In this chapter, the focus is on incentives for inclusive e-government. Five case studies of the implementation of contact centers in Swedish municipalities are described and discussed. The research methods used are mainly qualitative interviews with different categories of municipal personnel and with citizens. The main conclusion is that the implementation seems to contribute to increased accessibility of municipal services, even for those citizens who might have problems using Internet services. The study indicates a development towards increased equal treatment of citizens and a contribution to reducing problems related to the “digital divide.” Municipal services became more adapted to citizens' needs by using citizen-centric methods during the development process and in the daily work of the contact centers. The implementation of municipal contact centers can thus be seen as indicating incentives for local e-democracy and a step towards inclusive e-government, although there is still a need to go further in this direction.

This entry examines the use of the internet by individuals with disabilities. Before people with disabilities can use the Internet for socializing, communicating, gathering information, learning, or working, they must first be able to access the Internet. This may require additional assistance by either people or modified hardware and software. Some authors have expressed concern that there is a digital divide, with many people with disabilities not accessing the Internet. The differing needs of people with disabilities, and how their needs may be met with technology and adaptations are explored. Examples of various uses of the Internet by people with disabilities are presented. This field does not have a large research base; it is difficult to do controlled large group studies with such diverse populations, so much of the information comes from position papers, demographic reports, case studies, or exploratory research.

This chapter explores the interrelationships between globalization, development, and security. It shows how globalization, as a neoliberal ideology for development promoted by key international financial institutions, deepens inequality between and within nations on a global scale. This exacerbates global insecurity through a growing sense of injustice and grievance that may lead to rebellion and radicalization. The chapter first considers the neoliberalism of globalization before presenting the case for conceptualizing globalization as a neoliberal ideology for development. It then discusses the legacy of structural adjustment programmes and the harmful effects of neoliberal ideology on societies, particularly across the developing world. Finally, it looks at two case studies to illustrate the link between uneven globalization and global insecurity: the Egypt uprising of 2011 and the Greek economic crisis of 2010.

Since the concept of “digital divide” first appeared, many researchers have argued for a more nuanced definition that highlights its complexities and better reveals its impact on the appropriation of ICTs. In this paper, the author analyzes the experiences of six Master of Education (M.Ed.) pre-service teachers learning to integrate ICTs into their practice. These case studies demonstrate how novice teachers’ learning processes can be impacted by the unequal distribution of the temporal, material, mental, social, and cultural resources available (van Dijk, 2005). A number of pedagogical and curricular recommendations for the M.Ed. program are then provided.

An increasing volume of images is available online, but barriers such as digital locks, proprietary interests and narrow scope of information uploaded to image databases maintain structures that have impeded repatriation efforts in the real world. Images of objects (cultural material) in the digital environment support cultural heritage. Institutions are developing complex solutions relevant in the network environment to further repatriation initiatives. These solutions facilitate discovery, opening avenues for research into the ethics of ownership that cross the physical/digital divide. There have been calls for strengthening the potential for use of pertinent information in order to protect and recover cultural heritage through increased visibility. However, some museums still limit access to images. We examine the issues and their implications referencing case studies specific to Indigenous, Inuit and Métis peoples of Canada.

Purpose This paper aims to argue for the importance of considering religious and cultural background as informing participant's access and attitudes towards digital media. Design/methodology/approach The paper takes a socio-cultural theoretical approach. In terms of methodology, it refers to case studies based on discourse analysis of online content. Findings The paper argues that the online discourse in the case studies presented discourages women from using digital media for their own empowerment. Research limitations/implications Some limitation include that this research focuses only on a case study from Judaism. Future research should examine how other religious traditions impact internet access and uses. Originality/value The paper's contribution is in its novel inclusion of religion as an element of the digital divide.

This article investigates the impact of information and communication technologies (ICTs), human capital, institutional settings, socio-economic, and environmental parameters on sustainable innovation (SI) using archival data for 127 economies from 2008 to 2017. We developed an econometrics research framework for investigating factors influencing SI on a global scale. We found that ICT variables, such as ICT access and ICT broadband network, positively influence sustainable innovation in conjunction with the socio-economic and political parameters. Despite differences among economies in terms of ICTs, socio-economic development, and educational attainment, ICTs are the significant drivers of sustainable innovation and economic growth. We observed a growing digital divide among nations within the context of the knowledge-based economy and the expansion of digital commerce, particularly in the least developed countries and Africa, a phenomenon impeding sustainable innovation growth. To the best of our knowledge, this is the first study that empirically investigates the global digital divide from sustainable innovation perspectives. The results of this study suggest that to tackle the digital divide issues, policymakers and educational institutes need to perform constructive educational reform in higher education curricula, particularly concerning STEM programs, which should reflect the necessary skills and competencies for deploying emergent technologies. In addition, ICT should be considered part of a country’s critical infrastructure, particularly investment in the broadband networks regarded as the backbone of today’s innovation.

Dale Spender compares the contemporary growth of digital information (due to computer technology) with the centuries-old growth of written information (due to the printing press), which inspired a tremendous social revolution. Today, digital information has the potential to inspire a similar social revolution, if we all have access as users and creators of information technology. Some have described the gap between those with power to use and create digital information and those who do not as a “digital divide.” How can we use the potential of information technology to birth a new social revolution on a global scale? How can we bridge the digital divide? The answers lie in a reevaluation of science and technology to include us all. This chapter explores the problem from a feminist perspective and proposes a variety of solutions.
