of professionals specializing in the fight against economic crimes. It has improved its material-and-educational status and it is still expanding. The author reviews one of the latest trends of its development — international cooperation with colleagues from other countries. He emphasizes that knowledge of foreign languages is a key to success in this area.

The article analyzes the dynamics of wages of teachers in the sphere of professional education of the Russian Federation, which was applied to the regions of the far North and equated localities as of 01.01.2018. Analyzed regional features of changes in wages of the teaching staff in 20132018 on two levels of education: elementary and secondary professional education and higher professional education, due to the necessity of execution of the decree of the President of the Russian Federation of May 7, 2012 No. 597 «On measures to implement the state social policy» (hereinafter referred to as the Decree of the President of the Russian Federation 2012). The factors that determined the degree of achievement by 2018 of target indicators on the level of remuneration of teachers of vocational education in the regions of the country are highlighted.

The article considers the problem of additional vocational training in the system of higher education of the Russian Federation. The author gives main characteristics of a modern refresher course or a course of vocational training, based on the experience of attending courses of additional vocational training by the teachers of the Department of foreign languages of the Irkutsk State Medical University (ISMU). In the end, there is an example of an innovative course of vocational training worked out by the specialists of the mentioned department that can answer the challenges of the modern system of higher education.

Digital distance education technologies are a relevant issue today. For the training of crew members, it is necessary to comply with the requirements of the Federal State Educational Standards, the International Convention on the Training and Certification of Seafarers and Watchkeeping, and several other legislative documents. The article provides individual digital educational trajectories and an individual profile of students’ competencies using the Data Mining methods and the Moodle system.Purpose of the study: To study the issue of application of digital distance learning technologies complying with the requirements for ship crew members. Solving the problem of forming an individual digital educational trajectory and an individual competency profile of a student.Materials and methods: The concepts of distance learning technologies and e-learning, approved at the legislative level as the Federal Law dated December 29, 2012 No. 273-ФЗ «Education in the Russian Federation». According to the Decree of the Government of the Russian Federation on May 23, 2015 No. 497 «On the Federal Targeted Program for the Development of Education for 2016-2020», within the framework of Target 5 «Formation of a high-demand system for assessing the quality of education and educational outcomes», the following activities are planned: Typical models of constant evaluation of students’ learning achievements, allowing to form trajectories of individual development of students in secondary professional educational organizations and organizations of higher education». Individual educational trajectory is a personal way to realize the personal potential of each student in education. The individual educational trajectory in the period of digitalization of education and using of e-learning methods, distance learning technologies is an individual digital educational trajectory. An important element of an individual digital educational trajectory is the individual competence profile of students. The formation with the using Data Mining technology based on the Moodle e-learning system is considered.Results: The construction of an individual digital educational trajectory, including individual profiles of students’ competencies and the trajectories of their development, can be implemented using data mining, proper configuration, construction of matrices of various levels of connectivity using the modules of Competence and Curriculum of the Moodle system. The article presents the formation of the student’s competencies based on the construction, as well as the analytical unit of an individual digital educational trajectory and an example of an individual competency profile in the Moodle system.Conclusion: Training of crew members using digital distance education technologies is possible, but at the same time it has many limitations on the part of requirements. It is important to correctly combine the traditional form of education and digital learning technologies.
