Unbalanced regional development is widespread, and the imbalance of regional development in developing countries with rapid urbanization is increasingly apparent. This threatens the sustainable development of the region. Promoting the coordinated development of the region has become a hot spot of scientific research and a major practical need. Taking 99 counties of Jiangsu Province China, a typical coastal plain region, as the basic research unit, this paper explores the unbalanced development characteristics of the regional urban spatial form using three indicators: urban spatial expansion size, development intensity, and distribution aggregation degree. Then, their driving mechanisms were evaluated using spatial autocorrelation analysis, Pearson correlation analysis, linear regression, and geographically weighted regression. Our results found that the areas with larger urban spatial expansion size and development intensity were mainly concentrated in southern Jiangsu, where there was a positive spatial correlation between them. We found no agglomeration phenomenon in urban spatial distribution aggregation degree. From the perspective of driving factors: economics was the main driving factor of urban spatial expansion size; urbanization level and urbanization quality were the main driving factors of urban spatial development intensity. Natural landform and urbanization level are the main driving factors of urban spatial distribution aggregation degree. Finally, we discussed the optimization strategy of regional coordinated development. The quality of urbanization development and regional integration should be promoted in Southern Jiangsu. The level of urbanization development should be improved relying on rapid transportation to develop along the axis in central Jiangsu. The economic size should be increased, focusing on the expansion of the urban agglomeration in northern Jiangsu. This study will enrich the perspective of research on the characteristics and mechanisms of regional urban spatial imbalance, and helps to optimize and regulate the imbalance of regional urban development from multiple perspectives.

In the framework of the modern direction of regional studies knowledge - regional studies comparative studies, the role of labor resources as one of the key elements in regional development in the implementation of spatial development strategies of the Russian Federation and an updated strategy for the coordinated development of China is analyzed in a comparative aspect. Identified Russian and Chinese trends in high-quality training, the effective redistribution of labor resources for the needs of the regional economy of the two countries. In China, the primary tasks of labor management are the prospects for labor participation in technological progress, industrial modernization, and the economic growth of China's regions, while in Russia one of the key objectives of the development of a regional labor management system is effective employment of the population and solving the problem of centralization of resource flows leading to the intensified socio-economic unevenness of the regions of Russia

Since the 1990s, China has gradually put forward the theories featuring new urbanization and coordinated regional development, and put them into practice. In the Report on the Work of the Government 2019, Chinese Premier Li Keqiang proposed that “We will promote coordinated development across regions and improve the quality of new urbanization”, drawing the public’s attention to new urbanization and coordinated regional development again. This paper first sorts out China’s research on new urbanization and coordinated regional development, mainly concentrating on the connotations, dynamic mechanism, strategic paths and models, and policy tools. Then it summarizes the major research results, including (1) the strategic theory and policy for spatial integration; (2) the theory and policy of main functional zones; (3) the urbanization theory and policy with city clusters as the major form; (4) the agglomeration theory and policy in the context of integration. And finally it proposes the major directions for further research: (1) innovation-driven cities and coordinated regional development; (2) compact cities with green, low-carbon, smart and humane features; (3) difficulties in the innovation of new urbanization system and mechanism; (4) leading research on the agglomeration theory and policy in the context of inter-connectivity.

The implementation of water diversion projects will exert different influences on upstream water offering areas and the downstream water receiving areas. In order to effectively promote the coordinated development of the two regions, a comprehensive evaluation system for the coordinated development of water transfer projects has been proposed with the Middle Route of the South-to-North Water Transfer Project as the research object. The system conducts a multidimensional evaluation of social development, economic development, and ecological environmental impact, and builds a comprehensive evaluation index system with fifteen evaluation indexes at three levels, with the indexes weighted through the comprehensive weighting method based on the combination of the G1 method and the entropy weight method. Based on the degree of coordinated development among various systems, the coordinated development of the Middle Route of the South–North Water Transfer Project is graded through a comprehensive evaluation. This method is tested in the decision support system of the Middle Route Construction and Administration Bureau, China. The results show that: (1) The coupling coordination degree value of the middle route of the South-to-North Water Diversion Project is 0.8912, which shows that the regional development of the water transfer project is high coupled coordination. (2) The coordination between the economic system and the ecological environment system is weaker than the coordination between the economic system and the social service system, and the coordination between the ecological and social services is the best. Finally, based on an advanced SWOT analysis of the future development of the middle route of the South-to-North Water Diversion Project, effective suggestions for regional development are provided. It provides reference or guidance for the competent authority to manage the water diversion project and the central government to comprehensively evaluate the effectiveness of the water diversion project.

Abstract The pollution reduction effect of regional development could be analyzed more comprehensively from the perspectives of coordinated development and differentiated development. Based on the theory of regional coordinated development, this paper used panel data for cities in the Yangtze River Economic Belt from 2008 to 2017, adopted the spatial autocorrelation method and spatial econometric model to analyze the spatial and temporal distribution pattern of environmental pollution emission, regional coordination and differentiated development degree in the Yangtze River Economic Belt, analyzed the impact of regional differentiated coordinated development on pollution emission reduction in local and surrounding cities, and discussed the spatial spillover effect of regional differentiated coordinated development on pollution emission and its boundary test. The results showed that (1) at the overall level of the Yangtze River Economic Belt, coordinated regional development and differentiated regional development have significantly reduced pollution emissions and present complementary effects on pollution emission reductions; (2) an obvious spatial spillover effect was observed for the impact of regional coordinated and differential development on pollution reduction, a negative spatial spillover coefficient was observed for different urban economic circles, and an obvious inverted U-shaped trend occurred in the impact degree with increasing distance, with a 500 km range of urban economic circles considered a turning point; and (3) a heterogeneity test used the three major regions and sub-cities of the Yangtze River Economic Belt to verify and analyze the impacts of regional coordinated and differential development on pollution emissions, which showed that there was obvious spatial heterogeneity at different levels. Based on the above results, policy suggestions for decreasing pollution emissions in the process of differentiated coordinated development of the Yangtze River Economic Belt were proposed.

The essence and urgency of government expenditure for regional development is very crucial in realizing sustainable development, meaning that government spending must meet current needs without compromising the fulfillment of the needs of future generations. The higher the state revenue, the higher the state expenditure for regional development. Thus, an increase in understanding of government expenditure for regional development in a sustainable manner must be carried out with the principle of prudence in this country.
