AbstractThis study was conducted to evaluate the performance of a contracting-out project for military base management in response to recent defense reforms in the Republic of Korea that require military forces to concentrate on operations and combat missions. In this study, the service quality perspective via SERVQUAL was applied to the ROK defense sector for the first time, with the soldiers viewed as customers receiving a service. In addition, to improve the effectiveness of the contracted services, the importance-performance analysis framework was employed to identify the tasks that required urgent attention. We conducted a large-scale survey of 2,112 uniformed members within pilot project units. To avoid problems such as insincere responses or low response rates, we held interviews with the officers managing the units on the subject of the importance and purpose of the questionnaire. As a result, it was found that the outsourcing of cleaning services was the most successful initiative, while mowing/landscaping had the most urgent tasks for improvement, with some respondents believing that reliability and assurance should be improved.

Abstract In a follow-up to the investigations of soft ticks identified from seabird nest soil and litter collected from coastal islands of the Republic of Korea (ROK), Ornithodoros sawaii and Ornithodoros capensis were assessed for the presence and identification of rickettsiae. Ticks collected from samples of 50–100 g of nest litter and soil from seabird nests were identified individually by morphological techniques, and species confirmed by sequencing of the mt-rrs gene. Subsequently, tick DNA preparations were screened for the presence of rickettsiae using a genus-specific nested PCR (nPCR) assay targeting the 17 kDa antigen gene. The amplicons from the 17 kDa assay and two additional nPCR assays targeting the gltA and ompB gene fragments were sequenced and used to identify the rickettsiae. A total of 134 soft ticks belonging to two species, O. sawaii Kitaoka & Suzuki 1973 (n = 125) and O. capensis Neumann 1901 (n = 9), were collected. Rickettsia lusitaniae DNA was detected and identified among O. sawaii ticks (n = 11, 8.8%) collected from nest litter and soil of the Japanese murrelet (Synthliboramphus wumizusume Temminck 1836) at Gugul Island along the western coastal area of the ROK. This study confirmed for the first time the presence of R. lusitaniae associated with O. sawaii collected from migratory seabird nests in the ROK.

The possible presence of very large petroleum and natural gas reserves in the area beneath the North Sea is currently the subject of intense investigation. If confirmed, as seems likely in at least some localities, this occurrence will raise legal problems of considerable interest and complexity. For the North Sea is not merely an oilfield covered by water: for centuries it has been one of the world's major fishery regions and the avenue to and from the world's busiest seaports. Thus all three of the present principal uses of the sea—fishing, navigation, and the exploitation of submarine resources—promise to meet for the first time on a large scale in an area where all are of major importance. The process of reconciling the various interests at stake will provide the first thoroughgoing test of the adequacy and acceptability of the general principles laid down in the 1958 Geneva Convention on the Continental Shelf and should add greatly to the practice and precedents available in this developing branch of the law. In the present article an attempt is made to review some of the geographical and economic considerations involved in the North Sea situation, to note some of the technical and legal developments that have already taken place, and to consider these elements in the light of the various interests and legal principles concerned.

The article analyzes the prospects for US-North Korean and inter-Korean relations, taking into account the completed policy review of the new US administration towards the Democratic People's Republic of Korea (DPRK), as well as the results of the President of the Republic of Korea Moon Jae-in’s trip to Washington in May 2021 and his talks with US President Joe Biden. It is concluded that the “new" course proposed by the United States in relation to the DPRK will not lead to a solution to the nuclear problem of the Korean Peninsula and will interfere with the normalization of inter-Korean relations. During his visit to the US President Moon failed to obtain the US consent on ROK more “independent policy” toward North Korea. In spite of lavish investments into US economy and other concessions, Seoul was forced to promise to coordinate his approaches to the DPRK with US and Japan and support US position on Taiwan straits and South China Sea. The author argues that in the current conditions, the introduction of a regime of arms limitation and arms control in Korea should be a necessary stage on the way to complete denuclearization of the peninsula. The transition to a such method of the settlement of the nuclear problem could lead to the resumption of the negotiation process, mutual concessions, including reductions in the level of military-political confrontation, partial or large-scale lifting of economic sanctions in exchange for North Korea's restrictions of its nuclear weapon and missile systems.

The article analyzes international and national guarantee investment activities on the territory of the Republic of Uzbekistan and discusses the issues of the implementation of the rights and legitimate interests of foreign investors using legal guarantee obligations in the national legislation of Uzbekistan. The aim of the study is to study the international mechanism for guaranteeing the repatriation of foreign investors, a comprehensive analysis of the most important international legal mechanisms in this area. The scientific novelty of the research is determined by the fact that the raised problem became for the first time the subject of a special comprehensive study. The author carries out research based on a significant number of international legal acts in the field of international legal guarantees for investment activities, constituent documents of intergovernmental organizations-subjects of international law, conducts a comparative analysis of various aspects of guarantees for investment activities. The novelty of the article is also enhanced by the fact that the author studies in detail the problems of correlation between the international legal and national legal mechanisms for guaranteeing investment activity. In the article, based on the analysis of international legal material, for the first time are investigated: - the international legal mechanism for guaranteeing investment activities, its constituent elements; the operation of multilateral and bilateral agreements in this area; -national legal mechanism for guaranteeing investment activities; To achieve this goal, taking into account the designated subject of research, the following results were obtained in the work: • International legal guarantees have been studied and a legal description to them has been given; • The main aspects of interaction between the international and national legal mechanism for guaranteeing investment activity have been identified;

Illegal wildlife trade, which mostly focuses on high-demand species, constitutes a major threat to biodiversity. However, whether poaching is an opportunistic crime within high-demand taxa such as parrots (i.e., harvesting proportional to species availability in the wild), or is selectively focused on particular, more desirable species, is still under debate. Answering this question has important conservation implications because selective poaching can lead to the extinction of some species through overharvesting. However, the challenges of estimating species abundances in the wild have hampered studies on this subject. We conducted a large-scale survey in Colombia to simultaneously estimate the relative abundance of wild parrots through roadside surveys (recording 10,811 individuals from 25 species across 2221 km surveyed) and as household, illegally trapped pets in 282 sampled villages (1179 individuals from 21 species). We used for the first time a selectivity index to test selection on poaching. Results demonstrated that poaching is not opportunistic, but positively selects species based on their attractiveness, defined as a function of species size, coloration, and ability to talk, which is also reflected in their local prices. Our methodological approach, which shows how selection increases the conservation impacts of poaching for parrots, can be applied to other taxa also impacted by harvesting for trade or other purposes.

Collections of Gymnopus sect. Impudicae from the Republic of Korea are evaluated. Three recorded species (G. densilamellatus, G. similis, and G. variicolor) are described as new for the science: Gymnopus densilamellatus is macroscopically characterized as having a brown to reddish brown, sometimes pale ochraceous and later whitish pileus and crowded lamellae. Gymnopus similis has an ochraceous-grey, brownish orange or brownish red pileus, and moderately distant, whitish, later dirty yellowish, greyish, or brownish orange or light brown lamellae. Gymnopus variicolor is characterized by a reddish brown, brownish red or violet brown pileus drying-up to light brown or brown, greyish brown or greyish red, later pale brownish orange lamellae, and greyish brown or greyish red pileus, grey-brown, light to reddish brown in upper part. Gymnopus dysodes is recorded for the first time in Korea. The morphological characteristics of the species are provided with a key for their identification. The taxonomic positions of all taxa are confirmed by the DNA sequences of the internal transcribed spacer region and the large subunit of ribosomal rRNA gene.

В статье рассматривается вопрос документальной реконструкции родословной хакасского этнографа Степана Дмитриевича Майнагашева (1886–1920). До сих пор в биографии хакасского учёного С. Д. Майнагашева оставались белые пятна, включая точно не установленную дату его рождения. Несмотря на наличие родословных преданий о происхождении Майнагашевых, отсутствовала научная верификация этой генеалогической информации на материале церковных метрических книг, именных списков и ревизских сказок (переписей населения). Объектом исследования является биологическая родословная С. Д. Майнагашева, а предметом — архивно-документальная реконструкция её патрилинейной части. Источниковую базу составили фонды таких архивов, как: Государственный архив Красноярского края, Национальный архив Республики Хакасия, архив города Минусинска. Впервые в научный оборот вводятся уникальные архивные документы по генеалогии Майнагашевых: по Аскизской Петропавловской церкви — метрическая запись о рождении/крещении С. Д. Майнагашева за 1886 г., метрическая запись о бракосочетании/венчании его родителей Д. А. Майнагашева и В. Н. Кызыласовой за 1877 г., метрическая запись о смерти/погребении деда этнографа А. П. Майнагашева за 1866 г., по Таштыпской Христорождественской церкви — метрическая запись о рождении/крещении отца Д. А. Майнагашева за 1851 г.; сведения из трёх последних ревизий Казановского рода Сагайской степной думы за 1832, 1850 и 1858 гг.; данные о фактах крещения представителей рода на 1854 г. В ходе генеалогических изысканий проведена экспертиза семейной родословной Майнагашевых, составленной в 1970–1980-х гг. топографом М. Г. Мойнагашевым на основе устных преданий и архивных источников. Критический анализ этой генеалогической схемы показывает, что её информационный потенциал нуждается в тщательной научной верификации с привлечением церковных метрических записей и актов гражданского состояния. Дальнейшее изучение генеалогии Майнагашевых будет посвящено анализу родословных легенд, а также генетико-генеалогическому тестированию современных мужских потомков. The article deals with the issue of documentary reconstruction of the Khakass ethnographer Stepan Dmitrievich Mainagashev’s (1886–1920) genealogy. Until now, there have been gaps in biography of the Khakass scientist S. D. Mainagashev, including an unspecified date of his birth. Despite the presence of genealogical legends about the origin of the Mainagashevs, there was no scientific verification of this genealogical information on the material of church metric books, lists of names and census lists (population censuses). The object of the study is S. D. Mainagashev’s biological genealogy, and the subject is the archival and documentary reconstruction of its patrilineal part. The source base consisted of the funds from such archives as: State Archive of the Krasnoyarsk Region, National Archive of the Republic of Khakassia, Minusinsk Archive. For the first time, unique archival documents on the genealogy of the Mainagashevs are introduced into scientific circulation: from the Askiz Peter and Paul Church — a metric record of the birth/baptism of S. D. Mainagashev in 1886, a metric record of the marriage/wedding of his parents D. A. Mainagashev and V. N. Kyzylasova in 1877, a metric record of the death/burial of the grandfather, ethnographer A. P. Mainagashev in 1866, from the Tashtyp Nativity Church — a metric record of the birth/baptism of D. A. Mainagashev’s father in 1851; data from the last three censuses of the Kazanov family of the Sagai Steppe Duma in 1832, 1850, and 1858; data on the baptism facts of representatives of the family as of 1854. Within the genealogical research, we carried out an examination of the Mainagashevs’ family genealogy, compiled in the 1970s and 1980s by the topographer M. G. Moinagashev on the basis of oral traditions and archival sources. The critical analysis of this genealogical scheme shows that its informational potential needs careful scientific verification with the involvement of church metric records and civil status acts. The further study of the Mainagashevs' genealogy will be devoted to the analysis of genealogical legends, as well as genetic and genealogical testing of modern male descendants.

Research within the field of hydrology often focuses on comparing stochastic to machine learning (ML) forecasting methods. The comparisons performed are all based on case studies, while an extensive study aiming to provide generalized results on the subject is missing. Herein, we compare 11 stochastic and 9 ML methods regarding their multi-step ahead forecasting properties by conducting 12 large-scale computational experiments based on simulations. Each of these experiments uses 2 000 time series generated by linear stationary stochastic processes. We conduct each simulation experiment twice; the first time using time series of 100 values and the second time using time series of 300 values. Additionally, we conduct a real-world experiment using 405 mean annual river discharge time series of 100 values. We quantify the performance of the methods using 18 metrics. The results indicate that stochastic and ML methods perform equally well.

We intended to describe 2 digenean trematodes found from a Chinese sea snake, Laticauda semifasciata, as the new fauna in the Republic of Korea. The snake was caught offshore of Aewol-eup, Jeju-do, in August 2017. Two species of fluke were found in the lung and intestinal tract of the snake in the process of necropsy. They were identified as Pulmovermis cyanovitellosus Coil and Kuntz, 1960 and Harmotrema laticaudae Yamaguti, 1933, respectively based on the morphological characters. Pulmovermis cyanovitellosus showed elongated body with well-developed and elongated male genital system and compact vitelline. And H. laticaudae was characterized by linguiform body with heavily armed cirrus with excretory system. This is the first time both species have been reported and described off the Korean coast. We provide morphological descriptions with some comments on their biology and geographical distribution. In addition, the taxonomic validity of the genus Hydrophitrema Sandars, 1960 was discussed, in terms of morphological descriptions and host ranges. This study provides novel insight into digenean fluke species existing off the coast of Korea.
