How can we best empower people living in the most economically disadvantaged areas of the world to improve their lives in ways that matter to them? This book investigates work of the NGO Tostan as a working model of human development. The study is grounded in the ethnographic study of the actual change that happened in one West African village. The result is a powerful mix of theory and practice that questions existing approaches to development and that speaks to both development scholars and practitioners. Divided into three parts, the book firstly assesses why top-down approaches to education and development are unhelpful and offers a theoretical understanding of what constitutes helpful development. Part two examines Tostan's community-based participatory approach as an example of a helpful development intervention, and offers qualitative evidence of its effectiveness. Part three builds a model of how community-led development works, why it is helpful, and what practitioners can do to help people at the grassroots level lead their own human development.

Poverty alleviation with reference to gender has been the focus of attention of national and international organizations since the seventies. Massive international assistance, both financial and technical, has been given for such programmes. However, the success rate of such projects has been fairly low. Two major reasons can be given for this low rate of success: (i) the projects have been imposed from the top without due regard to the local conditions, and the target group, i.e., the women, have been treated as objects rather than subjects; (ii) the donors and the implementing agencies have not always focused on the ultimate goal of sustainable development The success stories are quoted quite extensively but they have not been followed. The underlying factor behind their success was a strong faith in the capabilities of the masses at the grassroots level and the maximum use of local talent and expertise. Ponna Wignaraja has produced a wealth of infonnation by providing an in-depth review of the successful poverty alleviation projects amongst women which can lead to sustainable development in South Asia. He first analyses the successful cases in detail, and then he looks at the not very successful projects in Africa and Latin America, suggesting guidlines from specific successful projects in South Asia.

ABSTRACT Firms are often criticized for their reluctance to embrace sustainability in their business strategies. Frugal innovation is a recent concept that represents a new way for firms to serve underserved customers in developing countries while also promoting sustainability. Based on three cases of frugal innovation at the grassroots level in India, this article demonstrates how frugal innovation presents a promising way to tackle some of today's pressing societal problems with new business models. We use a range of parameters for economic, social, and environmental sustainability to strengthen the case for frugal innovation. This article attempts to inspire scholars to consider frugal innovation further in their future research endeavors and encourage firms to integrate it into their existing business models.

In response to worsening social instability in China, among grassroots communities in the poorer central and western provinces in particular, the Chinese central government has made budgetary arrangements, since 2003, to increase investment at the grassroots level to improve the capacity of local governments to maintain social order. However, this action by central government has created a dilemma for local cadres: how to perform their duty to maintain social stability while also balancing a heavy fiscal burden caused in part by the receipt of insufficient additional budgetary subsidies from higher government. This paper is an account of and an analysis of how local cadres in China perform their official duties when faced with this dilemma.

This paper discusses the African press in Kenya in the years between 1945 and 1952. The growth of an extensive vernacular press was caused by the political frustrations suffered by Kenya's Africans and the political, social and ethnic divisions which separated them. The press can be divided into three major categories: moderate nationalist, regional vernacular and populist newspapers. The moderate nationalist newspapers were edited by members of the educated elite who campaigned for constitutional change and social reforms. The regional vernacular papers were concerned more with local than national issues. The populist press was edited by semi-educated men active in politics at the grassroots level who came to reject the moderate leadership. All these papers publicized the activities of the Kenya African Union and demanded an improvement in the political and social position of Africans in Kenya. But they also expressed the ethnic, political and social hostilities which divided their editors. The decline of moderate leadership was reflected in the closure of their newspapers. The radicals who seized power in K.A.U. in 1951 were supported by the populist press and began new newspapers in 1951 and 1952.Some of the African newspapers achieved quite large circulations, were distributed by agents throughout the towns of Kenya and attracted some advertising revenue. But they all suffered from lack of money and found it difficult to find and pay a printer, and they suffered also from the lack of experience of their editors. Many newspapers lasted only a short time. But throughout these years there were always a number of newspapers published. These were widely read and were politically influential. The populist press played a direct role in stimulating militant resistance. Government attempts to curb the African press and to replace it with government newspapers were not successful. Only in 1952 when a State of Emergency had been imposed and the government had assumed powers to refuse printing licences and to suppress newspapers could the African press be silenced.
