Based on socioeconomic statistical data, transport data, and network big data, the urban connection index (UCI) was constructed in terms of industry, transportation, information, and innovation, and the high-quality development index (HDI) was established from five aspects: innovation, coordination, green development, openness, and sharing. Taking Lanzhou-Xining urban agglomeration as a case, the urban connection intensity and high-quality development level were measured to analyze the relationship between them. From 2012 to 2018, the UCI and HDI of each city showed different degrees of growth. Note that there exist significant regional differences, with Lanzhou and Xining having the largest difference. The biggest gap among cities lies in the innovative connection intensity. Moreover, urban external connections are closely related to high-quality development, especially innovation and green development. For every 1% increase in industrial and transport connection, the HDI will increase by 0.317% and 0.159%, respectively. This study provides a methodological reference for measuring urban connectivity and provides decision support for high-quality development in China and other countries.

Dynamic change is the starting point of realizing the high quality development of equipment manufacturing industry in Liaoning Province. First of all, this achievement analyzes the development status of equipment manufacturing industry in Liaoning Province; second, it establishes an index system to measure the high-quality development level of equipment manufacturing industry, uses entropy weight method to comprehensively evaluate the high-quality development level of equipment manufacturing industry in Liaoning Province; third, it constructs high-quality equipment manufacturing industry. The demand side and supply side models of the source of power are developed, and the trend of power transformation of high-quality development of equipment manufacturing industry is summarized. Finally, policy suggestions are put forward to promote the power transformation of high-quality development of equipment manufacturing industry in Liaoning Province.

This paper uses the data of 30 provincial regions in mainland China except Tibet from 2006 to 2018 to weighted measure the intensity of environmental regulation through the weight determined by the ranking of pollutant emission intensity year by year; Based on the three subsystems of economy, society and environment, this paper constructs a high-quality development measurement index system, and determines the weight year by year by entropy method, as well as measures the high-quality development level by weight; From the perspective of enterprise production decision, the influence of environmental regulation on high-quality development is theoretically deduced. Through the empirical test of two threshold models with environmental regulation intensity and per capita GDP as the threshold, it confirms each other, and empirically analyzes the impact of environmental regulation intensity on high-quality development level. The research results show that: The impact of environmental regulation intensity on high-quality development level, with the change of enterprises’ decision-making to deal with environmental regulation, has an obvious threshold effect. Before reaching the threshold, the increase of environmental regulation intensity has a negative impact on high-quality development; After reaching the threshold, the impact of the increase of environmental regulation intensity on high-quality development may have a short uncertain stage, followed by a positive impact. Government environmental regulation should be combined with the local stage to avoid the misunderstanding of blindly improving the intensity of environmental regulation; Government environmental regulation should focus on reducing the cost of cleaner production and technological innovation, and accelerate the formation of “forced“ innovation mechanism of environmental regulation, so as to give full play to the positive role of environmental regulation in promoting high-quality and high-development.

PurposeThe purpose of this paper is to measure the high-quality development level of China's marine economy and analyze corresponding spatial and temporal distribution characteristic.Design/methodology/approachDesign and optimize the index system of high-quality development level of marine economy and use entropy and TOPSIS method for comprehensive evaluation.FindingsThe research finds that from 2017 to 2019, the high-quality development tendency of China's marine economy is on the rise, but the overall level is still low. The level of each subsystem has different distribution characteristics in different provinces and cities. Guangdong, Shandong and Shanghai have a high comprehensive level. According to the comprehensive level of high-quality development of marine economy, 11 coastal provinces are divided into three types: leading, general and backward.Research limitations/implicationsThis paper clarifies the temporal and spatial distribution law of high-quality development level of China's marine economy, providing basis for promoting comprehensive and coordinated improvement of coastal provinces and cities.Originality/valueAn indicator system for the high-quality development level of the marine economy has been established, including social development guarantee, marine economic foundation, marine science and technology drive and green marine sustainability.

Improving total factor productivity (TFP) is the source of power for high-quality development. Industrial structure optimization is an important way to improve TFP. This paper constructed an econometric model of industry structure changes impacting on TFP in the marine fisheries and conducted an empirical test and analysis. The results showed that the industry rationalization, softening and processing coefficient of marine fishery had a significant “structural dividend” for improving its TFP; while the impact of industrial structure advancement and aquaculture-catching structure changes did not have “structural dividend”, but it could be a combination of other factors to reduce these adverse effects.We believe that simply pursuing the advanced evolution of the industrial structure is not conducive to sustainable development of fishery. Under the pursuit of the rationalization of the marine fishery industry structure, by promoting the coordinated evolution of marine fisheries advancement, aquaculture-catching structure and other factors, the "structural dividend" effect can be enhanced and the fishery can achieve sustainable development. Finally, it proposed to promote the development of advancement and rationalization of marine fishery industry structure coordinately, adjust fishery science and technology transformation direction and key points, and accelerate the development of intensive processing industry by cross-border integration.

Understanding the energy development ideas of the Yellow River Basin has a very important impact on the high-quality development of the Yellow River Basin. Aiming at the restriction and promotion of energy consumption in the Yellow River Basin to its high-quality development, this article takes the nine provinces of the Yellow River as the research object, builds an evaluation model based on the data of the river basin from 2004 to 2017, and uses the entropy method and elastic coefficient method to study the coupling characteristics of watershed energy consumption for its high-quality development in time and space. The results show that the high-quality development level of the river basin is generally increasing, the consumption level is generally decreasing, and the coupling of energy consumption and high-quality development is optimized year by year. Finally, according to the coupling of energy consumption level and high-quality development level, a development strategy suitable for improvement is proposed.

Artificial intelligence companies are different from traditional labor-intensive and capital-intensive companies in that their core competitiveness lies in technology, knowledge, and manpower. Enterprises show the characteristics of a high proportion of intangible assets, strong profitability, and rapid growth. At the same time, there are also the characteristics of high risk and high uncertainty. In addition to the existing value brought by existing profitability, corporate value should also consider the potential value brought by potential profitability. Enterprise value is affected by many factors such as profitability, growth ability, innovation ability, and external environment. Traditional valuation techniques are often utilised to value artificial intelligence businesses in the present market. Traditional valuation methods ignore the dynamics and uncertainties of artificial intelligence enterprise value evaluation, make static and single predictions of future earnings, ignore the value of enterprise management flexibility, and are unable to assess the intrinsic value of artificial intelligence businesses. Based on the projection pursuit method, this paper constructs a modern high-quality development enterprise high-quality development evaluation model, uses real-code accelerated genetic algorithm to optimize the projection objective function, and calculates the best projection direction vector and projection value. The collected sample data can be imported into the evaluation model to calculate the comprehensive evaluation value of the high-quality development of modern high-quality development enterprises and the weights of various indicators included. By comparing the size of the comprehensive evaluation value, each sample can be calculated Evaluation of the level of high-quality development. The results show that the high-quality development level of China’s overall economy is on the rise, but the level of development is still low, and there is a large gap between the development level of the eastern region and the central and western regions. Using the systematic generalized moment estimation method, empirically, we analyse the impact of artificial intelligence on the high-quality economic development. The results show that artificial intelligence at the national level and in the central and western regions will significantly promote high-quality economic development, while artificial intelligence in the eastern region has a significant inhibitory effect on high-quality economic development.

Based on the provincial data of China from 2004 to 2018, this paper empirically tests the impact of the spatial distribution of producer services on the high-quality development of manufacturing. It is found that the spatial distribution of producer services significantly promotes the high-quality development of manufacturing, and there is no heterogeneity of geographical location and economic development level.
