Local and foreign scientists are now paying growing attention to various issues of property and the philosophical and ethical, political, economic, institutional, social, psychological, and other aspects of its formation, taking into account the requirements of large-scale transformation, which primarily concern post-industrial areas of social development. In consequence, as modern studies rightfully point out, considering property relations, two general restrictions should be taken into account: this is an attempt to explain the absoluteness of their roles, the presence and content of all aspects of socio-economic relations by property relations; and the denial of the role of property as one of the most important factors determining the direction of social development in the present and future. This situation forces a new look at the economic policy of the state in this area, because any financial and monetary measures taken by the government will be doomed to failure if their implementation will be without interaction with the mechanisms of the private property system. The article defines the entrepreneurial sector of the region, its interaction with the institutions of the market system operating in all sectors and spheres of the region's economy, and also shows the influence of the development of property relations on the institutions of entrepreneurship.

The expansion of the borders of the Far Eastern Federal District due to the inclusion of the Trans-Baikal Territory and the Republic of Buryatia in its composition actualizes the problem of inequality of regions (primarily in the social sphere), which in the new boundaries of the macroregion has significantly increased and has acquired a «supernormal» character. It has been established that the lag of the «new» Far Eastern subjects in the level of social development is accompanied by an increase in negative phenomena in the social sphere. The necessity of implementing a set of measures to form a «corridor of opportunities» that regions can use, including within the framework of interregional interaction within the Far Eastern Federal District, has been substantiated

The article is devoted to the study of the role of the factor of Kazakh ethnicity in the process of nation-building in Kazakhstan. In the opinion of the authors of the article, the Kazakh cultural beginning is the system-forming and founding nation, the beginning. The birth of statehood itself on the territory of modern Kazakhstan is associated with the ethnic and cultural genesis of the Kazakhs. At the same time, in the period of modern times, Kazakhstan was also formed as a multicultural community of peoples. The acquisition of modern independence by the republic in 1991 is associated with national, and, above all, Kazakh, revival, restoration of the Kazakh cultural origin as a system-forming nation. The authors focus on these processes not only of the cultural revival of the Kazakh people, but also of its dominance in all other spheres of life, for example, such as political-ideological and socio-economic. This objective process is reflected in the institutional and structuralfunctional aspects of nation-building, strengthening the role and significance of the Kazakh language as the state language in the country, modern demographic trends, the formation of Kazakh civil political culture and, in fact, the model of the formation of national identity. Scientists pay attention to the peculiarities of the Kazakh model of multiculturalism, the basic values of modern Kazakh society, in which such principles as common interests, social stability, tolerance, loyalty of society to the institutions of power, the culture of cooperation and social comunitarism have taken root. The authors come to the conclusion that the Kazakh model of social project, which is based on the Kazakh social partnership, is the guarantor of sustainable and progressive social development. Attempts to disavow or belittle the value of Kazakh identity or replace it with any other artificial formats under the influence of external factors can have the most negative impact on social stability and constructive, progressive social development. According to scientists, further social transformation is associated, first of all, with the strengthening, modern content, expansion and rooting of the Kazakh cultural origin in the process of nation-building in the Republic of Kazakhstan.

Abstract The precise form of internalization of the provisions of the Council of Europe’s Framework Convention for the Protection of National Minorities in domestic law is crucial in ensuring its long-term effectiveness. Experiences in the Western Balkans raise important questions about the role of minority (or community) rights legislation in deeply divided societies. This article uses the case-studies of Bosnia and Herzegovina, Kosovo and the Republic of North Macedonia to highlight key themes and limitations that have emerged. Comparative analysis reveals a surprising divergence of approaches to internalization in the region. The article further demonstrates that the ‘nation-cum-state paradigm’ remains prevalent, despite the premise of universality. It argues that such legislation can play an important symbolic and practical role, but that legal internalization needs to be seen as an ongoing process. It concludes that attention needs to be given to ensuring the continued particularization and adaptation of such legislation in light of both the limitations and changing circumstances, providing a key lesson also for other divided societies.

AbstractThis paper uses the institutional economics of Douglass North to explain three features of the shale boom: why fracking technology emerged in the United States, the rapid increase in production of natural gas in the United States and the uneven response to these new economic opportunities in shale-rich economies. It argues that the institutional matrix of the United States, in particular private ownership of minerals, encouraged experimentation on the barren Texas oil and gas fields, where fracking technology emerged and the rapid transfer of mineral rights to gas companies. Institutional entrepreneurs, namely landmen and lawyers, facilitated contracting between owners of mineral rights and drillers. Private ownership of minerals and an ideology supportive of drilling provide insight into the adoption of regulations that encourage hydraulic fracturing.
